21 cr for judicial complexes: CM Narwana, July 8 The Chief Minister stated this while presiding over a function held to inaugurate the judicial complex at Safidon which was built at a cost of Rs 1.21 crore over an area of about 2,700 sq meter. Mr Chautala hailed this complex as one of the best in the state at the subdivisional level which comprised two court rooms, two peshi rooms, along with record, bar and law officers’ rooms. The complex also has a library and a canteen. The building was inaugurated by Mr Justice K.C. Gupta of the Punjab and Haryana High Court. The Chief Minister said the age-old tradition of sorting out matters at the village level was being reflected in the functioning of the Lok Adalat and the concept of dispensing speedy justice to the common man should be given priority. He advised lawyers to take up at least one case per month free of charge for the poor as this would help in providing justice to those who might not be able to afford the court expenses. He said people who had been involved in cases relating to accidents had been provided compensation worth Rs 80 crore through the Lok Adalats, which was very commendable. Drawing a parallel with the Lok Adalats, Mr Chautala cited the example of the Sarkar Aaap Ke Dwar programme, which had been initiated by the present government for speedy redressal of public grievances. He said it was his firm belief that the general public should not be made to approach the government; on the contrary the government should reach out to them. He sought the cooperation of the people for the smooth functioning of the government and asked them to refrain from indulging in petty disputes, which could lead to long drawn-out legal battles. Referring to the long association that he had with the judicial fraternity, he announced a grant of Rs 1 lakh for the new library in the judicial complex. The Chief Minister also laid the foundation stone of Kalwa Kinana drain at Kalwa village in Jind district that would be built at an approximate cost of Rs 9 crore and would benefit 15 villages of the area. The capacity of the drain would be 129.10 cusec. He assured that his government was committed to make the state free of the menace of floods and promised that irrigation works would also be strengthened in the state. This would result in optimum utilisation of water ensuring bumper crops for the farmers. At the same time he also assured that the produce of the farmers would be taken care of by providing them adequate storage facilities and the best possible price. He emphasised that the government was committed to providing sufficient power in the state. He informed that the sixth unit of the Panipat Refinery had already started functioning and that it would ease power shortage problem considerably. He said within the next two-and-a-half years power supply would shoot up by 3000 KV, which would make Haryana a power surplus state. He advised the people to pay their electricity bills in time and help the authorities in nabbing those who were involved in power theft. Later, Mr Chautala laid the foundation stone of a water supply scheme at Kaloda Kalan village in
Narwana. The scheme will cater to Kaloda Kalan and Kaloda Khurd villages benefiting 6,136 persons providing them 55 litres of water per person. Speaking on the occasion, the Financial Commissioner, Mr K.C. Sharma, said an amount of Rs 120 crore would be spent on augmentation of canal-based water supply scheme in the state. At present Rs 41 crore was being spent for providing potable water in 70 villages. He also informed that 14 lakh ornamental trees had been planted on the water works in the state. The Chief Minister also presided over the District Grievances Committee and redressed the problems of the people on the spot. |

Cases of water-borne diseases on rise Faridabad, July 8 Studies conducted by Vibles Specialised Microbiology Laboratory reveal that a total of 166 patients were found positive for various infections. Out of these, 133 samples had typhoid causing bacteria, 19 had cholera and 14 were dysentery cases. It was also revealed that the isolation of gastroenteritis bacteria has increased by almost four-and-a-half times during the past three months. Besides microbiologist noticed that many strains of the cholera bacteria which had been sensitive to common antibiotics like tetracycline in the past, had started acquiring resistance against the drug. According to Dr Vinod Kaul, chief consultant microbiologist at the laboratory, the typhoid causing bacteria had also acquired resistance against many of the latest antibiotics, including ofloxacin, ciprofloxacin, pefloxacin, sparfloxacin, chloramphenicol, co-trimoxole, ceftazidime cefatriasone. He said the re-emergence of multiple drug typhoid and cholera bacteria was mainly because of indiscriminate use of antibiotics by medical practitioners and by patients themselves. Stating that consumption of contaminated water and eatables has been responsible for the outbreaks, he has advised patients to drink boiled water. Physicians have been cautioned to prescribe antibiotics only after establishing the cause of infection. As many as 5,355 patients were referred to the laboratory here during the past six months. Nearly 2,721 patients complained of acute watery diarrhoea, vomiting and dehydration at various hospitals and clinics in the past two years. |

Cable TV operators evading tax Faridabad, July 8 The town has about 2.5 lakh cable TV connections already and the number is increasing day by day. Although, the competition among operators to provide more and more channels is growing, yet some of the operators, who have been using various channels for local advertisements, are evading the tax payable on such revenue. While it is “illegal” to display local advertisements on leading channels, the operators are using these to earn unaccounted income. However, a leading operator denied the charge. The increasing competition among operators has also affected the monthly subscription fee for a cable TV connection. The fee is between Rs 50 to Rs 100 per month in the areas where the population density is large and the operators are many. But in the posh localities in various sectors the subscription charge is around Rs 185 per month. A majority of the operators have not been paying the municipal tax for using electric poles to carry the cables. It is learnt that The Municipal Corporation here had recently imposed a penalty of over Rs 1.5 lakh on defaulters, but only a few operators had paid the penalties. Moreover, as per the guidelines, the use of electric poles by operators to carry the cables was equally ‘dangerous’ and ‘unsafe’. But a majority of the operators were overlooking the safety rules as the officials concerned were least bothered. It is alleged that cable connections were installed free of cost at the residences of “some” officials. The competition has also led to clashes among operators at some places. Recently some persons were arrested in connection with opening fire during a clash between two operators in Ballabgarh town. |
