Revised scales of teachers notified

CHANDIGARH, Dec 11 — The Haryana Government today notified the revised pay scales of teachers working in universities and colleges in the state with effect from January 1, 1996, after considering the recommendations of the University Grants Commission (UGC).

The Minister of State for Education, Mr Bahadur Singh, said the government had now decided to give certain benefits.

He said the Centre would provide assistance to the state government to the extent of 80 per cent of the additional expenditure involved in giving effect to the revision of pay scales to the posts which were in existence on January 1, 1996, from January 1, 1996, to March 31, 2000. The state government would bear the remaining 20 per cent expenditure. The state government or colleges or universities would meet the entire financial liability on account of the revision of pay scales with effect from April 1, 2000.

He said the teachers would get the revised grades with effect from April 1, 1999, and the arrears from January 1, 1996, to March 31, 1999. The arrears on account of the revision of pay scales for the period from January 1, 1996, to March 31, 1999, would be deposited in the General Provident Fund Account of teachers, librarians and physical education personnel working in government colleges and National Saving Certificates in the case of staff of universities, private aided colleges, ad hoc staff on probation and any other category of staff working in government colleges who were not subscribing to the General Provident Fund for any reason.

The Minister said the Principals of government and non-government colleges would be eligible for the grant of the professor’s grade of Rs 16,400-450-20,900-500-22,400 with effect from July 27, 1998, provided they had put in a total regular and continuous service of 15 years as Principal of a college. No relaxation in 15 years’ experience would be granted on account of M.Phil or Ph.D degree. He said experience would not include any service as demonstrator. The regular continuous service as Principal for the qualifying period was an institution which was located in an area which now formed part of Haryana. A person who came to Haryana immediately after November 1, 1966, from any college which now formed part of Punjab and Himachal Pradesh would also be entitled to the benefit of service rendered by him in that state for determining the qualifying service of 15 years.

He said the professor’s grade would be awarded to those Principals only who had at least 70 per cent good record and there was no adverse entry about their integrity and they had not been subjected to any disciplinary action or major penalty. The cases for the award of the professor’s grade would be processed like promotion and considered by a screening committee constituted under the chairmanship of the Financial Commissioner and Secretary, Education Department. In the case of private colleges a representative of the university concerned would also be added as a member.

He said the Principals would take six periods a week wherever their subjects of teaching were available. They would also ensure that house tests, as per the university requirement for determining the eligibility of the students for appearing in the annual examinations, were scrupulously conducted. Compliance with conditions in regard to the eligibility of students for appearing in the annual examinations would also be strictly ensured by them.

He said those who were appointed Principal through either direct recruitment or promotion would be required to undergo one-month foundational training at the HIPA. This training would be compulsory and after its completion there would be a test which they would have to clear.

He said Principals having at least two years’ experience as Principal of a college would be eligible for appointment as Deputy Director of Colleges and similarly a lecturer having at least 10 years experience would be eligible for appointment as Assistant Director of Colleges. These posts were of an administrative nature and experienced persons were required to be appointed.

He said the Controllers of Examinations in the universities would be allowed the grade recommended by the Government of India only in case they fulfilled the qualifications prescribed by the UGC for this post and were appointed in the pre-revised UGC pay scale.

The pay scale of Joint Director, Colleges was revised from Rs 4,500-7,300 to Rs 16,400-22,400 with the minimum of Rs 17,300 plus-Rs 250 as special pay.

Previous service, without any break, as a lecturer or equivalent, in a university, college, national laboratory or other scientific organisation, that is the CSIR, the ICAR, the DRDO the UGC, the ICSSR the ICHR, and as a UGC research scientist would be counted for placement of lecturers in the senior scale/selection grade provided that the post was in an equivalent grade or scale of pay as the post of lecturer; the qualifications for the post were not lower than the qualifications prescribed by the UGC for the post of lecturers; the concerned lecturers possessed the minimum qualifications prescribed by the UGC for appointment as lecturers; the post was filled in accordance with the prescribed selection procedure as laid down by the university/state government/Central Government/institution’s regulations; and the appointment was not ad hoc or against a leave vacancy of less than one year duration, ad hoc service of more than one year duration would be counted provided that the ad hoc service was of more than one year duration; the incumbent was appointed on the recommendation of the duty constituted, selection committee; and the incumbent was selected to the permanent post in continuation to the adhoc service, without any break.

He said four and two advance increments would be admissible to those who had Ph.D and M. Phil degrees, respectively, at the time of recruitment as lecturers. Candidates with D. Litt/D.Sc should be given benefit on a par with Ph.D and M. Litt on a par with M-Phil.

One increment would be admissible to those teachers with M.Phil who acquired Ph.D, within two years of recruitment. A lecturer with Ph.D would be eligible for two advance increments when she or he moved into the selection grade as Reader. The benefit of two advance increments in lieu of the Ph.D degree would be available to teachers who acquired the Ph.D degree in their service career on or after January 1, 1996. However, the increments would be admissible from the date of award of the Ph.D degree.

The minister said the minimum length of service for eligibility to move into the grade of lecturer (senior scale) would be four years for those with Ph.D, five years for those with M.Phil and six years for others at the level of lecturer, and for eligibility to move into the grade of lecturer (selection grade) Reader, the minimum length of service as lecturer (senior scale) would be uniformly five years. For movement into the grades of Reader and above, the minimum eligibility criterion would be Ph.D. Those without Ph.D could go up to the level of lecturer (selection grade).

A lecturer would be eligible for placement in the senior scale of Rs 10,000-15,200, if she or he had completed six years of service after regular appointment, he or she had participated in one refresher and one orientation course the summer institute, each of approximately four weeks’ duration or engaged in other appropriate continuing education programme of comparable quality as might be specified or approved by the might UGC, and earned consistently satisfactory performance appraisal reports.

Government lecturers who were appointed on or after January 1, 1996 would be required to serve in the rural areas for a period of three years before they were considered for placement in the selection grade of Rs 12,000-420-18,300 if she or he had completed five years of service in the senior scale, made some mark in the areas of scholarship and research as evidenced by self-assessment, reports of referees, quality of publications, condition to the educational innovation, design of new courses and curricula, etc. After placement in the senior scale, he should have participated in at least two refresher courses or summer institutes, each of approximately four weeks’ duration, or engaged in other appropriate continuing education programmes of comparable quality as might be specified or approved by the UGC and earned consistently good performance appraisal reports.

Government lecturers who were appointed on or after January 1, 1996 would have to serve in the rural areas for a period of five years (Three years before the placement in the senior scale and two years after placement in the senior scale) before they became eligible.

Rathore denies misusing position against Girotra

CHANDIGARH, Dec 11 — A former Director-General of Haryana Police, Mr S.P.S. Rathore, charge-sheeted by the CBI under Section 354, IPC, in the Ruchika molestation case, today denied that Ashu, brother of Miss Ruchika, was implicated in false cases by the Haryana Police at his behest.

Mr Rathore was reacting to the allegation of Mr S.C. Girotra, father of Miss Ruchika, in an interview with The Tribune yesterday. The former DGP said it was totally false that he ever had put pressure on Mr Girotra to withdraw any complaint against him. He said he did not meet Mr Girotra or ever came in his contact after August 11, 1990, a day before the alleged incident of molestation.

The police officer also denied the claim of Mr Girotra that he (Mr Rathore) had visited the Panchkula police station in the company of a property dealer when Miss Ruchika’s father had gone there to lodge a complaint against the property dealer.

He expressed surprise that Mr Girotra had disowned Ms Veena as his wife, though in the inquest report of Ruchika, who had allegedly committed suicide in 1993, described her as the wife of Mr Girotra.

CM’s offer to entrepreneurs

KARNAL, Dec 11 (UNI) — The Haryana Chief Minister, Mr Om Prakash Chautala, today offered assistance of the state government to enable those entrepreneurs of Delhi to set up their units in Haryana, who would have to shift from there following the decision of the Supreme Court.

The Chief Minister was talking to mediapersons at Karnal, where he also redressed the grievances of the people of 16 panchayats and 31 wards of the area at ‘sarkar aapke dwar’ programme.

He appealed to the agitating entrepreneurs of Delhi not to resort to agitation and shift their units to Haryana where the atmosphere was industrial-friendly. He said the state had ample potential for their development. The law and order situation was well under control and there was no labour problem, he said adding that they would be provided land and adequate power and water for their units.

In reply to a question on Ayodhya issue, Mr Chautla said there were no differences among the partners of the National Democratic Alliance (NDA). He said as the opposition parties had no issue, they were merely disturbing the proceedings of the Parliament.

He said the NDA Government was fully prepared for debate on the issue of Ram Mandir, whereas the Opposition had been wasting precious time of the Parliament.

University may have uniform retirement age

KARNAL, Dec 11 — The University Grants Commission (UGC) is likely to bring uniformity in the age of retirement between the teaching staff of central and state universities.

This consensus was reached at an all-India conference of the Vice-Chancellors of universities held at Guwahati from December 5 to 7. The conference which was attended by more than 150 Vice-Chancellors and Directors drawn from various universities of different states was presided over by Mr. Hari Om Gautam, Chairman of the UGC.

Highly placed official sources told TNS most of the Vice-Chancellors were against the different age of superannuation between the central and state universities. At present, the age of superannuation in the central universities was 62 years while in the state universities it was 60 years. A very discernible trend among the central universities was to drag the age of superannuation for the meritorious professors up to 65 years. This practice is very much prevalent at Jawaharlal Nehru University, Delhi, and Delhi University. Some other central universities in the country, taking a cue from the above practice, also make efforts to take the age of superamunation up to 65 years on one pretext or the other in case of a large number of employees.

Official sources confirmed that this practice was resented by a large number of Vice-Chancellors at the conference. The UGC seems to be already upset with such a practice. Therefore, the consensus reached at the Vice-Chancellors’ conference was that the age of superannuation should be uniform in all universities throughout the country. There should be no separate yardstick for the central and state universities.

It was decided that the age of superannuation should be 60 years for all universities. However, Dr. Hoshiar Singh, Pro-Vice-Chancellor of Kurukshetra University, who represented the university along with some others, opined the age of superannuation should be uniformally 62 years. His argument was that while the Union Government had kept the age at 62 years for the central universities the states should also take decision as per the norms of the central government. It was suggested at the conference that re-employment after the age of superannuation should be based on merit only.

The conference was inaugurated by the Governor of Assam, Lt-Gen. S.K. Sinha (retd).

Another contentious point according to official sources was the danger being faced by the universities with regard to autonomy. The UGC came in for severe criticism on this matter. It was felt by many Vice-Chancellors that the UGC had not been able to take concrete steps to check the slide in the university autonomy. It was felt that both the state government and the central government were engaged in curtailing the autonomy of various universities on one pretext or the other and by initiating even some non-academic measures.

The Vice-Chancellors felt perturbed over the mushroom growth of different bodies relating control of education both at the central and state level. For instance, the Vice-Chancellors took umbrage to the formation of bodies like the AICTC, the Dental Council, the All-India Education and Training Council etc. It was felt that such bodies directly infringed on the autonomy of the universities. Therefore, the UGC as an apex body come forward to safeguard the interests of the universities and their autonomy.

Another major decision related to rotation of headship in the universities. Three alternatives were suggested by the Vice-Chancellors at the conference according to confirmed sources. One was that rotation of headship should be confined among professors only. The second was that if there was no professor and a reader had to be appointed as head of the department, he should be called a co-ordinator and not head of the department.

At present, the practice was to rotate chairmanship of various departments among professors and readers in various universities. The third alternative suggested by some Vice-Chancellors was to allow every university to take decision as per the conditions prevailing in those universities. However, the majority were of the view that headship should be rotated only among professors.

Another topic of discussion related to the working days and workload of teachers. At present, there are 180 teaching day and 14 hours of workload per days enforced as per the norms of the UGC. The Vice-Chancellors felt in order to complete 180 working days, it was desirable that conducive environment be created in each university. If this goal was to be achieved, the results by the universities should be declared in time. It was felt that in a large number of universities, the aim of 180 teaching days and the workload could not be met because of various constraints like frequent strikes by the students and in some cases even by teachers.

The conference considered the question of presence of UGC observers for the selection of professors under the Career Advancement Scheme (CAS). A large number of Vice-Chancellors are reported to have objected to the presence of such observers who tried to influence the selection process. It was, therefore, felt the UGC observers should not participate in the proceedings of the selection committees. The UGC officials made it clear that henceforth the observer would be there only to observe the eligibility conditions of the candidates. He would confine himself to ensure that the selected candidates met the norms of eight years of continuous service and good academic record. But on the whole he would have nothing to do with the selection process. Some Vice-Chancellors felt there was no use of UGC observers as every university had its own statutes and selection process.

The most contentious subject which cropped up for discussion and engaged the attention of the Vice-Chancellors related to the place of foreign universities in India. The conference felt only genuine foreign universities which had good academic level should be allowed to admit students from India. At present, there has been mushrooming growth of such universities which through advertisements provoke the students community in India to join such foreign universities. Even such foreign universities, where the academic growth is stunted try to rope in students from India. It was decided that the performance of the universities which wanted Indian students to take admission there should be monitored by the UGC. Only foreign universities with good academic standard would be allowed to advertise for admission to Indian students for them.

HC notice to EC and INLD MLA

CHANDIGARH, Dec 11 — A Division Bench of the Punjab and Haryana High Court comprising Mr Justice V.S. Aggarwal and Justice Bakhshish Kaur today issued notice to the Union of India, the Chief Election Commissioner and INLD MLA Nafe Singh from Haryana to show cause as to why his election from Bahadurgarh Assembly constituency be not declared illegal.

Defeated Congress candidate Ramesh Dalal after filing a petition had sought the quashing of sub-clause 4 of Section 8 of the Representation of People’s Act 1951, and last elected MLA Nafe Singh be declared unqualified. The pertitioner alleged that the Returning Officer during the scrutiny had not acted upon Section 36 of the RPA as the same renders a person disqualified whosoever is convicted by a court.

Mr Nafe Singh had been convicted by the Jhajjar Additional District and Sessions Judge and sentenced to life in an FIR registered against him under Sections 148,149, 323, 325, 326, 307 , 302 and 201 of the IPC at police station Bahadurgarh City on September 18 ,1993 , the petitioner said adding that his appeal against the conviction by the Additional Sessions court was still pending before the high court.

FARIDABAD, Dec 11 — Is a government employee who dares to expose the corruption and misdeeds of some officials in his department liable to face a threat to his life besides harassment? The answer seems to be in the positive, if the case of Risal Singh, an employee of the Postal Department here, is to be believed.

Risal Singh Rathi, an employee working as postal assistant who is about 60 per cent handicapped was not only assualted while on duty but also subjected to mental torture and harassment.

Rathi has been reportedly transferred to a remote location in the district from Amarnagar post office in the town, allegedly as part of harassment by some officials of his department.

According to Rathi, he has been harassed because he helped in exposing misdeeds and corruption in his department in which some senior officials had been allegedly involved. He claims he had exposed a ‘racket’ of illegally diverting of money deposited in fixed deposit accounts in the Postal Department during his tenure at Rohtak, Faridabad and some other places.

Power staff claim global support

BHIWANI, Dec 11 — Electricity employees have claimed that they have received support of trade unions of 12 countries against the privatisation policy of the Union Government of India on the directions of the World Bank.

Mr S.K. Singla, Deputy General Secretary, All-Haryana Power Corporation Workers Union, welcomed the support of these trade unions in protesting against the privatisation policy. He maintained that the trade unions, employees organisations of the world and the International Public and Allied Employees Union would extend cooperation to get rid of policies of multinational corporations by mounting moral pressure on the World Bank.

He said the National Union of Public and General Employees of Canada, the Public Service Employees of Canada and the National Federation Energy Workers, Italy, have extended their support. He said that Labour Unions of South Africa, Mexico Portugal Nikosia, Slovania, Pakistan, Bangladesh etc have written letters to the World Bank in support of the strike on December 12.

Mr Singla said the unions had decided to protest at a joint platform against the power Bill-2000. He termed the Bill as a black Bill against the employees and claimed the Bill would pave the way for the control of the Central Government to retrench the employees.

Train services disrupted

SONEPAT, Dec 11 — Train services on the Sonepat-Delhi section of the Northern Railway remained disrupted for more than two hours yesterday following a mechanical defect in the inter-locking system of the track near Subzimandi railway station.

According to a report, a number of passengers were stranded at Sonepat and other railway stations, including Narela, Rathdhanna, Harsana Kalan, Sandal Kalan, Rajpur and Ganaur. Two trains, namely the 3 NKM and 4 KDA, were the worst-hit.

Meanwhile, the Daily Railway Passengers Welfare Association has sent a memorandum to the Union Railway Minister, Ms Mamata Banerjee, urging her to order the stoppage of the Amritsar-bound Superfast Express and the Bathinda-bound Intercity Express at Subzimandi railway station for the benefit of the long distance passengers.

Employees’ strike continues

CHANDIGARH, Dec 11 — The striking employees of the Haryana Government today alleged that the “stubborn” attitude of the government had forced them to the path of agitation.

In a press statement, the Haryana General and Backward Classes Employees Welfare Organisation, which is spearheading the strike, said the employees never wanted an agitation but it was imposed upon them by the government. The statement also urged the government to invite the employees immediately for negotiations so that the contentious issues might be sorted out across the table.

Meanwhile, the employees’ strike, which was resumed from the afternoon of November 16, demanding the reversion of reserved category employees promoted after March 1, 1996, was observed successfully for the 25th day today.

The agitators observed the occasion as “silver jubilee of the strike” and leaders such as Mr Desh Raj Lamba, Mr Rameshvar Khasa, Mr Dharamvir Malik and others, who went underground following the government booking them under ESMA, today surfaced at the rally in front of the 30 Bays building and addressed the gathering. At the rally, Mr Lamba, Mr Pratap Singh Sangwan and other speakers reiterated that the pen-down strike would not be withdrawn unless the government met the employees’ demand.

Nearly 16 employees, who were arrested by the Panchkula police and kept in Ambala jail, also turned up at the rally after their release on bail. There were massive police arrangements at the venue. However, there was no untoward incident as the agitators were peaceful and confined their belligerence to the raising of slogans against the government and the cheering of speakers.

The government has so far dismissed 55 employees for participating in the strike and it has also enforced the no work, no pay rule to deprive the agitators of their salaries. The state government says it will go by the high court order on the issue of reversion of the reserved category employees who were promoted on the principle of accelerated seniority after March 1, 1996.

New-look traffic posts come up in Ambala

AMBALA, Dec 11 — For a motorist, a police assistance booth may just be noticed but for a policeman on duty, the booth offers protection against inclement weather and now a healthy new trend is emerging here in which organisations have presented booths to the traffic police.

While travelling on the Ambala-Chandigarh road, one cannot miss a traffic police post on the turning towards Ambala Cantonment. What sets the traffic post apart from others, is that besides offering protection to the traffic policemen on duty, it carries an advertisement.

There are other examples too. For instance, Giants Group of Ambala Central, which is actively involved in social work, has set up a traffic post at Arya chowk in Ambala city.

That is not all. People are coming forward for the beautification of the city. The Supply Depot chowk in Ambala cantonment was recently transformed by a local club and it has now been named Gita Gopal chowk.

Branch manager of Gati, Mr Ashwini Darbari, which has presented a traffic post on GT Road, said besides discharging their social responsibility, the advertisement on the police assistance booth helps in reaching out to people. “The idea behind presenting the traffic post was to fulfil our social obligation as well as having our advertisement placed at a strategic point which witnesses heavy vehicular movement,” he said.

Mr Rajeev Soni, president, Giants Group Ambala Central, who was instrumental in setting up the traffic post in Ambala city, said the traffic post was set up near PKR Jain school, to ensure that accidents do not take place there. “There is a lot of traffic on road and with the traffic post being set up we are hopeful that the area will be safer specially for children,” he said.

“The traffic post cost us about Rs 10,000 and we had taken the permission of Superintendent of Police Ambala before, setting it up,” he added.

The SP, Mr K.K. Mishra, observed that it was a very encouraging trend of organisations coming forward to set up traffic police posts. “Such posts are much needed and in big cities like Delhi, this is already existing,” he said.

Mr Mishra said he was keen for police-people harmony and the setting up of police posts by different organisations was a step in the right direction.

The AGM of Corporation Bank, Mr H.S. Saini, whose advertisement is on a traffic post close to the jail bridge, stated that the Corporation Bank is not directly in touch with the police. “We are using the police post for the purpose of advertisement. Hoardings are banned in Haryana and Punjab, so we are putting up our advertisement on the traffic post,” he said.

Ambala Cantonment MLA, Anil Vij, said this trend of organisations coming forward for the betterment of the society had been witnessed. “Without the participation of people, development is not possible and such instances, act as an example for others,” he said.

Mr Vij said Gita Gopal Chowk has come up because of a local club. “Also, the Netaji Subhas Chandra Bose’s statue is going to be installed with the help of the local people,” he said.

He said this new trend would go a long way in the beautification of Ambala.

Shanti Swaroop Sharma dead

KURUKSHETRA, Dec 11 (UNI) — Veteran socialist, freedom fighter and journalist Shanti Swaroop Sharma died here early today. He was 89.

Dr Sharma is survived by five sons and three daughters. His son Jagdish Sharma, a journalist, said here that he died in a private nursing home here where he was admitted after he complained of giddiness at his residence yesterday.

Mail safe, on its way, says postal official

AMBALA, Dec 11 — Chief Post Master General (CPMG), Haryana Circle, Mr T.R. Sharma, today, assured the public that the entire mail was in safe custody.

Mail which had been previously dispatched has reached its destination and speed post mails had been totally cleared by exchanging bags at Delhi and Chandigarh-Kalka points. During this period nominal traffic had been generated, a Press note stated.

“There is a deterrent provision in the Indian Post Office Act and the IPC under which any one indulging in the destruction of letters and mail can be punished with rigorous imprisonment up to seven years. We assure the people that their mail is absolutely safe,” Mr Sharma said.

As on date, 2027 mail bags have accumulated at all points in Haryana circle. In the normal course, more than 8000 bags are processed daily in Haryana. All the 15 head post offices remained open on Sunday. There was a sale of stamps worth Rs 14,888, 49 SB transactions, 126 money orders and cash receipt of 1,25,485 besides delivery of 129 speed post articles.

While 165 speed post bags had been exchanged at Delhi, Chandigarh Kalka points on December 10, 295 rural post offices were covered by hired vehicles. Efforts are on to reach all the remaining rural post offices in Haryana within the next 2-3 days.

Meanwhile, the postal employees, today, held a demonstration in front of the CPMG office in Ambala cantonment. The demonstrators burnt on effigy and stated that their demands should be met at the earliest.

Haryana to improve state highways

CHANDIGARH, Dec 11 — The Haryana Government today decided to spend a sum of Rs 217.8 crore to improve 20 sections of the state highways in a phased manner covering a total distance of 1155 km.

Mr R.R. Sheoran, Engineer-in-Chief, Public Works Department (B and R), revealed that a loan of Rs 75.66 crore had already been sanctioned by HUDCO for the purpose.

Another loan of Rs 158.40 crore had been sanctioned by HUDCO through the Haryana State Roads and Bridges Development Corporation to improve 1155 km of state highways under phase III and IV.

A sum of Rs 294.61 crore had been sanctioned to improve major district roads in the state.
