Chautala’s action autocratic, says opposition Chandigarh, May 3 The Haryana Congress President, Mr Bhajan Lal, alleged that the Chief Minister, Mr Om Prakash Chautala, was causing irreparable damage to the “well-laid out, time-tested and tried norms of administration by his autocratic actions.” He said by taking away the powers of the Governor, who was above party politics, Mr Chautala had destroyed the system of checks and balances provided in the Constitution to keep a check on autocratic actions of the persons in authority. Mr Bhajan Lal said after taking vindictive action against his political rivals and other sections of society, Mr Chautala was now “showing his teeth to the Head of the State,” which, he said, must be condemned by all the right-thinking persons, having faith in the democratic values. The Leader of Opposition, Mr Bhupinder Singh Hooda, said Mr Chautala’s decision had shocked the people of the state, because it would harm helpless employees more than the Governor. He alleged that Mr Chautala wanted to centralise all the powers of the state. This action of the Cabinet, Mr Hooda said, proved that Mr Chautala preferred dictatorship rather than running the state in a democratic manner. Appealing to the Cabinet to review its decision, Mr Hooda said the curtailing of the Governor’s powers had insulted the framers of the Constitution. The RPI MLA, Mr Karan Singh Dalal, said as the countdown of the present tenure of the INLD government had begun, Mr Chautala was showing his true colours of being an authoritarian ruler. He said if the people of the state did not oppose Mr Chautala’s undemocratic and unconstitutional acts, in the coming days the Chief Minister would revert to his Meham days. The Haryana BJP President, Mr Rattan Lal Kataria, who described the decision as “unfortunate”, urged the Chief Minister to reconsider it. He said the news reports about the tension between the Governor and the Chief Minister, two highest Constitutional offices in the state, were causing concern to all right-thinking persons and were not in the interest of Haryana. He said the Chief Minister should not send wrong signals by taking steps which would upset the scheme of administrative machinery. The secretary of the Haryana Congress, Mr Sat Pal Kaushik, said the Cabinet should review its decision because the institutions were above individuals. |

BYPOLL Fatehabad, May 3 Meanwhile, former Chief Minister Bhajan Lal announced today that the government employees who had lost their jobs due to policies of retrenchment of the present government, would be reinstated whenever he came back to power. Addressing election meetings at a number of villages, he said he would amend the law to accommodate them, if needed. Finance Minister Sampat Singh campaigned for INLD nominee Swatantra Chowdhary. Urban Development Minister Subhash Goyal and Mr Abhey Singh Chautala, MP from Bhiwani, also campaigned for the party candidate. HVP secretary general Surender Singh launched a door-to-door campaign in the town and canvassed for party nominee Prahlad Singh Gillan Khera. He addressed traders in the local grain market. CPI (M) candidate Krishan Swaroop appealed to voters to defeat capitalist parties. He said the victory of the CPI (M) would not only defeat capitalist parties, but also work towards the strengthening of the third front. Meanwhile the Election Commission appointed observers for the byelection today. The District Election Officer, Dr R.B. Langyaan, told mediapersons that Mr A.N. Das had been appointed the poll observer while Mr Suresh Kumar had been appointed the expenditure observer. |

BJP may canvass for INLD candidate Ambala, May 3 Talking to mediapersons here today, he said the state BJP unit was in favour of fielding its candidate, but the national President of the party had advised him not to do so. He said the Haryana BJP had not decided on the candidate to support in Fatehabad. Criticising Chief Minister Om Prakash Chautala, he said Mr Chautala had not missed any opportunity to damage the Haryana BJP. He said there was an alliance between the BJP and the INLD, but most BJP workers did not favour it. |

Nagpal, Chief General Manager, Telecom (Haryana Circle), admitted that the revised tariff would hit the low end users, both in urban and rural areas. However, some of the special packages would benefit all those who use the services extensively. He said with the introduction of the SDCA (short distance charging area) facility, one can make a call anywhere in Haryana by just prefixing 95 before the area code and the number. One can easily make calls up to Faidabad now. Earlier, this was possible only in the areas within a radius of 200 km. Giving details of the tariff, he pointed out that four options had been made available to the urban telephone subscribers and three to the rural subscribers. Under the new tariff, the number of free calls for those paying the general rental of Rs 180 per month, had been reduced from 75 to 30. Further, up to 300 calls it would be Re 1 per call, instead of 80 paise per call. And every additional call after 300 would be Rs 1.20 per call. Under the economy package, the consumers have to pay a rental of Rs 350 a month and get 150 free calls. Every additional call will be charged at Rs 1.20. And under the special package, the rental has been fixed at Rs 750 per month and there will be 600 free calls. Every additional call will be billed at Rs 1.10.The super package, with a rental of Rs 1650, offers 1800 calls free to its subscribers. The consumers have to do is to dial 1500 (toll free no) to indicate the option he wants to avail and he can also switch over to another option after trying out one of these for a month. The new tariff structure only indicates that telephone services are going to become expensive for the low end users. However, those who get hefty bills may stand to benefit from the special packages. Further, making calls to a cellphone from a landline has also become expensive with a subscriber having to shell out Rs 7.20 for 3 minutes. |
Notify VAT rules: ST Bar Association Karnal, May 3 Talking to The Tribune here today, the association vice-president, Mr Shakti Singh, said though the Haryana Government had enforced the VAT Act 2003 from April 1, yet it had not published gazette notification regarding Haryana VAT rules, 2003, so far. As a result, not only the traders and taxation lawyers but also the sales tax officials were confused. He said that registration of dealers under VAT, depositing fact-sheets or adopting any other procedure was wrong and illegal because all these formalities had to be complete in accordance with the fee on the stipulated prescribed forms under the provisions of Haryana VAT rules, which had not been enforced and published so far. He asked the Excise and Taxation Department, Haryana, to convene monthly regular meetings at the district level of the committee named “aamne-samne” which had been constituted by the department. |

It would extend all facilities and help to the university for the development of the seed farm. He urged farmers to diversify. Instead of growing traditional crops they should go in for the cultivation of fruits, vegetables, flowers and herbs of medicinal value. The Vice-Chancellor, Mr Vinay Kumar, thanked the government for allotting 4,000 acres to the university for establishing the farm. He said improved seeds of cereals, fruits, vegetables and fodder crops suitable for cultivation in the state would be developed, processed and given to farmers. |
Couple held for cheating Sirsa, May 3 According to the complaint, Arvinder Kaur and her husband Jaspal Singh had given an advertisement in a newspaper published from Hisar in the name of Ajay Consultant, Ambala City, offering jobs at a salary ranging from Rs 25000 to Rs 1 lakh per month. When the complainant contacted this couple they asked him to pay Rs 2 lakh to them on the assurance that they would get him the job of a cook at a salary of $ 500 per month on a ship. After some time father of Deepak Kumar paid Rs 10,000 to the couple who asked him to get Rs 90,000 ready on July 23, 2002. The money was paid as settled. On November 25 the couple came and collected the balance Rs 1 lakh. When Deepak did not get a job he asked for the return of the money but they refused. On March 25, 2003 on the complaint of Deepak Rania police registered a case under Section 420/34 IPC against the couple and after investigation arrested Arvinder Kaur and Jaspal from their residence in Chandigarh. |
Three held for murder of boy Kurukshetra, May 3 Talking to mediapersons here today, the district police chief, Mr Desraj Singh, said the arrested persons had been identified as Mangat Ali, a ‘tantrik’ of Ajrani village, his disciple Naresh, a resident of Jaalkheri village, and Ram Kumar, a resident of Ajrani village. The fourth accused, Sitar Khan, is still absconding. Mr Desraj Singh said the ‘tantrik’ told the police that he used to meet Sumit’s father, Dharam Chand, who on various occasions had invited him for performing rituals. About six months ago, the ‘tantrik’ along with Naresh and Ram Kumar was performing a ritual and Dharam Chand reached there. He had an altercation with them. The trio threatened Dharam Chand to teach him a lesson. The ‘tantrik’ along with his old disciple Sitar Khan, a resident of Jaalkheri village, Naresh and Ram Kumar made a plan to kidnap Sumit. Accordingly Sitar Khan allegedly kidnapped the boy. During interrogation, Mr Desraj Singh said, the ‘tantrik’ told the police that he was informed by Sitar Khan on the telephone that he had kidnapped the boy. The police chief said Dharam Chand informed the Jhansa police post on April 26 that his son was missing. Next day Dharam Chand’s nephew’s wife, Rani, was threatened on the telephone that they should send the ransom of Rs 3 lakh to get Sumit released. The same day Dharam Chand’s cousin, Raj Kumar, received the threat on the telephone. The third threat call on April 28 was received by Dharam Chand’s cousin, Rajbeer. Meanwhile, a case under Sections 364-A, 302, 120-B and 34 of the IPC has been registered against them. According to a post-mortem report of the Pt B.D. Sharma Postgraduate Institute of Medical Sciences, Rohtak, the boy was murdered between April 27 and 28. |
Youth kidnapped, hurt by in-laws
Sirsa, May 3 According to information, Joga Singh of Dhani Bilaspur had a dispute with his wife, due to which she was living with her parents. While Joga Singh was working in his fields yesterday, his brothers-in-law and father-in-law came in a jeep and allegedly kidnapped him. He was beaten up. Some persons informed Joga Singh’s family, who reported the matter to the police. The police registered a case and launched a hunt to locate Joga Singh. He was found unconscious. Meanwhile, Joga Singh’s younger brother tried to commit suicide by consuming poison. He was admitted to the local hospital. He had been unemployed for a long time.

Short-circuit: 1 dies of burn injuries Ambala, May 3 According to information, Bodh Raj has slept in his room last night. His wife and the children were sleeping in another room. Early this morning, his wife noticed smoke coming out from the room. She immediately opened the room and found that the entire room was in flames and her husband was in a critical condition. The neighbours reached there for rescue and the fire brigade was called. However, it was controlled before the arrival of the fire tender. Bodh Raj was taken to the local civil hospital where he was declared brought dead. The wife of the deceased also sustained minor burn injuries while she tried to pull out her husband from the room. The former municipal councillor of the area, Mr Harish
Shasan, and the councillor Mr Surender Singh Gogu, who helped in rescue operation, demanded that the Administration grant some financial assistance to the next kin of the deceased, as the family have no other sources of income. |

suspended Kaithal, May 3 His suspension followed the visit by an official team led by Mr A.R. Godara, Joint Director of the department, to Kaithal yesterday. This team reportedly visited number of mandis and other places, in different parts of the district where department’s wheat was stocked. Reports about damage to these stocks had appeared in newspapers a few days ago. According to information Mr Roshan Lal Mudgil, Inspector, who has been absenting himself from duty since April 9 was responsible for taking care of stocked wheat in Kaithal. He was found careless in performing duties as a result of his negligence huge stocks of wheat remained unattended and were damaged causing huge loss to the government. The official allegedly failed to submit
fortnightly statements to the DFSC and he also connived with some rice millers and took excess delivery of levy rice from them. Mr N.K. Mittal, DFSC, Kaithal, had informed the Director Food and Civil Supply Haryana Chandigarh about the various acts of omission and commission by the said Inspector. |
Six get life term Kaithal, May 3 Additional Sessions Judge V.K. Bakshi also ordered the convicts to pay a fine of Rs 2,000 each. A case under various Sections of the IPC was registered against them on the complaint of Birbal, a resident of Saran village in Kaithal district, on March 21, 1998. According to the prosecution, Ram Dhari was killed by the accused with common criminal intention.
