HVP: Chautala govt has failed to deliver FATEHABAD, Jan 19 — The Haryana Vikas Party (HVP) organised a demonstration against the alleged anti-people policies of the Chautala government here today. Mr Surender Singh, secretary-general of the party and former MP, led the demonstration. HVP workers assembled at the local Ram Seva Samiti Dharamshala and went to the Deputy Commissioner’s office in a procession. The workers were holding placards carrying slogans against the Haryana Government. They gave a memorandum to he Deputy Commissioner. The memorandum, addressed to the Governor, said the Haryana Government had failed to fulfil any of the promises it made to the people before coming to power. The party sought the Governor’s intervention in the matter. Earlier, addressing mediapersons at the Papiha Tourist Complex, Mr Surender Singh said the “failure of the Chautala government on all fronts” was an open secret. He said the INLD which claimed to champion the cause of farmers and villagers had now lost its popularity among them. He sad people had lost faith in the INLD government. He said before the Assembly Elections, Mr Chautala used to criticise the division of the power board into different nigams, but now he had adopted a studied silence on the issue. He said that this was vindication. He said Mr Chautala had promised to announce a special package for the farmers but had now forgotten all those promises. Instead of doing any good for the farmers, Mr Chautala had now been taking one anti-farmer decision after the other, he alleged. The agriculture produce of the farmers was being sold at throwaway prices, the registration fee for tractors had been increased manifold, power
tariff had been hiked considerably and getting a new tubewell connection had become a tedious and costlier job now. Mr Surender Singh alleged that the development activities in the state had come to a standstill. The government, he alleged, had been befooling the people by giving false statistics about development activities. He termed the “sarkar aapke dwar” programme as a fraud not only with the people of Haryana but also with the Central Government. He said the Centre had sent money to the Deputy Commissioners to be distributed to panchayats. But they instead of doing this, used the money in the “sarkar aapke dwar” programme of the Chief Minister. Mr Surender Singh expressed concern over the move of the Central Government to lower the minimum support price for wheat and said the HVP workers would launch a “jail bharo drive” if the government dared to take the step. Senior HVP leaders, including the HVP general secretary, Mr Ram Changer Jangra, and Mr Dalbir Singh Gandhi, the district HVP President, Mr Gian Chand Pruthi, Mr Ravi Lamba, Mr Kuljeet Singh, Mr Pahlad Singh, Mrs Daya Verma, Mrs Daya Laxmi Tiwari and Mrs Yaswanti Jiani participated in the demonstration. |
Hooda’s claim on
canal water share REWARI, Jan 19 — The HPCC President, Mr Bhupinder Singh Hooda, has asserted that it was he who can make canal water available to Ahirwal. He announced this while addressing a workers’ rally organised here yesterday in protest against the anti-people policies of the Chautala government. He stated that the water of the Ravi and Beas allotted to Haryana in 1977, which was meant for Ahirwal and Rohtak district was given to certain other districts of the state by the then rulers of Haryana. He added that it was now disheartening to see that the monthly two-week canal water supply to Ahirwal had now been arbitrarily reduced to one-week supply by the present Chautala regime. Taking a dig at the style of functioning of Mr Chautala, the HPCC President said while unemployment among youths had increased manifold, Mr Chautala had been able to eliminate unemployment in his own family in which Mr Devi Lal was now a member of the Rajya Sabha, Mr Chautala himself was the Chief Minister, his elder son, Ajay Singh Chautala was MP from Bhiwani and his younger son Mr Abhey Singh Chautala was a legislator from Rori assembly segment. He announced that he along with workers of the party would gherao the Haryana Assembly in Chandigarh during its forthcoming Budget session. Earlier, addressing the rally Capt Ajay Singh Yadav, deputy leader of the Haryana Congress Legislature Party, demanded equitable district-wise distribution of all available canal water in Haryana. He also sought abrogation of the gram vikas samitis which he said were usurping the rights of the gram panchayats. The rally was also addressed among others by Mrs Anita Yadav, president of the Haryana Mahila Congress, former minister Shakuntala Bhagwaria and the Haryana Mahila Congress general secretary Veena Jhamb. However, Rao Inderjeet Singh, Congress legislator of Jatusana, and his supporters were conspicuous by their absence. Later, they marched to the district secretariat where they submitted a memorandum to the district authorities. |
Work on 557 projects

Oppn stand on power
tariff hike sought FARIDABAD, Jan 19 — The All Haryana Power Corporation’s Worker Union has asked the opposition parties in the state to ‘clarify’ their stand on the issue of hike in power tariff and privatisation of power authority. Mr Subhash Lamba, spokesman of the union, in a statement issued here said yesterday that Opposition leaders had so far ‘failed’ to come out clearly whether they oppose privatisation and corporatisation, which he claimed had been the main reason behind frequent hike in power tariff. The union claimed that the issue had assumed serious proportions. He said the employees of the power sector, who had been doing their job despite psychological pressure, were a victim of apathy of the authorities concerned. Claiming that there have been several irregularities in the pay scales of the electricity staff, a large number of employees have not got their GPF statements for 1999-2000 so far. Moreover, medical bills have not been cleared and above all there was staff shortage in many wings of the department. |

Industrialist’s murder case solved KURUKSHETRA, Jan 19 — Following the arrest of Ranjana Kumari, a resident of New Delhi, the local police claims to have solved the mystery of murder of Delhi-based industrialist, Kanwal Kapoor whose body was found from the bedroom of his farm house at Sandhauli village near Pehowa, 25 km from here, on the night of January 9. In her confession, Ranjana (22) told the police that she was employed with a property dealer in Delhi Kamaljeet alias Chacha, a friend of Kanwal Kapoor, through whom she became familiar with Kanwal Kapoor and later developed illicit relations with him. She said she along with Kanwal Kapoor had gone to the Sandhauli farm house on January 9. After dinner Kanwal Kapoor consumed two energy capsules following which he complained of an acute pain in his chest and was feeling suffocated. He died after sometime. When Ranjana found that he had died, she decided to run away. She took away Kapoor’s car, a computer laptop, C.D. bag, a walkman and a briefcase. On the way to Kurukshetra, her car struck against a culvert, following which, she took a lift to Karnal. On January 14, she left all the stolen items in the house of her relative in Ram Nagar, Karnal. The District Police Chief, on being contacted, said the police succeeded in arresting Ranjana after getting the address of Kamaljeet from Kapoor’s servant. Investigation was going on and it was believed that either too much drinking or consuming too many energy capsules had caused Kapoor’s death. He further said it was also doubted that Ranjana might have added something poisonous to Kapoor’s drink. However, the result of Kapoor’s viscera report was being awaited. Meanwhile, Ranjana had been sent to police remand for 14 days, he
added. |

Recommendations of panel flayed SONEPAT, Jan 19 — A former Haryana minister and a senior Congress leader, Mr Krishan Murti Hooda, yesterday condemned the recommendations of the Agriculture Costs and Prices Commission to reduce the minimum support price for wheat by over Rs 60 per quintal. In a press note issued here, he said the BJP-led National Democratic Alliance (NDA) government at the Centre had betrayed the interests of the farmers. He said the members of the commission seem to be anti-farmer and did not even know about the difficulties faced by the farmers in the country. The prices of the agriculture inputs like diesel, fertilisers, pesticides and electricity, he said, had already been increased substantially and it would be difficult for farmers to sell their produce, including wheat, at low rates. Mr Hooda urged the Central Government to immediately reject recommendations of the commission and enhance the support price of wheat for the current season. He said the financial status of farmers had deteriorated after the subsidy on fertilisers had been withdrawn by the Central Government and diesel and electricity rates were increased. Farmers were forced to commit suicide in various parts of the country, he added. He made an appeal to the Chief Minister of Andhra Pradesh, Mr Chandra Babu Naidu, the Punjab Chief Minister, Mr Parkash Singh Badal, and the Haryana Chief Minister, Mr Om Prakash Chautala, to register their strong protest against the recommendations of the commission and force the Prime Minister, Mr Atal Behari Vajpayee, to reject anti-farmer recommendations without any further delay. He warned that if the Prime Minister failed to do so, a countrywide agitation by farmer organisations would be launched.

Demolition trouble:
Sec 144 imposed FARIDABAD, Jan 19 — Notwithstanding their claim that the demolition of ‘encroachment’ by the Sidhdata Trust Ashram here on Surajkund road had been correct, the district authorities seem to have become extra careful. They have imposed Section 144 in the district to prevent any trouble in view of the ashram’s proposed protest rally here on January 21 coinciding with the visit of Chief Minister Om Prakash Chautala. While the district authorities and Haryana Urban Development Authority
(HUDA) have documents to prove that the ashram had encroached upon its land, the ashram has no proof about ownership or transfer of the land on which a goshala, dharamshala and boundary wall were built. But the authorities apprehend some trouble due to the large following of the ashram and temple. The demonstration by ashram devotees. A few days ago here sent the alarm bells ringing for the administration. It is apprehended that the devotees could ‘gherao’ the CM and disturb the ‘Sarkar Apke Dwar’ at
Ballabgarh. According to some social activists, the ‘bowing’ of the CM to political and religious pressure regarding the demolition of a temple at Sector 28 here in October last has motivated the devotees of the ashram to build the same type of pressure. |

Watch out at level
crossing! AMBALA, Jan 19 — A railway level crossing, manned or unmanned, seems to be a point where people are in a tearing hurry to cross over with scant regard for safety. The long whistles by a fast approaching train fail to deter most motorists and this result in accidents, similar to the recent one at an unmanned level crossing near Mohanpura on Sriganganagar-Abohar section leading to the death of six persons when the train hit their vehicle. Ambala Division, which is spread over five states and one Union Territory, alone has 634 level crossings. The manned level crossings in the division are only 348 which is 54.88 per cent of the total number and the rest are unmanned level crossings. The Additional Divisional Railway Manager, Mr Ashwini Kapoor, has strongly advised that people should not try to cross a level crossing when the gates have been closed. “People should be extra cautious when it comes to unmanned level crossing. They must carefully look before crossing over,” he said. To generate awareness among people, an audio cassette has been prepared. “This audio cassette will be played at various places which will make people aware,” he added. Mr Kapoor said that rumble strips on both sides act as speed breakers. “These strips are important in an unmanned level crossing. There is also a board regarding the railway level crossing,” he said. “At a manned level crossing, three gatemen are on round-the-clock duty. The duty roster of the gatemen is fixed depending on the total vehicle units,” Mr Kapoor said. “When a gateman receives a message, a private number is exchanged. Interlocking is an important aspect of a level crossing,” he added. For the train driver, a W/L board, which means whistle at level crossing, is placed while approaching the level crossing. The train driver has to whistle at both manned and unmanned level crossings. The ADRM stated that it is the responsibility of the person who is crossing over and the Railway Act makes it clear that it will considered as trespassing while the Motor Vehicle Act considers it as negligent driving. He said that a request has been forwarded to the MPs to allocate funds from the MP Local Area Development Fund for taking up works for railway level crossings. Mr Kapoor pointed out that in Japan, there is no need to close gates. “Only a bell rings and people do not cross over,” he said. He also stressed that people must take care of their cattle which tend to stray onto the tracks. |

‘Raise cane price by Rs 10 per quintal’ CHANDIGARH, Jan 19 — The Haryana Krishak Samaj (HKS) has demanded an increase in the price paid to sugarcane farmers for their produce. In a press statement here, Mr Satpal Kaushik, general secretary of the HKS, said while the weight of sugarcane had reduced due to the lack of rain during the past five months, the percentage of sugar extracted from the cane had risen by 1 per cent. The recovery of sugar this year was 9.5 per cent against 8.5 per cent last year, the statement claimed and added that by February-March, it could go up to 11 per cent. While the sugar mill owners were benefiting from the situation, the state government’s decision to freeze the price of sugarcane had exposed its anti-farmer character, the HKS alleged. The statement added that the prices of various inputs needed for sugarcane cultivation had gone up twofold since last year and urged the state government to call an urgent meeting of the Sugarcane Control Board and increase the price of sugarcane by Rs 10 per quintal. It also alleged that farmers were being cheated by state government officials at purchase centres in weighing of their produce. The statement said the HKS would soon organise a state-level conference on the problem of farmers at Jind. |

No arbitrary fines: HVPN FATEHABAD, Jan 19 — The Haryana Vidyut Prasaran Nigam (HVPN) today sought to dispel misgivings on the mode of load calculation adopted by HVPN teams during the ongoing power theft detection in the district. Mr V.K. Singla, executive engineer of the Fatehabad Division of the HVPN, told mediapersons today that some vested interests were spreading the rumour that the HVPN had been imposing heavy fines arbitrarily. According to the procedure adopted by the HVPN, whenever the vigilance team of the nigam detected power theft, it calculated the total load and considered only 15 per cent of it as actual consumption in 24 hours. He said after this, the actual bills paid by the consumer were deducted. The balance amount was doubled to calculate the fine. He said the HVPN assessed a load of 1 kv for three power plugs, only 40 watts for three plugs, 60 watts for a fan and 40 watts for a electric bulb or a tube. The department normally did not impose any fine in case the consumer had increased the load
unauthorised but no power theft was detected. However, he said, no one was authorised to increase the load without prior permission. |
