Chautala: Centre must solve problem of excess wheat Chandigarh, April 4 During his meeting with the committee headed by Prof Abhijit Sen, Mr Chautala said that it was high time for the Union Government to formulate a policy on the diversification of crops with incentives like the minimum support price. Mr Chautala said that in view of the open trade in grain, the government should not ignore the importance of the maintenance of stocks for emergency situations. He added that the farmer must know which crops he could substitute for the traditional crops of wheat and paddy. Mr Chautala said the system of centralised procurement of grain had stood the test of time. Decentralised procurement would be suitable for those states which had more demand under the public distribution system. The Chief Minister urged the Central Government to continue with the centralised procurement of grain in the larger interests of the farming community. The Chief Minister said that in Haryana, the demand for wheat under the PDS was about 1 per cent of the total procurement while the demand for rice was negligible. The quantity procured under the decentralised system in west Bengal, MP and UP was very small as compared to procurement in Punjab, Haryana and Andhra Pradesh. The demand for grain under the PDS in the deficit states was much higher that what was procured by agencies, Mr Chautala said. He said that despite having a big administrative set-up, the performance of the FCI was not satisfactory as far as the procurement operations in Haryana concerned. He said the FCI had not added any storage capacity in the state since its inception, The Central Warehousing Corporation had added only 2.14 lakh tonnes capacity recently. He urged Professor Sen to create adequate storage capacity in the state. Mr Chautala said that the requirement of grain of consuming states should be worked out on an annual basis instead of monthly requirements. While referring to the policy on buffer stocks, open market intervention and export and import of grain, the Chief Minister said that there should be a long-term policy on maintaining a higher quantity of grain in the central pool. He said the Government of India and the FCI should coordinate their activities to create infrastructure to store grain in food-deficit states in the larger interests of the country. Mr Chautala also pointed out that while the MSP was being announced for 26 agricultural commodities in the country, only 10 were relevant to the state. He said there had always been a sizeable difference between the MSP and the prevailing market price in the case of oilseeds, pulses and coarse cereals. He said farmers had to bear the brunt of distress sale in the case of these commodities every year. |
Action plan for crop diversification Ambala, April 4 Different agencies, including the Krishi Gyan Kendras (KGK) of Haryana Agriculture University, and the Agriculture Department, are jointly holding farmers training camps to stress the need for changing the cropping pattern and adoption of pulses and oilseed crops as an alternative to rice-wheat rotation. Thousands of farmers, farm women and unemployed rural youth attended the farmers training camps held in a series at Fazailpur, Tandwal, Sambhalkha and Sherpur villages in this district recently. Practical training in new farming techniques through demonstrations in order to reduce the cost of production was given at these camps.

Haryana modifies house allotment policy Chandigarh, April 4 While stating this here today, a spokesman of Public Works (B&R) Department said that it had come to the notice of the government that employees who were allotted houses on first floor or second floor did not occupy the house and continued to submit representations for allotment of ground floor flats. This tendency created administrative problems and delayed further allotment of houses. The spokesman said that it had been decided that an applicant desiring change of accommodation in a house of the type already in his or her occupation would be given preference. He said that fresh allotment would be made on second floor or first floor and no allotment would be made on ground floor. No change of house from Sector 39-B, Chandigarh to Panchkula would be allowed. However, if someone applied for fresh allotment of a house at Panchkula even if he or she was occupying a house in Chandigarh, his or her seniority would be fixed and allotted a house when their turn came. |
