State govt to revise
pensions Chandigarh, March 1 While stating this here today, a spokesman of the Finance Department said that the pensions of all persons, already consolidated or revised with effect from January 1, 1996, would not be less than 50 per cent of the minimum pay as per the pay scale introduced with effect from January 1, 1996, for the post last held by the pensioner. The pension of all persons, irrespective of their date of retirement, would not be less than 50 per cent of the minimum of the corresponding scale as on January 1, 1996, of the scale of pay held by the pensioner at the time of superannuation or retirement. The spokesman also clarified that the minimum of the scale as on January 1, 1996, did not include special pay or NPA. In respect of family pension, the basic family pension of all persons, irrespective of their date of retirement or death while in service, would not be less than 30 per cent of the minimum pay of the corresponding scale as on January 1, 1996. |

Policy on life convicts'
release changed Chandigarh, March 1 According to the revised policy, the convicts whose death sentence has been commuted to life imprisonment, and also those who have been imprisoned for life after having committed a heinous crime, will now be considered for premature release after the completion of 20 years of actual sentence and 25 years of the total sentence with remissions. Earlier, the cases of such convicts used to be considered after the completion of 14 years of actual sentence, including the undertrial period, provided that the total period of such sentence including remission, was not less than 20 years. The category of heinous crimes comprises murder after rape or unnatural offence, murder with intention to get ransom, murder of more than two persons and persons convicted the second time for murder. |
Haryana determined to check copying Bhiwani, March 1 This was stated by Mr M.S. Mor, Secretary of the Board, while talking to mediapersons at its headquarters here today. He disclosed that the Chief Minister of Haryana, Mr Om Prakash Chautala, had taken keen interest in
reforming the examination system and had given instructions to bureaucrats and officers of the Education Department to check the menace of copying at a meeting held in Chandigarh a few days ago. He said Mr Bahadur Singh, Education Minister, Haryana, had also given instruction to the Education Department, Haryana, to conduct the examinations successfully. The Secretary said during the first phase the Board would conduct senior secondary (academic and vocational) examinations commencing from March 2. He informed that in senior secondary (academic) examination 2.11 lakh candidates and in vocational 11,500 candidates would appear at 892 centres. During the second phase the Board would conduct middle examinations from March 19 and matric examination from March 20. He said 4.5 lakh candidates would appear at 16,000 centres in middle examination and 3,58,554 candidates would appear at 1,600 centres in matric examination. Mr Mor said Section 144, Cr PC, would be clamped outside 2000 metres of centres and the police would be deployed to check disturbances from outside. The Secretary said various flying squads had been formed to check copying effectively. He informed that the number of Special Task Force (STF) had been increased to 44 which would operate in all sub-divisions of the state. He told that observers had been deputed at sensitive centres particularly in rural areas where examinations were cancelled or centres shifted last year. Principals of government and aided senior secondary schools had been made observers. The Secretary said members of other flying squads include Deputy Commissioner, District Education Officer, and Primary Education Officers and question paper squad of Superintendents of the Board at district level. At subdivision level squads of Subdivisional Officer (Civil) and the Subdivisional Education Officer had been formed. He said squads of the Board Chairman, Vice-Chairman and the Secretary had also been formed to inspect the centres. Mr Mor said for the proper monitoring of examinations, the Board had made effective arrangements. A Board official had been deputed at all offices of the District Education to give the latest information about the conduct of examinations particularly at the Head Office of the Board at Bhiwani. The Secretary said the examination duty had been made compulsory and whosoever wilfully remained absent from duty, commit any other irregularity or help candidates in copying or other unfair means, strict disciplinary action would be taken by the department. Mr Mor appealed to teachers, parents and panchayat to cooperate with the Board. |

Govt plans to boost
tourism Karnal, March 1 Mr Manbeer Chaudhary, president of the Hotel and Restaurants Association of Haryana, told the TNS yesterday that a new tourism policy was on the anvil. As a first step a joint meeting of state tourism officials and private entrepreneurs was recently held at Suraj Kund. The meeting decided to find ways and means to generate more revenue from tourism in Haryana. The meeting which was presided over by Mr Chaudhary decided to constitute a task force comprising private hoteliers, builders and representatives of trade and travel
for promoting tourism. The meeting also decided to workout modalities to promote Kurukshetra as a heritage city for tourists. Mr Chaudhary maintained that the new tourism policy envisaged opening of casinos, amusement parks, setting up of an entertainment city and leisure world etc. The policy would be announced soon after the approval by the Chief Minister, Mr Om Parkash Chautala. |
Seminar on examination system concludes Kurukshetra, March 1 Mr Dharamveer was delivering the presidential address at the national seminar on Review of Existing Examination System organised by Kurukshetra University which concluded here today. The Director, National Institute of Education for Planning and Administration, Dr B.P. Khandelwal, in his valedictory address called for preparing a blue print for the implementation of examination reforms in a phased manner and also undertake large scale orientation programmes in universities. Prof Ranbir Singh, Director National Academic of Legal Studies and Research University, Hyderabad, wanted the teaches to be responsive to the changing situation. The Vice-Chancellor of Guru Gobind Singh Indraprastha Vishvavidyalaya Delhi, Dr K.K. Agarwal, wanted that in the fast-changing context of education availability of faculty was difficult in new discipline. Examinations should be designed keeping in mind the contemporary needs of the society. Students should be taught values like team work, adaptability and communication skills which were in great demand by the employers worldwide. He also stressed the need for continuous assessment of students so as to have overall improvement. Dr S.P. Singh, Vice-Chancellor, Guru Nanak Dev University, Amritsar, said teachers would have to show courage to refuse to succumb to pressures for unfair evaluation. The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, said the exercise concerning the system of examinations reforms would be analysed and documented so that improvements could be undertaken at the national level. Earlier speaking at the second technical session, Dr J.S. Gujral, Vice-Chancellor, Baba Farid University of Health Sciences, said no system could be successful unless the persons of integrity
were behind it. Mr K.N. Pathak, vice-Chancellor, Panjab University said the examination work had increased tremendously so much so that Panjab University alone had to examine 1.75 lakh students annually. Dr R.S. Bawa, Registrar, Guru Nanak Dev University, highlighted the defects in existing examination system and suggested three dimensional improvements viz structural, administrative and time management. Maj Gen (retd) B.S. Suhag, Vice-Chancellor, M.D. University, said teachers should carry out invigilation duty with dedication and devotion. Dr Hawa Singh, Registrar, Kurukshetra University, stressed on the need to enforce strictly the time-bound schedule of declaration of examination results. He felt that the spot evaluation introduced by Kurukshetra University had been a successful exercise. |

The matter would be raised in the ensuing Budget session of the state Assembly, he said, speaking to mediapersons here today. Alleging that several crores had been laundered by the Haryana Government in the recent elections in UP, he demanded an independent inquiry into the misuse of government funds and official machinery. He said all 105 candidates fielded by the INLD had lost. |
Laptops for MLAs Chandigarh, March 1 The state government may or may not introduce a Bill to increase the salaries and other allowances of the MLAs in the forthcoming Budget session of the Vidhan Sabha. But its endeavour will be to provide laptops to the MLAs during the session itself. According to informed sources, a high-level meeting was held here yesterday to finalise the purchase of the laptops. Though four companies were in the race, the choice has fallen on Compaq. The other companies which were offering laptops to the government were IBM, Acer and Toshiba. To make the MLAs computer-savvy, the government had earlier organised a special training programme, conducted by the State Information Technology Depart-ment. However, only a handful of the MLAs showed any interest in the training. It is not known whether the cost of the laptops will be recovered from the MLAs or it will be borne by the government, which has retrenched about 3000 employees in the name of economy. The INLD government, an employees’ leader remarked, may be tough on the low-paid working class, but it is quite liberal when it comes to the legislators and the Ministers, who were recently obliged with Baleno cars. It is learnt that the MLAs will also be given HP jet ink printers. |
Transformer scheme reintroduced Hisar, March 1 A spokesman for the nigam said here today that all consumers of the agricultural category could have independent transformers under the scheme by paying actual expenditure subject to a minimum of Rs 10,000 provided they did not owe arrears of power bills to the nigam. The cost of transformer would be borne by the nigam. the transformer would the property of the nigam which would also maintain it. For providing independent transformer, the low-tension line would be converted into high-tension line with additions and alterations on existing LT poles. For a 20 BHP motor, a transformer of 25 KVA capacity and for a motor above that a 63 KVA transformer would be installed, he said. Electronic meters would be installed on the tubewells of the farmers taking benefit of independent transformers and they would be billed on the basis of meter reading, he said. The interested consumers could give their consent by
submitting declaration forms in the office of the Subdivisional Officer concerned of the DHBVN who would examine it and get the estimate prepared. |

Bid to grab dera land Sirsa, March 1 According to information today, the dera owns about a thousand acres. It is alleged that a resident of Jind tried to take possession of a piece of land of the dera a few days ago. However, dera disciples acted promptly and aborted the attempt. The disciples said yesterday night some persons again tried to get hold of the land. Apprehending a threat to the dera land, hundreds of persons have gathered here, creating tension.
