Fatehabad: Cong to field Bhajan’s nephew Chandigarh, April 24 The byelection will be formally notified by the Election Commission, paving the way for filing of nomination papers. The Congress had held a workers’ meeting at Fatehabad yesterday to ascertain their views about the candidate. A overwhelming number of workers were of the view that either Mr Kuldip Singh Bishnoi or Mr Dura Ram, the younger son and the nephew of Mr Bhajan Lal, respectively, should contest the byelection. The fact that Mr Dura Ram is a resident of Fatehabad ultimately weighed in tilting the scales in his favour. Mr Dura Ram and his family own a commission agent’s shop in the Fatehabad grain market. He had been active in local politics. He is a member of the Zila Parishad as well. With the Congress finalising its candidate, the battlelines for the electoral battle in Fatehabad have been drawn. While the ruling Indian National Lok Dal (INLD) has fielded Mrs Swatantra Chowdhary, a daughter-in-law of Mr Leela Krishan, whose death caused the byelection, the Haryana Vikas Party (HVP) has nominated Mr Prahlad Singh Gillankhera. The CPM has decided to field Mr Krishan Swaroop. The Haryana BJP too is keen on contesting the byelection. However, it awaits the final nod from the high command. The Fatehabad assembly byelection will be the first to be contested in the state after the Supreme Court’s judgement on the right to information. Under the new law a candidate will have to furnish information regarding his educational qualifications, property and criminal offences in the prescribed format. The nomination papers can be filed up to May 2 and these will be scrutinised on May 3. The last date for withdrawal is May 5. The polling will be held on May 21. |
14 Cong councillors join INLD Panchkula, April 24 The switching over of these councillors from the Congress to the ruling Indian National Lok Dal
(INLD), with active involvement of Mr Abhay Chautala, son of Chief Minister Om Prakash Chautala, assumes significance in the wake of his earlier announcement of contesting the next elections from the Kalka Assembly constituency. The Kalka seat has been represented by Haryana Pradesh Congress Committee President and former Chief Minister Bhajan Lal’s elder son Chander Mohan for three consecutive terms. These developments have paved way for a smooth sailing for the INLD in the elections to the posts of President and Vice-President of the first-ever Municipal Council, scheduled for April 28. With this, the INLD is assured support of 26 of a total of 31 councillors. The number of councillors affiliated to the Congress, who have remained elusive for the INLD, is now merely two. The Congressmen, defying party orders for boycotting these elections, won 16 seats in the elections held on January 19. A number of senior Congress leaders , including former city president of the Congress and close confidant of the Leader of Opposition in Haryana Assembly, Mr Bhupinder Singh
Hooda, Mr Krishan Nanha, and the present city president of the Congress, Mr Sanjeev Kumar Chopra, have also joined the
INLD. Mr Nanha’s wife, Ms Anita Aggarwal is a councillor from Ward No. 30, while Mr Chopra’s wife had lost the elections from Ward No. 22. The two leaders, have expressed their dissatisfaction with “Congress leadership” as the main reason for switching over of loyalties. Barring Mr V.K. Kapoor, councillor from Ward No. 6 and Mr Amar Singh, councillor from Ward No. 31, the remaining Congress affiliated councillors have also reportedly given their consent to Mr Abhay Chautala for supporting the INLD backed candidate. The BJP, which was the only party to have fielded candidates on its party symbol, had won three seats. However, with souring of ties between the state unit of the BJP and the INLD, an alliance between the two parties seems unlikely. But, BJP councillors, say sources, will have little option than to support the INLD candidates. This challenge for the Congress comes at a time when the party decision to boycott the Municipal Council elections boomeranged, with the Congress losing a sizeable number of its supporters to the ruling Indian National Lok Dal. With the party leadership seeing these elections as a challenge to the influence of Mr Chander Mohan, it was decided to boycott the elections. Sources in the Congress say disciplinary action against the Congressmen who have switched their loyalties is expected only after the election of the council president. Pinjore, Barwala and Raipur Rani blocks will see a transformation to woo dissidents. |
Confusion
over CM’s remark on quota for women Chandigarh, April 24 Addressing a press conference here today, representatives of the National Commission for Women (NCW) lauded Mr Chautala for his speech in which he had apparently talked about following the principle of 33 per cent reservation for women while allocating the ticket in the general election. A press statement issued by the Haryana Government after Tuesday’s meeting, however, said that Mr Chautala’s assurance to the NCW was confined to reserving 33 per cent offices of his party for women workers. When the anomaly was brought to the notice of Ms Poornima Advani, chairperson of the NCW, at the press conference, she said the impression they got from Mr Chautala’s speech was that he was talking about giving 33 per cent of the tickets to women at the time of elections. Ms Advani, who was addressing the Press at the conclusion of a three-day tour of Haryana by NCW representatives, said she had a meeting with Secretaries of various departments, including the Chief Secretary, at which the issues that came up during her interaction with NGOs and women representatives on Monday were discussed. Female foeticide she said was a serious problem in the state and added that the NCW had recommended the registration of cases under the IPC also against those responsible for the practice. “So far only the PNDT Act is put into use to book those found guilty of committing the crime”, she said and added that Haryana’s record of registering only 14 cases till date for female foeticide was far from satisfactory. Joint surveillance by Health Department officials along with Police, Home and Women and Children Welfare Departments should be carried out to stop this heinous practice. |
Slain jail guard’s family awaits relief Chandigarh, April 24 Members of the family of Mr Gulati had met Chief Minister Om Prakash Chautala sometime back in this connection. The Department of Prisons, Haryana, had also taken up the case with the state government so that next of kin of the slain guard received the same benefits as being given to the families of policemen killed while on duty. The issue of compensation has given a fresh boost to the feeling of deprivation nurtured by the prison staff over the alleged preferential treatment enjoyed by their counterparts in the state police. According to a member of the prison staff, if a policeman dies during an encounter, his family gets Rs 5 lakh as compensation. Moreover, the salary drawn by him at the time of death is made available to the family till the date he will have retired. On the other hand, if a prison staff member is killed while on duty, there is no cash compensation and the monthly disbursements made to his family are also much less than what the slain police staff get a salary. Incidentally, after Vijay Kumar was killed, two policemen who were present at the site engaged the assailants in a gunbattle leading to the capture of one of the culprits. Both these cops, one a plainclothsman employed with the CIA staff and the other a member of the Fatehabad police, were later rewarded by DGP, M.S. Malik. They were promoted, given commendation certificate(class I) and a cash reward of Rs 11,000 each. On the other hand, the murdered jail guard’s family was not offered anything more than what was admissible under the rules. “Gulati had also shown courage. He had been receiving threats from the assailants for a long time but that did not stop him from coming to duty”, said a source. The Prison Department authorities are worried about the antiquated rifles available for prison duties. Following a proposal by the Prison Department, the government asked the state police to provide the prison staff with better weapons but the supply of new rifles was being delayed. Had the prison staff been equipped with good rifles, the incident perhaps would not have taken place. |
HIGH COURT Chandigarh, April 24 In his petition, the SP had also sought directions to the respondents for reconsidering the select list of March 25, 1991, as far as he was concerned. Directions were also sought for quashing an order pronounced by the Central Administrative Tribunal dismissing his original application in the matter. Going into the background of the case, his counsel had asserted that the petitioner’s name had not been included in the select list following which an application was filed before the CAT, but the same was dismissed. Relief denied A litigant coming to the courts without clear intentions cannot be granted discretionary relief, a Division Bench of the high court today ruled in a significant judgement. Pronouncing the orders in the open court on a petition filed by Rohtak-based industry, the Bench, comprising Mr Justice S.S. Nijjar and Mr Justice Hemant Gupta, ruled: “In the present case, the petitioner has been shifting his stand. In our opinion, he has not come to the court with clean hands. Such a litigant cannot be granted any discretionary relief in exercise of writ jurisdiction under Article 226 and 227 of the Constitution of India”. In his petition against the Haryana Urban Development Authority, the industry had earlier challenged the orders of resumption due to non-construction within the stipulated period of time. After going through the arguments, the Bench dismissed the petition. |

Stating this to mediapersons here today, the Haryana Sikh Gurdwara Parbandhak Committee general secretary, Mr Didar Singh Kamboj, said the committee had sent letters to the Government of India, Haryana and Punjab as well as the SGPC demanding that the SGPC elections were held before October. |

Singh had met the officer to apprise him of the problems of local residents, but the officer misbehaved with the former MLA and also lodged a false complaint against him. |
German baboon born in Pipli zoo Kurukshetra, April 24 According to Dr M.R. Singh of the Haryana Wildlife Department, during its six months of pregnancy, the mother baboon was put on a special diet. Sheru, the father, had lost his mate seven years ago. Sheru’s loneliness exemplified by its daylong screaming and restless behaviour caught the attention of animal lovers and forced the Central Zoo Authority to bring it a partner. Sundari was brought from Mysore last year.

Kadian is new KU Registrar Kurukshetra, April 24 According to the orders issued by the Vice-Chancellor here today, Dr Kadian has taken over in place of Dr Hawa Singh, who has been relieved from his duties with immediate effect. The new Registrar, Dr Kadian, will also hold the additional charge of the university Controller of the Examinations.

girl kidnapped; student caught Hisar, April 24 The girl’s parents had complained that Vikram, who had been waiting at the college gate for her examination to get over, had pushed her into his car. According to the girl, Vikram told her to marry him or he would kill her. Just to save her life, she nodded in the affirmative. Only then she was allowed to go home. The Principal of the college, Mr Subhash Sharma, forwarded the complaint to the police, after which, the accused was taken into custody. The girl said Vikram had been stalking her for the past one month.

complex room gutted Ambala, April 24 According to the information, a resident of Hisar, Mr P. S. Rana, reached Kingfisher, along with his daughter, around 11 pm yesterday and booked the suite No. 109. Around 4.45 in the morning, he noticed that the curtains of the room were on fire. The air-conditioner was also blazing and within no time, the fire spread in the room. Mr Rana and his daughter immediately ran out of the room and cried for the help. The ADM of the complex, Mr N. R. Minhance, a supervisor, Mr Shish Sharma, and a few other employees reached there and the fire brigade was also informed. However, the employees managed to control the fire by using fire extinguishers before fire tenders reached the spot. The loss is estimated to be around Rs 1 lakh. |
