suspended for inaction Kaithal, January 29 Meanwhile, the SP, Mr A.S. Chawla, has suspended Sub-Inspector Balwan Singh and Head Constable Ram Pal for dereliction of duty. The SP has entrusted the investigation of the case to the CIA staff here. It is learnt that the victim, who was apprehending danger to his life, had lodged an FIR on December 20 in which he had named a clerk of a judicial court here besides some other persons as those threatening him, Following the complaint, the police had registered a case under Sections 457, 380 and 427of the IPC against Krishan, son of Kali Ram, Krishan, son of Telu Ram Pawan Kumar, Bhalla Ram, Malka and others. Family members of Kartar Sharma have alleged that even after the registration of the FIR on December 20 the police did not arrest the persons named in the FIR and ultimately Kartar Sharma was shot dead by motor cycle-borne assailants on January 22. It is learnt that the victim, after finding that the police was not taking any action, had on December 24 made a representation to the SHO stating that he was facing danger to his life. He had demanded security for himself. He had forwarded copies of the representation to the Governor, the Chief Minister, the Chief Justice of the Punjab and Haryana High Court, the DIG, Ambala, the Deputy Commissioner and the SP. The family members of the deceased have also alleged that the Sub-Inspector entrusted with the case did not take the matter seriously. Head Constable Ram Pal, who was posted with another cop at the residence of the deceased to provide security to his family members, reportedly created a scene there on January 26 under the influence of liquor following which the SP suspended him. |

Bhajan Lal’s man booked
in assault case Panipat, January 29 The incident occurred when Sanjay Sinha and Subash, reporter and photographer, respectively, went to see the wall reconstructed by supporters of Paliwal in the Mahavir Colony area on the GT Road. As they went about their professional duties supporters of Paliwal assaulted them and damaged the camera of Mr Subash. A demolition squad-led by the City Magistrate, Mr Suraj Bhan, had earlier demolished the wall which reportedly blocked the entrance to Mahavir Colony from the GT Road. Mr M.R. Anand, Deputy Commissioner, and Ms Mamata Singh, SP, were informed about the incident, who deputed the SDM, Mr S.S. Satbir Saini, and the DSP, Mr Baljit Singh, to take stock of the situation. Another case was registered against Paliwal and his supporters on a complaint by the municipal council about encroachment and restraining officials from performing their duties. At a meeting here today, local mediapersons, while terming the assault on the journalists as a attack on the freedom of the Press, urged the police to take strict action against the guilty. |

Alliance with INLD broken: BJP Chandigarh, January 29 The president of the Haryana BJP, Mr Ratan Lal Kataria, MP, told TNS on the telephone that till 3 p.m. yesterday his party waited for Mr Chautala to withdraw his candidate from Yamunanagar. By not doing so, Mr Chautala had betrayed the BJP in Haryana. In fact, he said, by fielding a candidate in Yamunanagar to oppose the BJP, Mr Chautala had admitted what he had been doing since the last Assembly elections — trying to finish the BJP in the state. Mr Kataria alleged that Mr Chautala’s decision to field his party candidate in Yamunanagar was part of a conspiracy, aimed at helping the Congress. He said now his party would launch a no-holds-barred campaign against a “government of defectors and betrayers”. |

Rajesh Sharma joins INLD Yamunanagar, January 29 Mr Chautala while speaking at Mr Sharma’s house today welcomed the latter into the INLD. He said Mr Sharma’s entry into the INLD had ensured the victory of their candidate from Yamunanagar. Mr Sharma alleged that the Congress had victimised him by denying him the ticket twice. Mr Chautala was accompanied by Mr Ashok Arora, Transport Minister, and Mr Abhey Singh Chautala, MLA from Rohru. |

2 depts seek share in LADT revenue Chandigarh, January 29 "The court verdict came about 20 days ago. We are still waiting for a copy of the court order. Once we receive the order, all those who are eligible will be brought into the tax net", stated an official of the Excise and Taxation Department. The official said that till now there was only a limited collection of the tax due to the case in the high court challenging the imposition of the LADT. The petitioners against the LADT included Mr O.P. Jindal, Congress MLA and industrialist of Haryana. The tax was imposed in May, 2000, and due to constraints in the collection, only Rs 19 crore could be mobilised from the tax during the period between May, 2000, and March 31, 2001. The collection will be about the same in the current financial year also, sources said and added that in view of the meagre collection of revenue from the LADT, the municipalities and the panchayats, which were to take up the development of local areas, did not press for any share in the revenue. However, after the comprehensive introduction of the LADT in the state, which would now take place, the revenue generation from the tax was expected to shoot up to Rs 185 crore annually, the sources said and added that the cash-strapped urban local bodies as well as the panchayats were now demanding a share in the revenue. It is learnt that a proposal in this regard has been moved by the Local Bodies Department. However, Mr Manik Sonawane, Commissioner of the Local Bodies and Urban Development Department, and Mr Sanjeev Kaushal, Director, are both away to Japan and Manipur, respectively. The Chief Minister too is busy with the elections in UP and Yamunanagar. Once these officers return to Chandigarh, and Mr Om Prakash Chautala is also free from his election engagements, a decision regarding the apportionment of the revenue collected from LADT would be taken at the level of Chief Minister, an official here said. Meanwhile, sources in the Finance Department of the state government said that the LADT revenue could be given to urban local bodies and panchayats only through grants and no formal agreement on the sharing of the revenue with the two departments would be possible. " The collection from the LADT would go to the state government's Consolidated Fund. From the Consolidated Fund, a fixed percentage of it could be given to municipalities and panchayats in case such a recommendation has been made by the state Finance Commission, which is the authorised body for making recommendations on the devolution of funds", the sources said. They added that in the absence of any such recommendation, the urban local bodies and panchayats would not be able to claim a part of the LADT as their legitimate share. |

BKU to continue agitation Jind, January 29 The committee also decided that Kandela village would be the headquarters of the BKU during the agitation. Mr Ghasi Ram Nain, state president of the BKU, presided over the meeting. A committee consisting of the representatives of the BKU and the government was constituted on January 9 to hold talks on the demands of the farmers. Though meetings were held on January 15, 26 and January 27 yet no decision could be taken. Both parties blamed each other for the failure of the talks. Meanwhile, the BKU said it would announce its future course of action at the state-level rally to be held at Kandela village on January 31 if the demands were not accepted till January 30. Speaking at the meeting Mr Nain said the government was pursuing anti-farmer policies and forcing the farmers to intensify their agitation. He said the state government had failed to fulfil the election promises made to the farmers. He said the BKU had not launched the agitation for any political gain nor it was continuing it under any political pressure. He said the agitation had been launched to safe guard the interests of the farmers. On the other hand the representatives of the government hold the BKU leaders responsible for the failure of the talks. They said certain demands of the farmers were accepted at the meetings but the adamant attitude of the BKU leaders led to the failure of the talks. |
Bankers told to file cases in Lok Adalats Chandigarh, January 29 Mr Justice Bali was presiding over a meeting of senior bank executives for evolving a special strategy for expeditious disposal not only of bank loan cases pending in regular courts but also in respect of bank loan disputes at pre-litigative stage here yesterday. He said the settlement of bank loan cases could be arrived after deciding as to how much loan had been recovered and how much was yet to be recovered. Filing the cases in Lok Adalats would make recoveries easier and cheaper as these could be settled without affixing any court fees. Mr Justice Bali said during the last five special Lok Adalats held between February 24 and May 19, 2001, a sum of Rs 14,12 crore had been recovered by settling as many as 1,943 cases. Mr Justice Bali called upon the bankers to come out with suggestions for chalking out calendar for holding Lok Adalats. Mr Justice Bali suggested that the legal fees of advocates even in respect of those cases which were taken up in Lok Adalats should be sufficiently remunerative so that loss of fees might not dissuade them from participation in Lok Adalats. The Member-Secretary of the Authority, Mr R.S. Virk, pointed out to the participating bankers that only those cases wherein limitation had not expired should be forwarded for being taken up in Lok Adalats because no case wherein limitation stood expired could be taken up in Lok Adalats either at pre-litigative stage or otherwise. |
MDU interviews for Readers put off Rohtak, January 29 The interviews under the career promotion scheme were slated to start on Monday. But the Maharshi Dayanand University Teachers Association (MDUTA) has sought intervention of the Chancellor pleading that the university has not formulated any policy about the cut off date for promotion under this scheme. The association has also argued that neither the government nor the UGC has framed any policy whether the promotion would be from the date of interview or appointment as Reader. The Vice-Chancellor, Maj Gen (retd) B. S. Suhag, confirmed that the interviews had been postponed on the advice of the Chancellor. He hoped to sort out the problem shortly and hold the interviews. Gen Suhag reiterated his resolve to introduce examination reforms to restore the credibility of the examination system. From the current examinations the insignia of the university would be inscribed on the answersheets to prevent tampering. From the academic session 2002-2003, the annual examinations of the undergraduate students will not be hold simultaneously. The university will first hold examination for BA (Part-1) followed by BA (Part II), BA (Part III) separately. Maj Gen (retd) Suhag said a meeting of the Vice-Chancellors of the state universities would be held here tomorrow which would discuss measures to bring uniformity in the functioning of the four universities. The Vice-Chancellor will review the procedure for registration of the Ph.D scholars and other related issues. The meeting will also consider an increase in the Registration cum-enrolment fee to Rs 3000 per annum from existing Rs 1000 and continuation fee to Rs 1500 per annum from existing Rs 500 for various professional and technical courses. The Commissioner, Technical Education, Haryana, Mr Dharam Vir, will also meet the vice-chancellors here tomorrow to discuss issues relating to technical courses. |
School with all-weather pool Gurgaon, January 29 The co-education school, all set to become functional from the coming academic session, has a sprawling campus of about 150 acres. Set up by an NRI, based in Germany and having ancestral roots in the holy city of Amritsar, Mr Mohinder Singh, the school has a capacity for 2000 students ranging from primary to senior secondary standards. Flanking the Delhi-Jaipur highway, the campus of SIS has four separate and independent units namely primary, middle, secondary and senior secondary with each of them having variegated in-house facilities. Thus, each of them act as independent and self-contained blocks. The entire school is air-cooled and is designed to maintain a temperature of about 25 degrees Celsius. The school boasts of an air-conditioned multipurpose hall, an auditorium, a swimming complex with three pools including an all-weather covered pool, a kiddies pool, boys and girls hostels and horse riding facilities for the students. Towards boarding facilities there are provisions for a day boarding and week boarding options. The complex besides housing a sports stadium, cricket academy, tennis academy, basketball courts, football multiple fields for field games like hockey, football, volleyball, badminton, a gymnasium, has a golf academy. According to Mr Gurvinder Singh, one of the members of the management authority of the institute, there is a plan to come up with an aviary, mini-forest for life skills education and experimental agricultural farm. One salient feature of its academic curriculum is that till Standard X the school’s system is affiliated to the Central Board for Secondary Education (CBSE). Thereafter, at the plus-two level the students have the luxury of choice between CBSE and International
Baccalaureate (IB). Mr Pradeep Kumar, from the management side gushed that choice of two formats has been offered to enable the students to become global citizens. The “IB” format will enable the students of the school to seek admissions easily in foreign universities, he added. The other infrastructure, which the school boasts of includes a hospital block and over 100 residential quarters for staff. Also, there are plans to set up a resort on the campus for the benefit of the parents and wards of the boarding students, coming from far-flung areas. Also, classrooms, labs and
activity centres will be connected to the school servers and the Internet through the school Internet; a 600-page Starex Management System (SMS) would act as the transaction engine for the school Internet. Teachers will be provided with independent work stations either at the Teachers Resource Centres (IRC) for the faculty centres with individual PCs and Internet Connectivity. A reading room and a libarary room for the primary, a big library with a mazzanine floor for the middle and a reference and general library for the secondary and senior secondary students are in place to nurture their reading taste. The management authorities said that there was a plan to set up two nursery wings in Gurgaon city shortly. Land had already been purchased for the purpose. Expounding on the mission behind setting up the school, its Director and Principal, Mr K.J. Vari, said: “It was to provide young people with well trained physical, mental, emotional, psychological, aesthetic, social and spiritual equipment to derive the maximum happiness, satisfaction and fulfilment from the gift of life that they are endowed with. Computerised PF centre at Kalka railway workshop Kalka, January 29 Employees had been demanding this facility here for long. Earlier they had to go to Jagadhri workshop for their work relating to provident fund. Even the salaries of the employees were being prepared at Jagadhri. With the opening of this centre, all works of pay and provident fund will be done here. Mr Sarao said that accounts section had also allotted an amount of Rs 1,35,000 for providing a touch screen facility machine. After the installation of this machine, the employees with the help of this machine will be able to know the amount balance in their accounts directly. He also announced a grant of Rs 40,000 for the purchase of furniture for the computer centre. Incidentally, Mr Sarao is going to retire from service on 31st January, and he has given this gift to the employees of the workshop. Addressing the workers on this occasion, Mr Sarao said that Northern Railway, in the matter of connecting the divisions and workshops throughout India, was doing a commendable job.
