Power tariff hike:
BJP threatens stir CHANDIGARH, Dec 24 — As the implications of the power tariff hike by the Haryana Electricity Regulatory Commission are gradually sinking in, various political parties have reacted adversely to the step. Though the commission has described the hike as merely 11 per cent, in actual terms the hike for the domestic and certain categories of the farm sector varies from 17.6 per cent to as high as 50 per cent. Even for those consumers whom the commission describes as the lower strata of society (meaning those consumers who consume up to 40 units per month) have been burdened with a 36.12 per cent hike. They will have to pay Rs 2.60 per unit instead of Rs 1.91 per
unit fuel surcharge and electricity duty will be additional in each case). Domestic consumers who fall in the slab of 41-300 units will have shell out 17.6 per cent more. The charges for them have gone up from Rs 3.06 per unit to Rs 3.60 per unit. The worst hit are those who consume more than 300 units per month. They have been burdened with a massive 38.8 per cent hike. For them the charges go up from Rs 3.06 per unit to Rs 4.25 per unit. Even the charges for the bulk domestic power supply have been increased by 51.26 per cent. This category will now pay Rs 4.19 per unit in place of Rs 2.77 per unit. Interestingly, commercial
consumers (non-domestic) will have to pay less than the domestic consumers. The rate for the non-domestic sector has been fixed at Rs 4.19 per unit against the previous rate of Rs 3.92 a unit. Even for the agriculture sector, despite an additional subsidy of over Rs 200 crore and about Rs 150 crore as deferred subsidy, the hike varies from a minimum of 24 per cent to 52.17 per cent. While heavy industry has been spared with an increase of only 4.3 per cent, the small industry is being asked to pay an additional 8.4 per cent. The Railways will now have to pay less as the commission has reduced the charges from Rs 3.92 per unit to Rs 3.85 per unit. Not only the main Opposition party, the Congress, even the BJP, which is a partner in the ruling alliance, has reacted sharply to the increase. In a statement issued here today, the President of the Haryana Congress, Mr Bhupinder Singh Hooda, has described the increase as “back-breaking for the people of Haryana as no section of society has been spared.” Mr Hooda said today that though the commission had criticised the power utilities sector for failure in recovering the revenue dues which had increased by 30 per cent due to inefficiency, yet it had passed the burden of Rs 279 crore to the consumers. Blaming the INLD Government for the increase, he said it was a “Total betrayal”. “The people of Haryana had requested for a horse-ride, but they have been asked to carry the colt,” he said. The Leader of the BJP Legilsature Party, Mr Krishan Pal Gujjar, said Mr Chautala, who projected himself as a pro-farmer leader, had now shown his real face to the agriculture community, which had been burdened with a massive hike. Mr Gujjar said the governments’ “New Year gift” had virtually crushed the lower strata and the middle class both in urban and rural areas. He said if the government did not withdraw the hike, the BJP would be compelled to launch an agitation. The Deputy Leader of the Haryana Congress Legislature Party, Capt Ajay Singh Yadav, said while the farmers were being compelled to make a distress sale of their produce, the BJP government at the Centre and its ally, the INLD in Haryana, were systematically increasing the cost of inputs. He said the hike had exposed the pretensions of the Chief Minister to be pro-farmer and pro-poor. The general secretary of the Haryana Krishak Samaj, Mr Satpal Kaushik, said the people who were still struggling to cope up with the increase in the prices of petroleum products, had now been further burdened by the Chautala government with a massive hike in the power charges. Accusing the Chautala government of adopting anti-people policies, Mr Kaushik said there had been no increase in the prices of agricultural produce since the formation of the Chautala government, but there had been a systematic increase in the prices of the inputs. He also demanded a rollback in the power tariff hike. |
HVP to hold protest
over power tariff hike PANIPAT, Dec 24 — The Former Haryana Chief Minister, Mr Bansi Lal, today criticised the recent hike in power tariff by the Haryana Electricity Regulatory Commission and said the Haryana Vikas Party would organise demonstrations against the hike at subdivision level and hand over memorandums. The date for these protests will be decided after consulting members of the party executive committee, he said. Mr Bansi Lal was talking to mediapersons here before addressing a public meeting at Kurar village in Panipat district. He said the hike was irrational and the domestic consumers as well as agriculture are the worst hit. Criticising the industrial policy of the Chief Minister, Mr Om Prakash Chautala, Mr Bansi Lal said instead of auctioning the industrial plots at higher bids, the Chautala government had started allotting these plots at very low rates causing heavy losses to the state exchequer. He alleged that the state was encouraging illegal encroachments of prime government lands. In support of his allegation, he disclosed that a private builder had encroached upon 16 acres of land at Gurgaon and erected fencing around the land. The said land along with an other 14 acres of land was acquired by the Haryana Urban Development Authority (HUDA) in 1993-94. When asked about the stability of the Chautala government, Mr Bansi Lal remarked, ‘‘I wish it should continue for five years and it is thrown out by the public itself. I am not interested in toppling the elected government. Bhajan Lal only does this work.’’ About the Chahal Commission which is inquiring into the prohibition policy during the Bansi Lal rule, the former Chief Minister said the commission was set up by the state government with a view to defame him. He alleged that commission hearings were not being in the open. INLD workers had been engaged in collecting affidavits from people against him and other leaders of his party, he alleged. Mr Bansi Lal reiterated that his party would not have any political alliance with any party in the state and would fight the next elections on its own. INLD leader Sat Pal Singh Deswal and the president of Panipat Canter Union Naresh Kumar announced joining the HVP along with hundreds of their supporters. |
Roads added to Kandi water
project CHANDIGARH, Dec 24 — A special World Bank assisted watershed development and water harvesting project costing Rs 102.12 crore will be implemented in the submountainous areas of Panchkula, Ambala and Yamunanagar districts in Haryana. An official spokesman said here yesterday that under this second phase of the Kandi project, an area of 70,472 hectares of 219 project villages would be rehabilitated. Rural road component had also been added to improve the marketing structure. He said the project was launched in March, 1990, and 1,04,184 hectares of 410 project villages were rehabilitated at a cost of Rs 61.68 crore. He said on different rivers, sub-watershed projects were taken up in the first phase. River Dangri covered an area of 24,858 hectares benefiting 82 villages, Markanda covered 18,205 hectares benefiting 56 villages, Nakti covered 9,458 hectares benefiting 44 villages, Chautang covered 12,021 hectares benefiting 34 villages and Sukhrao covered 5,930 hectares benefiting three villages. The spokesman said the kandi project covered the area which received the highest rainfall in the state. However, most of the water was lost as runoff, resulting in severe soil erosion, flashfloods and drought-like conditions round the year. People of this area kept low yielding cattle and they faced shortage of water and fuel, he added. He said in the first phase of the project, two sub-watersheds were taken i.e. Sirs and Boli-Yamuna. Thereafter Madhakali, Somb, Pathrala, Begna, Dangri, Nakti and Sukhrao were added during a mid-term review of the project and in subsequent extensions. He said check dams in Kandi proved very effective in slowing down the process of environmental degradation, as soil erosion was the basic cause of all problems in the area. He said that in this area, the construction of structures like check dams was needed to check soil erosion and velocity of the running water, as during intense rains, excess water flowed to choes and streams, forming rills and gullies. He said small stone check dams, dry stone masonry structure, cement structures, earthen gully plugs and silt detention dams were constructed to stabilise the gullies. Gabions were also raised, depending upon site conditions and availability of construction materials to control the velocity of the water. He added that the most important activity taken up in Kandi was the raising of water harvesting structures, a bigger form of check dams. He said people’s participation came up in this project because of tangible benefits accrued through life-saving irrigation which had brought a miraculous change in the socio-economic conditions of the people and natural environment. He said that it had taken care of forest and farmlands and provided fuel and fodder security and lessened the load of work on women and children. Food production had multiplied and even surplus foodgrains were produced. The spokesman said under the project, 74 water harvesting structures of various capacities, 302 slit detention dams, 35 perennial water tapping systems and sub-surface dams had been constructed. He said that till now, 832 earthen gully plugs of various sizes had been constructed in different catchment areas aiming at not only reducing soil erosion but also helping reclaim gullies along with the recharging effect. He said the project had saved the people from a lot of calamities and the region was prospering. He said that it had rehabilitated 2,973 hectares of land from erosion and 9,500 hectares of land had been saved from continuous threat of flooding and as much as 450 hectares additional area had been brought under irrigation. Rain water had been utilised for irrigation which brought prosperity in the area. |
Water scarcity hits
sowing JHAJJAR, Dec 24 — A drought like situation has prevailed in the southern parts of the state due to severe water scarcity crippling the farming activities. The prevailing situation has left a major chunk of area populace particularly small farmers and landless wage earners in total distress with spectre of starvation looming large over them. According to reports, thousands acres of ploughing furrows spread over in Jhajjar, and its neighbouring Rewari, Bhiwani and Mahendragarh districts remained parched in this rabi season for the want of irrigation. As the season of sowing has come to an end, fields spread over one and a half acre in at least 60 villages in Jhajjar, Beri, Sahlawas and Matanhail blocks of the district were left uncropped. Farmers here alleged although a network of canals, minors had covered the whole region it all remained dry this time creating a drought like situation. They blamed politicians for the critical situation “Every political leader raises the issue of canal water for the farmers. But once the elections are over, they forget to keep their promise”, said Mr Kishanlal, a former sarpanch of Naurangpur village. They also held the authorities concerned responsible as they neither release sufficient water in canals nor ensure cleaning and maintain canals as a result water never reaches upto tail. The region is in the grip of aridity due to scanty rainfall for the last three to four years in a row. Ponds in all villages have dried up as cattle and other animals are dying but the administration never got an hear to our grievances. Farmers who have drilled tubewells, found it useless due to inadequate power supply. Ground water in this area is saline and also registered phenomenal depletion in recent years. Observers feel this month is not favourable for Rabi crops as the lack of moisture in the environment and high temperature of the day is adversely affecting the standing crop. The situation is more alarming in areas bordering Kosli, Mahendragarh and Bhiwani as plains are sandy there and
production of foodgrain is very low already. Informed sources, however, smelling the trend predicted that 10 to 15 percent standing wheat crop will definitely wilt for the want of water and in the end, total wheat production in Jhajjar will substantially come down. Former District Councillor, Mrs Kanta Kaushik who has visited these drought areas said:” Foodgrain production in this rabi Season will decline by 20 to 30 per cent as compare to previous year and farmers would not be able to bear the brunt as they are already suffered heavy losses in the kharif season”. |
Frame wheat policy, CM urges
Centre HISAR, Dec 24 — The Chief Minister, Mr Om Parkash Chautala, today urged the Centre to frame a policy for the management of the wheat crop in the coming season to safeguard the interests of the farmers. Speaking at a function held at Haryana Agricultural University here, he said Haryana and other wheat growing states were expecting a bumper crop in the ensuing season and taking into consideration the problems faced by the farmers during the paddy season a few months ago, it was time to take steps to prevent a repetition of the paddy fiasco. Mr Chautala said paddy growers faced hardships when their crop was not lifted from the markets in time resulting in heavy financial losses. He said the government must not let a wheat glut cause losses to farmers. He said he had urged the Union Consumer Affairs Minister, Mr Shanta Kumar, to launch schemes like the food for work plan to ensure that the crop was purchased and stocks lifted from the markets in time. Unless immediate steps were taken now, he feared that wheat would meet the same fate as paddy in the recent past. The Chief Minister said on its part the Haryana Government had constructed 38 sheds in various parts of the state to store paddy. However, he said, the central agencies being the main buyers of food grains, the Centre should ensure that the farmers’ efforts did not go waste. Mr Chautala called upon agricultural scientists to lay greater emphasis on crop diversification as the wheat-paddy cycle had outlived its utility. Diversification was necessary both from this angle as well as maintaining the productivity of the soil. He said it was with this aim that a group of progressive farmers had been sent to Israel to study its farm practices. Especially floriculture, dairy farming and drip irrigation. Mr Chautala inaugurated a Rs 25 lakh plant clinic at the HAU campus. The clinic would provide all services to farmers under one roof. The Vice-Chancellor, Mr Vinay Kumar, said the clinic would also help students acquire first hand experience in controlling plant diseases. He said the university would soon set up an old students, association to bring the HAU alumni on one platform. Later, addressing the seventh annual function of the Punjabi Kalyan Manch, Mr Chautala lauded the role of Punjabis who had settled in Haryana after the partition, in developing the state. He said members of this community had come here having left everything they had back in Pakistan. However, they not only made themselves prosperous through sheer dint of hard work, the community also ensured that their adopted state progressed as well. Lambasting his critics who had been terming him as an “anti-Punjabi” leader, the Chief Minister said he had given the maximum representation to Punjabis in his government. His critics, he said, had been trying to create a wedge between Punjabis and other communities for their political benefit. However, he said his government would not let this come in the way of giving due representation to all communities in the state. Mr Chautala paid tributes to Shaheed Madan Lal Dhingra and announced that if the Punjabi community took the initiative to set up an educational institution in memory of the martyr, the government would provide every possible help. Several members of the community were honoured on the occasion. |
BJP: Chautala not
coordinating HISAR, Dec 24 — Mr Manohar Lal, organising secretary of the BJP, has said that there was no coordination between the Chief Minister, Mr Om Prakash Chautala, and his party for the last six months. Addressing mediapersons here last evening he said the coordination committee, which was set up to coordinate between the party and the state government, had been inactive due to lack of proper coordination. He said the members of the committee could not hold even a single meeting with the Chief Minister since its formation. Though the ruling INLD and the BJP were allies in Haryana but his party was forced to raise public issues through the press. He said it was up to the Chief Minister to restore coordination with his allies in the state. Opposing the government’s decision of forming gram samitis in the villages, Mr Lal said that it was against the Panchayati Raj Act. The decision would certainly reduce the power of gram panchayats and hinder rural development. He said the law and order situation in the state was satisfactory, but not up to the mark. There was a need to do a lot of work in this regard, he added. Earlier, he addressed party workers under the jan jagran abhiyan of the party at the district headquarters of the party. Mr Ram Kumar Gautam, president of the district unit and Dr Rajender Singh Malik, president of the Hisar circle, were also present on the occasion. |

Malik: review
move on market land SONEPAT, Dec 24 — Mr Dharampal Singh Malik, former president of the Haryana Pradesh Congress Committee (HPCC), today opposed the use of the land meant for Asia’s biggest vegetable and fruit market at Rai in the district for setting up an industrial complex to woo the industrialists from Delhi whose units had been closed down by the Delhi Government under the orders of the Supreme Court. Talking to mediapersons here, he said the land was specifically acquired for setting up the vegetable and fruit market after persistent demand from him by the Bhajan Lal government. The market, he said was meant for the export of vegetables, dry vegetables and fruits and reducing the rush at Azad Market in Delhi. He said the setting of the industrial complex would be against the interest of the people, particularly vegetable growers of the area. Moreover, the shifting of the polluting industries here would adversely affect the environment. The Congress leader urged the Chief Minister, Mr Om Prakash Chautala, to review his decision, otherwise the local residents would be forced to launch an agitation. He also suggested that the development of the vegetables and fruit market should be accelerated. |

demand villagers KAITHAL, Dec 24 — Residents of Siwan and several neighbouring villages are sore over the non-completion of a 2 km-long stretch of road near Goran village on the Siwan Kheri-Gulam Ali road. But even after one year no step had been taken to construct the road, which connects Siwan with a number of villages. Similarly, people of the Dhamd area in the Pundri Assembly constituency of the district complained about the poor condition of roads passing through Dhand and other link roads connecting this mandi with other villages. Rising corruption
worries Kiran Bedi SONEPAT, Dec 24 — The Joint Police Commissioner, Delhi, Ms Kiran Bedi, has expressed serious concern over the rampant corruption and degradation of moral values in the political as well as real life of the country and called upon the youth to come forward and eradicate these evils which have threatened the very structure of society life. Inaugurating the Rotary Youth Leadership Awards (RYLA) function on the campus of Motilal Nehru School of Sports at Rai, 13 km from here, yesterday she warned that if strict measures were not taken in this regard, the day was not far when there would be chaos in the whole of the country. The present system, she said, had encouraged the entry of ill-famed, unscrupulous and anti-social elements into politics. This had resulted in the spreading of corruption in the country. She said the democracy in the country was threatened on account of selfish politicians. The media could make or mar the character of the nation and it was the duty of the mediapersons to expose evils in the society and try to instil a sense of confidence among the masses, she added.
