Haryana releases schedule for retirement benefits
Chandigarh, January 22
The Haryana Finance Department has released a time schedule for the payment of retirement benefits to employees of the state government. While stating this here today, an official spokesman said that all heads of departments had been asked to ensure that a “no-demand certificate” was issued by the seventh day of the month of retirement of an employee.

Rs 22 cr for police modernisation

The Government of India has released the central share, amounting to Rs 22.10 crore, to the Haryana police for its modernisation. While stating this here today, the DGP, Mr M.S. Malik, said that a total of Rs 51.37 crore would be spent on modernisation during the current financial year.

2 cops held, let off on bail

An Assistant Sub-Inspector and a constable of the Haryana police were arrested for negligence and dereliction of duty and subsequently placed under suspension in connection with the escape of a convict, serving life term, from police custody from the court complex in Hansi town, about 25 km from here, yesterday, the police said today.

4 of marriage party die in road mishap

Four persons of a marriage party were killed and eight others seriously injured in a road accident near the Titram road crossing, 8 km from here, on Kaithal- Jind road last night, the police said today.

Man shot in broad daylight
Kaithal, January 22
Three motorcycle-borne assailants, two of them armed with pistols, gunned down Kartar Singh Sharma, a relative of a former Haryana Chief Parliamentary Secretary in broad daylight here today. The victim died on the spot and the assailants fled from the scene.

2 women commit suicide
Hisar, January 22
Two women allegedly committed suicide by jumping before a train on the Hisar-Sirsa railway line, here, the police said today.
The women, identified as Leelawati (15) and Bhabhi Soni (18), hailed from Uttar Pradesh, but were residing in a colony here.

Grant limit of Speaker raised

The Haryana Government has decided to increase the limit of discretionary grants of the Speaker and the Deputy Speaker of the Assembly to the level of Cabinet Minister and Minister of State, respectively. Following the decision, which was taken at a meeting of the Haryana Cabinet here today, the limit of the discretionary grant of the Speaker would be Rs 15 lakh and that of the Deputy Speaker Rs 12 lakh, an official release said.

The Cabinet also approved a proposal of the Sports and Youth Welfare Department to allot 100 acres at Joshi Chauhan in Sonepat district free of cost to the Sports Authority of India (SAI) for setting up its northern regional centre. The centre, which would be named after the late Devi Lal, would be set up in a phased manner at an estimated cost of Rs 20.55 crore.

The centre would provide facilities of international standard to players. National coaching camps would be organised at the centre for preparing players before their participation in international competitions. The SAI had approved the creation of infrastructure facilities at the centre in three phases, the release said.

The Cabinet also approved a proposal of the Urban Development Department to negotiate a loan from HUDCO for the implementation of a Rs 44 crore scheme for the modernisation of solid waste management in 10 towns of the state.

Under the scheme, door-to-door collection of garbage would be started in these towns and arrangements made for keeping special type of dustbins. The dustbins would be hauled by dumpers to the dumping or processing sites. A new type of rickshaw trolleys would be used for the door-to-door collection of garbage and these would be emptied direct at depots without any re-handling of the waste. The towns to be covered under the scheme include Jagadhri, Thanesar, Kaithal, Karnal, Hansi, Bhiwani, Jind, Narnaul and Hisar.

The state government has declared the Slum Clearance Board as the Nodal Agency to implement the scheme. The municipalities would generate revenue by selling compost, the release said.

The Cabinet also approved a proposal of the Urban Development Department to sell land at Cheeka and Pehowa, belonging to the respective municipal committees, to HAFED for the construction of godowns.

The Cabinet also cleared a request of the Delhi Metro Railway Corporation to transfer 3.25 acres of the Delhi sub-Branch of the Haryana Irrigation Department. The land is required by the DMRC for developing connectivity of the Delhi Metro Railway Section.

It was also decided to dispose of surplus land belonging to the Irrigation Department, measuring 4.57 acres, at Surjanwas and 21 acres at Kheri in Mahendragarh district through public auction. The Cabinet also gave its approval for selling 83 kanals belonging to the District Jail, Karnal, to HAFED for the construction of godowns.

The Cabinet also cleared a proposal of the Home Department to transfer its nazul land measuring 14 kanal, adjoining Government Girls High School in Jamal village in Sirsa district, to the Education Department.

HVP nominee files poll papers

The Yamunanagar Assembly byelection scene will warm up with the candidates of three major political parties filing their nomination papers tomorrow.

Already the INLD supremo, Mr Om Prakash Chautala, has generated interest in the byelection by announcing to field his candidate, despite having a poll pact with the BJP.

Leaders of the INLD, the Congress and the BJP will reach Yamunanagar tomorrow to accompany the candidates of their respective parties to the Returning Officer.

While Mr Malik Chand Ghambhir will file his papers as the INLD candidate, Mrs Krishna Pandit, wife of the late Dr J.P. Sharma, whose death caused the byelection, will be the Congress nominee. The BJP will field Mr Ghanshyam Arora.

Another major party, the HVP, filed the nomination papers of its candidate, Mr Sahib Singh, with much fanfare today.

SAD dist chief expelled

Meanwhile, the state unit of the SAD has expelled its district president, Mr Joginder Singh Chawla who has declared to contest on the BSP symbol. Mr Sukhdev Singh Gobindgarh, state president of the SAD in a telephonic conversation stated that Mr Chawla had not sought any permission to contest from Yamunanagar.

He said Mr Chawla had been expelled from the primary membership of the party. Mr Chawla said he would not succumb to pressure, adding that he had consultations with Mr Gobindgarh before filling his nomination paper.

Haryana releases schedule for retirement benefits

The Haryana Finance Department has released a time schedule for the payment of retirement benefits to employees of the state government.

While stating this here today, an official spokesman said that all heads of departments had been asked to ensure that a “no-demand certificate” was issued by the seventh day of the month of retirement of an employee. In case an employee wanted to retain government accommodation, he or she should deposit four months’ licence fee to the authorities in advance and submit a no demand certificate before the fifth day of the month of his/her retirement.

He said that it should also be ensured that the recovery of long-term advances must be completed prior to six months of the date of retirement. The last pay certificate, the no-due certificate and the retirement order should be issued by the seventh day of the month of retirement of an employee.

The spokesman said contribution to the general provident fund (GPF) of the employee should be stopped six months prior to retirement. The Accountant-General would issue the GPF final payment authority by the 15th day of the month of retirement and the Drawing and Disbursing Officer would ensure that the payment of the GPF was made to the retiree on the next working day after the retirement date.

He said the payment of leave encashment and the Group Insurance Scheme amount should be made to the retiree on the next working day after the date of retirement. It should also be ensured that service verification was done every year by March 31. In the case of a retiring employee, the verification must be done six months prior to retirement.

Record performance by Ambala girls

The Students of MDSD Girls College, Ambala city, have been doing well in curricular and extra-curricular activities including sports. The college team has won the Prof Rajeshwar Prasad running trophy from MM College Shahbad in poetry recitation competition. The college students also won individual prizes in different languages. Geetika won the first prize in Hindi, shivani got the first prize in Urdu and neeru received the second prize in Punjabi.

Incidentally, the badminton team of MDSD Girls College has won the second prize at an inter-college competition. The team comprised Jagjeet, Deepti, Lalita and Jyoti Jagjeet Kaur has also been selected for the All-India Badminton Inter-university Championship.

Ambala girls have also performed better than boys at the Haryana State Taewondo Championship held at Rohtak. The championship was held at MD University Sports Complex. A 17-member team comprising 12 boys and five girls participated in the tournament.

In sub-junior boys, Ankit won bronze medal in 21-33 kg weight category while Ajit Kumar won silver medal in 32-35 kg weight category. In sub-junior girls, Kavita won gold medal in weight up to 18 kg and Sapana won silver medal in weight category of 29 to 32 kg besides Monika Bagga winning a bronze medal in 32-35 kg weight category.

In senior girls, Vanita Bagga won a bronze medal in 47-51 kg weight category. The total medal haul by the Ambala team was one gold, two silver and three bronze.

REGULATE TRAFFIC: The Ambala Cantonment Traders’ Federation has sought remedial measures to regulate traffic particularly on the Jagadhri road between Indra Chowk and the Tangri river.

Mr M.C. Jain, chairman of the federation, said the road map of the town needs to be redrawn so as to make the area accident free. He said a road divider followed by a major drive against encroachments in the Mahesh Nagar-Gobind Nagar area would provide enough space for four-lane traffic up to the Tangri river.

He said the connecting road originating from the Jagadhari Road for Babyal village and passing through Mahesh Nagar-Dayal Bagh has become congested for vehicles. A bypass should be provided by separating the parade ground area behind Mahesh Nagar with a wide road running parallel to the existing road. Also to reduce traffic load, the possibility of diverting Ambala-Saha-Yamuna Nagar traffic through the national highway could be looked into.

TRAINING CAMP: The IFFCO organised a day-long training programme for rural women at hasanpur. The programme was organised by Mr S.P.S. Pawar and about 75 women participated in it. Dr Sunita Ahuja of Krisha Vigyan Kendra taught the participants a number of issues including how to make different food products.

Mr S.P. Singh of IFFCO said while their organisation stresses on giving balanced ingredients for plant growth, they are also keen that a person should have healthy food. It is a misconception that only expensive food items are healthy, he said.

Rs 22 cr for police modernisation

The Government of India has released the central share, amounting to Rs 22.10 crore, to the Haryana police for its modernisation.

While stating this here today, the DGP, Mr M.S. Malik, said that a total of Rs 51.37 crore would be spent on modernisation during the current financial year.

He said the police would procure modern equipment for the Police Training College, Madhuban, and the training centre at Bhondsi, besides installing computers at all police stations and connecting them. The police would also procure arms and ammunition and equipment such as night vision devices.

Explosives detectors, mine detectors and anti-sabotage equipment would be procured for the CID. The Forensic Science Laboratory would be provided with facilities for petrol testing, an ultra low temperature freezer, a DNA typing kit and a simplified fingerprint stamping kit. Computers would be installed at the State Crime Record Bureau, the DGP said.

He said new police stations would be constructed at Naggal, Hansi, Pehowa, Old Faridabad, Dabuwa Colony, Hassangarh, Sohna, Dabwali, Madhuban, Karnal, Rania, Punhana, Taoru, Dadri, Indri, Kalanwali, Bawal, Kunjpura, Behal and Uklana.

2 cops held, let off on bail

An Assistant Sub-Inspector and a constable of the Haryana police were arrested for negligence and dereliction of duty and subsequently placed under suspension in connection with the escape of a convict, serving life term, from police custody from the court complex in Hansi town, about 25 km from here, yesterday, the police said today.

The arrested police personnel - Kapur Singh (ASI) and Krishan Kumar — were produced in a court in Hansi where they were released on bail.

The police said Sandeep of Uttar Pradesh had been sentenced to life imprisonment on the charge of murder and was lodged in Central Jail here. He was taken to Hansi court in connection with another case where he threw some chemical powder in the eyes of policemen and escaped. PTI

4 of marriage party die in road mishap

Four persons of a marriage party were killed and eight others seriously injured in a road accident near the Titram road crossing, 8 km from here, on Kaithal- Jind road last night, the police said today.

The accident occurred when a vehicle, carrying members of a marriage party, returning from Dola village in Jind district, dashed against a tree near Titram village.

While two persons died on the spot two others succumbed to their injuries in the Civil Hospital here. The dead had been identified as Ram Kumar, Dinesh, Jage Ram of Kailram village in the district and Subhash of Chattar village (Jind), the police added. UNI

Man shot in broad daylight

Three motorcycle-borne assailants, two of them armed with pistols, gunned down Kartar Singh Sharma, a relative of a former Haryana Chief Parliamentary Secretary in broad daylight here today. The victim died on the spot and the assailants fled from the scene.

According to reports, Sharma, owner of Central Public School here and relative of Chief Parliamentary Secretary, Roshan Lal Tiwari, was pulled out of his car at Mahadev Colony this morning and shot in the chest from point-blank range, leaving him dead. Following this incident, a large number of people gathered outside the local Civil Hospital, where the body was taken for a post-mortem examination. Mr Ashok Bishnoi, SDM, and Mr Amir Singh, DSP reached there.

It is learnt that the victim was apprehending threat to his life and had informed the police about this. There was resentment among the people and the relatives of the deceased that the police had taken no preventive measure to ensure his safety. A case under Section 302 of the IPC has been registered.

Mr A.S. Chawla, SP, informed mediapersons that the criminals behind this murder had been identified and a number of police parties had been dispatched to arrest the criminals. The deceased was father-in-law of a son of former Haryana Chief Parliamentary Secretary Tiwari, who represented the Kaithal Assembly constituency.

2 women commit suicide

Hisar, January 22
Two women allegedly committed suicide by jumping before a train on the Hisar-Sirsa railway line, here, the police said today.

The women, identified as Leelawati (15) and Bhabhi Soni (18), hailed from Uttar Pradesh, but were residing in a colony here.

The women had been missing since January 16 and a complaint had been lodged with the police.

Although the cause of the suicide is not known it is suspected that they took the extreme step due to domestic tension, the police said. PTI

Report indicates irregularities

The SDM, Ambala, Mr Mukesh Ahuja, in his probe report submitted to the Deputy Commissioner, Ambala, here today regarding the digging of roads by a private telephone company, has indicated that some irregularities were committed while digging the roads in Sadar municipal area last month.

Deputy Commissioner D.D. Gautam had appointed the SDM, Ambala, to probe into the allegations levelled by several opposition municipal councillors in the road-digging work done by a private company on the condition to pay compensation of the damaged part of roads to the municipal council for laying underground optical fibre telephone cables as per the contract.
