Rs 12 cr sought for SYL canal repair
Chandigarh, February 20
The Haryana Chief Minister, Mr Om Prakash Chautala was today told by the Irrigation Secretary, Mr Chander Singh, that Rs 12 crore would be needed to repair the SYL portion in the state. The work could be completed in six months, Mr Chander Singh told Mr Chautala during a review meeting of the Irrigation Department here today.

Uneasy calm in Yamunanagar

An uneasy calm prevails in the Yamunanagar Assembly constituency, where a byelection is due tomorrow, amidst unprecedented security measures taken by the administration to ensure peaceful polling.

According to the District Magistrate, Mr Rajeev Sharma, and the Superintendent of Police, Mr M.S. Ahlawat, no vehicles, not even three-wheelers, will be allowed to ply in the constituency from midnight tonight to prevent the movement of anti-social and other undesirable elements in the area.

Even the vehicles plying on the national highway will have to take a detour so as to bypass the constituency, which falls on the Ambala-Saharanpur highway. The road is used by pilgrims to Hardwar in a large number. To regulate vehicular traffic along the highway, a special team of the Highway Police, led by the SP, Traffic, Mr V. Kamaraja, has come here and taken the charge of the barriers.

The authorities have asked Escotel to jam mobile phones in the area so that these are not used by rumour-mongers.

The police today staged flag march in many parts of the constituency as a confidence-building measure. As many as 1600 policemen have been deployed in the constituency. These include men from the Rapid Action Force and the Haryana Armed Police.

The authorities say only the vehicles of the candidates and their polling agents will be allowed to move. A candidate can have only one agent. Even the leader of the Opposition, Mr Bhajan Lal, has been denied the permission to move in his car tomorrow. However, this may not prevent influential persons from using their vehicles as some of them have become the polling agents of dummy candidates.

While the Chief Minister, Mr Om Prakash Chautala, has decided to stay away from Yamunanagar tomorrow, his sons Ajay and Abhey are likely to be in the constituency. The state Congress President, Mr Bhupinder Singh Hooda, Mr Bhajan Lal, the Haryana BJP President, Mr Rattan Lal Kataria, and the HVP secretary general, Mr Surender Singh, besides several ministers and MLAs of all parties will also be here tomorrow.

Meanwhile, it is learnt that the Election Commission is closely monitoring the situation in the constituency in the wake of complaints by opposition parties alleging the misuse of official machinery by the ruling INLD. It has deputed an observer, Mr Sumit Jerath, a senior IAS officer with the central government, to keep an eye on the alleged poll violations here from February 4 to February 11, when two other observers took over the task.

The Secretary to the Election Commission, Mr K.R. Prassad, also visited the constituency yesterday.

It is learnt that the state government does not want to give any opportunity to the Election Commission to issue a directive to it on any issue. The government transferred a controversial revenue officer based here, who is closely related to an INLD candidate when the Congress named certain police officers in its complaint to the Election Commission alleging that these officers, though posted in other districts had been camping here to help the ruling party, the DGP Mr M.S. Malik, acted immediately.

About 1.65 lakh voters will decide the fate of 17 candidates tomorrow by pressing the buttons of the EVMs. Of the 225 polling booths 12 have been identified as hyper sensitive” and 30 booths as “sensitive”. The police has arrested 117 persons as a preventive measure. Cases under the Excise Act have been registered against 21 persons.

30 Yamunanagar booths ‘sensitive

The Haryana Pradesh Youth Congress (HPYC) has identified 30 sensitive booths in the Yamunanagar constituency where the INLD “will try to indulge in bogus voting”. Mr Satwinder Singh Sandhu, President, HPYC, has decided to depute 25 workers under the charge of vice-presidents and general secretaries to counter bogus voting, a HPYC press note stated here today.

Mr Sandhu, along with nearly 1,000 workers, has been camping at Yamunanagar for the past eight days to instill confidence among voters so that they can exercise their franchise without fear, the note added.

Meanwhile, foolproof arrangements have been made for byelection at Yamunanagar tomorrow, an official stated here today, quoting Mr M.S. Malik, DGP of Haryana.

The press note quoted the DGP as having said the IGP of Ambala Range had been entrusted the job of ensuring free and fair byelection. Vehicles without proper permission would not be allowed to ply on roads on the polling day, Mr Malik said.

Panic over robberies in Panipat

Even as panic grips the residents of industrial town, the functioning of the local police has come under cloud following a sudden spurt in major robbery cases during the current month.

This is despite claims by the police authorities that crime graph has shown a downward trend. At least four armed robberies in the past about three weeks has spread panic among affluent industrial community here.

The latest in the series of robberies was committed in board daylight in the posh model town last evening. About five armed robbers barged into the house of Mr Rajinder Dhingra, owner of Pachranga Achar Factory, and decamped with cash and jewellery worth several lakhs of rupees after bolting the family inside the bathroom.

The modus operandi of the robbers is by and large same. Armed men barge into the houses of the industrialists and loot the house at gunpoint which indicates the involvement of organised gang in the crime. The robberies in the houses of Nanak Chand on January 29 and Daulat Ram on February 15 on the Sanoli road, Chandani Bagh Police Station area have been conducted in a similar manner. Similarly, the robbers took away shoes worth thousands of rupees at gunpoint from a showroom, also located on the Sanoli road on February 17.

Despite an increase in police patrolling in affected areas, the police has not been able to solve even a single case of robbery. Moreover, what is giving the police sleepless nights is the fact that the robbers keep on shifting their area of operation.

Meanwhile, a large number of agitated shopkeepers and industrialists met here yesterday and expressed concern at the deteriorating law and order situation.

Later, a delegation met the SP, Ms Mamata Singh, who assured them that the robbers involved in robbery incidents in the Chandani Bagh area would be apprehended within three days.

However, within a few hours of the assurance of the SP, the robbers struck in the model town area in a big way thus challenging police authorities. The SP’s assurance notwithstanding, people continue to live in fear.

No to minister's NOC for petrol station

The district administration has turned down the application of a Haryana minister to get a no-objection-certificate (NoC) for his proposed petrol station near Lakadpur village in the district.

It is learnt that the Cooperation Minister, Mr Kartar Singh Bhadana, had applied for the NoC last month and had even taken up the matter with the Chief Minister, Mr Om Prakash Chautala, when the latter had come here to preside over the monthly meeting of the District Public Relations and Grievances Committee on January 19 last. The Chief Minister had asked the Deputy Commissioner to look into the matter.

It is reported that the authorities have now come to know that the plot for the proposed petrol station is located in the green belt which comes under the Municipal Corporation.

The authorities concerned have stated that no NoC could be provided till a “change-of-land-use certificate was produced by the applicant.

The certificate is given by higher authorities at Chandigarh. The district administration has also written to the oil company concerned in this regard.

Urban schemes reviewed

A state-level review meeting of the urban development schemes was held at Municipal Council, Ambala Sadar, today. The meeting was attended by executive officers and secretaries of the 67 municipal councils in Haryana and the representatives of Deputy Commissioners of different districts. The meeting was presided over by Additional Director, Urban Development, Mr M.L. Kaushik.

The issues deliberated upon in the meeting included solid waste management, shifting of dairies and strengthening of fire services. The meeting was held primarily to take stock of the schemes in the towns falling under the National Capital Region territory.

The physical and financial progress of different urban development schemes were undertaken and officials were directed to submit utilisation certificates at the earliest so that the next instalment of money could be released.

MC authorities in the NCR region have reportedly raised the issue of non-availability of suitable land for implementing the programmes and also the lack of financial resources. They have reportedly sought the assistance of the State Government to enable them to financially contribute towards the schemes.Mr Kaushik is believed to have directed the municipal council authorities to improve their financial health. The number of house tax notices sent along with the amount deposited by the people was also reviewed.

1 killed, 6 hurt in group clash

In a clash between two families at Khanpur Khurd village about 60 km from here, today, a person died and six persons were injured. The condition of two of them is stated to be serious. The police has sealed the entire village Several persons have been rounded up but the main persons behind this incident are reportedly at large.

According to reports, dispute emerged between families of Juglal and Ram Swaroop both brothers, over a buffalo yesterday. The dispute turned into a bloody contention in the late evening and both parties used axes, bricks and stones in the scuffle that followed.

Hardeva, his wife, Inder Singh, his wife Munni, Mahender Singh and his son Ravinder of Juglal family received serious injuries and they were referred to PGIMS, Rohtak. Mahender Singh succumbed to his injuries on way to the hospital whereas Munni Devi and Ravinder are reportedly still struggling for life.

The Haryana Chief Minister, Mr Om Prakash Chautala was today told by the Irrigation Secretary, Mr Chander Singh, that Rs 12 crore would be needed to repair the SYL portion in the state. The work could be completed in six months, Mr Chander Singh told Mr Chautala during a review meeting of the Irrigation Department here today.

The Irrigation Secretary also stated that 2,000 water users associations had been constituted for the proper distribution of irrigation water and maintenance of watercourses in the state.

The Chief Secretary, Mr L.M. Goyal, the Principal Secretary to CM, Mr M.K. Miglani and Finance Secretary, Mr A.N. Mathur, also attended the meeting.

Chhotu Ram award for Dr Dahiya

Dr Bhim Dahiya, Director of Research, Haryana Agricultural University, has been awarded Sir Chhotu Ram National Award for his outstanding research and contribution to the fields of agriculture and rural development.

In the citation, the Vice-Chancellor, Mr Vinay Kumar, applauded the contribution of Dr Dahiya to research and extension which helped in improving crop, seed production and dryland farming.

Meanwhile, Dr Naresh Kumar Rakha, Scientist, Department of Veterinary Epidemiology and Preventive Medicine, of the university, has won a national award in recognition of his outstanding contribution to the veterinary profession.

The award was given to him during the recently concluded Indian Veterinary Congress organised by the Indian Association for the Advancement of Veterinary Research at Maharashtra University of Animal and Fishery Sciences, Nagpur.

Concern over rise in dowry deaths

The women’s wing of the Student Federation of India SFD expressed concern today over an increase in the incidents of eve-teasing and dowry deaths. Delegates attending the district convention of the wing said the women would have to make concerted efforts to fight against these evils.

The convention was held here today and was attended, among others by Neelam, state vice-convener of the federation, its district president, Harjit Kaur and president of the Anganwari Workers Union Jagmati Malik. The delegates observed that obscene literature, postres and the exhibition of nudity in a section of the print and electronic media was responsible for increase in incidents of eve-teasing.

BA practical exams from March 13

The undergraduate practical examinations of BA/B.Sc Part-I, II and III are scheduled to commence from March 13 and those of B.Com Part-I, II and III from March 25. This was stated by Dr J.S. Kadian, Controller of Examinations, Kurukshetra University, here today.

Dr Kadian further said the roll numbers to students had already been despatched. He said in case the candidates do not receive their roll numbers by March 2, they are advised to contact the Examination Branch concerned from March 4 to 7 with two latest attested photographs and proof of having submitted the examination form.

Two killed in accidents
