picks up for Fatehabad bypoll Fatehabad, May 4 The star campaigner for INLD nominee Mrs Swatantra Chowdhary, is Mr Abhey Singh Chautala, an MLA and a son of the Haryana Chief Minister. Almost every worker of the ruling INLD tries to be with him. Mr Sampat Singh, in charge of the poll campaign also accompanied him during the campaign. He moves in a cavalcade of vehicles and addresses meetings in villages. Mr Chautala today addressed meetings in villages Mochi, Chobara, Jandli Kalan, Buvan, Lahrian, Tibbi and Dholu. These are the villages, where the Congress president Mr Bhajan Lal campaigned for his nominee. Mr Chautala was weighed against coins at several places today. The Transport Minister, Haryana, Mr Ashok Arora is holding the fort at Fatehabad town. He along with Mr Subhash Goyal, a minister, Mr Malik Chand Gambhir, an MLA and Mr Ram Raj Mehta have been trying to woo urban voters. Meanwhile, in another development, the sarpanches and lambardars of Kamboj community have reaffirmed commitment to the INLD candidate. The community, which was earlier having a tussle with the ruling party over a piece of land of a religious dera ‘Bhuman Shah’ said today that all disputes of the dera had been settled and they had offered their support to the INLD. The Congress president, Mr Bhajan Lal has been campaigning for his nominee Mr Dura Ram. He went to villages Barsin, Bija Lamba, Bisla, Boswal, Ayalki, Khanpur, Dhani Masitan and some other villages of the area. He was greeted with currency notes at several places. Mr Shamsher Singh Surjewala, a former Congress president, joined the poll campaign today. He claimed that the real development of the area had taken place, when he was at the helm in the state. He sought votes for the Congress for paving the way of his return as a Chief Minister after general elections next year. Senior Congress leaders Mr Daharm Pal Malik, Mr Ramji Lal, Mr Amar Singh Dhanak, Mr Tara Singh and Mr Mani Ram Keharwala accompanied the former Chief Minister during his campaign. The HVP leader Mr Surender Singh, meanwhile, was on door-to-door campaigning in different wards of the Fatehabad town. He castigated the state government for alleged law and order failure in the state and said that all sections of the society, particularly the traders, were feeling insecure in the state. The CPM nominee, Mr Krishan Swaroop, today campaigned in outer colonies of the town. The colonies, seemingly ignored in the matter of development, are worse than villages. Speaking in Swami Nagar and Ashok Nagar, the CPM nominee said that the INLD, the congress and the HVP were parties of the rich and not concerned with the plight of the poor. Meanwhile, the Haryana Pradesh Vyapaar Mandal today appealed to traders to vote against the ruling INLD in this by-election. Talking to mediapersons, Mr Bajrang Das, president of the mandal said that the state government had imposed VAT on the farmers though no other government had made up its mind to implement it. |
RLD to support HVP in Fatehabad Rohtak, May 4 Announcing this at a press conference here yesterday after the meeting of the state RLD executive committee and district party presidents at the state party headquarters, Haryana RLD President Swami Indervesh said the RLD had extended support to HVP nominee Prahlad Singh Gillakhera. A team of about 150 RLD workers led by state party leaders would go to Fatehabad on May 7 to seek votes for the HVP candidate.

117 held for defying ban order Fatehabad, May 4 The police reached the site an hour before the scheduled start of demonstration and arrested 117 persons under Sections 107 and 151 of the Criminal Procedure code for the violation of Section 144 of the Criminal Procedure Code. Some other retrenched employees, who reached the site after the incident tried to organise a procession, but the attempt was thwarted by the police and crowd dispersed. The Haryana Vikas Party, the congress and the CPM has criticised the move of the police. The state Congress Chief Mr Bhajan Lal said that the Congress supported the stand taken by the retrenched employees. The state HVP secretary general Mr Surender Singh, and CPM nominee Krishan Swaroop said that to hold a demonstration was the fundamental right of these employees and condemned the use of force by the police. |
Paper leak suspects identified Ambala, May 4 He said some students from Panipat had been identified but the involvement of three presses associated with the printing of question papers could not be ruled out. The police and the committees were working jointly to nab the
culprits. Besides, bringing a bad name to the university, leakages and sale of question papers affected 90 per cent of the students. Dr Chawla, who was in the city to preside over a DAV school function, addressed a press conference yesterday evening. The VC claimed that cancellation and postponement of papers, followed by distribution of fresh set of question papers in the centres put a check on cheating as no cases had come to light after that. As a precautionary measure, even the question papers for the postgraduate classes, yet to commence have been printed afresh. He also attributed the leakage to poor packaging of question papers and pointed out that the same had been made more fool-proof. Dr Chawla said steps are being taken to improve research in various departments by removing bottlenecks. He is visiting various departments to know about the problems being faced by the faculty and the researchers. He also talked about introducing new courses in the Department of Correspondence Studies, besides strengthening the existing courses. The VC ruled out any change in the admission process in the forthcoming academic session. To a question on the functioning of certain private institutes as centres for Personal Contact Programme ( PCP) for correspondence courses, the VC said the facilities in the same were being reviewed and these not found up to the mark would be cancelled. He reiterated the need for a placement cell on the campus to make education more employment-oriented and said that a meeting held recently with the Deputy Director, Employment (Haryana) had already worked out the
modalities for the same. The walk-in interviews would be helpful in securing good jobs in the private sector. On the filling of vacant posts of teacher, the VC said that while the government had asked the university to prepare a list of the vacant posts on the basis of the workload of teachers, so that the posts at least in the university could be filled, he would shortly take up the issue of posts vacant in various government-aided colleges in the state. He expressed his inability to do something on these posts, which have been freezed in the private colleges. Besides this, emphasis will also be laid on sending teams of students and teachers on exchange programmes to other countries on regular basis to widen horizons. The University has already signed two MoUs with a university each in Australia and California. |
Doctors, varsity lock horns Faridabad, May 4 The PGIMS, Rohtak conducts entrance test each year for admission to 135 seats in the PG courses, which include 86 seats for degree and 49 seats for diploma
courses. According to the HCMS Association, the Haryana government had reserved at least 42 seats in these courses for the doctors serving under it . “But the MD University administration, which had been conducting the entrance test, wanted to `usurp’ the reserved seat under the `garb’ of the guidelines of the `Medical Council of India’ (MCI)”, charged Dr Ravinder Mathur, President of the HCMS Association here today. Dr Mathur said although the MCI had instructed that only those candidates, who get at least 50 per cent in the entrance test be admitted to the PG courses. But he said the Haryana government had intervened and directed the authorities to fill the `vacant’ seats with the candidates (HCMS) getting lower marks. He claimed that the Supreme Court last year ruled that candidates getting at least 33 per cent marks could be admitted in PG courses (Medical) in response to case filed by government doctors of Rajasthan government. According to Dr Mathur, in such conditions, the MCI rules in this regard were ineffective and the MD University could not debar HCMS doctors getting less than 50 per cent marks to be admitted in PG courses in Haryana. He said about 42 seats, which include 27 for degree and 15 for diploma courses reserved for HCMS be given to them. He said the HCMS Association was forced to move court after the authorities who conducted the entrance test on April 26, failed to declare the result of
the HCMS candidates. He said although result of 117 selected candidates belonging to open merit or direct entry was declared after 48
hours. He said it was also 'unjustified’ on the part of the authorities to
'withdraw’ the 'para’ in the prospectus regarding the lower marks benefit in the PG admission to HCMS, just before the test this year. He said the date of counselling for PG admission was changed to May 6, abruptly from earlier announced , May 15, giving rise to suspicion on the motives of the authorities, to the reservation factor. He said as many as 81 HCMS candidates had appeared for the test, and their `fate’ hangs in a
'balance' in view of the developments. He stated that while the PGIMS provides 10 per cent grace marks to its own students in PG courses admission each year, he alleged that a
'lobby’ had been active to deny the due of HCMS doctors, as 40 vacant seats in PG courses were transferred to open category, previous year. |

drive a relief for shoppers Karnal, May 4 The drive was launched by Mr R. S. Doon, Deputy Commissioner to decongest bazaars and roads. Chunks of HUDA and Municipal lands were freed from encroachments. The Readymade Garments Association feels that the campaign proved useful to shopkeepers. President of the Rehri Union, Chander Bhan said that the government had taken a good step in removing encroachments. Rehris were main nuisance for traffic jams and blockades in markets and bazaars. A resident of Karnal recalled that despite hurdles market in Chaura Bazar was widened by the then Deputy Commissioner, Mr Sukh Dev Parshad, in Emergency in 1975 and later by another DC Sushil Kumar in 1993. In Emergency Karnal used to be termed a city sans “khokhas”. The Deputy Commissioner has ensured that the rehris did not stay at one place and keep moving while selling wares. The bazari has been ended by the government in the municipalities but some officials of the committee allegedly still charge money from phariwallas and rehriwallas for using government land along the roads in the city. Even some police officials with Municipal staff and the shopkeepers fleece phariwallas. The DC has put a check on this practice. But parking of vehicles at wrong places is very much there. Vehicles are parked everywhere and anywhere. The problem is too serious in front of the Karna Park where two banks, a Maruti service station and two liquor shops operate. Almost half of the road is occupied by wrongly parked vehicles in front of private clinics and banks on the Kunjpura road. Car owners violate rules and park vehicles in front of a dhaba near the hospital chowk. Policemen on duty there turn a blind eye to traffic congestion. The district administration and the Municipal committee over the years never thought of planning parking lots at specific places in the city. The G.T. Road which once used to pass through the heart of the city is now mostly used for parking by shopkeepers and those coming for shopping. Farmers coming to the city on tractor-trailers are a menace. They park long tractors anywhere and every where. Accidents by tractors have become very common. More than 80 per cent of them do not have valid driving licences. No place has been earmarked for three-wheelers. These could also be seen parked anywhere. There seems to be little participation of the traffic police or the city police in it. They confine themselves only to challaning two wheeler owners without helmets. Regulation of traffic in busy and overcrowded city bazaars is a secondary to them because the exercise is not gainful. |

inaugurated Kurukshetra, May 4 He said the government officers should do their work with the help of computers and keeping in view their financial condition. They should purchase their own computers so that their children could also learn computer. Mr Dharamvir pointed out that 10 computers costing Rs 5 lakh had been installed and the first batch comprising 10 women surpanches from the district had been selected for giving them computer training. |

to send fodder to Rajasthan Yamunanagar, May 4 Mr Chautala said that it had also been decided to provide hand pumps in the area of Rajasthan facing drinking water shortage. He added that areas would be identified this month. He said that two divisions of Rajasthan i.e. Bikaner and Jodhpur were hit by drought. Mr Chautala said that it seemed the Congress was not concerned about the welfare of the people there. He said that Haryana always came forward to help whether it was Gujarat, Orissa, Uttaranchal or Rajasthan. He added that the Congress and the Haryana Vikas Party were fighting for number two positions. Mr Chautala said that Congress has lost its base and Haryana Vikas Party was exposed during its earlier regime. Later on Mr Chautala went to Chitra Mandir and spoke on the occasion of Parshu Ram Jayanti. The function was organised by the International Yuva Brahmin Organisation. |
Two killed in road accidents Ambala, May 4 According to information, Kishori Lal, a resident of Kakru village died on the spot when a tractor hit him. He was crossing the Ambala-Chandigarh road near Saddopur barrier. The deceased was a motor mechanic. The police registered a case against the tractor driver in this regard. In another accident, Constable Jasbinder Singh died on the
G.T. Road, near his native village Noorpur, when he was hit by a tractor. The deceased was posted at a police post in Kurukshetra district and he had come to his village a few days back. After the post mortem, the body was handed over to his relative. Meanwhile, the body of an unidentified person was found near Model Town, Ambala City. After conducting the post
mortem, the police handed over the body to the Municipal Council for cremation. |
Fire in godown Ambala, May 4 According to Mr Rajinder Jain, one of the partners of the firm, Om Prakash and Sons, the fire which had been started by a farmer to burn stubble in the fields, spread to the premises of the godown located nearby due to the wind direction. Raw material in the form of big rolls of rubber which are used to manufacture cover belts or fan belts for crushers, machines and submersible motors, was reduced to ashes. Though the exact amount of the loss was yet to be ascertained, as many as 25-30 rolls have been burnt and the cost of each roll is estimated to be about Rs 50,000, he said. The servants, who were present on the premises, informed the fire brigade headquarters in cantonment and six fire tenders from Cantt and the city were pressed into service immediately. The fire, which reportedly broke out at 3.30 pm, was controlled in about an hour’s time. Their timely action was able to prevent it from spreading inside the godown as the doors were locked. |

nritya), Rajasthan ( kalbelia) and Haryana. The grand finale was the folk dance from Punjab. The Vice-Chancellor of Kurukshetra University, Dr A.K Chawla, who was the chief guest at the function, presented awards to meritorious students who had excelled in academics and extra-curricular activities.
