HUDA men in soup over land scam Chandigarh, January 28 According to official sources, the conveyance deed of plot No. 105B, C Block in Sirsa, measuring one kanal was got executed without the issuance of a formal letter of allotment by HUDA (vide the Subregistrar office No. 4442 on October 24, 2001) in favour of Mr Naurang Rai for Rs 45,500. The market value of this plot is said to be more than Rs 15 lakh. The conveyance deed bears the signatures of the Estate Officer of HUDA, Sirsa, on each page. Spelling out the irregularities, the sources pointed that in case of plot No 144 measuring two kanal in the residential area No. 3 MT, Sirsa, the signatures of a former Estate Officer had been found to be doubtful and an inquiry was ordered to identify the signatures. However, the “present officer allowed the transfer of the plot. He also waived the extension of Rs 1,40,305 at his own level, although he was not competent to do so”. The Estate Officer also allegedly allowed
encroachment on public land which was reserved for public toilets in the layout plan adjoining SCF No. 22, CC-I the Administrator of HUDA, Hisar, on January 3 last found that four shops had been constructed on the area measuring 21’x 45’. HUDA has taken photographs of the shops. The market value of the encroached land is said to be about Rs 40 lakh. Raising their eyebrows over the irregularities detected by HUDA, the sources said a conveyance deed was allowed to be executed directing without the issuance of a formal allotment letter by HUDA showing the land as plot No 61-A Industrial Area, 3 MT, Sirsa. The conveyance deed was executed vide the Subregistrar’s office No 3860 on September 21 for Rs 9,000 in favour of Mr Reshem Singh. The conveyance deed papers of No 66 for 130 square yards bear signatures of the Sirsa Estate Officer. The market value of this land is said to be between Rs 10 lakh and Rs 15 lakh. The Hisar Administrator stated in her report to the government that in as many as 11 cases the Estate Officer allotted excess area adjoining to corner plots on the old rates. The Commissioner, Town and Planning, has suggested a detailed investigation into the by the Haryana State Vigilance Bureau. Certain senior officials, however, point that the government had not ordered investigation into this case by the State Vigilance Bureau. The HCS officer is said to be close to people who matter. No wonder officials feel that the case would eventually be swept under the carpet. The government has, however, withdrawn the work of an Estate Officer from the Estate Officer. No further action has been taken. |
HC stays Editor’s arrest Chandigarh, January 28 The petitioner had contended that he incurred the wrath of the Faridabad S.P., Mr Ranbir Sharma, when he published in his newspaper that Mr Sharma had deprived of the state government of stamp duty worth about Rs 3 lakh as he had purchased a property worth Rs 19 lakh but the sale deed was registered for Rs 9 lakh only. He alleged that the S.P. with the help of one Mr Vijay Kaushik, published derogatory and defamatory pamphlets against the petitioner. When a criminal complaint against the police officer and Mr Kaushik was filed before a Faridabad court, the two were summoned. Thereafter, the S.P. allegedly implicated the petitioner in a false case and arrested him on the morning of August 18 last. But he was produced before the magistrate at 9 p.m. Satish Kumar said after his bail pleas were rejected by a Faridabad court he moved the High Court on September 3 last. The High Court issued notice for December 4. When his application for advancing the date of hearing was rejected by the High Court, he moved the Supreme Court, which directed the High Court to dispose of his bail application within a week. The High Court granted him bail on October 8. On November 12, another FIR under Sections 420, 467, 468, 469, 471, 500, 501, 502,506,120-B, IPC, read with Section 12 of the Press and Registration Act, 1867, was registered against the petitioner. He was granted anticipatory bail on December 20. The Editor contended that a three-man fact-finding committee appointed by the Editors Guild of India found substance in the allegations of mala fides levelled by him against the S.P. He said after his anticipatory bail was confirmed, the present case was registered against him. He pointed out that the alleged incident took place in 1993 but the FIR was registered only on December 24, 2001. Mr Justice Goyal, while staying the arrest of Satish Kumar, issued notice of motion to the respondents for March 7. |
BSNL asks Haryana to introduce VCC cards Chandigarh, January 28 Mr Chautala, who had a meeting with Mr Seth here today, informed the BSNL Chairman that Haryana had become the first state in the country to introduce a system, dubbed 'tele-agriculture', under which farmers could consult agricultural experts in the Department of Agriculture as well as in the CCS Haryana Agricultural University, Hisar, on the phone at the cost of the state government to get experts' opinion about crops. The Director (Operations), BSNL, Mr Prithpal Singh, the Principal Secretary to the Chief Minister, Mr M.K. Miglani, and the Financial Commissioner and Principal Secretary, Information Secretary, Mr Dharam Vir were also present during the meeting. Mr Chautala urged the BSNL representatives to introduce WLL technology in the urban areas of the state and gradually spread the technology to rural areas as well. A decision was also taken in the meeting about introducing WLL technology in the Shahbad Sugar Mill area. Cane producers of that area would be given telephone connections under the system so that the mill authorities could keep in touch with them during the crushing season. |
4 youths loot Rs 13 lakh from petrol station Rewari, January 28 The youths were travelling in an Indica car and reportedly came from the Jaipur side. They intercepted an employee of the petrol station when he was coming out of the petrol station with a bag containing Rs 13.92 lakh, which was to be deposited in a bank at Bawal. They fired several shots from their revolvers and a shot hit Mr Bhagwan Das Gupta, manager of the petrol station, in the stomach. Mr Gupta has been admitted to a hospital at Bawal, where he was stated to be out of danger. Other employees of the petrol station tried to foil the robbery and in the process currency notes of Rs 53,000 fell out of the bag. However, the youths managed to decamp with the bag containing Rs 13.39 lakh. The robbers sped away towards Delhi and after covering a distance of about 10 km they abandoned the car near Kathuwar village. They then drove towards Delhi in a Maruti car. The police has seized the abandoned Indica car. A case of robbery has been registered. |
AMBALA DIARY Ambala Netaji S.C. Bose Park, which is spread over 17 acres, was inaugurated by Haryana Chief Minister on January 23 last year. In the last couple of months John Sahab ki Diggi is gradually being transformed into the Netaji S.C. Bose Park which is becoming popular among local residents. In order to ensure that there are no monetary hiccups regarding the maintenance and upkeep of the large park, the district administration has decided to construct 12 commercial booths. The money generated from the commercial establishments will be utilised in the development of the park. Deputy Commissioner D.D. Gautam said that this year itself the construction of the booths will be completed in a corner of the park. “The construction of the booths will be well located and there will be ample parking space”, he said. He said that there will be strict clauses for the booth owners and if littering takes place, there will be penalty. “This park is going to be one of the finest parks in the state and we are undertaking efforts to ensure that the park turns out very well,” he said. Mr Gautam said that besides the construction of a walking path, about 2000 plants have already been planted. “We are also planning to construct another walking path. A library is under construction which will be an attraction for the young as well as the aged,” he said. “We are also planning to build a skating rink.” Ambala cantonment MLA Anil Vij, who was instrumental in converting John Sahab ki Diggi into Netaji Subhash Chandra Bose Park, said that the revenue generated from the commercial establishments will ensure maintenance of the Netaji Bose Park. “I think it will take 5-7 years to fully prepare the park, and once it is fully ready, it needs to maintained,” he said. Mr Vij said that there had been a healthy public participation in the development of Netaji Bose Park. “People have contributed towards setting up 50 benches, besides five rest shelters. Plants have also been donated,” he said. “In essence, the park is a joint venture of the people and the state government,” he added. He said that it had been decided to retain one of the two water bodies. “There is going to landscaping at the spot where currently there is a water body. The process of land filling had come to a standstill following the requisitioning of trucks by the armed forces. However, the process of landfilling is going to be start again soon,” he stated. The healthy green saplings in the park show that John Sahab ki Diggi has definitely been relegated to a far corner of Ambala’s past. |

KALKA DIARY Kalka, January 28 For a long time, the people of this area have been demanding extension of the Shatabdi Express from Chandigarh to Kalka. With the introduction of this train from here, the residents of Himachal, especially the industrialists of Parwanoo and Kalka and the tourists will be most benefited, as they had to rush to Chandigarh to catch this train. According to Railway sources, some more trains will be started from here for connecting this area with southern India. *** DANGEROUS PAVEMENTS: The residents and shopkeepers of this town have started a campaign to dismantle the footpaths constructed on both sides of the roads. The five feet wide and 10-inch height pavements have narrowed the main road considerably. As a result, the shopkeepers and the general public are facing a lot of inconvenience. Pedestrians too are not happy because the pavements are constructed at considerable height. Women and children find it too difficult to walk on these pavements. The business of hoteliers is also adversely affected as these pavements cause hindrance and customers are unable to park their vehicles. Some hoteliers have dismantled them to make way for vehicles. The areas where the pavements have been provided are quite busy, as Civil Hospital, SDM office, Tehsil office, Treasury office, Community Centre and military offices are located alongside the road. The risky and ill-designed pavements have affected the smooth flow of traffic — vehicular and pedestrian. *** SMALL DAMS: The district administration has prepared a project to store the water of small streams falling in Kiratpur-Sirsa, Ram Nagar nanakpur and Surajpur Choe area by constructing small dams, at a cost of Rs 483.48 lakh. This will help irrigate about 8058 hectares land of this area, Deputy Commissioner Jyoti Arora has said. She said that this district has a total land area of 70155 hectares out of which 35135 hectares are fit for irrigation, but presently irrigation is possible in an area of 14735 hectares of land only with present available means of irrigation. She said the Central government has provided Rs 483.38 lakh to execute this project. After the completion of this project, about 50 villages of this area will get irrigation facilities, which include Khera Sita Ram, Nainia Devi, Orian Thane Ki Ser,

O.P. Rawat, In charge of the security force. he said that even railway employees and workers engaged on ferrying goods are being checked. Those entering into the workshop must show identify card to the security guards, he said. Employees without identity cards will not be allowed entry, he said. This measure has been taken as a precautionary measure, following the recent attack on Parliament. He said that general checking of the people at Kalka Railway Station and Diesel Shed has also been started. The entry and parking of two-wheelers in the premises of Diesel Shed has also been banned. Meanwhile, the Works Manager of the Workshop has said that he has started checking of employees who come late or leave the work early. Serious action will be taken against the offenders, warned the Works Manager. |
