Rathore told to appear in court on Feb 12 AMBALA, Jan 11 — The Special Magistrate for CBI cases in Haryana, Mr A.K. Tyagi, today adjourned the Ruchika molestation case till February 12. Mr Tyagi turned down a submission made on behalf of the former Director-General of Police, Haryana, Mr S.P.S. Rathore, for permanent exemption from personal appearance. The challan will be scrutinised and the court will await orders of the Punjab and Haryana High Court where a revision petition has been filed. He also took serious note of a demonstration held outside the court, against Mr Rathore. He directed the demonstrators to hold a demonstration in front of the executive authority and political leaders. Mr Tyagi told representatives of the demonstrators that the basic principle of criminal jurisprudence was that a person is presumed innocent until proven guilty. He said the court was a temple of justice and decorum had to be maintained. The demonstrators, led by noted activist, Brinda Karat, pointed out the demonstration was not against the court but against Mr Rathore. Later, the demonstraters left the court complex and went to the nearby mini secretariat where the group was addressed by different activists. The Akhil Bharatiya Janwadi Mahila Samiti general secretary, Ms Brinda Karat, while addressing the group in the secretariat said Section 306 (abetment to suicide) should be added to the charge sheet against Mr Rathore. “We will continue to fight and we will win,” she said. She said they wanted departmental action against the former DGP. “But the government is still defending him,” she stated. Ms Karat said the government was talking of empowerment for women but working towards disempowerment. “It is a question of morality,” she stressed. Among others, Mr Anand Prakash, Mrs Madhu Prakash, Ms Shreshta Mehta and activists of the Democratic Youth Federation of India, the Student Federation of India, the Janwadi Mahila Samiti and the Jagruk Chatra Morcha were present today. The demonstrators carried placards against Mr Rathore and raised slogans demanding action against him in the mini secretariat. Yesterday, Mr Tyagi had granted exemption for personal appearance in the court today to Mr Rathore, who had filed an application stating that he had to visit his doctor for medical check-up on January 11. The CBI had filed a charge sheet in the Ruchika molestation case against Mr Rathore in this court in November last. The CBI had also filed an application with the court for condoning the delay in filing the challan in the court. On December 5, the court condoned the delay in chargesheeting and took cognisance of the charges against the then DGP. |
Step up drive against encroachers: CM CHANDIGARH, Jan 11 — The Deputy Commissioners( DCs) and Superintendents of Police (SPs) of all 19 districts of Haryana today apprised the Chief Minister, Mr Om Prakash Chautala, of the progress of work carried out on the basis of his announcements made in the course of the “Sarkar Aapke Dwar” programme. The Chief Minister, who had a meeting with the DCs and SPs at Haryana Nivas here, was told that announcements made by him under the programme were being monitored at the district as well as departmental level. Mr Chautala had so far made 12,110 announcements and most of them had been either implemented or the work on the projects was under progress, the Chief Minister was informed. There were only 1,870 announcements in the case of which work was yet to start, the officials told the Chief Minister, even as they assured him that this work would be taken up very soon. It also transpired at the meeting that more than Rs 177 crore was released to district administrations from the Haryana Rural Development Fund for taking up various works announced by the Chief Minister. The works were related to the pavement of village streets, construction of additional rooms for schools, repair of rural roads, construction and repair of Harijan chaupals, construction of the boundary walls of village ponds, building of sheds and boundary walls of cremation grounds, setting up of dispensaries and disposal of sewage in villages. While addressing the meeting, the Chief Minister laid stress on clearing government land of encroachments. Out of an estimated 19,057 acres of encroached land, only 850 acres (including 322 acres at Faridabad and 147 acres at Panipat) had been reclaimed from the encroachers so far, Mr Chautala said and directed the officers to intensify the drive against encroachment. On the important issue of theft of power and the consequent burden on law-abiding consumers, Mr Chautala said the pilferage of power should be checked not only by the Power Utilities but also by other departments and agencies of the state government. Ms Meenakshi Anand Chaudhary, Chairperson of the Power Utilities, informed the meeting that more than 4 lakh premises had been raided so far in the current financial year for the prevention of theft of power and 3,683 cases of theft were detected. She said more than 7,000 FIRs were lodged in this connection and out of a penalty of more than Rs 27.95 crore imposed on the defaulters, about Rs 13 crore was realised.
Mr Chautala said that even state government officials should not be spared if they were found defaulting in making payment of power bills.
The Chief Secretary, Mr L.M. Goyal, was among those who took part in the meeting.
Crime rate goes down in Haryana CHANDIGARH, Jan 11 — Compared to last year, 395 cases were recorded less at the police stations in Haryana during the current year, Mr M.S. There was 50 per cent reduction in kidnapping cases and 3 per cent decrease in crime against humanity, Mr Malik said. He added that Haryana had attained 60 per cent success in recovery of stolen property. Mr Malik also informed the Chief Minister that 337 gangs involved in robbery were arrested in the current year. About 193 proclaimed offenders and 1,167 bail jumpers were also arrested under a special campaign launched by the state police last month. Some officials engaged in pilfering money were also caught, he added. The state Vigilance Bureau had registered cases against 599 officers and recommended Rs 182 crore for recovery from these officers. Mr Chautala told the officials to take effective measures to check the practice of staging “rasta roko” by certain antisocial elements, which created problems for traffic. He also announced that a special police training institute would be set up at Bhondsi village over 314 acres for giving advanced training to the state police. Mr Chautala added that individuals, if they participate in the
beautification of various areas of towns and cities, should be permitted to name these areas in the memory of their ancestors or kins. He directed the officials to encourage individuals and organisations to take part in the beautification of the cities and towns. |

Centre ‘communalising’
studies ROHTAK, Jan 11 — The CPM feels that the NDA government headed by Mr Atal Behari Vajpayee has failed on all fronts. Addressing the state secretariat of the CPM here today, veteran parliamentarian and member of the Central Secretariat of the party, Mr Hannan Mollah, alleged that during the Vajpayee regime, agriculture was being neglected, communal feelings were being whipped up in view of the coming assembly elections and the common man was being burdened with unbearable economic hardships. He regretted that due to pressure from the WTO, foodgrains were rotting in godowns but were not being provided to the poor under the food-for-work programme. On the other hand, suggestions, were being made to reduce the procurement price of wheat by Rs 60 per quintal, which was deplorable, he said. Mr Mollah said that by privatisation of the power sector and by continuously increasing tariff, the country was being driven back to the dark age. He criticised the Central Government for ‘communalisation’ and ‘commercialisation’ of education. He charged the BJP and the RSS with singing different tunes under a planned strategy to
create confusion. He alleged that with an eye on the coming assembly elections to the West Bengal Vidhan Sabha, the Central Government had launched a campaign for central intervention in the name of law and order against the Left-government. Explaining the situation prevailing in West Bengal, Mr Mollah claimed that out of a 646 police stations in the state, minor incidents that had occurred in just seven police stations were being blown out of proportion to create a feeling of insecurity and instability. As against this, out of a total of 30,000 complaints received by the National Human Rights Commission, as many as 17,664 were from Uttar Pradesh, which was being ruled by the BJP. The state secretariat of the CPM today reviewed the economic and political situation prevailing in Haryana and chalked out a future plan. The general body meeting of the party would also be held on January 13. |
Chautala has ‘betrayed’ farmers SONEPAT, Jan 11 — To press the demands for the declaration of support price for wheat by the Central Government and immediate withdrawal of hike in power tariff by the Indian National Lak Dal (INLD) government, headed by Mr Om Prakash Chautala, a large number of farmers affiliated to the Bharatiya Kisan Union (BKU) held a procession here yesterday. The procession was led by Mr Hari Singh Khokhar, president of the state unit of BKU, and passed through the main bazaars of the city before culminating at mini secretariat. The protesters held a demonstration in front of the Deputy Commissioner’s office and the leaders also submitted a memorandum to Mr J.P. Dhamman, City Magistrate in the absence of the DC and ADC in their offices. Earlier, addressing a rally of the farmers, Mr Khokhar lashed out at the Chautala government for its failure to safeguard the interests of the farmers and to ensure power and water supply to the agricultural sector. He alleged that the state government had failed to provide canal water at the tail-end villages in the state. Opposing the conversion of the land acquired for Asia’s biggest fruit and vegetable market at Rai in this district into an industrial complex, Mr Khokhar alleged that the state government was pursuing anti-farmer policies and the BKU would not tolerate it. He said while on the one hand the Delhi Government was closing the polluting industries on the orders of the Supreme Court on the other hand, the Chautala government was allotting land to these industries. Mr Khokhar warned that the BKU would launch a statewide agitation if the state government continued anti-farmer policies. |
Board staff’s removal flayed ROHTAK, Jan 11 — Objecting against the removal of 22 employees of the Haryana Labour Welfare Board by abolishing their posts recently, a former Labour Minister, Mr Krishan Murti Hooda, has called it deplorable and against the labour community. Mr Hooda today alleged that the decision was taken by the government to appease the trading community. He said these employees of the board used to collect the amount which was not disbursed among the labourers in the form of their salary, bonus, overtime, gratuity etc. for different reasons. The employees would gather this amount from various business establishments under the Punjab Labour Welfare Fund Act 1965 and deposit the amount to the board for welfare of the labourers. The former minister said the State Labour Welfare Board was the only board in the state which had been functioning without any financial assistance from the government. He said a decision was taken during his tenure as a Labour Minister from 1991 to 1996 to collect the amount due to labourers from the establishments concerned and to utilise it for their welfare. He said an amount of several crores was collected under the scheme which was utilised by the government for constructing a holiday home in Hardwar and setting up of several stitching centres. Besides, the labourers were given interest-free loans and their wards were provided with scholarships to continue their studies. Mr Hooda said the trading community had also raised objection against this scheme in his tenure but the government did not bow before the pressure in view of the interest of the labourers. He appealed to the present government to adjust the retrenched employees in some other department as they had served from six to 12 years in the board and were over age now to get another government job. |
Tension following raids to check power
theft FARIDABAD, Jan 11 — ‘Tension’ seems to have gripped several villages following stepped up campaign of the Haryana Vidyut Prasaran Nigam and power vigilance officials to conduct surprise raids to check power theft and disconnection of the meters of the defaulters. The officials of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) although have requisitioned adequate police force for the raiding teams, but it is apprehended that the number of cops accompanying the teams may not be able to handle the situation, in case the mob or protesters go violent. A similar type of situation developed at nearby Sihi village in the district on Sunday last when the power officials had to face the ‘ire’ of the residents of the village, who were agitated over the present campaign of the nigam to check theft. Hundreds of the villagers who ‘gheraoed’ the officials, damaged the officials’ jeep and situation at one time become so tense that the team members had to rush for
safety. The agitated mob threw stones on the jeep. The situation was brought under control after senior police and nigam officials reached the spot. While no one was injured in the incident the villagers declared that they would not allow the nigam to conduct raids at its wish and it (nigam) would have to take them into confidence before any such move. At a panchayat meeting held on intervention of the Deputy Superintendent of Police at the village, the residents of the village complained that while it were employees of the nigam who were responsible for the theft of electricity, but the officials who raid their premises book the ‘innocent’ consumers. They alleged that the nigam authorities had not increased the load to the village despite several applications and nobody entertained the rural people at the offices of the HVPN when they were there for any work till their ‘palm was greased’. Complaints of ‘fast meter’ reading and dereliction of duty on part of meter readers and repairs of the faults in line were also lodged in the panchayat. The police and nigam officials on other hand assured cooperation on their part, but requested the villagers to submit their pending bills and cooperate in checking the theft and pilferage. It is learnt that it was decided that from now onwards the nigam would take help of an 11-member team nominated by the village panchayat in its work of checking power theft. It is learnt that as many as 20 meters have been disconnected in this village and an amount of about Rs 1.5 lakh has been recovered from the defaulters so far. |
Villagers buying drinking
water BHIWANI, Jan 11 — Residents of several neighbouring villages have to buy drinking water on account of disrupted power supply. Disclosing this here today gram vikas mandal president Naresh Tanwar alleged that Nathuwas, Naurangabad, Bamla, Chang, Kaluwas and Sanwad villages were being provided with minimum supply of power and that too at low voltage. He said residents of Sanwad village had to buy a tank of water for Rs 50. It may be recalled that residents of four villages falling within 8 km around Bhiwani city Bamala, Sirsa, Naurangabad and Phoolpura staged a demonstration and blocked the Bhiwani-Rohtak road and damaged two Haryana Roadways buses demanding adequate power and water supply. All efforts to open the road had failed and the traffic could only be restored on the assurances of the Deputy Commissioner who visited the site. It is learnt that these villages had not been getting water supply for the past several days. The agitators alleged that hundreds of acres of land was awaiting sowing but water was not being provided to the tail end for the last six months. Several complaints made to the administration had been unheeded. Former MLA Balbir Singh Grewal, who led the agitation threatened to disturb the ‘sarkar aapke dwar’ programme to be held by the Chief Minister on January 12 if the supplies were not restored immediately.

Speaking at a function convened by activists of the Haryana Jhuggi-Jhonpri Mahasangh at Rajiv Nagar here last evening, Mr V.P. Singh said he was ready to fight for the cause of the poor living in slums as the authorities were bent on making them ‘homeless’. Criticising the policies and programmes of the government, he said the nation had failed to eradicate poverty and to provide food, clothing and shelter to the common man even after 50 year of Independence. Mr V.P. Singh said it was the hard work by the poor which helped in the growth of towns like Faridabad . Leaders of Left organisations also condemned the action of the government and alleged that over 1,000 jhuggis had been demolished in Faridabad alone in the past about six months. Alleging misuse of funds, they said an amount of about Rs 8 crore was given by the Union Government for development and rehabilitation of the poor but there was nobody who could give an account of the sum. Speakers said no political party or leader had taken up the cause of poor living in the slums. The politicians were seen in these areas only during the elections.
