A former Haryana MLA, Mr Pratap Singh Chautala, today accused his elder brother and Chief Minister, Mr Om Prakash Chautala, of ‘belittling’ former Deputy Prime Minister Devi Lal by demolishing the houses of poor in order to install the statues of the late leader.

Jail term for killing employer
Ambala, April 29
The Additional District and Sessions Judge, Mr B.M. Bedi, today sentenced a man to five years of imprisonment under Section 304 (2), IPC, for killing his employer. Manoj Kumar of Bori Serai, Nalanda in Bihar, had murdered his employer Bhoori Singh on October 9, 2001.

Rao expresses concern over Dalits’ plight

Mr V. Hanumant Rao, secretary, All India Congress Committee (AICC) in charge for Haryana, has expressed concern over the plight of Dalits in Haryana and said that the attitude of the government showed that it had soft corner for those who committed atrocities against Dalits in the state.

Ruling on remission of sentence
Chandigarh, April 29
Remission of sentence is to be granted only after taking into consideration the prisoner’s conduct. This was ruled today by Mr Justice Amar Dutt of the Punjab and Haryana High Court in a significant judgment.

Undertrial prisoner escapes
Kaithal, April 29
An undertrial prisoner escaped from the custody of a party of the Punjab police from the district courts here today. According to information the accused Puran Singh of Habri village of this district was facing trial under the NDPS Act in Panjab and was in Patiala Jail.

Chautala ‘belittling’ Devi Lal

A former Haryana MLA, Mr Pratap Singh Chautala, today accused his elder brother and Chief Minister, Mr Om Prakash Chautala, of ‘belittling’ former Deputy Prime Minister Devi Lal by demolishing the houses of poor in order to install the statues of the late leader.

Talking to newsmen here today Mr Pratap Singh said his father, Mr Devi Lal, always fought for the poor and would have never approved of their dislocation for the installation of his statues.

By starting the “dangerous” trend of naming every park and institution after Mr Devi Lal, his Chief Minister brother would only bring disrepute to his father because now politicians like former Chief Minister Bansi Lal were threatening to demolish the statues if they regained power. It was because of Mr Chautala’s ill-advised actions that Mr Bansi Lal’s assertions were greeted with applause of approval by the people.

Mr Pratap Singh said if Mr Chautala had installed Mr Devi Lal’s statues in a limited and dignified number, nobody would have objected.

Mr Chautala should now start installing his own statues so that “when there would be a volcanic eruption of popular anger after the change of government in Haryana, the statues of my father would escape the mob fury,” he added.

The estranged brother of Mr Chautala accused the Chief Minister of using the process of demolition of unauthorised structures for political interests. Mr Pratap Singh alleged that the administration was not removing encroachments made by favourites of the ruling party. Quoting an instance at his native village, Chautala, the former MLA said while encroachments made by political opponents of the Chief Minister were removed, nobody touched those illegal structures which were made by those favoured by the ruling family.

Mr Pratap Singh said he had to approach court against this discrimination. Though the court accepted his plea and directed the administration to remove all encroachments, the directions had not been implemented so far.

Referring to the demolition of 40-year-old Subhash Basti in Sirsa, Mr Pratap Singh said if the colony was illegal how come the civic body headed by an INLD man provided cemented streets in that area only recently. Moreover, the civic body was also collecting house tax from residents. He alleged that in Sirsa town itself, “Chautala House”, owned by the Chief Minister, had been expanded on encroached land, but the administration was not taking any action because of such anti-people policies of the Chautala Government, the Congress would give a tough fight to the INLD in the Fatehabad by-election.

Probe amassing of wealth by Chautala: BJP

Mr Krishan Pal Gujjar, leader of the BJP legislature party, today said the CBI should probe the huge wealth Haryana Chief Minister Om Prakash Chautala had amassed during the past three and a half years of his rule. He alleged that the Chief Minister had amassed wealth disproportionate to his known sources of income by way of contracts in various government departments, PWD and HUDA and excise evasion by distilleries in the state.

He was here to attend the BJP dharna in protest against the suspension of the Ambala Sadar MC chief Shankar Dass Sharma. Lashing out at the Haryana Government, he said the people were fed up with the misrule of the present government.

Reacting to Mr Chautala’s statement that he did not wish to have an alliance with weak parties, Mr Gujjar said both Mr Chautala and his father Devi Lal could have never come to power in the state without the support of the BJP.

Fearing booth capturing and rigging in the Fatehabad by-election, Mr Gujjar urged the Election Commission to appoint a special observer so that polling could be held in a free and fair manner.

Labelling Mr Chautala as Hitler, he condemned the government for introducing VAT in the state while it was yet to be introduced in other states. BJP workers staged the dharna for the second day today.

VAT: Haryana bandh on June 2

The Haryana VAT Sangharsh Samiti will observe a statewide bandh on June 2 in protest against the implementation of VAT in the state. The convener of the samiti, Mr Sanjay Sathi, said here today that this decision was taken at a meeting of the samiti in New Delhi yesterday.

The convener claimed that the state units of the Congress and the Bharatiya Janata Party had extended their support to the proposed bandh against the imposition of this “anti-trader” tax. He said the president of the state Congress Traders Cell, Mr Rahul Satia, had announced to support their agitation against VAT.

The state BJP has also decided to fully cooperate with the samiti on this issue and announced to support the June 2 bandh. Mr Sathi said the vice-president of the Vyapar Cell of the state BJP, Mr Arun Maheshwari, called upon all traders of the state to be united against the state government’s decision to implement VAT.

Mr Govind Bhardwaj, general secretary of the BJP Traders Cell, while addressing the meeting, demanded that the tax immunity limit for small traders should be relaxed from Rs 5 lakh to Rs 25 lakh. Mr Roshan Lal, Panipat chief of the Haryana Vyapar Mandal suggested abolition of excise.

Haryana Vyapar Mandal president Lakshmi Chand Gupta welcomed the formation of the VAT Sangharsh Samiti and extended full cooperation to the bandh. The meeting was presided over by Mr Shyam Sunder, secretary of the Confederation of All-India Traders.

Police remand for BTFK militant

Karnal, April 29
Two of the four persons arrested in connection with the alleged murder of an arms supplier in this district last month were further remanded in police custody for a day by a court here.

The court extended the police remand of former Bhindranwale Tigers Force of Khalistan commander Avtar Singh and Lucky Khanna while Avtar Singh’s wife Sonia and Mohammed Akil were remanded in judicial custody.

The four were taken to Delhi by the police here last night for the recovery of gold chain and a leather jacket which Munna, an arms supplier, was wearing on the day of his murder at Taraori Nilokheri in this district last month.

All five were known to each other and allegedly supplied arms to criminals and terrorist groups. Four of them got suspicious of Munna and brought him to Haryana in the last week of March. He was first given some intoxicants at Murthal in Sonepat district and strangled at Nilokheri, where his body was burnt.

The police said that all were residents of Jheel Kharanjia across Yamuna and were engaged in the smuggling of weapons with the help of Munna. The police had sought an extension in police remand of Avtar Singh and Lucky Khanna.

Avtar Singh is a brother of Paramjit Singh Pammi, an accused in the assassination case of former Punjab Chief Minister Beant Singh. PTI

HVP nominee files papers

Haryana Vikas Party nominee for the Fatehabad Assembly by-election, Prahlad Singh Gillankhera today filed nomination papers in the office of Returning Officer Yogesh Bhardwaj. Former Haryana Chief Minister Bansi Lal, HVP secretary general Surender Singh, general secretaries Rajiv Jain and Jatinder Singh Kaka, chairman of the party’s parliamentary board Kanwal Singh were present on the occasion. Mr Gillankhera filed two sets of nomination papers.

Addressing his supporters in front of the mini secretariat here, Mr. Bansi Lal alleged that the INLD government had been befooling the people by telling lies. He said that Haryana Chief Minister Om Parkash Chautala had been claiming that record number of development works had been completed during his regime but the Chief Minister had not been able to do maintenance of development projects completed during the HVP regime. Meanwhile, INLD MLA from Rori Assembly constituency Abhey Singh Chautala addressing media-persons here today said that the defeat of Mr Bhajan Lal’s son Chander Mohan in the elections for the president of the Panchkula Municipal Council indicated that the Congress would lose here. He announced that he would contest the next Assembly elections from Kalka Assembly constituency.

Congress nominee Dura Ram today campaigned in the grain market and sought the support of traders. Former MLA Kuldip Bishnoi and several other Congress leaders accompanied him in the campaign. PTI

Jail term for killing employer

Ambala, April 29
The Additional District and Sessions Judge, Mr B.M. Bedi, today sentenced a man to five years of imprisonment under Section 304 (2), IPC, for killing his employer. Manoj Kumar of Bori Serai, Nalanda in Bihar, had murdered his employer Bhoori Singh on October 9, 2001.

According to information, Manoj Kumar was working for Bhoori Singh, a “chat” seller. On the night of October 9, Bhoori Singh went to keep his rehri at his shop on the Rambagh road. The next day, when his wife Rajjo Devi, along with two servants Dwarka and Jai Prakash, came to look for him, she found him dead. He had injury marks on his forehead. The police had lodged an FIR on the basis of her complaint.

The accused had been in judicial custody since then.

The judge also imposed a penalty of Rs 2000 on him. However, if he fails to pay the penalty he would be required to undergo rigorous imprisonment for another three months.

Rao expresses concern over Dalits’ plight

Mr V. Hanumant Rao, secretary, All India Congress Committee (AICC) in charge for Haryana, has expressed concern over the plight of Dalits in Haryana and said that the attitude of the government showed that it had soft corner for those who committed atrocities against Dalits in the state.

Mr Rao, who was deputed by the AICC President, Ms Sonia Gandhi, to assess situation at Harsola village of the district from where hundreds of Dalit families have migrated to Kaithal after they were attacked by members of dominant community in February last, was talking to mediapersons here today.

Mr Rao said that after the Dulina incident in which five Dalits were killed by a mob, the Harsola episode showed that the administration was playing a partisan role and had failed to provide adequate security to Dalits who were forced to leave the village.

He said that even after a long time, the administration had failed to provide any compensation to the victims of planned violence and they were camping at different places in the town, including Ravi Dass Mandir. Most of them were being fed by the temple body and the administration was nowhere in sight. He said many students were not going to schools after the violence in that village and the migration of the Dalit families.

Mr Rao alleged that it was at the behest of Chief Minister Om Parkash Chautala and Chief Parliamentary Secretary Ram Pal Mazra that the section relating to the Prevention of Atrocities on SCs and STs Act against members of dominant community was withdrawn and they remained booked under Sections 323\325 and 506 of the IPC. He said that after the withdrawal of provisions of the SC ST Act and their subsequent release on bail, members of the dominant community again challenged members of the Dalit community, who had returned to the village on assurance of security. But the administration had failed in its duty to provide them any security and they again left the village .

Mr Rao announced a financial help of Rs 5000 from his pocket to help the Dalit families.

An official spokesman said here today that the employees and pensioners could forward their grievances regarding loans and advances to Mr I.P. Gupta, Senior Deputy Accountant General (Administration and Accounts), regarding provident fund pension and gratuity, the grievances could be forwarded to Mr Dharam Singh, Deputy Accountant-General (Funds and Pension). Ruling on remission of sentence

Remission of sentence is to be granted only after taking into consideration the prisoner’s conduct. This was ruled today by Mr Justice Amar Dutt of the Punjab and Haryana High Court in a significant judgment. The ruling is important as substantial number of prisoners, seeking remission, would be affected by it.

Pronouncing the orders on a petition filed by Tejinder Singh and other life-termers confined at Rohtak district jail, Mr Justice Dutt ruled: “Remission is to be granted only after taking into consideration whether the particular prisoner’s conduct warrants such an exercise. The fact that the prisoners of another jail have been granted the concession would not per se afford a ground to the petitioners, and others like them, to seek directions from the court for the grant of similar relief”.

Going into the background of the case, Mr Dutt observed: “The grouse of the petitioners is that the remission granted in 1998, 1999 and 2000 to inmates of other jails had not been given to them and this amounted to colourable exercise of power, which could not be sustained..... On behalf of the respondents, it was contended that the remissions in 1998, 1999 and 2000 were granted after visiting a particular jail, according to the jail manual”.

Undertrial prisoner escapes

An undertrial prisoner escaped from the custody of a party of the Punjab police from the district courts here today.

According to information the accused Puran Singh of Habri village of this district was facing trial under the NDPS Act in Panjab and was in Patiala Jail. This morning he was brought here by a party of the Punjab police for producing him in a court in a case under the Excise Act. He reportedly made an excuse to take water and jumped on to a motorcycle kept ready for him by a youth. The police here has registered a case and started a hunt to trace him.

May 21 declared holiday

The Haryana Government has notified that May 21 will be observed as a public holiday in all government offices and institutions under it located in the Fatehabad Assembly constituency on account of the by-election to the Vidhan Sabha seat on that day.

The government has also notified that May 21 would be observed as a holiday in this area within the meaning of Section 25 of the Negotiable Instruments Act, 1881.
