CAT stays Haryana move on IAS appointments CHANDIGARH, Jan 3 — The Central Administrative Tribunal has stayed a move initiated by the Haryana Government for the appointment of 10 HCS officers to the IAS by the Centre. The 10 HCS officers are Mr O.P. Indora, Additional Deputy Commissioner, Hisar; Mr Virender Verma, Special Collector, Sirsa; Mr O.P. Langyan, Inquiry Officer, Haryana State Agricultural Marketing Board, Panchkula; Ms Suprabha Dahiya, City Magistrate, Rohtak; Mr Chander Prakash, Deputy Secretary, Boundary Area Committee, Chandigarh; Mr R.S. Doon, Secretary, Justice G.S. Chahal Commission of Inquiry, Chandigarh; Mr Subhash Goel, Additional Director, Food and Supplies, Chandigarh; Mr Mehtab Singh Sehrawat, G.M. Sugar Mills, Palwal; Mr C.R. Rana, Sub Divisional Magistrate, Safidon, (Jind); and Mr Rajbir Singh, Secretary, Hafed, Panchkula. They all have been impleaded as respondents along with the Union of India, UPSC, State of Haryana through its Chief Secretary and the Haryana Chief Secretary in an application preferred by Mrs Neelam P. Kasani, an HCS officer. The CAT Bench comprising Vice-Chairman G.C. Garg and Mr J.L. Negi, while issuing the stay order has asked the respondents to show cause on January 16 why the recommendations made by the selection committee should be not quashed. In her application, Mrs Kasani has alleged that “there are material irregularities and illegalities in the convening of the meeting of the selection committee for 1998, 1999 and 2000 which vitiates entire proceedings and no appointment can be made on the basis of recommendations of the said selection committee. “However, the relevant record is in possession of the official respondents and is required to be produced for proper and effective hearing of the case for perusal of the Bench”. The record which has sought to be produced are: Ten service records of officers who have been considered including ACRs, etc. sent by the state of Haryana to UPSC/Union Government on the basis of which the private respondents have been considered for 1998 to 2000 select list of IAS. ii) Proceedings of the selection committee held on December 14-15, 2000. iii) Files relating to disciplinary cases against Mr O.P. Langyan, Mr Rajbir Singh, Mr Subhash Goel, HCS officers. |
New medical college for Haryana NEW DELHI, Jan 3 — The Union Health Ministry has agreed to the Haryana Government’s request for setting up a new medical college. This was decided by the Union Health Minister, Mr C.P. Thakur, at a meeting with the Haryana Chief Minister, Mr Om Prakash Chautala, here today. According to an official spokesman, Mr Thakur also agreed to the request for Central assistance to set up a trauma centre at Karnal in view of the high density of traffic on the G.T. Road. Mr Thakur said a proposal had already been made for similar centres in other states. Mr Thakur said the Health Ministry would extend the coverage of the National TB Programme to the remaining districts of Haryana. The World Bank had already been requested in this regard. |
BKU rallies against Chautala govt SONEPAT, Jan 3 — The Haryana unit of the Bharatiya Kisan Union (BKU) has decided to organise rallies and demonstrations on January 10 at all district headquarters in the state to register its protest against the anti-people, anti-farmer and anti-employee attitude of the Indian National Lok Dal (INLD) government, headed by the Chief Minister, Mr Om Prakash Chautala. This was announced by Mr Hari Singh Khokhar, president of the state unit of the union, while addressing a farmers’ rally in front of the Deputy Commissioner’s office here yesterday. The rally was organised by the union to register its protest against the arrest of Mr Surat Singh, a former president of the district unit of the union, in a false case of power theft by the police. Mr Khokhar also charged the state government with pursuing the anti-farmer policies and alleged that the Chief Minister had backed out of the promises made to the farmers about giving power and water free of cost at the time of the Lok Sabha and vidhan sabha elections in the state. He said instead of providing such facilities, the state government was not only instituting the false cases against the farmers but they were being harassed during the recovery of the electricity bill. He warned the government that if this policy continued, the union would be forced to launch an agitation. Mr Khokhar also decried the hike in power tariff and urged the state government to withdraw it. Earlier, a large number of farmers affiliated to the union held a demonstration in front of the Deputy Commissioner’s office here on Tuesday in protest against the arrest of Mr Surat Singh. The farmers also raised anti-government slogans and demanded the immediate release of Mr Surat Singh without any condition. The leaders of the union also submitted a memorandum to the DC demanding the immediate withdrawal of the case against Mr Surat Singh. The memorandum also warned that if Mr Surat Singh was not released, the union would hold a demonstration on January 5 when he would be produced before a court. |
Roll back power tariff hike: BJP BHIWANI, Jan 3 — The BJP has demanded withdrawal of recent price hike in electricity charges from its alliance party INLD. Addressing a press conference here today, senior party leader and former Education Minister, Prof Ram Bilas Sharma, said the BJP had strongly condemned the parallel constitution of Gram Vikas Samitis. The BJP leader said being an ally of the NDA, the BJP a fellow was party of the INLD but would in no way share any anti-people issue. He said the BJP had opposed the move of the INLD of imposing nine point taxes policy comprising entry tax, fire tax, trade tax and a delegation of the party met the Chief Minister in this connection after which Mr Chautala did not implement the proposed taxes. Professor Sharma reiterated that southern areas which included Bhiwani, Mahendergarh and Rewari districts were worst affected in power sector and so the enhancement made in electricity charges was totally uncalled for in these areas. Since Kisan movements had been launched here many times, the government should think before increasing prices for these areas, he said. Describing the price-hike as a double-edged weapon on the farmers, the former minister said enhancement of per unit and per horse power should not be levelled equally. |
Cong rally against power tariff hike AMBALA, Jan 3 — The Congress today held a rally against the hike in power tariff by the Chautala government. Among others, senior Congress leaders, Mr Shamsher Singh Surjewala and Mr Nirmal Singh, addressed the gathering and drew attention to the "anti-people and anti-farmer policies of the Chautala government". Earlier talking to newspersons, Mr Surjewala said that there had been a considerable hike in power rates. "The hike has affected all sections of society, including domestic consumers and farmers who now have to pay more," he said. Mr Surjewala said that during the election campaign, Mr Om Prakash Chautala had promised to give free power to the farmers. "But Mr Chautala has gone back on his promises which clearly reflects lack of political commitment," he said. He stated that similar rallies would be held along the GT Road in Kurukshetra, Karnal, Panipat and Sonepat to highlight the major problems of the people, including an increase in power tariff, shortage of irrigation water and the need for no-dues certificate. Mr Surjewala said that power theft was about 39 per cent in Haryana. "This is very high and no steps are being taken by the government to check it. Efforts must be made to bring the power theft down," he said. He said that farmers were affected with the increase in power rates in both the metered as well as unmetered tubewells. Mr Nirmal Singh pointed out that the interests of the farmers are being ignored by the Chautala government. The Congress later submitted a memorandum on various issues to the Deputy Commissioner. |
Cong protests against power tariff hike SONEPAT, Jan 3 — Congress workers took out a procession here today in protest against the massive hike in power tariff by the INLD government headed by Chief Minister Om Prakash Chautala. Carrying placards and raising anti-government slogans, they marched through the main bazaars of the city. Several Congress leaders took part in the procession. They reached the mini-secretariat where they submitted a memorandum to the district authorities. They urged the state government to withdraw the power hike in the interest of people. PANIPAT: Congress workers on Wednesday organised a protest march against the government policies and submitted a memorandum to the Deputy Commissioner. The march was led by District Congress President Suresh Gupta. The silent protest march commenced from the local PWD rest house. The memorandum criticised the recent hike in power tariff and termed it as anti-people. It also criticised the state government for not making arrangements for the supply of irrigation water, particularly in southern parts of the state, which were facing a drought-like situation. It also alleged that farmers whose land was acquired lay HUDA were not being given enough compensation. KURUKSHETRA: Hundreds of Congressmen demonstrated in front of the Deputy Commissioner’s office in protest against the alleged anti-people policies of the INLD-led Haryana Government. Protesters also submitted a memorandum, expressing resentment against the steep hike in power rates and shortage of water for irrigation, among other things. They requested the Deputy Commissioner to forward the memorandum to the Governor of Haryana. Later, the former Union Minister, Ms Selja, addressing a press conference at the residence of former Haryana Minister, Mr Harmohinder Singh Chattha, criticised the government for its anti-people policies. Haryana to get more power NEW DELHI, Jan 3 — Haryana would be allocated more power from the unallocated Central pool to meet the additional electricity requirements of the ensuing kharif sowing season. A decision to this effect was taken at a meeting the Haryana Chief Minister, Mr Om Prakash Chautala, had with the Union Power Minister, Mr Suresh Prabhu, here today. The Union Power Ministry has also decided to start work of the second phase of the Faridabad gas-based power plant of National Thermal Power Corporation (NTPC). An memorandum will be signed between the state government and the NTPC in this regard. Haryana will also be allocated sufficient funds from accelerated power development programme for modernisation of the various power projects in the State, a Haryana Government press statement said. The Central Electricity Authority (CEA) has also been directed by the Union Power Ministry to prepare a feasibility report on the two projects at Hisar and Yamunanagar. The report is expected to be submitted within two months, the statement added. Power restored in Haryana CHANDIGARH, Jan 3 — Even as the power supply in Haryana was affected by the grid-failure at Kanpur, electricity was restored in most of the state by the evening of January 2 and it was restored in the entire state by 1 a.m. today, an official press release claimed. It, however, added that the inter-state connecting the Giri power house to the 220 KV substation at Yamunanagar had been charged though the load flow was yet to be restored. Alternative arrangements had been made in the command area to meet the power demand, the release said. |
22 cr sanctioned for Haryana roads SONEPAT, Jan 3 — The Haryana Government has drawn up an ambitious plan for the construction and repair of roads in the urban and rural areas of the state during the current financial year. Giving information, an official spokesman told mediapersons here today that it had also sanctioned Rs 22 crore for the purpose. The HUDCO, he said, would provide Rs 5 crore under the National Capital Region (NCR) plan, for the development of the road network in the district and the work would be started after January 15. He said the Central Government had already declared the road starting from the inter-state Yamuna bridge via Khewra, Bahalgarh, Sonepat, Gohana to Jind as the state highway and the entire road would be widened shortly. Referring to the shifting of industries from Delhi on the orders of the Supreme Court, the spokesman said the state government had already offered industrial plots to entrepreneurs at Kundli and Bari industrial complexes in the district. As many as 70 entrepreneurs of Delhi have been allotted industrial plots at the Haryana State Industrial Development Corporation complex at Kundli village along the Haryana-Delhi border. According to the spokesman, at least 560 acres acquired for Asia’s biggest vegetable and fruit market at Rai has been given to the HSIDC for the setting up of industrial units in the complex. The setting up of new industrial units will increase the revenue of the state government and accelerate the industrial growth. The spokesman added that the state government had rejected the proposal to set up a hosiery complex at the HSIDC industrial complex at Bari village. The state government would, however, encourage all categories of industrial units, including hosiery units, at the complex. |
MLA: appointment of Hooda temporary HISAR, Jan 3 — Congress legislator Om Prakash Jindal today claimed that the appointment of Mr Bhoopinder Singh Hooda as Haryana Congress chief was temporary. Addressing mediapersons here, he said there was a possibility of the party high command replacing some Congress chiefs in the next few months. However, he said Mrs Sonia Gandhi, President of the AICC, had taken a right decision to reinstate Mr Hooda at this juncture. Mr Jindal said Mr Hooda had been appointed because the high command decided to maintain status quo in several state units because of political reasons. He admitted that he was also in the race for the post. Criticising the Chautala government, Mr Jindal said it had put a burden on the public by raising power tariff. He alleged that in the garb of checking power thefts, officials of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) were terrorising consumers. There was resentment among the public against the Chautala government on this issue. He said his party would take out a procession in protest against the recent hike here on January 5. Mr Jindal said though the Chief Minister, Mr Om Prakash Chautala, visited Hisar every week but he had not announced any development projects for the town so far. There was scarcity of drinking water and roads were in a bad shape. He also opposed the trade tax, which was imposed recently on traders, saying that it would force businessmen to shift outside Haryana. Mr Jindal said the law and order situation in the district was worrisome as criminals had been demanding ransom from five traders of the local grain market. |
Haryana Panchayat Bhavan to be opened on Jan 5 CHANDIGARH, Jan 3 — The Union Rural Development Minister, Mr M. Venkaiah Naidu, will inaugurate Haryana Panchayat Bhavan in Sector 28-A, Chandigarh on January 5. An official spokesman said Mr Naidu would also discuss various rural development schemes with the Chief Minister, Mr Om Prakash Chautala, and senior officers of the state government. He said the bhavan, constructed on 2.75 acres at a cost of Rs 5 crore, would cater to the needs of panches, sarpanches and government officials coming to Chandigarh from various districts of Haryana for official work. He said it had a total covered area of 68,146 sq ft. The building had 11 air-conditioned bedrooms on the ground floor, which were equipped with modern facilities. In addition, two dormitories on the ground and first floors and eight on the third floor had been constructed with a provision of 72 beds. The spokesman further said a four-storeyed block had also been constructed which would accommodate offices like that of the Director, Panchayats, the Chief Engineer, Panchayati Raj, and the Haryana Rural Development Fund Administration Board. |
‘Ambala’s potential needs to be exploited’ AMBALA, Jan 3 — The new millennium holds promise for Ambala cantonment and Ambala city and people are hopeful that Ambala would now receive the necessary impetus needed to make it a model for others to emulate. Despite being strategically well-located and acting as the gateway to the North, major development has continued to shy away from Ambala. However, a cross-section of the people have emphasised that things can still be changed for the better. Mr Rajinder Nath, Chairman of Gopi Industries and Chaman Vatika, says Ambala is geographically well-situated but its potential has not been fully exploited. I feel that there is scope for a transshipment centre here which could be similar to the one in Dubai. ‘‘Ambala could be a transshipment centre where several godowns could be created. Emphasis must be laid on Ambala city and cantonment together. Items like perishable goods and vegetables could be stored here and then sent ahead,’’ he added. Mr Nath said that already infrastructure like the railway yard is existing and the national highway is cutting across Ambala, besides the state highway. ‘‘In my opinion, a transshipment centre will be a viable effort,’’ he said. Dr D.S Jaspal, state President of the Indian Medical Association, wants that efforts must be made to improve the power and road condition. ‘‘There was a pressing need to have better medical facilities in Ambala,’’ he said. Dr Jaspal pointed out that a trauma centre is needed in the city since several accidents take place on the national highway and the state highway. ‘‘Besides that a well-equipped cardiac care centre is required,’’ he said, while adding that burn care facilities and neuro-surgical unit is also needed. Dr Jaidev, noted social worker, seeks financial improvement in Ambala by laying stress on the industries. ‘‘I strongly feel that Ambala can be turned into a software centre. There is tremendous scope in the IT industry and we need to keep abreast with computer education,’’ he said. ‘‘The future lies in Information Technology and it would be best if software development takes place here,’’ he added. Dr Jaidev said that efforts must be made for encouraging software education. ‘‘Besides software, I feel that there is definitely a need for improving the civic conditions,’’ he said. Dr N.C Jain, Senior Vice-President of the Haryana Chamber of Commerce and Industry, said that in this new millennium stress must be laid on the industrial sector, specially the scientific industries. ‘‘There is a need for improving the working environment. For that purpose, an industrial area can be earmarked for small industries. Banks should be directed to adopt units and the power situation should be considerably improved. Also, computers must be introduced in the small units,’’ he said. Dr Jain said that since most of the industries in Ambala are dependent on exports, an information centre should be set up here which would provide relevant details of foreign tenders. ‘‘Also, we need a storage depot for raw material to meet the day-to-day requirements of the local industries. The raw materials could be sold at reasonable prices,’’ he said. Besides that there is a need for four-laning of the Jagadhari road and setting up of another hospital across Tangri river, he said. Capt. Baldev Singh (retd), President, Rotary Club of Ambala, wants to see improvement in civic conditions. ‘‘In the new millennium, stress must be laid on improving the roads and maintaining cleanliness. The use of polythene bags must be brought to an immediate stop. The will to work is lacking and there is a need to change that,’’ he said. | |
Trains delayed due to fog AMBALA, Jan 3 — While it was power grid failure which led to trains being delayed yesterday, today it was the turn of heavy fog to throw train traffic out of gear. Fifteen trains including the Shatabadi were delayed due to the fog. The trains were delayed from 22 minutes to 135 minutes. The trains which were affected due to the fog include Frontier Mail, Chattisgarh, Punjab Mail, Shalimar Express, Barauni Express, Jhelum, Intercity and Jodhpur-Kalka. Additional Divisional Railway Manager, Mr Ashwini Kapoor, said that the train delay due to power failure was cleared up last night. He said that drivers have been directed to run the train at a speed which they consider to be safe. “The speed on which to run the train is the discretion of the driver,” he said. | |
Migrant weavers rue postal delays PANIPAT, Jan 3 — Weavers who have come here from other states have complained that the money orders sent by them to their relatives have not been received by them. It has been alleged by the weavers that they have repeatedly approached officers of the head post office in this regard but are merely given assurances. They have threatened to approach the Consumer Protection Forum to redress their grievances. Abdul Mazid of Sayeedpur village of Dinaajpur district in West Bengal had sent a money order for Rs 2,000 on December 2, 1999, for treatment of his father. But even after a year the money order has not been received by his father. He has lodged several complaints with the authorities concerned but there has been no outcome. Jiyalal of Rai Bareilly district in Uttar Pradesh sent a money order for Rs 2,000 about six months ago to his brother but the money order has not reached its destination so far. Jiyalal even complained to the Deputy Commissioner but no action has been taken by the postal authorities. He said if the money was not returned to him by the postal authorities within a week, he would file a case with the Consumer Protection Forum. Similar complaints have reportedly been pouring in at the post office for the past year. The local Citizen Council has demanded a high-level inquiry into these lapses. |
Join Cong-led protest: HKS CHANDIGARH, Jan 3 — The Haryana Krishak Samaj (HKS) said today that non-Congress government in power in the state since 1996 had been pursuing an agenda of destruction instead of a developmental one. In a press note issued here, Mr Satpal Kaushik, general secretary, HKS, alleged that during the HVP’s rule, there was massive corruption in the garb of the prohibition policy and moreover, new taxes were also introduced by the state government. It added that Mr Om Prakash Chautala, who succeeded Mr Bansi Lal, also continued with the taxes. Mr Chautala also increased the power tariff even though he had earlier promised that power and water would be provided free of cost. The HKS appealed to the masses to join the Congress-led protest against the state government and put an end to the anti-people activities of the Chautala government. |
Appeal for financial help AMBALA, Jan 3 — A retired soldier has appealed for financial help of Rs 1.5 lakh so that treatment can be given to his ailing wife who is suffering from cancer. Sub Sher Singh (retd) has said that he has to manage his family expenditure out of his meagre pension and is not in a position to afford costly treatment of his wife for which he seeks Rs 1.5 lakh. "My wife, Veer Kaur, was diagnosed by Military Hospital, Ambala cantonment, as carcinoma breast (rt) and was operated upon on November 24. She was advised further treatment of radiotherapy or chemotherapy. These facilities were not available at military hospitals. The case was referred to Mohan Dai Oswal Cancer Hospital, Ludhiana, a release said. "This treatment is required to be repeated after three weeks and six-time treatment is necessary to complete the full doses of treatment. The minimum six-time cost is Rs 1.5 lakh," the release added. Subedar Sher Singh is residing at Anand Nagar-A, near Baba Balak Nath Mandir, Babyal, Ambala cantonment. |
3 brothers among 4 murdered HISAR, Jan 3 —Four persons, including three brothers, were murdered in the district last evening. According to the police, three brothers were shot dead by some armed persons at Mangali Surtia village, about 25 km from here yesterday. An old enmity is said to be the reason behind the murders. The assailants reportedly formed three groups and killed the victims at three different spots in the village. The first group of three persons accosted Daleep Singh (48) when he was returning from his fields at 6 p.m. and opened fire at him. He died on the spot. After half an hour later another group of four persons attacked his brother Ram Murti (36) at Panchayat Ghar. He also died on the spot. The third group entered into their house and killed Krishan Kumar (34), younger brother of the two deceased. In another incident Udai Bhan (27) was murdered at nearby Mirjapur village last evening. According to the police, Ram Niwas and Phool Singh, of the same village, allegedly attacked him with sharp-edged weapons and sticks when he was working in his fields. He succumbed to his injuries on the way to hospital. An old enmity over a land dispute is said to be the reason behind the attacks. Cases has been registered. Man, son killed in mishap PANIPAT, Jan 3 — Two persons, were killed in a road accident when the Maruti Zen in which they were travelling collided with a Canter near Patti-Kalyana village under Samalkha police station on the G.T. Road last evening. Both killed were father and son. According to information Suresh and his son Adarsh of Sarai Rohilla, Delhi, were coming to Karnal in their car. On reaching near Patti Kalyana village about 20 km from here, their car lost balance and collided with a Canter. Both of them reportedly died on the spot. They were taken to the Civil Hospital, Samalkha, where doctors declared them brought dead. Suresh was an employee of the Delhi Electricity Supply Undertaking (DESU). A case has been registered. In another accident two youths Naushad and Mehrazuddin were injured when the scooter which they were driving collided with a car. Both of them had been admitted to a hospital. Man robbed of Rs 1 lakh AMBALA, Jan 3 — A man who was carrying Rs 1 lakh was robbed today. The incident took place when the man was taking the money in a bag from Shehzadpur to Naraingarh. Along the way, he stopped to relieve himself and when he turned back, he found the bag missing. |
Split in Class III staff: govt CHANDIGARH, Jan 3 — The Haryana Government today claimed that cracks had developed in the solidarity of the agitating Class III employees who were on a pen-down strike since November 16. A press statement issued here today by the state government claimed that more than 20 employees of the Justice Department today dissociated themselves from the strike launched by the General and Backward Classes Employees Welfare Organisation on the issue of accelerated promotion to the Scheduled Caste employees. In the Secretariat also, 275 employees reported for duty today. The number of employees performing duties had normally varied between 150 and 175 since the strike started, it added. Hooda bereaved ROHTAK Jan 3 — Capt Pratap Singh, elder brother of the HPCC chief, Mr Bhupinder Singh Hooda, died after prolonged illness today. He was 61 and had been suffering from cancer. He is survived by his wife, a son and a daughter. He had unsuccessfully contested state assembly elections from the Kiloi Assembly constituency in 1972. The cremation took place in the afternoon and the pyre was lit by his son Bijender. A large number of people, including leaders of various political parties, were present at the time of cremation. The Kirya ceremony would be performed on January 12 from 11 a.m. to 1 p.m. at Double Park, Model Town here. Project to teach ragpickers KAITHAL, Jan 3 — The district Child Welfare Council here has launched a project to teach underprivileged children in the Ram Nagar locality. Ninety children in the age group of 5-15 years have been admitted. The Deputy Commissioner, Dr Mahaveer Singh, said here yesterday that the beneficiaries of the project were ragpickers or helpers working at dhabas, factories or workshops. Funds for the project had been provided by the Department of Social Justice and Empowerment, Haryana, he added. Haryana AAG resigns CHANDIGARH, Jan 3 — Mr Narender Hooda, an Assistant Advocate General of Haryana, has resigned. The reasons for his resignation are not known. The Governor has accepted Mr Hooda’s resignation with immediate effect. |
Pt Lakhmi Chand centenary function ROHTAK, Jan 3 — The centenary celebrations of Pt Lakhmi Chand, a legend in folk music, will be held near Jatti Kalan village in Sonepat district from Jan 22. Pt Lakhmi Chand, known as Shakespeare of Haryana, strived for the uplift of the society through his educative folk songs. His songs, reflected Indian culture and tradition. Mr K.C. Sharma, Financial Commissioner, Public Health, who spent 25 years in preserving Haryanavi music and culture will organise the function with the help of his friends. He said renowned musicians and singers will regale the audience by reciting the “ragnis” of the great singer. The Chief Minister, Mr Om Prakash Chautala, will inaugurate the function. Rampal Majra CHANDIGARH, Jan 3 — Mr Rampal Majra, Chief Parliamentary Secretary of the Om Prakash Chautala regime, has been attached to the Chief Minister for looking after the Irrigation Department. An official press note said that following advice by Mr Chautala, the Governor issued an order attaching Mr Majra with the CM to look after the department. |
