panel to resolve BJP crisis Shimla, September 26 Concerned over differences among the rival factions on the eve of the Assembly poll, Mr Jaikrishan Sharma, state BJP chief, has set up a two-member committee to resolve the crisis. The committee comprising Mr Ram Swaroop, secretary of party, and Mr Ganesh Dut, spokesperson and in charge of Kangra Parliamentary constituency, has been asked to settle the issue within a week. The crisis was triggered off following the resignation of Mr Prem Barsola from the presidentship of the Kangra Assembly constituency of the party. Mr Vidya Sagar, who represents the constituency, had taken exception to the meeting convened by Mr Kamal Padha, district general secretary, and termed it as illegal. He even accused Mr Padha of interfering in his constituency. The district unit headed by Mr Dulo Ram, supporter Mr Shanta Kumar, the Union Minister for Rural Development, slapped a show-cause notice on the minister for his public utterances in this regard. The situation appeared to be heading for a point of no return when 23 members of the Kangra constituency submitted their resignations to the state party chief. With the dissidents in Una, Solan and Hamirpur districts already planning “Maha Mitra Milan”, the crisis in Kangra, the biggest and politically most significant district would add to the woes of the faction-ridden party. |

Meeting
shows Cong chasm Solan, September 26 To begin with a tussle over the sprucing up of the local Congress Bhavan — the venue of today’s meeting showed the chasm between the two factions. Some workers, deputed by DCC general secretary, Rahul Chauhan for cleaning up the meeting hall yesterday, were shown the door by Virbhadra supporters, who claimed that the job had been done by them in the past and would continue to be done by them now and also in future. Heated exchanges had also taken yesterday between the two factions at Hotel Pinewood, where the Kidwai entourage and Mr Virbhadra Singh and Ms Vidya Stokes had been lodged for the night. In a show of strength the CLP leader’s supporters, who seemed to have outnumbered their rivals, rented the air with “Virbhadra Singh zindabad” slogans when Ms Kidwai and other leaders reached the meeting venue. A delegation comprising Virbhadra loyalists — sitting MLAs Raghu Raj and Dharam Pal, former office bearers of the DCC, Arun Sen, Surinder Sethi, Arvind Gupta, Gita Ram, Sunder Singh and Ajay Chauhan met Kidwai before the start of the day’s proceedings. They expressed resentment over the treatment being meted out to them by the Stokes faction. They said they were served with show-cause notices when they had organised a rally in protest against this year’s budgetary proposals of the Vajpayee government. It was alleged that they had not taken the party’s permission for organising the rally. Moreover, no action was taken or mooted when certain appointees went to the press criticising Virbhadra Singh, they alleged, and expressed resentment over the party high command’s inaction over their complaint concerning rigging of the organisational elections, held two years ago. An unruly scene was enacted when veteran Congress leader K.D. Sultanpuri, who represented the Shimla parliamentary constituency for 30 years was hooted down when he came to speak. Mr Narain Singh, a Stokes loyalist received the same kind of treatment when he rose to speak after having been introduced as the president of the Solan Congress president. Virbhadra loyalists asserted that no elections electing him as the president were ever held. The meeting ended with leaders of both factions belittling the intra-party differences. |

DG: gear up to tackle white-collar crime Shimla, September 26 With more and more companies and financial institutions switching over to e-business, the white-collar crime, particularly computer related offences, were increasing at a fast rate world over. As such crimes could be committed with a click of a button from a remote location anywhere in the world, the country had to gear up to tackle it effectively, Mr Amarnathan, who was here in connection with a training programme, observed. He said the forensic laboratory at Hyderabad was specialising in computer forensic science. An initial response team had been set up which was providing training to forensic experts. Ultimately initial response teams would be set up in each state. Members of the team would ensure that relevant data in computer was not obliterated in case an offence. This was essential to trace the culprits. This job could be carried out only by well-trained technical experts. He said under the Information and Technology Act there was a provision to investigate and carry out surveillance and monitor computers through the Internet Service Provider (ISP) location for tracing cyber crime. The lie detector test would soon become a thing of past. A new technique in which brain waves would be recorded in electric encephalograph (EEG) to establish if a suspect had actually been at the place of crime or was familiar with the victim would be used, he said. Similarly, a sample database was being prepared for voice identification using computers. Once perfected the technique would help nab the culprits making threatening calls or demanding ransom, he informed. Mr Amarnathan said the latest video spectras comparator was capable of deciphering obliterated and altered writings. It could even identify the sequence of strokes and decipher writing obliterated by six layers of ink. It could be used to compare seals of impressions or any other printed matter. The government had decided to establish forensic science laboratories at state and
district levels and the 11th Finance Commission had already provided funds for setting up laboratories in 584 districts across the country. |

Kidwai condemns
temple attack Solan, September 26 Ms Kidwai, who held a press conference at Barog, near here, today said the Central Government had repeatedly failed to draw the requisite lessons from the dastardly attack on the Red Fort and Parliament House. She added that the present Central Government was the weakest ever. She said “Gaurav yatras were being taken out in the trouble-torn Gujarat and wondered what kind of “gaurav” or pride was being attached to it. She also criticised the Vajpayee government’s handling of the Kashmir situation, saying that the government’s present Kashmir policy was being dictated by the USA. |
HP to make schooling compulsory Kulu, September 26 He said the government had decided to make education compulsory for children in the age group of six to 14 from the next financial year. The state had introduced the ‘one book syllabus’ to lighten the bag of Class I students. This scheme would be implemented for Classes II and III also. As many as 800 primary students drawn from all over the state are participating in the sports competitions. They exhibited a march past, carrying flags of their respective districts. A colourful cultural programme was also presented. |
HP promotes ayurveda Nurpur, September 26 Mr Mohan Lal, Ayurveda Minister, while talking to mediapersons here last evening pointed out that the Ayurvedic Department had introduced ‘panch karma’ herbal treatment at Paprola and Bilaspur. This medication is also provided in four hotels of the Himachal Pradesh Tourism Development Corporation (HPTDC) which had attracted foreign tourists. He claimed that this unique treatment facility had led to an increase of 40 per cent occupancy. in HPTDC hotels of Kulu and Chail. The ‘Nature Cure unit’ set up in Una district had also been receiving a good response. The government had created 36 posts of sub-divisional ayurvedic medical officer and opened 245 ayurvedic health institutions during the past four and a half years. At present there were 1158 posts of ayurvedic doctors in the department out of which only 142 posts had been lying vacant. In 1998 as many as 450 out of 950 posts
were vacant said Mr Mohan Lal. Earlier, the minister presided over a meeting of the representatives of the local gram panchayati raj institutions and BJP Mandal covened on the occasion of birth anniversary of Pandit Deen Dayal Upadhya. The local MLA and HPTDC Chairman, Mr Rakesh Pathania, were also present on this occasion. |
Grant for hospital expansion Kulu, September 26 This was stated by Mr J.P. Nadda, Health Minister, here yesterday while addressing a media conference. Mr Nadda said in a bid to decentralise power, Himachal Pradesh had constituted “rogi kalyan samitis” in all hospitals to look after the financial and developmental aspects of the respective institutions. He assured that the government would provide technical and financial support to these committees. The zonal hospital would have a new 100 mm X-Ray machine, blood analyser, audio meter, slip lamp for eye examination, a hydraulic operation table. The dental section would be renovated during the next one month. |
Encroachment
regularisation process starts Shimla, September 26 Addressing a press conference, Mr P.C. Katoch, Deputy Commissioner, said here today, that in all 5,342 hectares of government land were involved in these cases. The Revenue Department was scrutinising the applications to ascertain if the cases conformed to the parameters of the scheme announced by the government. The maximum number of 5,378 applications were received from Rampur-Kumarsein-Nankheri area followed by Rohru-Chirgaon (4,107) Theog-Kotkhai (3,116) Chopal-Nerwa-Kupvi (2,540) and Shimla rural (1,477). |
Teachers
to appeal against tribunal order Hamirpur, September 26 Releasing a statement on behalf of the state president of the association, Mr Joginder Rao, he said they won’t accept graduate Headmasters as their boss as they neither had any experience nor requisite qualifications for the post. Mr Sharma alleged that the Education Minister of the state was hand in glove with the headmasters and that was why he was trying to put them as bosses above school lecturers. He alleged that they were not given practical allowance as was being paid to the science teachers. He said the association was holding rallies and dharna over the state. Nearly 6,000 school lecturers would take part in a massive state level rally to be organised at Hamirpur on October 6, the home district of the Chief Minister as well as the Education Minister. The rally would be followed by dharnas and hunger strikes. |

rights panel seeks report Hamirpur, September 26 The commission has taken suo mottu action on the basis of stories published in The Tribune and has asked the Deputy Commissioner, Hamirpur, to submit her report as soon as possible. When
contacted, Ms Anuradha Thakur, Deputy Commissioner, confirmed having
received a letter from the commission. She said she would submit her
report to the commission after holding an enquiry into the whole
episode. |
