Uneasy calm in Yamunanagar Yamunanagar, February 20 According to the District Magistrate, Mr Rajeev Sharma, and the Superintendent of Police, Mr M.S. Ahlawat, no vehicles, not even three-wheelers, will be allowed to ply in the constituency from midnight tonight to prevent the movement of anti-social and other undesirable elements in the area. Even the vehicles plying on the national highway will have to take a detour so as to bypass the constituency, which falls on the Ambala-Saharanpur highway. The road is used by pilgrims to Hardwar in a large number. To regulate vehicular traffic along the highway, a special team of the Highway Police, led by the SP, Traffic, Mr V. Kamaraja, has come here and taken the charge of the barriers. The authorities have asked Escotel to jam mobile phones in the area so that these are not used by rumour-mongers. The police today staged flag march in many parts of the constituency as a confidence-building measure. As many as 1600 policemen have been deployed in the constituency. These include men from the Rapid Action Force and the Haryana Armed Police. The authorities say only the vehicles of the candidates and their polling agents will be allowed to move. A candidate can have only one agent. Even the leader of the Opposition, Mr Bhajan Lal, has been denied the permission to move in his car tomorrow. However, this may not prevent influential persons from using their vehicles as some of them have become the polling agents of dummy candidates. While the Chief Minister, Mr Om Prakash Chautala, has decided to stay away from Yamunanagar tomorrow, his sons Ajay and Abhey are likely to be in the constituency. The state Congress President, Mr Bhupinder Singh Hooda, Mr Bhajan Lal, the Haryana BJP President, Mr Rattan Lal Kataria, and the HVP secretary general, Mr Surender Singh, besides several ministers and MLAs of all parties will also be here tomorrow. Meanwhile, it is learnt that the Election Commission is closely monitoring the situation in the constituency in the wake of complaints by opposition parties alleging the misuse of official machinery by the ruling INLD. It has deputed an observer, Mr Sumit Jerath, a senior IAS officer with the central government, to keep an eye on the alleged poll violations here from February 4 to February 11, when two other observers took over the task. The Secretary to the Election Commission, Mr K.R. Prassad, also visited the constituency yesterday. It is learnt that the state government does not want to give any opportunity to the Election Commission to issue a directive to it on any issue. The government transferred a controversial revenue officer based here, who is closely related to an INLD candidate when the Congress named certain police officers in its complaint to the Election Commission alleging that these officers, though posted in other districts had been camping here to help the ruling party, the DGP Mr M.S. Malik, acted immediately. About 1.65 lakh voters will decide the fate of 17 candidates tomorrow by pressing the buttons of the EVMs. Of the 225 polling booths 12 have been identified as hyper sensitive” and 30 booths as “sensitive”. The police has arrested 117 persons as a preventive measure. Cases under the Excise Act have been registered against 21 persons. |

30 Yamunanagar booths ‘sensitive’ Chandigarh, February 20 Mr Sandhu, along with nearly 1,000 workers, has been camping at Yamunanagar for the past eight days to
instill confidence among voters so that they can exercise their franchise without fear, the note added. Meanwhile, foolproof arrangements have been made for byelection at Yamunanagar tomorrow, an official stated here today, quoting Mr M.S. Malik, DGP of Haryana. The press note quoted the DGP as having said the IGP of Ambala Range had been entrusted the job of ensuring free and fair byelection. Vehicles without proper permission would not be allowed to ply on roads on the polling day, Mr Malik said. |
Panic over robberies in Panipat Panipat, February 20 This is despite claims by the police authorities that crime graph has shown a downward trend. At least four armed robberies in the past about three weeks has spread panic among affluent industrial community here. The latest in the series of robberies was committed in board daylight in the posh model town last evening. About five armed robbers barged into the house of Mr Rajinder
Dhingra, owner of Pachranga Achar Factory, and decamped with cash and jewellery worth several lakhs of rupees after bolting the family inside the bathroom. The modus operandi of the robbers is by and large same. Armed men barge into the houses of the industrialists and loot the house at gunpoint which indicates the involvement of organised gang in the crime. The robberies in the houses of Nanak Chand on January 29 and Daulat Ram on February 15 on the Sanoli road, Chandani Bagh Police Station area have been conducted in a similar manner. Similarly, the robbers took away shoes worth thousands of rupees at gunpoint from a showroom, also located on the Sanoli road on February 17. Despite an increase in police patrolling in affected areas, the police has not been able to solve even a single case of robbery. Moreover, what is giving the police sleepless nights is the fact that the robbers keep on shifting their area of operation. Meanwhile, a large number of agitated shopkeepers and industrialists met here yesterday and expressed concern at the deteriorating law and order situation. Later, a delegation met the SP, Ms Mamata Singh, who assured them that the robbers involved in robbery incidents in the Chandani Bagh area would be apprehended within three days. However, within a few hours of the assurance of the SP, the robbers struck in the model town area in a big way thus challenging police authorities. The SP’s assurance notwithstanding, people continue to live in fear. |
No to minister's NOC for petrol
station Faridabad, February 20 It is learnt that the Cooperation Minister, Mr Kartar Singh
Bhadana, had applied for the NoC last month and had even taken up the matter with the Chief Minister, Mr Om Prakash Chautala, when the latter had come here to preside over the monthly meeting of the District Public Relations and Grievances Committee on January 19 last. The Chief Minister had asked the Deputy Commissioner to look into the matter. It is reported that the authorities have now come to know that the plot for the proposed petrol station is located in the green belt which comes under the Municipal Corporation. The authorities concerned have stated that no NoC could be provided till a “change-of-land-use certificate was produced by the applicant. The certificate is given by higher authorities at Chandigarh. The district administration has also written to the oil company concerned in this regard. |

Urban schemes reviewed Ambala, February 20 The issues deliberated upon in the meeting included solid waste management, shifting of dairies and strengthening of fire services. The meeting was held primarily to take stock of the schemes in the towns falling under the National Capital Region territory. The physical and financial progress of different urban development schemes were undertaken and officials were directed to submit utilisation certificates at the earliest so that the next instalment of money could be released. MC authorities in the NCR region have reportedly raised the issue of non-availability of suitable land for implementing the programmes and also the lack of financial resources. They have reportedly sought the assistance of the State Government to enable them to financially contribute towards the schemes.Mr Kaushik is believed to have directed the municipal council authorities to improve their financial health. The number of house tax notices sent along with the amount deposited by the people was also reviewed. |
