Vital clues in fraud
case Ambala, February 22 The possibility of the involvement of a government employee in the case in which forged refund vouchers were used to withdraw more than Rs 2 crore from the treasury is not being ruled out at this stage. About 37 refund vouchers were used over a period of eight years, starting from 1993 onwards. The refund vouchers were of one firm, M/s Ansari and Company, whose whereabouts is being ascertained. An Excise and Taxation official observes that following the tip-off, there are two major factors which led to the fraud being exposed. The first is the fact that in a single year, a firm cannot have several refund vouchers which in this particular case even went up to seven refund vouchers in some years. The second fact is that the refund amount is rarely exactly in round figures. However, in this particular case, most of the refund vouchers are in round figures. Incidentally, treasury officials are believed to have forwarded a comprehensive report to their headquarters in this matter. The officials have reportedly pointed out that details of payment were regularly forwarded to the Excise and Taxation Office, which could have been utilised for cross-checking the payments. It was stressed that refund vouchers are only issued against money already deposited with the treasury. |

CPM flays arrest of mining workers Rohtak, February 22 The party, in a statement issued here today, said that the office-bearers of the union had gone to the Deputy Commissioner’s office on his invitation for negotiations to resolve the dispute between the union and the mining contractors when the police arrested them. The state secretary of the CPM, Mr Inderjit Singh, told that those arrested included general secretary, CITU, Haryana Unit, Mr Satbir Singh, and another senior CITU leader Dharambir Singh Kungar, union president Karambir, its secretary Anil Kumar and former secretary Anil Sharma. He deplored the manner in which the police personnel in plain clothes forcibly lifted these leaders from the DC’s office and put them in the jeep. The all-India general secretary of CITU, Mr M.K. Pandey, has in a letter to Chief Minister Om Prakash Chautala described their arrest as an act of deceit by the Bhiwani Administration at the behest of the stone mine contractors. He reminded the Chief Minister that mining in Khanak and its adjoining areas was paralysed for the past one month owing to the situation arising out of “extortion” by contractors. Around 10,000 families earn their livelihood from stone mining. The agitating workers and villagers have also urged upon the district administration to ensure payment of minimum wages, accident compensation and basic safety arrangements. Mr Inderjit Singh said that the latest police act was sufficient proof to vindicate the earlier charge of the people that the connivance of the administration with the contractors’ mafia was responsible for the February 2 disturbances in the mining area. |
MP doubts NDA’s intention Panipat, February 22 Addressing a state-level rally of the party here, Mr Gaya Singh said till the root causes of terrorism—poverty and unemployment — were wiped out, the terrorism menace would continue to plague the nation. He also demanded old-age pension for all persons above the age of 60. Urging the downtrodden to unite and throw out the corrupt regimes, the CPI leader alleged that gratuity and PF of hundreds of retired central government employees amounting to crores of rupees had not yet been paid by the authorities concerned. The secretary of the Haryana state council, Mr Raghbir Singh Chaudhary, moved a resolution in favour of the agitating labourers of Khanak village in Bhiwani district, which was passed by the gathering. Prominent among those who spoke were Mr Ram Ditta, Mr Daryao Singh Kashyap, Mr Sat Pal Singh, Mr Darshan Singh, Mr Makhan Singh and Dr Harnam Singh. Meanwhile, the three-day 11th annual conference of the state unit got under way here. |
