Preparations on for
collecting house tax Chandigarh, July 20 Mr Subhash Goyal, Local Bodies Minister and Mr Sanjeev Kaushal, Director, Local Bodies Department, have started visiting various districts from today for holding meetings with chairmen and vice chairmen of various urban local bodies and prominent citizens of the area concerned in a bid to prepare the masses for paying house tax. Two such meetings are being held today , one at Rewari, to be attended by representatives of Rewari and Narnaul, followed by another meeting at Gurgaon which will be participated by representatives of Gurgaon and Faridabad. On Saturday again, there will be two meetings, one at Panipat and another at Karnal. On July 26, a combined meeting of representatives of Rohtak and Jhajjar districts will be held at Rohtak, to be followed by another meeting with the representatives of Bhiwani at Bhiwani. Next day there will be a combined meeting of Kurukshetra and Yamunanagar at Kurukshetra. Same day Mr Goyal and Mr Kaushal will meet representatives of Ambala and Panchkula districts at Panchkula. On July 29, they will meet the representatives of Hisar district at Hisar, followed by another meeting with the representatives of Sirsa and Fatehabad districts at Sirsa. On July 30, the last meeting in this series will be held at Jind which will be attended by representatives from Jind, Kaithal and Sonepat districts. The urban local bodies collected house tax under the old formulation till March 31, this year, after which collection of the tax was suspended. The state government ‘s initial formulation of the new tax structure could not be implemented due to resistance speaheaded by the INLD’s political opponents, following which a committee headed by Mr Subhash Goyal
reviewed and modified the tax structure. Talking to the TNS, a senior official claimed that it was calculated that under the new taxation system, 60 per cent of the urban dwellers would be paying the same house tax which they were paying under the old formula, about 25 per cent would pay twice the amount they had been paying and 5 per cent would have to pay substantially more than what they were paying. While the urban local bodies were collecting about Rs 25 crore annually from house tax earlier, under the new formulation the collection from house tax is expected to go up to Rs 60 crore. If Rs 60 crore could be mobilised from house tax, it would take care of the expenditure on account of salaries of staff and establishment costs of the local bodies and even leave some surplus which may be used for debt servicing. The Local Bodies department received support to the tune of Rs 60 crore from the state government during past two years which was used primarily for paying salaries of the staff. With only about Rs 1.5 crore annual collection from vehicle tax and Rs 5 crore from trade tax, the two new taxes introduced by the Om Prakash Chautala-led government for the urban local bodies, house tax is the only answer to the perennial financial problem of the local bodies, officials here say. |
Haryana records increase in crime Chandigarh, July 20 “The crime rate goes up with the speeding up of the development process, as wealth is concentrated in hands of certain classes, the deprived sections indulge in crimes”, a senior police official said. He, however, added that although the total number of crimes had shown an increase, the incidence of heinous crimes such as murders were less compared to last year. The recovery rate in dacoity, robbery and theft cases stood at 71 per cent, 51 per cent and 67 per cent, respectively, during the past six months, the official claimed. According to a note prepared by the Police Department , the total number of crimes increased to 19,322 this year compared to 19,008 in the corresponding period last year. The number of murders, however, decreased to 377 this year compared to 392 last year. There were also a marginal decrease in the number of kidnapping, robbery, dacoity, burglary, theft, auto theft and hurt cases. There was no mention in the note about incidents of crime against women. The note indicates that crimes increased in the Ambala range with this year’s six-monthly crime figures touching 3,758 compared to 3,574 in the corresponding period last year. While there was some increase in the number of cases of murder and burglary cases of attempt to murder and rape remained constant at 37 and 42, respectively. Cases under the Excise Act increased from 942 to 1,090, under the Arms Act from 51 to 86 and under the Gambling Act from 349 to 742. Cases of hurt and dacoity were marginally less while motor vehicle thefts remained constant at 242 . In the Gurgaon range, the number of murder, kidnapping and abduction, robbery, dacoity and burglary cases during the past six months were marginally less as compared to the corresponding period last year. In the Rohtak range cases of hurt showed a marginal increase (539 to 546) while cases of kidnapping and dacoity remained constant at 60 and 19, respectively. Cases of murder, robbery, burglary and theft, however, showed a decrease. In the Hisar range murder, kidnapping, robbery, dacoity, burglary and theft cases showed a decrease. Cases of hurt increased to 652 from 640 in the corresponding period last year. |
Paddy: Haryana faces storage problem Chandigarh, July 20 Whereas the timely rainfall will boost production, it is causing a headache to the state government. Conscious of the coming trouble, the Chief Minister, Mr Om Prakash Chautala, today asked the DCs to take a personal interest in identifying any vacant godown or office and factory premises which could be used to store paddy. Mr Chautala, who was addressing a conference of the DCs and SPs here, regretted that the movement of foodgrains by the FCI from the state was slow (Haryana has a total stock of foodgrains to the tune of 114.32 lakh tonnes, of which 25 lakh tonnes belong to the FCI). He urged the DCs to encourage the private sector to construct godowns to supplement the efforts of the government to stock foodgrains under cover. He said it would be his endeavour to ensure that farmers got remunerative prices for paddy. The Commissioner, Irrigation, Mr Chander Singh, told the conference that all flood protection measures had been taken in advance and 1,916 pumps having a total capacity of 7,800 cusecs of water had been installed. The Health and Animal Husbandry Departments had been allocated Rs 50 lakh each to purchase medicines and other necessary items in the case of floods. Police wireless stations and departmental flood control rooms had been set up to coordinate the flood relief measures and issue warnings in the case of floods. One sewage cleaning machine would be provided to every district next month to maintain smooth functioning of the sewerage. Mr Chautala asked the DCs to launch a campaign to educate the people about the choking of sewers caused by the reckless disposal of polythene bags. Expressing satisfaction over the improved availability of power in the state, Mr Chautala said the average daily supply of power had increased from 367 lakh units during 1998-99 to 415 lakh units during 1999-2000 and further increased to 446 lakh units during 2000-2001. The Chairperson of the power utilities, Mrs Meenaxi Anand Chaudhary, pointed out that the availability of power during the current kharif season had increased by 14 per cent as compared to last year. She said it was for the first time in the last decade that peak load restrictions had been withdrawn. Arrears to the tune of Rs 623 crore had been recovered. Mr Chautala said a state-level function would be organised at Bhiwani on July 24 to mark the completion of two years of the present government. Claiming that his government had made “unprecedented” progress in all spheres of development during the past two years, Mr Chautala said the “Sarkar Aapke Dwar” programme had not only bridged the gap, if any, between the people and the government but also accelerated the pace of development, especially in the rural areas. He said 13,849 works had either been completed or were nearing completion out of a total of 15,467 works announced during the first phase of the programme. As many as 226 works under the second phase had also been commissioned. He asked the DCs to take personal interest in getting the Gram Vikas Samitis constituted in the remaining 66 villages as these had been providing an opportunity to the people to play an active role in the developmental process. He said it was heartening that the Haryana State Agricultural Marketing Board had improved the quality of its roads considerably. Mr Chautala told the DCs to lay stress on the beautification of cities and shifting of dairies out of towns. The state government had separate funds for this scheme, which should be used judiciously. He also told them to choose suitable places in towns for installing statues of Devi Lal. The statues would be ready for installation by September 25, the birthday of Devi Lal. He asked the DCs to ensure that each municipal area had an additional fire brigade to meet any emergency. He also asked them to check the leakage of revenue, especially in licence and registration fees. Mr Chautala directed the DCs and the SPs to counter the “misinformation campaign” of the Opposition by publicising the achievements of the present government. He cautioned them against the “political gimmicks” of Opposition leaders who had been issuing “irresponsible” statements simply to remain in the news. |
Death toll in
tanker fire rises to four Panipat, July 20 Harveer of Babarpur and Madan Lal of Dadlana village had died in the PGI yesterday.
According to reports received from the house surgeon of surgery ward No. 5 in the PGI, the condition of the other seven burnt persons continued to be critical. It may be recalled that 11 persons were burnt, 10 of them seriously, when an LPG tanker caught fire yesterday. All of them were rushed to the PGI, Rohtak. Meanwhile, residents of Panipat and several social organisations appreciated the heroic attempt of tanker driver Jeet Singh and conductor Kewal Singh, who speedily took the tanker from Panipat town as the gas leakage was noticed by them when the tanker was near Sanjay Chowk on GT Road. While Kewal died today, Jeet Singh is struggling for life at the PGI. The social organisations have urged the government to give suitable compensation to the victims of the incident. |
Site for proposed
bus stand changed Gurgaon, July 20 Addressing reporters the DC said that the proposed mini-secretariat would be set up on over one lakh square feet and structured into seven storeys. The press conference was organised to brief reporters on the development done by INLD government in Gurgaon two-years term. The government will complete it two-year term on July 24. Details were also given to on proposed projects by the government. Senior officers of almost all departments in the district were present on the occasion. The DC said that city bus services would be started by the Haryana Roadways from July 23. A decision has been taken to hand over the two life-line roads connecting Gurgaon and Delhi, the Old Delhi road and the Gurgaon Mehrauli
road, to the Haryana Urban Development Authority (HUDA). Now these are under the jurisdiction of the PWD (B and R). This has been done to improve the roads by the cash-rich HUDA department. Administrator, HUDA, Anurag Aggrwal said that the two roads would be eight-laned and also the roads beautified. In memory of former Deputy Prime Minister late Devi Lal, the district administration has decided to instal his full-size statue on the Mehrauli-Gurgaon road. The DC said that HUDA would set up two electric crematoriums, with refrigerator facility attached to these, in the city. As a number of families here have NRI members, the refrigerator facility was to preserve bodies for a few days to enable NRI relatives to pay tributes to the departed ones. Also, the HUDA has decided to set up a park in Sector 22 on the pattern of the Leisure Valley, located in Sector 29. The Leisure Valley will be further expanded. |
Chaining of labourer: case ‘being hushed up’ Fatehabad, July 20 A farm labourer, Bachan Singh, had been kept as a bonded labourer in chains by a big landowner earlier this month. Workers of the CPM and the Khet Mazdoor Union freed the labourer from the clutches of the landowner. At the meeting, Mr Krishan Swaroop, member of the state secretariat of the CPM, alleged that as the landowner in this case was an influential person, the administration was trying to hush up the case. He warned the administration of dire consequences in case it tried to adopt a lenient attitude towards the landowner. Mr Swaroop alleged that some landowners in the area were trying to disturb the harmony between landowners and labourers by politicising the issue. He alleged that a case of atrocities against a land labourer by a landowner was being given the colour of a class war. Mr Ram Kumar Bahbalpuria, state president of the Khet Mazdoor Union, said the union would organise a rally at Bhuna on August 16. |
Panel clears ayurvedic doctor Bhiwani, July 20 The inquiry officer Civil Surgeon placed his report before the committee wherein the Director-General Health Services Haryana on the inquiry had submitted that GAMS, BAMS degree-holder doctor needed no licence to open nursing home and they had legal right to use allopathic medicines under sub section (III) of Sector EE of Medicines Rule 1945 ordered by the Punjab Government vide No. 10449-4HB-66/30375 of 25.10.1966. It is learnt that Punjab and Haryana High Court had rejected the viability of this Rule in 1986 but in its decision of 8.10.1998 the Supreme Court had stated this Rule as valid. Finding the inquiry report satisfactory he Chief Minister ordered its filing. On the other hand, the National Integrated Medical Association (NIMA) has demanded the Haryana Government to take necessary action against the complainant Mangat Ram for filing false affidavit. |
Bhiwani ‘needs’ 1
more girls’ college Bhiwani, July 20 There are a large number of senior secondary schools in the city, towns and villages in the district affiliated with the Board of School Education Haryana, and the CBSE, Delhi. Results during the past five years have shown that girls have fared better than boys and are more eager for education. Students are finding it difficult to get admission even though the managing committee of Adarsh College, Bhiwani, has increased seats by 125 to adjust more students. Moreover, parents of girls do not think it safe to send their daughters to coeducational colleges. As the seats in the two girl colleges are limited, most of the girls remain devoid of higher
education. It is learnt that former Chief Minister Bansi Lal was ready to upgrade the local SD School to a government college for women. However, because of some vested interests in the management of the school, the scheme did not materialise. “My daughter could not seek admission this year so I am planning to send her out of the district,” said Mr Mahender Singh, a resident of Buwani Khera, who is still trying hard to get his daughter admitted to the girls’ college here. Mr Rajender Gupta said Bhiwani needed one more college, for girls as the number of girl students was increasing every year. An eminent educationist, Mr RK Agarwal, said parents had to move outside the district for the admission of their girls and hence there should be one more college for them in the city. |
Company duped of foreign exchange Fatehabad, July 20 According to Mr. Sushil Singla, a permanent resident of Tohana in this district and Director of Supreme Securities Ltd, Karol Bagh, New Delhi, a person named Naresh Kumar Varma, contacted his manager Mr. V.N. Vohra on his mobile phone and said he wanted to purchase foreign exchange for a group of persons who were going abroad and asked about the mode of payments. Mr Varma suggested to Mr. Vohra that as the amount was quite large he would make the payments by demand draft/pay orders. The next day Varma again called Mr Vohra and told him the pay orders were ready and requested him to deliver the foreign exchange at his residence in Nangal Raya, New Delhi. But later he asked Mr. Vohra to deliver the foreign exchange at a hotel in Karol Bagh. Mr Vohra delivered the foreign exchange to Naresh and another person Surinder in the hotel and took six pay orders and six passports from them. After he had processed the documents of the six persons Surinder gave him the documents of six other persons and requested for foreign exchange for these persons too. This time he delivered bank drafts against the payment. Mr Singla somehow got suspicious and inquired about the bank drafts from a banker. He was shocked to learn that the negotiable instruments were fake. When he went to the hotel he learnt that Naresh and Surinder had left the hotel. Later, the pay orders were also found to be fake. Surinder was later identified as a residence of Buan village in this district. Both the accused have since been absconding. |
‘Export duty’ on buffaloes proposed Chandigarh, July 20 Informed sources say the state has a cattle population of about 1.25 crore. According to an estimate, over one lakh head of cattle are sent out of Haryana every year, mostly to dairies in Kolkata and Mumbai. Murrah buffaloes and Sahiwal and Hariana breeds of cows from Haryana are in great demand in other states. Experts of the Animal Husbandry Department lament that once a buffalo or a cow stops lactating, it is generally sent to slaughterhouses because the dairy owners do not want to look after the animal till it again gives birth to an offspring. The Commissioner and Secretary, Animal Husbandry and Dairy Development Departments, Mr H.C. Disodia, says to check the exodus of cattle from the state, it will be made mandatory for anyone exporting cattle to seek prior permission from the authorities. Moreover, the department will impose a fee of Rs 500 per buffalo, if it is taken out of the state. While for a cow, the fee will be Rs 250, it will be Rs 100 for a calf. To discourage owners from selling their cattle outside Haryana, the department has prepared a scheme of incentives for dairy farmers. It will pay Rs 6,000 to the owner of a buffalo if it yields over 18 litres of milk; Rs 4,000 to the owner of a buffalo yielding milk between 15 litres and 18 litres; and Rs 1,000 for a buffalo yielding over 12 litres of milk. Mr Disodia says in order to make genetic improvement of the livestock of the state, the facility of artificial insemination has been provided at the doorstep of breeders. The state has 2,371 veterinary institutions, which means one institution for three villages. The field staff have been provided with jars of frozen semen so that the employees can remain mobile in the villages. A calendar of activities has been prepared and the staff have been told to adhere to it, without waiting for directives from the headquarters. As a result of it about 80 per cent of the cattle in the state had been vaccinated against diseases like foot and mouth and “galghotu” before the onset of the monsoon. Haryana is number two in milk production after Punjab. The per capita per day milk production in Haryana is 631 gm against 875 gm in Punjab. The national average is 203 gm. Mr Disodia says it has also been decided to enforce the Milk and Milk Product Order, 1992, vigorously so that 38 milk plants functioning in the state do their utmost to encourage milk production in their respective areas of milk collection, known as “milk sheds”. |

Controversy dogs hostel for blind students Ambala, July 20 The blind students, who are currently pursuing their studies in different academic institutions in Ambala, are adversely affected by this stand-off between those who have completed their studies and the management. Even new students can not be accommodated as the hostel is already running to its full capacity and the old students are not leaving. The kitchen of the hostel is yet to start. The management is clear that the hostel will again become functional when a handful of over-staying students, who are allegedly creating a law and order problem, leave the hostel. Mr Sushil Aggarwal, general secretary of the SD Sabha, says that in the SD Institute for the Blind, there is an accommodation for 30 students and 12 students are over-staying. Their unauthorised stay is being charged from the students. “The other blind students are protecting these few students and it is regularly leading to law and order problem. Several incidents of unruly behaviour have taken place,” he said. He says that the hostel for the new session has not yet been started. “The kitchen has been closed since June 1. We are clear that the hostel will immediately start again when the over-staying students leave the premises,” he said. An official of the hostel says that the students, who are over-staying, are also spoiling the future of the new students. “We cannot accommodate more students and the over-staying students should leave so that we can give admission to new students,” he said. These blind students are, however, claiming that their problems are not being considered. “The management is not cooperating with us,” a blind student alleged. A blind student, who is said to be overstaying, said that he was prepared to leave once he gets employment. “I don’t want to become a burden on my family members. I want to go home once I get employment so that I become self-sustaining,” he said. The students who are pursuing their education and residing in the hostel are concerned over the developments. “The kitchen has not been started. I am worried about the whole situation and I only hope that the matter is sorted out soon so that we can concentrate on our studies,” he said. The old blind student, while admitting that new students must be given opportunity to reside in the hostel, say that the larger issue here is the blind are not being given suitable opportunity for employment. “This whole problem is the lack of employment opportunities for the blind. The government must share part of the blame for not creating enough employment avenues,” he said. |

MC bypoll: Bangali is Vikas Parishad nominee Ambala, July 20 The press secretary, Mr Balkesh Vats, said that Mr Narendra Bangali would fill up his nomination papers on July 22 and he would proceed to the municipal council office for filing his nomination papers in a form of a rally which will start from Cross Road no. 9. He said that Mr Narendra Bangali had been the municipal councillor for three times and was also the vice president of the municipal council. A committee of the Vikas Parishad under the

BMS objects to govt notification Ambala, July 20 BMS secretary Pawan Kumar said that a meeting of the central trade unions, including the BMS, AITUC, INTUC, CITU and the HMS will participate in a meeting to be held in Faridabad on July 29. He claimed that activists of the major central trade unions had not been given due representation. Mr Pawan Kumar alleged that political considerations had taken precedence in the membership of the workers’ representatives. “The major trade unions should have been taken into confidence. We demand that there should be a white paper,” he said. |

Relief work in flood-affected villages Ambala, July 20 The Haryana Agriculture Minister, Mr Jaswinder Singh Sandhu, MLA, Mr Jasbir Mallour, the Deputy Commissioner, Mr D.D. Gautam and other officers visited the flood-affected villages in Naggal, a release said. The officials have already distributed ration in flood-affected villages, including Ismailpur, Kurbanpur, Sainimajra, Degeria villages. The affected villagers are being provided with medicines and kerosene. Mr Gautam said that a constant vigil was being kept on the rivers flowing through the district and arrangements had been made to tackle the flood scenario. He said that people had been shifted to safer places and their needs were being met. |

villagers Panchkula, July 20 Organised by the Forest Department in collaboration with the Forest Research
Institute, Dehra Dun, the workshop was aimed at training villagers in utilising forest waste material to generate revenue. The villagers were told about the preparation of articles like pen stands, baskets and the like from lantana, a weed found in the forests, use of poplar bark for making permanent dyes for wool, cotton and silk. Speaking at the function, the officials said that while this could become a source of revenue for the villagers, it helped reduce the loss from forest fires as well. Lapses in police recruitment to
be probed Rohtak, July 20 Addressing a press conference here last evening Mr Chautala said certain senior leasers of the party, including himself had received a number of such complaints from different towns into which the investigation was being conducted by different government agencies. However, he expressed his belief that the complaints would be found fake and claimed that the malpractice of ‘auction’ of government services had been stopped after the present government took over. Commenting on the ‘rise’ in crime in the state he claimed that no incident of crime had been left untraced in the region. He ignored some untraced incidents including one in which a trader of the local grain market was robbed of Rs 3.69 lakh at gun point 15 days ago. The INLD leader asserted that “pragati rally” would be held at Bhiwani on July 24. Answering a question he said Chief Minister Om Prakash Chautala would apprise people of the achievements of the government in its two-year regime. |
5 unnatural deaths in Faridabad Faridabad, July 20 Sushma, alias Pinki, wife of Narender, a resident of Jawahar colony, burnt herself to death in her in-laws’ house on Thursday. According to a report lodged by her father, Mr Uday Singh, she committed suicide after being harassed by her in-laws for not bringing dowry. He alleged that she was often beaten up. The victim was reportedly eight months pregnant. The police has registered a case in this connection. Pawan Kumari, wife of Bahadur of Almora district in Uttar Pradesh, was run over by a train near Old Faridabad last evening. In the third incident, Kamlesh, wife of Indraj of Dhundsa village, was killed while two others Renu and Omvati were injured, after a three-wheeler in which they were travelling collided with a Tata-407 truck near Jharsentli village, about 15 km from here, yesterday. In two incidents, Satish, a labourer, was crushed to death after getting entangled in a machine in the Pali crusher zone and Sant Lal of Old Faridabad died in a road accident near Ajronda crossing here last night. |

Three youths held on
rape charge Faridabad, July 20 The suspects — Manoj, Santosh and Jagat — had allegedly abducted and raped a 15-year-old girl of Gonchhi village. It is learnt that the girl was abducted by one youth, who was joined by his two friends later. A case under Sections 366, 376 and 201 of the IPC was registered by the Mujesar police on Wednesday. |
