Maru Ram, a landless Dalit farmer from Bhodia Khera village, did not have any worthwhile work to do. A semi-literate, Maru Ram worked on the fields of other farmers on contract to eke out a living. But it was not a regular employment and many a time he had to remain out of work.

Cane growers face uncertainty

A large number of sugarcane growers whose areas have been assigned to the Naraingarh sugar mill are facing an uncertain future. Not only the mill owes them about Rs 15 crore as arrears of the past year, they are also not sure if the mill will crush the cane this year.

The mill has obtained a stay order from the Punjab and Haryana High Court against the payment of the cane price of Rs 110 per quintal fixed by the state government on the plea that it is not obligatory on its part to pay a price other than the statutory cane price of Rs 72 per quintal fixed by the Central Government. The case is likely to come up for further hearing before the high court tomorrow.

The Commissioner, Agriculture, Mr H.C. Disodia, told The Tribune here today that the government would not allow the farmers to suffer in case the Naraingarh mill delayed the crushing or did not start the operations at all.

A meeting has been convened next week under the chairmanship of the Chief Minister, Mr Om Prakash Chautala, to make arrangements for the crushing of sugarcane grown in the area assigned to the Naraingarh mill. Among others, the meeting would be attended by the Managing Directors of the sugar mills, both in private and cooperative sectors.

The Naraingarh mill is likely to make its stand clear on reopening this year. If the mill is to delay the crushing, the government will allot the cane grown in the Naraingarh area to the adjoining mills, Mr Disodia said.

Meanwhile, the Leader of the Opposition, Mr Bhupinder Singh Hooda, has criticised the Chautala government for not increasing the cane price in the past three years. He said the government had done injustice to the farmers by not increasing the price of sugarcane. Earlier, the farmers were denied a remunerative price of paddy, despite the state facing a severe drought.

The secretary of the Haryana Congress, Mr Sat Pal Kaushik, has also alleged that the crushing season in the sugar mills of the state has been inordinately delayed causing a serious hardships to the cane growers. The growers had to sell their produce to the units making jaggery at half the price announced by the state government.

He claimed that under the Congress government, the crushing season started either by the end of October or the first week of November.

He said the prices of poplar trees had also crashed from Rs 500 per quintal to Rs 130 per quintal. 

 

 

Dalits still being exploited: Governor

The Haryana Governor, Babu Parmanand, yesterday lamented that the Dalits, the poor, women, children and the labour class were being still exploited due to lack of education. The Governor was presiding over a literacy function of the Uthan Saksharta Samiti, Karnal, organised at Kali Dass Rangshala here.

The samiti has conducted a survey and identified 1.34 lakh illiterates in the district. It has provided education to over 52,000 residents of 434 villages since July 1998, by launching a special literacy campaign in the district.

The Governor emphasised the need for education which played a vital role in solving problems like unemployment, poverty, exploitation and corruption.

The Governor underlined the need for bringing awakening among the villagers, especially womenfolk, who were victims of dowry, female foeticide and exploitation. The total prosperity of the villages was the total prosperity of the country, the Governor said.

Welcoming the Governor, Mr Devender Singh, Chairman, Uthan Saksharta Samiti, and the Deputy Commissioner, Karnal, stated that the literacy campaign had been made a mass movement in the district. He said the campaign had been pursued effectively in the villages, especially to make the women literate. He disclosed that 190 Jan Chetna Kendras had been set up in 128 villages with library facilities for the neo-literates. The Governor released a journal “Sakshar Samaj” published by the samiti. He also honoured individuals and organisations that showed excellent performance in the field of literacy by presenting them mementos.

Establish rapport with public, police told

Mr M.S. Malik, Director-General of Police, Haryana, has directed police officers to establish close rapport with the public to sort out their problems.

He was presiding over a meeting of the range inspectors-general and district superintendents of police at Madhuban today. He maintained that the adoption of village scheme by the Haryana police was an exercise for establishing close rapport with the public. He claimed that the scheme had paid dividend.

He directed officers to visit the scene of crime themselves. Night patrolling must be checked by the SPs. He wanted that rehearsal for security arrangements should be carried out before the VIP’s visit. Mr Malik reviewed the crime situation in the state and expressed satisfaction. Law and order situation in the state was satisfactory but a lot more needed to be done, he observed.

The DGP said good performers must be rewarded. All police stations be equipped with cameras, so as to enable them to maintain photographs of all criminals and the crime scenes. This would help substantiate evidence in the courts at time.

Mr Saurav Singh, SP, Traffic and Road Safety, said the traffic police had introduced a common number, 1033. It can be dialed from anywhere to connect to the traffic aid center, which would rush help to accident victim on highways.

2 of family die in clash

Two persons of one family were shot dead and two others injured seriously in a clash at Badchhaper village 50 km from here, yesterday. One seriously injured was referred to Rohtak Medical College while the other was admitted in the Hansi Civil Hospital, near here.

According to the police Guddi, of Sunaria village in Rohtak district, married Virender Singh of Badchhaper village some time ago. After the marriage a dispute arose. Guddi shifted to Rohtak and Virender Singh settled in Kunger village.

According to Ajmer Singh Virender’s uncle Guddi with five persons reached his house in a Maruti van yesterday and demanded her share of the crop.

When he asked her to talk to her husband on this issue, one of her accomplices allegedly opened fire at him and other members of family. His wife Rajpati who received two bullet injuries died on the spot. They also fired at labourer Ram Mehar Singh. When he and his uncle Risal Singh overpowered one of the assailants, they rolled his uncle over and ran away.

Risal Singh succumbed to his injuries on way to hospital while Ram Mehar Singh was referred to Rohtak. The assailant, overpowered Ajmer Singh, was admitted in Hansi Civil Hospital. The narnaund police has registered a case.

Loans reach doorstep of unemployed

Maru Ram, a landless Dalit farmer from Bhodia Khera village, did not have any worthwhile work to do. A semi-literate, Maru Ram worked on the fields of other farmers on contract to eke out a living. But it was not a regular employment and many a time he had to remain out of work.

But the first in a series of “Rozgar Apke Dwar” programmes, organised here today, brought new hope for him. Mr Ajay Singh Chautala, MP, who presided over the programme handed over the keys of a new tractor worth Rs 3.98 lakh to Maru Ram.

The programme was the first of its kind in the state and the state government would organise such programmes at all district headquarters.

A total of 1,096 unemployed youths were distributed cheques of loans under various employment schemes by the MP during the “Rozgar Apke Dwar” programme. A sum of Rs 304.04 lakh was distributed. Of this amount, Rs 94.72 lakh would be given to the youths as subsidy. The loans distributed were from various schemes like the District Rural Development Scheme and the Sampooram Gramin Rozgar Yojna, besides those launched by the Haryana Scheduled Castes Financial Corporation, the District Industries Centre and the Dairy Development Board.

Speaking on the occasion, Mr Ajay Chautala said since the INLD government had come to power, it had tried to provide direct employment to unemployed youths.

The INLD MP alleged that former Chief Ministers Bansi Lal and Bhajan Lal were trying to befool the people by promising that they would provide employment to a member of each family of the state if they were voted to power. Mr Ajay Chautala alleged that Mr Bansi Lal had earlier promised petrol stations and kerosene agencies to unemployed youths but on coming to power, he had created circumstances that led to youths indulging in the trade of illicit liquor.

Dr Sushil Indora, an INLD MP, Mr Nishan Singh, Mr Leela Krishan and Mr Jarnail Singh, all MLAs, also spoke on this occasion. Mr Ram Kumar, a member of the Haryana Finance Commission, Ms Krishana Poonia, president of the women’s wing of the district INLD unit, Ms Suman Siwatch, a Zila Parishad member, Deputy Commissioner, R. B. Langyaan and other senior officers of the district administration were present on the occasion.

Local journalists presented a memorandum to Mr Ajay Chautala demanding a CBI probe into the murder of journalist Chhatrapati and also into the affairs of Dera Saccha Sauda, besides a compensation of Rs10 lakh to kin of the journalist and the arrest of those followers of the dera who ransacked the office of the local daily, Lekha Jokha, in June.

Surjewala: Kelkar report anti-farmer

Mr Shamsher Singh Surjewala, a Haryana Congress leader, said here today that if the Kelkar Committee report on Agriculture was implemented, farmers of the country would be ruined. Farmers were already facing financial crisis and were under debt.

He said the cost of input likes machinery, fertilisers and insecticides had increased, but remunerative prices of the agriculture produce was not being given to farmers. He said minimum support price of agriculture produce was being diluted.

Mr Surjewala alleged that the NDA government was pursuing anti-farmers policies. He said the farmers were having very small holdings. The average size of holding had come down to five acres and even less. He said unemployment among rural people was rampant and their economic condition has deteriorated.

The government was providing several benefits to rich people but poor people are being denied basic facilities. He said the rate of interest of loan for luxury items like air-conditioner and cars was being charged at 9 per cent while high rate of interest was being charged from the farmers. He said agriculture had become an unprofitable profession and due to the burden of debt farmers were committing suicides.

Mr Surjewala alleged that the Kelkar Committee report was suicidal for farmers. He said to discuss the Kelkar Committee report a state-level meeting of the Kisan Mazdoor Congress would be held at Sonepat on December 9. Mr Balram Jakhar, former union minister, would preside over the meeting.

Mr Surjewala while condoling the death of journalist Ram Chander Chatterpatti demanded an inquiry into his murder. He said his murder was murder of democracy.

Cong to continue stir for water

Congress leader Dharmbir Singh has announced to continue the agitation for equal distribution of waters in the state. Addressing a well-attended ‘Ekta Rally’, organised by the District Congress Committee, and presided over by the MLA, Mr Om Prakash Jindal, at the Municipal Park here today, he alleged that the southern districts had been rendered barren. He said that nearly 13,000 cusec water out of 8000 cusec had been released in 32 lakh acres of southern sectors.

Mr Dharmbir demanded a social boycott of such leaders who oppose equal distribution of water in the state.

The meeting adopted seven resolutions, including the one to intensify the stir for equal distribution of water in the state. The other resolutions are: The Centre should give compensation directly to the drought-affected farmers; the President of India should not sanction the Casino Bill; a meeting of 11th Five year plan should be reconvened to review the issue of water and adequate funds should be made available to connect all big rivers of the country, any change in the seven Assembly segments should be effected after the approval of the villages concerned; a desert development board should be constituted on the lines of the Mewat Development Board for southern districts.

Mr O.P. Jindal, MLA, Khursheed Ahmed, Shadi Lal Batra, MLA, Rao Dan Singh, MLA, Dr Vasudev Sharma, HPCC general secretary Vijay Kaushik also spoke.

Lok Adalat organised

A Lok Adalat was held yesterday on the premises of the local judicial complex of the Mini-Secretariat under the chairmanship of the District and Sessions Judge and the Chairman, District Legal Services Authority, Bhiwani, Mr B.M. Bajaj.

As many as 174 cases — 10 civil, 28 criminal, 110 summary cases and 26 revenue cases —were settled at the Lok Adalat. Fine to the extent of Rs 52,150 was recovered in cases under the Motor Vehicle Act, and criminal cases.

Besides this, two bank loan cases at pre-litigative stage were also settled and an award of Rs 3,38,644 was decided in favour of the bank.

2 youths killed

Narwana (Haryana), November 24
Two motorcycle borne youths were killed when their vehicle was hit by an oil tanker on the Narwana-Jind highway near Dumakhan village here.

The accident occurred when Satish and Jaipal who were coming from Dumakhan village, were hit by the oil tanker yesterday. The youths were taken to hospital where doctors declared Jaipal brought-dead. Satish was referred to the Rohtak medical college where he succumbed to his injuries. UNI

Bhajan for action against scribe’s killers

HPCC president Bhajan Lal today demanded stern action against those who killed Sirsa-based scribe Ram Chander Chhatrapti.

Talking to mediapersons at the local PWD rest house, Mr Bhajan Lal demanded a probe into the activities of Dera Sacha Sauda. He said that a religious sect on which allegation of sexual abuse and highhandedness were being made does not deserve to be called a religious dera. He denied that he or his party had any leaning towards the dera or its chief. Mr Bhajan Lal also demanded a financial help of Rs 10 lakh for the family of the slain scribe and a government job to a member of Chhatrapati’s family.

Haryana to build 73 sub-stations

The Haryana Government will construct 73 more sub-stations in the state with a view to ensure good-quality power supply to consumers and to give special emphasis to reinforce and streamline the power distribution and transmission system.

While giving this information here today, a spokesman for the Uttar Haryana Bijli Vitran Nigam said the Haryana Chief Minister, Mr Om Prakash Chautala, would lay the foundation stones of 33 KV sub-stations at Khanpur Kalan and Butana in Sonepat district tomorrow.

He informed that the sub-stations would be constructed at a cost of Rs 2.5 crore with financial assistance from the Centre Government under the Accelerated Power Development and Reforms Programme. Presently, the villages of Gohana sub-division were receiving power through 11 KV feeders emanating from 132 KV sub-station at Gohana.
