NCP releases second list
Tribune News Service

New Delhi, January 22
The Nationalist Congress Party (NCP), the breakaway group of the Congress, today released the second list of 15 names for the forthcoming Assembly elections in Uttaranchal after it became clear that the Congress had succeeded in winning back its senior leader Satpal Maharaj. The NCP is understood to have held back names on these seats to honour its word of “giving a free hand” to Mr Satpal Maharaj if he joined the party.

NCP sources said the party had also released a second list of three names from Punjab including Ramesh Gupta from Adampur, Mr Rajinder Gupta from Budhlada and Jaswinder Singh Attari (Vice-President of the party’s state unit) from Ghanore, besides seven more names for Uttar Pradesh. With this the party will now contest 43 seats in Punjab, 103 seats in Uttar Pradesh and 33 seats in Uttaranchal. A second list for Manipur is also expected.

The release of only three more names for Punjab is contrary to expectations. Party General Secretary, P.A. Sangma had yesterday indicated its ambitious plans to contest 25 to 30 more seats in Punjab. Party sources told TNS here today that names of seven more candidates were likely to be added to the Punjab list and that the party would contest at least 50 seats in the state. Apart from this, the NCP would release more names for Uttar Pradesh to contest more than a 100 seats of the 403 in the state.

In Uttaranchal the party has decided to field two women, Purna Thapa (Laxman chowk) and Sarawati Azad from the reserved constituency of Ramnagar, besides Mr Dev Prakash (Dehra Dun). Ahtishan Ahmed (Nainital), Deshraj Singh (Vikasnagar), Ved Pal from the reserved seat of Sahaspur, K.C. Kaushal from Rishikesh, Vijay Lakshmi Gosain from Pauri, Mahipal Singh Negi from Lansdowne, Bhawan Singh Negi from Bhikiasain, Devi Prasad Purohit from Kedarnath, Laxman Singh Rawal from Bironkhal, Kuvar Singh Vohra from Pithoragarh, Devender Singh Jhungwan from Rudraprayag and Ram Dutt Pandey from Kanda.

Tripathi from Nathupur (Mao), Adaya Dubey from Shyam Deora, Satbir Singh from Agota (Bulandshahar) and Ram Deo Singh Rawal from Khurja (Bulandshahar).Top

Cong charge sheet against UP Govt
Tribune News Service

New Delhi, January 22
UP Congress chief Sri Prakash Jaiswal today claimed that the Congress would be in a position to form government in UP after the assembly elections.

Mr Jaiswal said that the Congress would target the BJP, SP and BSP in the assembly poll and scotched reports of any post-poll alliance with the Samajwadi Party. Mr Jaiswal said that the Congress was strongly opposed to both the SP and the BSP which had helped growth of “communal forces” in UP.

He criticised the attempts of the Sangh Parivar to rake up the temple issue on the eve of elections, saying that people would not be influenced by such tactics. “Temple is no more an issue and would not pay any electoral dividends to the BJP,” Mr Jaiswal said.

On the demand of separate Harit Pradesh in Western UP, Mr Jaiswal said that the Congress favoured the setting up of a state reorganisation commission to decide all such demands.

In its charge sheet against the Rajnath Singh government, which was released today, the state Congress has accused the BJP of bribing MLAs to form its government. It says that BJP leaders were involved in several cases of corruption and the Lokayukta and Vigilance Commission had found eight ministers and 22 administrative officers prima facie guilty. The charge sheet says that 18 MLAs were sworn in as ministers in the BJP-led government even though they were facing police cases.

Accusing the state government and the Sangh Parivar of engineering attacks on the minority community, the chargesheet says that law and order situation had worsened in the state.Top

Notice to HRD Ministry, NCERT
Tribune News Service

New Delhi, January 22
Acting on a complaint by some educationists, the NHRC has issued notice to the Ministry of Human Resource Development and the NCERT and asked them to reply within eight weeks.

In their petition to the NHRC early this month, the educationists alleged that the revision of text-books prescribed for children was likely to have an adverse impact on their development and could distort their personality and development.

While considering the complaint, the commission held that the right to development was the most basic right of every child, duly recognised by the convention on the Rights of the Child (1989) to which India was a party and which had been reiterated in the 1993 World Conference at Vienna. The commission said Article 39 (1) incorporates the right to development as a Directive Principle of State Policy. Top

Mumbai, January 22
In a public reprimand of his sulking nephew Raj Thackeray, Shiv Sena supremo Bal Thackeray today flayed him for giving vent to his displeasure in the media and made it clear that he had no belief in “so-called democracy”.

“I never expected him to go to the Press at this juncture”, Mr Thackeray told an impromptu press conference at his suburban Bandra residence.

“Raj Thackeray was being instigated by a handful of party leaders with crab mentality”, he said, adding that “at their behest he went to the media against the party leadership”.

The Sena chief said as long as he was heading the party he would run it in his own style. “I do not believe in the so-called democracy. There is no room for groupism in the party”, he added.

However, the Sena chief hoped to reconcile with Raj Thackeray after the civic poll in which he did not expect any adverse fall-out of the bickerings.

Asked about any disciplinary action against Raj Thackeray, who was once described as Mr Thackeray’s successor, the Sena chief said the recent happenings and his nephew’s media interview was “more like a whiff of passing breeze”.

He said he knew Raj’s Thackeray’s mind and would iron out the differences only after the February 10 elections since “I do not have time right now”.

Mr Thackeray exuded confidence that Raj Thackeray would never quit the party and would campaign for poll. In a recent interview, Raj Thackeray had openly criticised the manner in which party ticket were distributed and had called for “cleansing of the party machinery”. PTITop
