Case against Advani fabricated: Bansi

NARNAUL, Dec 18 — Former Haryana Chief Minister and HVP supremo Bansi Lal today said that the Union Home Minister, Mr L.K. Advani, and two of his Cabinet colleagues had been falsely implicated by the CBI in the demolition of the Babri Masjid in Ayodhya.

Addressing newspersons before attending a rally organised by the Mahendergarh district unit of the HVP, Mr Bansi Lal said the three ministers, especially Mr Advani, could not commit a sin. “I say this with a sense of responsibility”, he said. In response to a question he alleged the CBI had fabricated the case against the three ministers at the instance of the then Prime Minister, Mr Narasimha Rao. To another poser, he said considering the things in their totality, there was no justification for them to resign even after they were challaned.

However, in another context he criticised the functioning of the Vajpayee government.

Incidentally, this was the second rally of Mr Bansi Lal after he launched his party’s statewide mobilisation campaign after the last Assembly elections in the state.

He was equally critical of the Congress President, Mrs Sonia Gandhi. He said she was not in tune with the national ethos and sentiments.

On the tussle within the Haryana unit of the Congress, he wondered why former Chief Minister Bhajan Lal was not quitting the party even after he lost the race for the leadership in the state to Mr Bhupinder Singh Hooda.

He condemned the functioning of the INLD government saying that it had failed on all fronts, especially the law and order front. He alleged that the present government was abetting a number of land scams in the state, particularly in Gurgaon. The “Sarkar aapke dwar” programme of the Chief Minister was a sham to fool the public.

Addressing the public meeting he said the Haryana unit of the BJP had met its nemesis. They had ditched him to destabilise his government and sided with the INLD and now its leaders were continuously subjected to humiliation by Chief Minister Om Prakash Chautala.

Merge 3 loss-making corporations: panel

CHANDIGARH, Dec 18 — The Cabinet Sub-Committee on Disinvestment/Privatisation of Public Sector and Cooperative Sector Undertakings in Haryana, set up by the state government, reportedly has recommended the merger of three loss making corporations run by the Social Welfare Department to curtail expenditure of precious government funds.

Highly placed sources said that the sub-committee had suggested the merger of the Scheduled Castes Financial Corporation (earlier known as the Harijan Kalyan Nigam), the Backward Classes and Economically Weaker Sections Welfare Corporation and the Haryana Women Development Corporation, into a single corporation under one chairperson and one managing director (MD).

The corporations have their head offices at Chandigarh and branches in various districts of the state. If the proposal made by the sub-committee is carried out, it would not only save the government on establishment charges, but it would also save the government of the expenditure on account of the salaries and perks of two chairperson and equal number of MDs. Sources, however, claimed that merger of the corporations would not lead to retrenchment of the employees working in these corporations.

The sub-committee is reportedly also concerned about the high number of surplus employees in Haryana State Minor Irrigation and Tubewells Corporation (HSMITC) Ltd. However, in view of the fact that the employees, on an average, had put in more than 20 years of service, it was recommended by the committee that the surplus employees of the HSMITC be absorbed by other government departments, boards, corporations on the pattern of the employees of the dissolved municipal committees.

Earlier, the sub-committee had recommended the liquidation of the Hansi Spinning Mill, Hansi and retrenchment of 311 surplus employees of the Confed. Accordingly, the Haryana Government approved the retrenchment of the 311 Confed employees , including 165 who had become surplus due to the closure of retail outlets. Following the recommendations made by the sub-committee, the MD of Confed has been asked by the state government to monitor the performance of the 315 existing retail outlets till February 2001, and close all those outlets which are in losses and do not have the potential to come in profit , and retrench their employees after following the due procedure.

On the Hansi Spinning Mill, the sub-committee recommended that sale/liquidation proceedings of the mill be finalised at the earliest and in the meantime the lease of the mill be extended upto December 31, 2000. The sub-committee asked the Cooperation Department to simultaneously explore the possibility of alternate use of the mill and apprise the Chief Minister about the status position in December.

The recommendations of the sub-committee were approved the state government. The state government also approved the recommendations of the sub-committee regarding the liquidations of various cooperative institutions including Infed, Harcofed and Housefed and retrenchment of their employees.

Mining of dunes unchecked

SONEPAT, Dec 18 — The Haryana Government reportedly has been losing several crores of revenue every year, due to the evasion of sales tax and royalty on the sand-dunes in bed of the Yamuna. Poor supervision and involvement of influential persons in the mining work is stated to be the reason behind it.

According to sources, illegal mining of the sand-dunes was going on without any fear of authority. The mining officer as well as the district and police authorities remain silent spectators despite repeated complaints.

It is learnt that there is no “sales tax” barrier on the inter-state Sonepat-Meerut road leading to the Yamuna which has one entrance point. Such barrier is necessary to keep a check on the movement of truckloads of sand. It is reported that due to improper checking and supervision, a large number of trucks and other vehicles carrying sand from the Yamuna bed daily do not pay royalty and the sales tax.

The sources also said the police or the Sales Tax Department authorities avoid checking the vehicles belonging to the VIPs or their relatives. Experts feel that the state government must take stringent measures if it wants to stop evasion of sales tax and royalty. They are of the view that a special sales tax commissioner or a senior official should be deputed to check the evasion of sales tax and royalty as well as to achieve the target.

Meanwhile, the Haryana Government has been suffering a huge financial loss daily on account of large-scale smuggling of liquor in the district and elsewhere, due to the failure of the Excise Department to curb the menace.

Sources alleged that some officials of the Excise Department are in league with the liquor smugglers and minting money at the cost of the department.

Illegal sale of liquor is going on unabated at the dhabas, hotels and restaurants particularly on the GT Road near Murthal and the authorities concerned have failed to check it.

Engg students seek change of college

ROHTAK, Dec 18 — “Aggrieved” students of Anupama College of Engineering, Gurgaon, have demanded that they be shifted to any other engineering college affiliated with Maharshi Dayanand University.

Over a 100 students of the college assembled at the Vice-Chancellor’s office here today and submitted him a memorandum in this regard.

The students said the college was started last year and the future of nearly 200 students of first and second year was at stake. They alleged that the college was devoid of lab and other facilities. They said the college was housed in the basement of a building at Lakshmi Market in Gurgaon. The college authorities had to vacate the building as they failed to pay the rent and electricity bills. The college reportedly remained closed for about 15 days in November and classes were held under a shed for some days.

Besides, the students alleged that they were frequently harassed by the founder of the college, Mr D.K. Gupta.

They have threatened to stage an indefinite dharna here if the demand is not considered sympathetically.

Meanwhile, it is learnt that the Vice-Chancellor has convened an emergency meeting of the Executive Council and the Academic Council of the university on December 20 to take a collective decision regarding the future of these students and to formulate guidelines for affiliation of the colleges which came into existence after the introduction of the policy of liberalisation.

Business management courses to be strengthened

HISAR, Dec 18 — Haryana Agricultural University Vice- Chancellor Vinay Kumar has said that the business management courses in the university would be strengthened.

The Vice-Chancellor was addressing students and faculty members after inaugurating the new block of the Business Administration Department here last evening.

Announcing a separate library for the department, he said 10 new computers would be provided during the current academic session. Vacant posts of teacher would be filled soon.

He said he had discussed the issue with the Chief Minister, Mr Om Prakash Chautala, recently who had assured him that the ban on recruitments would be lifted soon.

He urged students to be more competitive if they wished for right placement after acquiring degrees. He, however, assured that the students’ counselling and placement cell of the university would organise more campus interviews.

Speaking on the occasion, the Department head, Dr J.P. Singh, said specialisation was being offered in marketing, finance and agro-business, but shortly new disciplines like human resource management, production management and information management would be added.

He said that the new building had been constructed under the agricultural human resources development project of the World Bank.

The new block consists of six rooms, a state- of- art computer laboratory, a general purpose laboratory and a seminar room.

Old Kunjians turn nostalgic

KARNAL, Dec 18 — It was a nostalgic occasion for them. A large number of them had come from far off places to spend a few moments in their alma mater. They blissfully remembered the days spent on the campus of Sainik School, Kunjpura.

The occasion was the old boys meet held in the school last night. Many of them are today serving Brigadiers, Colonels, Majors and Captains in the Army. Some others are engineers and IAS officers. One of them Mr R.K. Singh was the CEO of Zee TV.

They laid a wreath at the Sai Kunj-Heroes memorial and remembered those who had sacrificed their lives for the country. Mr R.K. Gupta, secretary of the Old Kunjians Association, told TNS that throughout the day games and entertainment programmes were organised for the old boys in which their family members also participated.

Commodore V.K. Verma, Principal of the school, who presided over the meet, said the school had made progress academically and financially. Detailing the achievements, he maintained that last year 11 boys from the school were selected for the National Defence Academy. This year also, of the 38 boys who sat for the UPSC written test, 35 had cleared it. The old boys donated Rs 15,000 for the needy students and promised to donate another Rs 1 lakh, according to Mr Gupta.

AMBALA, Dec 18 — Students of Dewan Harikrishna Das SD Public School, Ambala Cantonment gave a scintillating performance during the Annual Day function held here today.

The tiny tots of the school stole the hearts of the audience by performing “Old McDonald” in an enthusiastic manner. The puppet show by the primary wing was followed by a solo dance. A Hindi play “Samay ka Chakkar” was well performed by the young artists. While the nursery students performed “Round and Round the Mulberry bush” and fancy dress, the primary wing performed an English dance with aplomb.

A play in English performed by students of the senior wing was preceded by a solo dance. Besides the statue dance by the primary wing and Haryanvi dance by the senior wing, the orchestra set everyone’s feet tapping.

The Chief Guest of the function was Ambala Cantonment, MLA, Mr Anil Vij. The Principal of SD College, Dr Desh Bandhu and Prof Neil Sen were also present on the occasion.

Addressing the audience the Principal of the school, Mr K L Nagpal, said “the school has carved a unique niche of its own. The school is affiliated to the CBSE upto Senior Secondary level. The board’s results of class XII and X have been excellent.”

Mr Nagpal said Shivani Kaul had been awarded national merit certificate in maths in AISSE-2K. Earlier, Nagesh Goel and Vikas Birla had also been awarded national merit certificates in maths, Gaurav Nagpal had been awarded merit certificate in chemistry in AISSCE-99, Surbhi and Viveka had stood first in English in Ambala district by securing 92 per cent marks, Ajay Sood had secured first position in Ambala by securing 92 per cent in accountancy and Mansi Jain had topped in political science by securing 93 per cent marks.

He said 95 per cent children of non-medical stream in 1998-99 batch had got admission in various engineering colleges whereas all students of 1999-2000 batch had got admission in various engineering colleges. “Nagesh Goel got selected in IIT, Kharagpur and two students Anit Gautam and Vikas Sehgal selected in the NDA this year,” he said.

“Our students like in previous years participated in all the major inter-school competitions held in Ambala by the various educational, social and cultural organisations. Once again, for the fifth time our school was adjudged “Overall Best” in the inter-school cultural competitions sponsored by the Junior Chamber of Ambala,” he said.

Mr Nagpal said the students had participated in the zonal, cluster, state and national level sports tournaments in table tennis, badminton and gymnastics. “Table tennis and badminton teams were declared second best in the state and players have been selected in the forthcoming national championships,” he said.

Course in Israeli farming techniques

HISAR, Dec 18 — In a bid to acquaint Indian farm scientists with Israeli farming techniques, the Haryana Agricultural University has organised a training course in collaboration with Israeli farm experts.

More than 20 scientists from all over the country are participating in the course which began here today. The course is entitled “Optimum yield management in arid and semi-arid zones”.

Inaugurating the training, Indo-Israeli R and D Demo Farm (MASHAN) Project Manager Mr Eitan Neubauer, said the technology developed by Israel had earned a name for itself internationally. He said it had wide applicability in India which also make a dent in the international agricultural market. He said geographical and agro-climatic conditions in most parts of India were akin to Israel.

Describing the utility of the technology, he said southern Israel receives an average annual rainfall of less than 100 mm. Yet, despite scanty water resources, this region was the largest exporter of vegetables and flowers in Israel.

He said his organisation was ready to share its advanced technologies with fellow nations. He said over 4,000 scientists, farmers and officials working in the agriculture development departments in various countries came to Israel every year to learn new techniques.

Presiding over the function, the Vice-Chancellor, Mr Vinay Kumar said technological innovations made by the Israeli scientists should be an eyeopener for the rest of the world.

10 employees held, freed on bail

CHANDIGARH, Dec 18 — Ten agitating employees of the Haryana Government, including three women, who were part of an employees’ delegation to the High Court, were today arrested by the Chandigarh police for breaking Section 144 of the IPC.

According to a press note issued by the Haryana General and Backward Classes Employees’ Welfare Organisation, which is spearheading the pen-down strike by the class III employees of the Haryana Government at Chandigarh, Ms Devki Layal, Ms J. Devi, Rajkumari, Rajesh, Charan Singh Yadav, Tekchand Kadiyan, Ram Lal, Rajbir, Vijendra Malik and Virendar Kumar were arrested and later released on bail. The delegation made an appeal to the president of the High Court Bar Association to support their struggle and the president of the Bar Association assured them support, the press note claimed.

The employees today assembled at the ground near the mosque at Sector 20 here and the rally was addressed by Prithwi Singh Layal, Ramgopal Nagpal, Shyamlal Sharma, Prabhjit Singh, Baljit and other. Mr Shyam Lal Sharma, a leader of Punjab Government employees, said Punjab Government employees based at Chandigarh would take mass casual leave tomorrow and held a rally to show their solidarity with the Haryana employees, the press note stated.

The pen-down strike by Haryana employees, demanding the reversion of the Scheduled Caste employees promoted after March 1, 1996, was resumed on November 16.

HC converts death to life sentence

CHANDIGARH, Dec 18 — A Division Bench of the Punjab and Haryana High Court comprising Mr Justice H.S. Bedi and Mr Justice A.S. Garg today converted the death sentence of a 25-year-old youth Kuldeep Singh to life imprisonment.

The Sessions Judge Hisar had convicted Kuldeep Singh to death and Randhir Singh, residents of Gorakhpur village in district Hisar, to life imprisonment after Kuldeep Singh shot dead a co-villager Gorkha Ram in the early hours of October 22, 1995, with his licenced gun over a minor grudge as the accused had earlier teased the daughter of Darya Singh and Gorkha Ram had supported him during his complaint before the village panchayat .

According to the prosecution and complainant Phool Kumar, brother of the deceased, Kuldeep Singh and Randhir both had gone to the fields together to answer the call of nature on October 22,1995, at 5.30 a.m. and while returning home they spotted Gorkha Ram. Randhir Singh instigated Kuldeep to gun down Gorkha Ram and take his revenge and Kuldeep did. Holding them guilty of murder after instigation, the Sessions Judge, Hisar, had convicted Kuldeep Singh to death sentence and Randhir Singh to life imprisonment.

Both challenged the Sessions Court order in the High Court and the Bench, after hearing marathon arguments from both sides, acquitted Randhir Singh of the charge and converted the death sentence of Kuldeep Singh to life imprisonment and admitted their appeals.

HC directive to distillery

CHANDIGARH, Dec 18 — A Division Bench of the Punjab and Haryana High Court comprising Mr Justice R.S.Mongia and Mr Justice K.C. Gupta today directed Haryana Organics, a distillery of a kin of former Chief Minister Bhajan Lal to file an application before the Haryana Pollution Control Board and the latter would allow the bottling of the liquor within one week from the filing of the application.

The counsel for the firm contested that when certain distilleries including that of the petitioner, were closed by the Haryana Pollution Control Board in August last, three of them were allowed bottling after opening the seals of the bottling plant and generator sets.

The Bench disposed of the petition after directing Haryana Organics to file an application before the Pollution Control Board for restarting of the bottling plant and opening the seals of the generator sets with direction to the Pollution Control Board also to decide its application within a week.Top


 

Probe into sale of land sought

HISAR, Dec 18 — The local unit of the Bharatiya Janata Party has demanded an inquiry into sale of a piece of land belonging to the local Jagan Nath Arya Girls High School, run by the Arya Samaj.

In a press note issued here today, Dr Rajender Singh Malik, president of the unit, alleged office-bearers of the governing body of the school had sold a prime piece of land at nominal rates.

He also alleged that members of the governing body were using school funds for their personal use. He said the administration should set up an inquiry committee to look into the whole matter.

He demanded that the district administration should appoint an administrator for the school and seal all bank accounts and lockers of the school immediately. Dr Malik also demanded a probe into the registration of the land deed by the Tehsildar at rates much below the prevailing market rates.

HISAR, Dec18 — The anti-encroachment drive launched by the administration has not had the desired effect. Markets of major towns of this district have become crowded again as shopkeepers have encroached upon vacant land.

The Punjab and Haryana High Court had directed the state government to remove encroachments from markets, main roads and residential areas a few months ago. The district authorities launched an anti-encroachment drive four months ago. The district authorities took a tough stand. The markets became orderly and ample parking space was made available for vehicles.

Heavy fines were imposed on defaulters.

Once the drive was over, the shopkeepers lost no time in illegally occupying the land in front of their shops. As a result, the entire exercise which cost the administration a lot has proved to be a complete waste.

A senior official of the municipal corporation said on condition of anonymity that it was difficult to check encroachment unless the shopkeepers cooperated with the authorities.

Xen’s bail plea dismissed

ROHTAK, Dec 18 — The Special Judge, Mr Shiva Sharma, today dismissed the bail application by Mr R.K. Garg, Executive Engineer (Xen), HUDA, and directed him to appear before the Duty Magistrate tomorrow.

Mr Garg is a co-accused along with a former Revenue Minister, Mr Kishan Dass, and the then Deputy Commissioner, Mr Anil Kumar, in connection with the improper distribution of grant released for repairing roads in some districts following floods. More than three-fourths of the grant was allegedly spent only in Rohtak.

The Executive Engineer was charged with committing various irregularities in repair work. A case in this connection was registered by the state vigilance bureau.

The Special Judge said the bail application was moved by Mr Garg on December 7 and on that date he was not in custody. He said his application for pre-arrest bail had already been dismissed and therefore the application for regular bail was not maintainable.

KALKA, Dec 18 — The Central Government is adopting a careless attitude towards the retired senior citizens,” said ex-secretary of the Northern Railway Mens Union, Mr Mahesh Chandan, during the annual meeting of senior citizens.

The general secretary of the association, Mr L.C. Behl, said that retirees living in Kalka were not being given medical allowance, while in all other cities, this facility has available to the retired employees. He also alleged that those employees who retired before 1986 had not been granted the benefit of national pay according to the 5th Pay Commission. He also urged the government to open an old age centre for retired employees.

About 260 members of the Senior Citizens of Kalka Association, attended this annual sammelan here yesterday. Before starting the sammelan Shardhanjali was paid to the 12 members of the association, who died during the year.

Shortage of drinking water

KALKA, Dec 18 — Six villages adjoining Tagra Hansua Gram Panchayat of Kalka Tehsil are facing shortage of drinking water.

Mr Mohan Lal Dahya, Mr Surjit Singh and Mr Kishan Lal, residents of these villages, in a statement that in some areas water supply was restricted to once a day, whereas, in the areas where influential persons live, sufficient water supply on twice-a-day basis was being made. They alleged that there was no shortage of water to the house of the sarpanch of the village.

Mr Dahya further said the motor installed at the tubewell for lifting of water was of less capacity which affected water supply. They demanded that a new motor of more capacity should be installed and old pipeline of one and a half inch dia should be replaced with a pipe line of 3 inch dia, so as to ensure proper water supply.Top


 

Declare 6 districts drought-hit: HVC

HISAR, Dec 18 — The Haryana Vikas Party (HVC) has demanded that the state government should declare six districts of southern Haryana as drought-hit at the earliest.

In a press note issued yesterday, HVP spokesman Jagdish Chander Jhajhria said that the people of Mahendergarh, Rewari, Narnaul, Gurgaon, Jhajhar and Bhiwani districts had been facing an acute shortage of drinking and irrigation water for the past two months. He alleged the state government was neglecting the people of these areas.

Mr Jhajhria said the Chief Minister, Mr Om Prakash Chautala, had promised to provide free power during the last Assembly elections, but after assuming power he had increased power tariff. He also criticised the state government for abolition of the slab system of power tariff for the tubewells.

9 killed, 30 hurt in road mishap

BHIWANI, Dec 18 — Nine persons died on the spot and about 30 were injured as a Tata 709 overturned between Paintawas Kalan village and Khurd village, near here today.

It is learnt that the vehicle was packed to its capacity. The passengers were coming from Guga Maidi and were on their way to Alwar from Hisar via Mohinder Garh.

Seven pilgrims who have been identified as Pyare Lal, Jagdish, Chand Singh, Amit, Sheonarain, Ram Prashad and Matadeen. One youth and a woman died on way to hospital.

The injured have been admitted to the Dadri Civil Hospital while five seriously injured have been sent to Rohtak Medical College.

Cops beat up driver, probe ordered

FARIDABAD, Dec 18 — The police chief has reportedly ordered a probe into the beating up of a truck driver by two policemen at Old Faridabad recently.

According to information, the truck driver identified as Ata Mohammed, belonging to a village in Gurgaon district, was allegedly taken to a police post at Old Faridabad by a havaldar and a constable after they intercepted his truck for checking on December 13.

According to the complainant, the policemen took him to the police post on the pretext of checking his papers. When he protested against the use of abusive language, the policemen started beating him up. When he told them that he had kept a roza, one of them reportedly urinated on him.

The policemen not only challaned the truck, but also kept the driver in a lock-up. The driver, who reported the matter to the SSP, Mr Ranbir Sharma, alleged that he was released after giving Rs 1,500 to them .

He told the SSP that he and the cleaner, Abdul Rajjak, were going to a godown to unload some goods which they had brought from Madras. He said the papers regarding the truck and the goods were complete. The SSP has told the SDM to inquire into the incident.

The driver and the cleaner were admitted to Government (Bhadshah Khan) Hospital here for medical examination today.

Gang of robbers busted, 3 held

FARIDABAD, Dec 18 — The police has arrested three members of a gang allegedly involved in various cases of robbery and theft.

According to a police spokesman, the arrest of Subhash of Sanjay Colony led to the arrest of two others youths who have admitted to their involvement in various cases of theft.

The police seized a countrymade revolver from Subhash.

Following the interrogation of Subhash, the police nabbed his accomplices identified as Vijay, alias Kaku of Nepal, presently living in Delhi, and Vinod of Bihar staying in Rahul Colony here.

The gang had stolen various valuables from nearby areas.

The police has issued an appeal to residents to supply information about the movement of suspicious elements in their locality.

Liquor shop looted, 1 stabbed

HISAR, Dec 18 — Five unidentified youths looted a liquor shop at pistol point at the Kaimri road here last night. An employee of the shop was injured in the incident.

According to the police, the miscreants came to the shop in a Maruti car around 11 p.m. and asked the employee Mr Sushil Kumar, to hand over the cash. When he refused, one of them took out a pistol and forcibly took away Rs 3000 from the cash box.

They stabbed the employee before escaping. He was admitted to the local civil hospital. Top

 

 

Nine arrested for immoral trafficking

SIRSA, Dec 18 — Nine persons, including seven sex workers, were arrested from the outskirts of the city in two different raids conducted by the district police.

According to the district police chief today, on a tip-off, two police parties led by the ASP and the SHO city, respectively, conducted the raids on Hisar road and Kanganpur village. Officials impersonating as customers were sent to fix up the deal after which the police party raided the house situated opposite to Haryana Seed Corporation and four women were arrested under the Immoral Women Trafficking Prevention Act.

In another raid, three women, along with two men, were arrested from a house in Kanganpur village. Following these two incidents, the police chief has issued instructions to the in charges of police stations here to take action to curb this immoral activity.

4-year girl dies in fire

FARIDABAD, Dec 18 — A four-year-old girl died while the mother sustained serious burns at Sarai Khawaja locality this morning.

According to information, four-year-old Sonam, daughter of Pramod Tiwari and Rajni (23), his wife, sustained serious burns in a fire today while he was at work.

It is suspected that Rajni might have tried to commit suicide by pouring kerosene and setting herself on fire.
