What made Chautala seek review Chandigarh, December 20 The Urban Development Department, which formulated the policy of regularisation of these colonies, had fixed Rs 80 per square yard as the development charges for plots in the unauthorised colonies in the municipal councils. For plots in the Municipal Corporations, the development charges were Rs 120 per sq yard. However, legislators of the ruling party wanted to bring the charges down which is stated to have made the Chief Minister ask for a review of the policy. A source here said while formulating the policy, officials of Urban Development Department had, in fact, suggested higher development charges of more than Rs 200 per square yard for areas under the Municipal Corporations and more than Rs 100 for the municipal committees. However, these rates were considered too high by the political executive following which they were brought down to Rs 120 and Rs 80, respectively. “The development charges for such colonies were Rs 40 in the municipal colony areas and Rs 60 for the Municipal Corporation areas in 1992. It was decided to double the charges since the value of money had gone down in the preceding 10 years”, a source here said. The money generated from regularising the unauthorised colonies would have gone to the respective MCs. The plot owners of similar colonies existing outside the town limits would have to pay money to the Town and Country Planning Department to get their colonies regularised. While those living in these colonies were generally aversed to paying the development charges at the rates fixed by the Urban Development Department, residents of some of these colonies also felt that they need not pay the development charges at all. In such colonies, works like the laying of sewerage etc were reportedly carried out by the respective MCs even though these were unauthorised. “ Such works were mostly carried out before some election,” observed a source. The state government’s step of regularisation covered around 700 colonies spread over more than 40 towns. Another bunch of colonies were reportedly awaiting regularisation after resolutions to this effect were passed by the respective MCs. It was learnt that notices were sent to the plot owners of those colonies which had found a place in the list of regularised colonies. Another reason for the CM to ask for a review of the policy is reportedly the haphazard layout of some colonies which perhaps could not be improved upon much even if the municipalities would try to carry out development work there. |
Smart cards in Haryana soon Chandigarh, December 20 The volume of the ambitious project can be judged from the fact that a bidder company must have a turnover of at least Rs 50 crore in each of the past two financial years from software services, excluding the sale of computer hardware and networking. According to sources in the department, in 1998-99 alone over 2.21 lakh vehicles were registered in the state, which had over 12.15 lakh vehicles on road at the end of March, 1998. The decade ending 1998 saw an increase of more than 168 per cent in the number of vehicles registered in the state. The sources say the state had issued over 16.10 licences to drivers and conductors in the state till March 31, 1999. During 1998-99 about 2 lakh licences were issued. There was a growth of 240 per cent in the number of driving licences during 1988-1998. The successful bidder will be awarded a contract for five years. He will be required to issue smart cards at all offices of the department for driving licences, registration certificates and permits. Once the computerisation of the department is complete, the entire state would become a single zone for the purpose of interface between the department and the public. A person would be able to approach any of the authorities from anywhere in the state for getting his work done. The bidders, who have been asked to submit their bids to the department before January 13 next, will be required to deposit an earnest money of Rs 5 lakh. The duration of the project will be five years starting from 60 days after the award of the
contract. The smart cards will be issued within three months of the start of the project but this task has to be completed at all sites in Haryana within six months. The successful bidder will be required to computerise all activities of the department within one year. The vendor will be paid only for the smart cards and he will not be paid for infrastructure, training, hardware, power supply, telephones or other equipment, which will become the property of the department after the expiry of the project period. However, the vendor would have to stand warranty for 12 months after the expiry of the project. |
Lawyers
go on strike against illegal detention Gurgaon, December 20 The call for the strike was given by the Gurgaon Bar Association. The lawyers took out procession from the District Courts campus to the office of district police chief Kuldip Singh
Sihag. They presented a memorandum and demanded action against the guilty officials. The Association decided that the strike would continue till criminal cases were registered against the ‘accused’ officers. A copy of the memorandum has been sent to the authorities concerned, including President, APJ Abdul
Kalam, the Chief Justice of Punjab and Haryana High Court, Chairman of National Human Rights Commission and the Governor of Haryana. The memorandum has not been sent to Chief Minister Om Prakash Chautala. Mr Khazan Singh has alleged that Deputy Speaker of Haryana Assembly and local MLA Gopi Chand Gehlot are behind the alleged violation of his human rights on political grounds. For past couple of months he had been opposing the winding up of the local Krishi Vigyan Kendra
(KVK) of Hisar Agriculture University (HAU) and the setting up of a casino on its campus, he alleged. He has alleged in the memorandum that after the senior secondary school run by him on 13 acres of land belonging to him and his kin in Bindapur village was demolished without following guidelines of the Punjab and Haryana High Court on December 17, he was kept in illegal detention by the officials the same night. He has alleged during detention in a government accommodation near the local HUDA office, Estate Officer, HUDA, Pradeep Daggar and District Revenue Officer, Lalmun along with more than 12 armed persons in civvies kept threatening him to withdrew public Interest Litigation
(PIL) against the closing of the KVK in the high court. The court responded to the PIL and directed the government for maintaining status quo regarding the
KVK. |

Academy awards Chandigarh, December 20 The Pandit Lakhmi Chand award would be given to Dr Jai Narain Kaushik, a scholar of art, culture, history and literature. Dr Kaushik, whose work included a number of books on folk culture and literature, would be awarded a cash prize of Rs 15,000, a citation and a shawl. The Babu Balmukand award would also be given jointly to two litterateurs. Lila Dhat Viyogi and Dr Hem Raj Nirmam. They would get Rs 15,000, a citation and a shawl each. The Maharshi Ved Vyas Puruskar would be awarded to Dr Om Prakash Bhardwaj, a retired IAS officer, for his extensive research work in Sanskrit. He would get Rs 15,000, a citation and a shawl. The Academy had also decided to honour Mr Lakshman Singh Aggarwal, an eminent Sanskrit scholar, with an award instituted in memory of Acharya Madhav Prasad Mishra. This award too carries a cash prize of Rs 15,000, a citation and a shawl. |

Col Sarvajit Singh placed a wreath on the body of Krishan Lal on behalf of the President of India, Mr A.P.J. Abdul Kalam. The Superintendent of Police, Mr Desh Raj Singh, placed a wreath on behalf of the Governor of Haryana, Babu Parmanand, and Mr Ashok Kumar Arora, Transport Minister, Haryana, on behalf of the Chief Minister, Mr Om Prakash Chautala. |
