Of a committee that never met, folded
up Chandigarh, July 14 The Government simply constitutes a committee. The greater the urgency to sweep the issue under the carpet, higher the level of the committee. The Haryana Vikas Party Government was no different. The issue of financial grant to the Maharaja Agrasen Institute of Medical Research and Education, popularly known as the Agroha Medical College, was one such issue on which the then Chief Minister, Mr Bansi Lal, had strong reservations. The college is a sentimental issue for the Aggarwal community because the college is named after Maharaja Agrasen, believed to be the founder of the community and is also situated at Agroha, the capital of the kingdom of Maharaja Agrasen, and hence held in reverence by the Aggarwals. The college was started on the initiative of the former Deputy Prime Minister, Mr Devi Lal, when he became the Chief Minister of Haryana in the late eighties. In a highly appreciative gesture towards the Aggarwals, Mr Devi Lal gave not only a large chunk of land free of cost to the society set up to manage the college but also promised liberal financial aid. The Devi Lal Government signed an agreement with the society under which the Government agreed to pay 50 per cent of the cost of the construction and equipment. It also agreed to pay 99 per cent of the running expenditure. The arrangement continued for a few years even after the Janata Dal Government made way for the Bhajan Lal Government in 1991. However, after Mr Bhajan Lal developed differences with the industrialist-turned-politician, Mr O.P. Jindal, who was an important functionary of the college society, it was decided to stop financial assistance to the institution. When a lower court decided in favour of the society, the Government went in an appeal. In came he Bansi Lal Government. Since Mr Jindal had played an important role in bringing the HVP to power, it was expected that this Government would restore the grant-in-aid to the Agroha college. But hopes of the Aggarwals were belied. Mr Bansi Lal made no secret of his aversion to restoring the grant to the college. Many of his colleagues, including certain leaders of the BJP, upon which the HVP Government was depended, wanted the grant to be restored. Mr Bansi Lal resorted to the tested technique of any Government in such a situation. The Bansi Lal Council of Ministers on July 3,1997, constituted a high-level Cabinet sub-committee under the chairmanship of the then Home Minister, Mr Mani Ram Godara, to go into the issue of restoring the grant to the medical college. The other members of the committee were the Town and Country Planning Minister, the Education Minister, the Food and Supplies Minister, the Labour Minister, the Health Minister, the Finance Minister, the Public Works Minister, the Minster of State for Medical Education and the Commissioner, Health, who was the member-secretary. Though its meetings were fixed for July 25, August 8, August 19, August 27 and September 2 (all dates in 1997), the Cabinet subcommittee never met. After September 2, 1997 even any meeting was not fixed. Since the committee never met, no decision regarding the restoration of the grant-in-aid could be taken. After the Bansi Lal Government, fell on July 24, 1999, in one of his first acts, the new Chief Minister, Mr Om Prakash Chautala, restored grant to the college. It is interestingeth, Cabinet sub-committee appointed by the Bansi Lal Council of Ministers still continued to exist in official record. The Haryana Cabinet, which met here last evening, decided to give the sub-committee a quite burial, since the grant had already been restored. The committee now stands dissolved. |

14 Haryana civic bodies to be
reconstituted Chandigarh, July 13 The committees are Bhawani Khera and Siwani in Bhiwani district, Haily Mandi, Pataudi and Taoru in Gurgaon district, Narnaund in Hisar district, Beri in Jhajjar district, Kalayat and Pundri in Kaithal district, Nilokheri and Indri in Karnal district, Kalanaur in Rohtak district, Kharkhauda in Sonepat district and Uchana in Jind district. The cabinet also approved a proposal of the Public Works Department (B&R) to sign an agreement regarding loans of Rs 144 crore and Rs 150 crore in two phases from HUDCO for improving major district roads in the state. The HUDCO has given a rebate of 0.25 per cent per annum on the loan. The Cabinet exempted the units of the Khadi and Village Industries Corporation and the Khadi and Village Industries Board from the payment of sales tax from January 1, 1988 to March 31, 1992. Eleven such units had represented to the government sending exemption from sales tax as was done in the case of Khadi Ashram, Panipat. These units would get benefit of Rs 23.05 lakh. The Cabinet also decided that the state government would stand guarantee in favour of central cooperative banks for cash credit limit against pledge of sugar hypothecation limit. The state government would also stand guarantee for cooperative sugar mills of Panipat, Rohtak, Sonepat, Meham, Kaithal and Bhuna for Rs 171 crore in 2000-2001. The Cabinet also gave ex-post facto approval to the state government to stand guarantee for the Haryana Power Generation Corporation to obtain a loan of Rs 46.98 crore from the Power Finance Corporation (PFC). It also approved the state government to stand guarantee for the HVPN to obtain a loan of Rs 31 crore from the PFC to set up a 220 KV sub-station at Cheeka and other works. The Cabinet also gave ex-post facto approval for Rs 14 crore loan from the PFC by the HVPN for strengthening transmission network in the command area of 220 KV sub-station at Sonepat. The Cabinet also gave ex-post facto approval to a proposal of the HVPN to obtain Rs 50 crore short-term loan from the Oriental Bank of Commerce, Chandigarh to clear outstanding dues. The Cabinet also gave ex-post facto approval for the renewal-cum-enhancement in working capital facilities of the HVPN. The Cabinet also approved a proposal of Prohibition, Excise and Taxation Department to transfer a piece of land measuring 1100 square yards at the rate of Rs 15000 per square yard situated in Civil Lines, Gurgaon, to the Haryana Urban Development Authority (HUDA). The Cabinet also approved a proposal of the Revenue Department to sell land measuring more than three acres in Kurukshetra district and building and land of old tehsil office, Yamunanagar, measuring more than 10 kanals, to HUDA and the Improvement Trust, Jagadhari, respectively, for commercial purpose. Both HUDA and the Jagadhari Trust would be charged at the rate of Rs 600 per square yard. The Service Rules framed for the superintendents of subordinate offices of the Agriculture Department were also approved by the Cabinet. These rules have been framed on the basis of the Model Service Rules. |
Rules on disposal of old vehicles changed Chandigarh, July 14 An official spokesman said it had been decided that all condemned stores to be sold as scrap would be condemned and disposed of by the Director, Haryana Supplies and Disposal and Deputy Commissioner of the district concerned. Reserve price would be fixed by the Condemnation Board of the district. The reserve price would be as on a par with government vehicles at district level. He said other stores book value of which was less than or equal to Rs 50,000 would be got condemned or disposed of by the same board through monthly auction or tenders, to be decided by the board. He said the stores book value of which exceeded Rs 50,000 other than vehicles and scrap, would be condemned and disposed of by the office of Director, Supplies and Disposal in the present manner. Information on such items would be collected from the Heads of Departments by the Director, Supplies and Disposal. Cases of disposal of stores pending with the Director of Supplies and Disposals of value less the Rs 50,000 would be referred to the Deputy Commissioners by the Director, Supplies and Disposals. The spokesman said the auction committee would be empowered to reduce the reserve price of the vehicle on the spot to a maximum of 10 per cent of the reserve price fell if the bid fell short of the reserve price and if the vehicle still remained undisposed the reserve price of the vehicle might be refixed by the Condemnation Board. He said the Director of Supplies and Disposals, Deputy Commissioners, General Manager, Haryana Roadways would decide the date for condemnation, disposal of the stores vehicles as and when need be instead of the present practice of condemnation, disposal after every three months. He said Director, Supplies and Disposals would hold meetings with some of the Heads of the Departments where vehicles were awaiting disposal in large numbers for want of administrative approval and impress upon them the urgent need to dispose them of and in case any Head of Department, Corporation, Board expressed his inability to do so, the matter would be brought to the notice of the Financial Commissioner, Finance, and Commissioner and Secretary to the Government, Haryana, Industries Department for taking action in the matter. |

MCs, staff on collision
course Fatehabad, July 14 While the municipal commissioners have been demanding suspension of Mr Sharma for misbehaving and abusing Mr Jagir Singh, Municipal Commissioner, the employees have come to Mr Sharma’s rescue. The employees allege that the allegations against him are politically motivated as some disgruntied Municipal Commissioners have targeted him to settle their scores with the municipal chief. Mr Jagir Singh, Municipal Commissioner from Ward No. 19, has alleged that Mr Sharma misbehaved with him when he had gone to discuss some problem of his ward. He said he had asked the secretary to expedite the work on a street leading to a gurdwara in his ward. But the Municipal Secretary suddenly lost his cool and started misbehaving with him. Mr Jagir Singh called mediapersons at his residence yesterday. Atleast 14 out of 19 MCs were present at the meeting. They alleged that the behaviour of the secretary was uncalled for, particularly against an elected representative of the committee. They have demanded stern action
against the secretary and written to the Chief Minister, the Local Bodies Minister and the Deputy Commissioner against the official. On the other hand, Mr Sharma has strongly refuted allegations against him. He said only those MCs had opened a front against him who wanted him to oblige them by passing bills against the works that had never been sanctioned by the committee. Meanwhile, the employees have also come strongly in support of the secretary. They would oppose any move to take action against Mr Sharma. They alleged that those MCs who had failed to dislodge the municipal chief, Ms Sheela Tuteja, had now been training their guns at Mr Sharma. |

Govt ‘cannot decide’ merits of
reference Chandigarh, July 14 The orders were pronounced by Mr Justice S.S. Nijjar of the High Court on a petition filed by a casual worker against the Union of India and other respondents. Seeking the quashing of the orders issued by the Union of India and the Assistant Labour Commissioner, Mr Narinder Pal of Bhiwani had earlier claimed that respondents had refused to refer the dispute to the Industrial Tribunal on the ground that the petitioner had not put in 240 days of service in 12 consecutive months. After going through the documents placed on record and hearing the arguments in the case, Mr Justice Nijjar observed: “Whether the workman has completed 240 days of service would have to be decided by the Industrial Tribunal”. In his detailed order, Mr Justice Nijjar further observed: “The government cannot be permitted to encroach upon the function which has been specifically entrusted to the Industrial Tribunal under the Industrial Disputes Act, 1947”. The Judge also allowed the petition and quashed the order dated October 6, 1995, vide which the Union of India and the Assistant Labour Commissioner had declined to refer the industrial dispute of the petitioner to the labour court. The Judge observed: “The impugned order is wholly unsustainable. The Union of India is directed to make a reference of the dispute to the appropriate tribunal”. Mr Justice Nijjar also directed that the reference should be made within two months. |

Students hold peace march Ambala, July 14 Among others, students
from Dev Samaj School, SA Jain School, National Dua School, Sohan Lal
School, Dayanand Public School and Ambala Public School took part in
the peace march held in Ambala City. The students braved a drizzle to
take part in the march which started from the Municipal Council
office. The march passed through Old Civil Hospital chowk, Polytechnic
Chowk, Panchayat Bhavan before culminating at Bal Bhavan. Political
leaders, including Ambala City MLA Veena Chibber, District Congress
president Balwant Gupta, Akali Dal leader Kartar Singh Takkar and Mr
Phool Chand Mullana led the Indo-Pak peace march. The peace march
began with doves, symbolising peace, being set free by political
leaders. The students carried placards stressing on peace between the
two nations and hoped that the Agra summit between Prime Minister Atal
Behari Vajpayee and Pakistan President, Gen Pervez Musharraf, should
be a success. |

Cleanliness goes
private Faridabad, July 14 Mr Goyal said the move to hand over sanitation work in eastern parts of the town was taken to improve the overall cleanliness and provide better living conditions. While he did not talk about the functioning of the Municipal Corporation and the recent retrenchment of its about 1,500 safai karamcharis, Mr Goyal claimed that the work of Sulabh was good. Mr Goyal asked the Municipal Corporation employees and officials to get ready for competition with Sulabh now and prove that they could do better. The sanitation campaign of Sulabh would cover all HUDA sectors located in Faridabad and Ballabgarh towns and as many as 12 villages having a population of about 4.5 lakh. It is for the first time in the state that sanitation work has been given to private hands. The Municipal Corporation would pay Rs 25 lakh per month for this work. Mr Narsingh Baitha, Chairman, Coordination of Sulabh International and senior vice-president of the group, assured the town of good performance. |
HVPN steps on better transmission Chandigarh, July 14 A spokesman of the Nigam said a 100 MVA 220/132 KV transformer had been commissioned at 220 KV sub-station Panipat Thermal Power station after which quality of power supply in Safidon, Assandh, Moonak, Kohand, Balia, Dharamgarh area, including load of Railway traction fed from Diwana, would be stabilised. This would also enable feeding of state’s own power generation from Panipat Thermal Station to these areas. He said 132 KV sub-station Gohana road, Panipat and 66 KV sub-station Mustafabad had been augmented by commissioning a 16 MVA transformer at each location in the last week of July. These augmentations would give relief in power supply to areas of Mustafabad, Talakaur and surrounding areas of Mustafabad and Panipat town. He said in monsoon season power supply was under extra strain and sometimes resulted in breakage of line conductor or puncturing of insulator. As per the policy of the Haryana Power Utilities, while the fault on the system was under correction, supply was made available from the alternative sources and efforts were being made to restore the faulty equipment in the minimum possible time. |
Move to hike power rate
flayed Faridabad, July 14 In separate statements here yesterday, leaders of these parties have warned the state government of the adverse impact on common man. The chairman of the State Parliamentary Board of Lok Janshakti, Dr Lal Singh, while talking to The Tribune said the rates of power were already one of the highest in the country and any hike in such a short period was undesirable and avoidable. The president of the Haryana JD (U), Mr Ved Prakash Vidrohi, described the proposal as unfortunate. He said a large number of poor people were already unable to pay the power bills. He said despite tall promises and claims, the state was facing acute shortage of both power and water and alleged that government had failed on these fronts. The Janata Dal leader has also condemned the move to replace old power meters with electronic ones. He said the replacement would not ensure a check on the power pilferage (line loss) which was up to 40 per cent. Claiming that certain officials and employees were involved in power theft, he demanded a check on them. |
Recommendations on Devi Lal’s
Memorial okayed Chandigarh, July 14 The committee, had made three types of recommendations, one set for implementation by the state government, another set for the Government of India and the third set for execution by the Devi Lal Memorial Trust. The
recommendations made to the state government by the committee included setting up of educational institutes, parks etc in Mr Devi Lal’s memory, naming some of the existing welfare schemes after him and also launching of some new schemes in the memory of the departed leader. An official release said that the chairman of the committee had already written to the Prime Minister and Union Ministers concerned urging them to implement the recommendations meant for the central government. The committee also forwarded recommendations to the President of the Devi Lal Memorial Trust for execution, the release stated. The Cabinet also approved transfer of surplus land measuring more than 92 kanals of the Irrigation Department in Khera Murar village in Rewari district to the Public Health Department for construction of water works in the village. |

Crime detection improves:
DGP Bhiwani, July 14 This was stated by Mr M.S. Malik, Director-General of Police, Haryana, after presiding over a meeting of the DSPs, Hisar range, here yesterday. Mr Malik said in Hisar range cases of murders had shown a decline from 103 during the first half of 2000 to 94 during the same period in the current year. Kidnappings and abductions had declined from 56 to 38, robberies from 49 to 31, dacoities from 6 to 4, burglaries from 394 to 381, thefts from 593 to 559 and motor vehicle theft cases from 300 to 277. The recovery percentage registered in dacoity, robbery, burglary and theft cases was 63, 60, 53 and 69 respectively. He said during the past 15 months, 16 police stations had been upgraded, namely Traori, Civil Lines, Karnal, Kunjpura, Madhuban, Civil Lines Sonepat, Kundli, Murthal, Kasaula, Rampura, Model Town, Rewari, Rohrari, Bahadurgarh, Parao, Tohana city and Chautala. Buildings of 22 police stations were under various stages of construction like Chandhut, Saran and Sector 7 of Faridabad town, Udyog Vihar and Qutab Enclave in Gurgaon district, Narnaul city, Civil Lines, Sonepat, Murthal, Kundli, Mohana and Gohana city, Sonepat district, Madhuban Taraori and Civil Lines, Karnal, Rewari Model Town, Kasaula, Rampura and Rohrari in Rewari district, Police Lines Bahadurgarh in Jhajjar district, Parao in Ambala district and Tohana city in Fatehabad district. Mr Malik said a sum of Rs 24.38 crore would be spent on the construction of 750 houses for non-gazetted police officers and other ranks. A number of houses would be constructed at Panchkula and Bhondsi at Karnal, Sirsa, Sonepat, Rohtak and Kurukshetra, he added. The police chief said 90 dependents of the deceased police personnel had been provided government jobs last year as against 58 till June this year under the ex-gratia employment scheme. He said he had already directed officers concerned to take prompt action to finalise the pending ex-gratia cases. An ex-gratia grant of Rs 25,000 each was provided to 105 families of the deceased policemen during last year and 84 such families had been provided this benefit till June this year. Mr Malik said a new scheme namely “Janta personal accident insurance policy” for all police personnel of the state had been introduced from March 31. The monthly subscription under the scheme was Rs 10 for IPS officers, Rs 5 for DSPs and Rs 2.50 from all non-gazetted officers and other ranks. The scheme provides Rs 1 lakh to the next of kin of an employee who dies in an accident. A sum of Rs 1 lakh had already been provided to Ms Nirmala Devi, widow of late head constable Barkha Ram, who died in a road accident at Kaithal, he added. Mr Malik directed all SPs to help develop congenial atmosphere in the state. He said he believed that all ranges would take steps to constitute cyber crime cells at their headquarters. Dacoits strike at 3 godowns Ambala, July 14 The dacoity took place at about 11 p.m. last night at the godowns of Procter and Gamble, Dabur and Godrej, which are adjacent to each other and are situated near the GT Road. These godowns are the major depots of the companies for Haryana and adjoining areas. About 12 dacoits threatened the security guard on duty with dire consequences. He was then tied up and locked in a room alongwith two other labourers. They then entered the godowns after breaking open the locks of the godown shutters. In a period of about five hours, the gang members loaded the goods into three trucks and decamped with these at about 4 a.m. in the morning. The gang members had also broken open the side glass of a truck which was parked inside. They attempted to drive it away, but the vehicle did not start. While the dacoits were at work, a gang member dressed as a security guard remained on vigil outside the godowns. A truck driver who wanted to go to the Hindustan Lever depot was asked to go inside the complex by the gang member dressed as security guard. Later on the driver and the cleaner of the truck were overpowered and put inside the same room where three persons were already locked in. A godown official said that it seemed that the dacoits had a reasonably good idea about the products. They took away only those products, which were expensive. Search for boy, girl leads to robbers’
arrest Rohtak, July 14 The Inspector-General of Police, Mr Resham Singh, said following a complaint lodged by the doctor that his tenant Rahul
Partap Singh had kidnapped his daughter, the police put up nakas on the roads leading out of the town. While the boy and the girl gave a slip to the police and went to an unknown destination, the police impounded a car (Maruti Zen) at one of the nakas which was allegedly used in the bank robbery. Mr Resham Singh said during verification of the car registration number and related documents, it was found that the registration of the car (HR-06-C-7927) was fake. On inquiry it was found that this number was allotted to a tractor at Panipat. Inquiries made in Delhi revealed that the car was stolen from the Prashant Vihar area in Delhi’s north-west district and that its original registration number was DL-BC-D-5307. The IGP said the occupants of the car, Krishan, son of Malkhan, a property dealer of Bahadurgarh, and Ajay Dalal, a resident of Assaunda village, were arrested and a case was registered at the Sampla police station. Mr Resham Singh said during interrogation, Krishan and Ajay told the police that Yudhvir, son of Ishwar Singh of Sonepat district, and Rajiv, alias Pochu, of Kailash Colony, Rohtak, were also involved in the bank robbery case in which Rs 1.91 lakh was looted from the Tilak Nagar branch of the Punjab National Bank on Friday. He said both Yudhvir and Rajiv were still absconding. Both these criminals were also involved in a number of cases of murder, including those of Dr Vijender Jain of Sonepat, Vinod Kumar, owner of Madras Hotel, Rohtak, and Ravinder Barak, a student leader. Mr Resham Singh said Yudhvir and Rajiv were involved in seven cases of murder and robbery in Sonepat district, four in Rohtak and one in Jhajjar district. The Director-General of Police, Mr M.S. Malik, had announced an award of Rs 25,000 on the head of each of the two dreaded criminals. The Senior Superintendent of Police, Mr Attar Singh Ahlawat, who yesterday led the police in chasing the bank robbers and in the combing operations at Pakasma village to arrest them, claimed that the police had yesterday and today conducted raids at the possible hide-outs of both Yudhvir and Rajiv at Sonepat, Bahadurgarh, Jhajjar, Rohtak and in Delhi. |
12 panels to oversee shifting of dairies set
up Chandigarh, July 14 Mr Subhash Goyal, Haryana Minister of Stare for Urban Development, said the committees would cover 12 Municipalities of Jagadhari, Yamunanagar, Ambala City, Ambala Sadar, Karnal and Hisar, Rohtak, Sonepat, Bahadurgarh, Gurgaon, Rewari and Panipat where the scheme would be implemented. He said the scheme would cost Rs 31.12 crore of which Rs 24.24 crore was loan from NCR Planning Board, HUDCO and remaining Rs 6.88 crore was contribution of the municipalities. The Haryana Cabinet under the chairmanship of Chief Minister Om Prakash Chautala already has approved the proposal of the Department of Urban Development to provide guarantee for the project. Under the scheme 2220 dairies are to be shifted in one year. He said 321 acres would be utilised for the establishment of the dairies outside the municipal limits. He added that 14 veterinary dispensaries would be set up. The Additional Deputy Commissioner of the district would be the convener of the committee. The President, Vice-President and Executive Officer or the Secretary of the Municipal Committee concerned, Executive Engineers of the Public Health and the Public Works Department (B&R) and the Chief Medical Officer of the district would be other members of the committee. Funds for the projects had been released to the municipalities concerned for use on the directions of the committee headed by the Deputy Commissioner. The committee would meet at least once in a month to monitor the progress of the works and to steer the scheme. Mr Goyal said sewerage blocks resulted because of the animal excreta getting mixed with the discharge from dairies. The shifting of dairies would improve sewerage. He said plots for alternative dairy units would be provided by the committees at no profit no loss basis to existing dairy owners, already been identified. |

Phones remain out of order Sonepat, July 14 A majority of the telephones remained out of order and this caused inconvenience to thousands of telephone subscribers. The local authorities of Bharat Sanchar Nigam Limited (BSNL), however, failed to rectify the fault and special officers from outside stations were summoned who removed the fault. Ambala, July 14 The Punjab officers who accompanied Mr Gautam
included the SDMs of Rajpura, Dera Bassi and officers of the
Irrigation Department. The Superintending Engineer, SYL water service
circle, Ambala, was also present on this occasion. Mr Gautam said
that two big breaches caused by the Ghaggar river near village Lachru
Kalan and Dera Kamalpur which brought vast disaster in Haryana in
floods last year had been plugged. Mr Gautam said that village
Ismilpur, Baringan, Dangerian, Sainimajra, Quarbanpur Aminpur, Khaira,
Nadiali and Naggal villages were affected the most by flood waters
received from Punjab through a big gap in the left bank of the SYL
Canal near the Haryana-Punjab boundary.

Dysentery claims three
lives Faridabad, July 14 Durga, 22, wife of Nekram of Parvatiya colony here, died at her house of dysentery last night. Seven-year-old Poonam of Shiv Sharda colony also died of similar symptoms. A minor boy also died while he was being taken to a local hospital this morning. At least four patients suffering from ‘diarrhoea’ have reportedly been admitted to Civil Hospital here since Friday. Over 100 persons have been admitted to the local Government Hospital in the past two months. |
