CHANDIGARH, Dec 19 — The Haryana Government today stated that contrary to a ‘misinformation campaign’ by the Opposition, the village development committees (gram vikas samitis), a brainchild of the Chief Minister, Mr Om Prakash Chautala, would not undermine the power of the panchayats.

A state government press release said the villages development committees (VDCs), each having seven members, would utilise the Haryana Rural Development Funds (HRDF) and funds made available for implementation of various projects under the ‘Sarkar Aapke Dwar’ programme. Earlier, these funds used to be utilised through the engineering wing of the panchayati raj institutions and Block Development and Panchayats Officers.

The press note added that funds allocated under the Swaran Jayanti Rozgar Yojana and other funds earmarked for the panchayats would continue to be utilised by them.

It said that over 97 per cent of the VDCs had been already constituted including 409 in Bhiwani district, 397 in Ambala, 324 in Faridabad, 230 in Fatehabad, 514 in Gurgaon, 294 in Hisar, 297 in Jind, 240 in Kaithal, 364 in Karnal, 350 in Kurukshetra, 335 in Mahendragarh, 164 in Panchkula, 160 in Panipat, 345 in Rewari, 133 in Rohtak, 215 in Jhajjar, 309 in Sirsa, 326 in Sonepat and 424 in Yamunanagar districts.Top

 

 

Environment protection satisfies EU

SOHNA (Gurgaon), Dec 19 — The ambassador of the European Union in India, Mr Michel Caillouet, today expressed satisfaction over the acitivites of the Haryana Government in connection with environmental protection in the state under its now lapsed Aravali Hills project.

Talking to TNS, he gave a broad indication that the European Commission would adopt and fund any another project submitted to it by the state through the Government of India. He further said environment related activities in future can take fruitful lessons from the nine-year Aravali Hills project, which completed its time period last year.

Mr Caillouet headed a delegation of the EU here. The visit of the delegation was organised to apprise the dignitaries of the implementation of the project, which has bagged the prestigious “Indira Priyadarshani Vriksha Mitra Award”, instituted by the Centre twice. The Ambassador of France, Mr Bernard de Montferrand, and First Counsellors of about 15 EU countries were other members of the delegation.

According to informed sources, the Haryana Government has submitted a fresh proposal for a 10- year project costing Rs 263 crore to the Centre. The Union Finance Ministry will present the proposal for the project in the forthcoming donors’ conference.

The Aravali project, technically called Aravali Hills Community Forestry, concerned 294 villages in Gurgaon, Faridabad, Rewari, Mahendergarh and Bhiwani. It was aimed at restoring the green cover in village common lands, while at the same time allowing the local population to meet their needs in fuelwood, fodder, timber and other forest products from the hills in an ecologically sustainable manner. The total cost of the project was Rs 91 crore, which was funded by the European Commission (82 per cent) and the Haryana government (18 per cent).

Incidentally, the EU, including the EC and EU member states, is by far the largest donor for development aid in the world. The EC is at present the largest donor of grant funds to India and development projects account for over 95 per cent of the total financial commitment to India

An official spokesperson of the EU said that as assessed by the European and Indian partners, the Aravali Hills project has had substantial social, economic and environmental impact.

School attendance had increased as a result of time being saved by the improved availability of fuel and fodder and incentive funds have been used to upgrade schools. The highlight of the project was the major thrust that had been given to the participation of women in the development programme. This is to empower and strengthen their social and economic situation and enable them to function as change agents in common land management. Throughout the 294 villages the number of households below poverty line has decreased from 62 per cent in 1991 to 1997, the spokesperson added.

It was further stated the project generated over 12 million labour days, significantly increasing revenue of the landless and marginal households. Also, the milk yields had increased due to steady and improved fodder supply.

The Chief Conservator of Forest-cum-Project Director, Mr J.P. Srivastava, said 38,000 hectares have been rehabilitated by afforestation and pasture development. Comparative studies with satellite imageries show an increase on the total green cover of the project area of about 400 per cent from 1990 too 1997. Dense forest cover has also increased by tenfold and increases on ground water recharge have been tangible in addition to arresting soil erosion.

KU reintroduces law course

CHANDIGARH, Dec 19 — Kurukshetra University will reintroduce five-year law course from the next academic session. The course was discontinued a few years ago on the plea that it was difficult to discipline plus two students who came to the university after passing out.

Interestingly, Maharshi Dayanand University, Rohtak, which is more ‘famous’ than Kurukshetra University for campus indiscipline, is continuing with the five-year law course, as recommended by the Law Commission and the Bar Council of India.

The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhary, said here today that there was a great demand for the five-year law course in this region of Haryana. Therefore, the university had decided to reintroduce the course but with a difference. This time the course would be upgraded to prepare the students for the avenues opened up by the entry of multi-national companies in the country.

He said the upgraded course would include subjects like the intellectual property rights law, environmental laws, cyber laws, laws relating to bio-technology and copyright laws. So far law colleges in the country by and large do not include these subjects in their curriculum.

Mr Chaudhary said steps had been taken to upgrade several other courses offered by the university so that the curriculum should be in consonance with the changing times and the students should be able to meet the challenges thrown up by globalisation. The courses in line for upgradation include computer and history.

In order to judge the expectations of the corporate world from the students passing out of the university and how to prepare the students to come up to those expectations, Kurukshetra University would organise a two-day seminar on “Academia-Corporate Inter-face — Challenges and Opportunities” from December 23.

While the Haryana Governor, Babu Parmanand, who is also the Chancellor of the university, would inaugurate the seminar, the Chairman of the Industrial Finance Corporation of India, Mr P.V. Narasimha, would be the guest of honour. The Director of the Indian Institute of Management, Lucknow, Mr Pritam Singh, would be the key speaker. The university proposed to take advantage of the recommendations of the seminar while upgrading its management courses.

The university also had plans to organise a legal seminar next month. Mr Chaudhary said Supreme Court and High Court Judges were being approached to participate in the seminar so that its recommendations could prove beneficial in the upgradation of the law courses of the university.

Mr Chaudhary said for the first time in the history of Kurukshetra University all final year students of the Regional Engineering College, Kurukshetra, this year had been selected by various companies for jobs. The 100 per cent placement, he said, was unprecedented. Similarly, out of the 20 students of the University Scientific Instrumentation Centre, 12 students had been offered jobs this year. He said another placement camp would be organised soon so that the remaining students could also find jobs while still on the campus.

He said Kurukshetra University was the only university in the country to conduct 17 refresher courses in one year for teachers. The refresher courses were organised by the Administrative Staff College of the university.

The Vice-Chancellor said the Prime Minister, Mr Atal Behari Vajpayee, had accepted the invitation of the university to deliver the convocation address when he would visit Kurukshetra next month.

Mr Vajpayee is scheduled to inaugurate Panorama, a project sponsored by the Kurukshetra Development Board. Top

 

 

KU exams from Dec 26

KURUKSHETRA, Dec 19— Examinations for various postgraduate and diploma courses (re-appear and supplementary) of Kurukshetra University which were scheduled to be held from December 15 will now be held from December 26. This was stated by the Controller of Examinations of the University, Mr Ramesh Sharma.

He said the date sheets and roll number slips of eligible candidates had been despatched by post. In case any examinee did not receive his or her roll number slip till December 22, he or she should contact the examination branch concerned to collect the duplicate slips. Such examinees should also bring two recent photographs duly attested by a competent authority. The officials concerned would be present in the offices even on holidays, he added.

Seed corpn, non-teaching staff stage dharnas

HISAR, Dec 19 — Members of the Haryana Non-teaching Employees Federation staged a dharna in support of their demands in front of the administrative block of Haryana Agriculture University here today.

Mr Yogender Patar, president of the federation, said though all universities were autonomous bodies, the government’s interference in their functioning was increasing.

He said representatives of non-teaching associations should be nominated to finance committees and academic councils of all universities.

Mr Man Singh, president of the Kurukshetra University Non-teaching Employees Association, said anomalies in their revised pay scales should be removed and grants should be timely released.

Mr Ranjeet Singh Malik, president of the MDU Non-teaching Employees Association, said the federation would stage a dharna at Kurukshetra University next month.

Meanwhile, employees of the Haryana Seed Development Corporation staged a dharna in protest against the privatisation of security in government farms at the local office of the corporation on Sirsa road today. They also took out a procession and raised slogans against the state government.

They alleged that privatisation of security was against the interests of chowkidars.

Office-bearers of the Ganesh Market Welfare Association have also decided to stage a dharna tomorrow in protest against the illegal selling of meat in the market near the old railway bridge here.

In a press note Mr Subhash Aggarwal, president of the association, said all shopkeepers of Ganesh Market and Red Square Market would close their shops tomorrow.

Haryana suffers Rs 30 cr loss

AMBALA, Dec 19 — Haryana has suffered a financial loss of Rs 30 crore during the strike by the postal employees as net small savings mobilisation during this month will be reduced considerably.

The Chief Post Master General, Haryana Circle, Mr T.R. Sharma, yesterday said all the postal and railway mail service staff have reported for duty. “With this the postal services in the state has started functioning normally”, a release claimed.

Mr Sharma said the mail coming from different states to Haryana may take a few days more to reach the state and it may take some time before the mail reaches its destination. “Public image of postal employees has been badly tarnished and all staff members are requested to work hard to restore the traditional public faith in services”, he said.

He pointed out that this time the agitation by the union was carried out in a peaceful manner in Haryana and the state government had extended all possible help and cooperation to the department.

Haryana Employment Dept to be computerised

CHANDIGARH, Dec 19 — The Haryana Employment Department would become the first department in the country to have computerised system for job availability. While stating this, an official release said the decision was taken at a meeting chaired by the Chief Minister, Mr Om Prakash Chautala, to review the working of the department in view of its dismal performance during last four to five years. Against a budgetary allocation of more than Rs 6 crore, the department provided employment to only 7,111 persons during 1999-2000, the official release said.

It added that after clarifications from the Supreme Court to the effect that it was no longer mandatory to provide employment only to those who were registered with the employment exchanges, people were no longer coming forward for registration in the employment exchanges.

The press release said that on the pattern of private placement agencies, it was decided to computerise the process of registration and sponsoring of candidates in all employment exchanges. Following this step, all information about job seekers would be available online and sponsoring of candidates would become instantaneous.

This would also enable the department to cater to the needs of the private sector where the response time was less, the press release said.

It was also decided that the department should be well-equipped with information regarding various kinds of vocational courses and guidance and career counselling. Initiative would also be taken to change the mindset of the personnel of the department according to the future requirements when they would have to play the role of a placement agency for both the public and the private sectors.

As a result of the computerisation programme, 39 employment exchanges, where less than 10 placements of unemployed persons were affected annually, would be abolished, the press note said and added that the state government would be able to save about Rs 1 crore annually due to the closure of these exchanges.

The press note added the surplus staff of the abolished exchanges would be adjusted against the vacancies available in the Employment Department and other departments of the state government.Top

 

Remote sensing ‘vital for development’

HISAR, Dec 19 — Mr V.S. Kundu, Director, Haryana State Remote Sensing Application Centre (HARSAC), has stressed the need for conserving natural resources to bring sustainable development.

He was addressing a one-day workshop on “Remote sensing and geographical information system (GIS) for wasteland management” organised by HARSAC here today.

He said the remote sensing data on natural resources and the environment could provide necessary inputs for developing viable plans for resource assessment, monitoring and management on scientific principles.

Mr Kundu said the data generated on wasteland mapping would provide adequate employment to the weaker sections of society. It would also prove helpful in increasing production of fuelwood and fodder resources in the state in the near future.

The reclamation of wastelands would improve the environment in the long run, he added.

Dr S. Mohan, chief scientist of HARSAC, said developments in remote sensing technology would be helpful in providing better sensors. He said future satellites would serve basic needs like spectral resolution and high repeat cycle.

Dr Mohan said new programmes were being prepared by merging communication technology and GIS technology with remote sensing techniques.

Among these the “Kiran” programme would provide district-level resource database through networking. District officials residing at Hisar could retrieve the database through the electronic media, he added.

The other programme called “Kisan” would provide information on pre-harvest crop productivity, soil resources and online farm operations for the benefit of farmers and officials, Dr Mohan said.

Along with experts from the National Remote Sensing Agency, Hyderabad, Deputy Commissioners and Additional Deputy Commissioners of different districts of the state also participated in the workshop.

Protest march by striking staff

CHANDIGARH, Dec 19 — The striking employees of the Haryana Government have urged for an early decision by the state high court in a case related to Haryana Government’s interpretation of the Supreme Court order in the Ajit Singh Janjua case.

While stating this, a press note issued by the Haryana General and Backward Classes Employees Welfare Organisation, also stated that agitators took out a torchlight procession at Sector 22 here, this evening. Apart from the employees, their wives and other family members also took part in the procession, it said. According to the press note, the employees of Panchkula depot of the Haryana State Transport Corporation today expressed support to the pen-down strike and donated Rs 11,000 for the cause.

Earlier in the day, the strikers assembled at Sector 17 and were addressed by Mr Prithvi Singh Layal, Mr Ramgopal Nagpal, Mr Iswar Nath Sharma and others. Mr Subhash Kumar Sharma ended his fast today after 96 hours and he was replaced by Mr Jeetender Malik of the DPI’s office, it said.

The strike by the employees, demanding reversion of Scheduled Caste employees promoted after March 1, 1996, was resumed from November 16.Top

 

Uttariya Railway Mazdoor Union rally

AMBALA, Dec 19 — The Uttariya Railway Mazdoor Union (URMU) held a rally outside the DRM complex here today.

A number of railway employees participated in the rally where the railway administration was criticised on various issues. The rally was addressed, among others, by the URMU General Secretary, Mr B. C. Sharma.

Talking to mediapersons, Mr Sharma said that there was resentment among the railway workers as under the garb of down-sizing and right-sizing, the railway administration was surrendering the posts without taking into account the yardsticks. “The pressure of work on the workers has since been increased manifold due to non-filling of vacant posts,” he said.

Mr Sharma observed that injustice was being done to railway employees by encouraging privatisation. “This system should be abolished at once,” he said. “Wasteful expenditure on the perks of the railway officer like P&T telephone, use of vehicles though availing transport allowance, computers be provided only to PHODs, transportation of stores items by private truck operators be abandoned and the strength of gazetted officers like be curtailed by 25 per cent,” he added.

Blaming the railway administration for train accidents, Mr Sharma said the tracks were still being purchased from the same source despite two accidents like Sarai Banjara and Khanna having taken place. “Also safety posts are being surrendered,” he said.

The main demands include implementation of the recommendations of the uniform committee and suggestions of the National Federation of Indian Railway, grant of the Rs 3050-4590 pay scale to all class IV employees at par with the class IV staff of diesel, electric and EMU sheds and heavy duty allowance to all the gangmen.

HUDA extends booking date

CHANDIGARH, Dec 19 — The Haryana Urban Development Authority (HUDA) has extended the date of booking of freehold residential plots at Panchkula, Panipat, Karnal, Ambala, Jagadhari and Pundri up to January 18, 2001. While stating this here today, an official spokesman said that the booking period would remain same for defence and para-military forces personnel, ex-servicemen and NRIs.

According to the spokesman, there are 47 plots of 10 marlas in Sector 15, Panchkula. Fiftyfour plots of 14 marlas, 98 plots of 10 marlas, 87 plots of eight marlas, 62 plots of six marlas and 31 plots of four marlas in Sector 40, Panipat. As many as 120 plots of 10 marlas, 14 plots of eight marlas, 190 plots of six marlas, 109 plots of four marlas in Sectors 4 and 5, Karnal. In Karnal, there are also 22 plots of 10 marlas, 26 plots of six marlas in Sector 8, part II, and 40 plots of 10 marlas and 56 plots of six marlas in Sector 14, part II. There are 47 plots of one kanal, 10 plots of 14 marlas, 11 plots of 10 marlas, 16 plots of six marlas , 10 plots of 14 marlas and 11 plots of 10 marlas in Sector 10, Ambala. There are four plots of 14 marlas, 14 plots of 10 marlas, 55 plots of six marlas , 20 plots of 4 marlas and 20 plots of four marlas in Sector 15, Jagadhari . In Pundri Mandi Township, there are 46 plots of 10 marlas, 54 plots of eight marlas and 28 plots of six marlas.

The spokesman said that allotment of plots would be through a draw of lots and the applicants would have to pay 10 per cent earnest money along with the applications, 15 per cent within one month of allotment and the balance in six equal instalments.

He said that the Estate Officer concerned, HUDA, as well as the authorised branches of Union Bank of India, Vijaya Bank and Punjab and Sind Bank would issue and receive the applications. He also informed that the auction of commercial plot sites in Mandi township Dabwali would be held on December 29. Nine sites for booths and 14 sites for shop-cum-flats had been earmarked in commercial shopping centre-II, he said.

IMA to discuss waste disposal

SIRSA, Dec 19 — The Sirsa unit of the Indian Medical Association will discuss ways to dispose biomedical waste at a meeting scheduled for tomorrow. This meeting has become crucial and urgent in the wake of the Gazette Notification of Biomedical Waste Management and Handling Rule, 1998, which was issued on August 3, 2000.

Private nursing homes in the state do not dispose their biomedical waste themselves. After the recent notification every private nursing home will be responsible for the disposal of their medical waste for which they need incinerator, autoclave and shredder, failing which action will be taken against them. For this December 31 has been given as the deadline.

The Sirsa unit of the Indian Medical Association has called a meeting on December 20 to discuss this issue, reliable sources said here today.

The doctors of I.M.A. Sirsa had earlier been concerned over this issue too and had appealed to the District Civil Surgeon to make adequate arrangements for disposing the biomedical waste. They had proposed equal contribution in the expenditure to be incurred on the transportation of this waste to the local Civil Hospital which has an incinerator. But no action was taken in this connection at that time.

The meeting scheduled for tomorrow is important in view of the notification. Since it is not feasible for every nursing home to have their own incinerator it has become urgent for the private medical practitioners to find out ways and means for disposing their biomedical waste. At the meeting they are going to take up this issue alongwith reiteration of their earlier proposal to be allowed to use the incinerator at the local Civil Hospital.

The incinerator installed at the Civil Hospital is not being used properly. There have been reports that this equipment is used only when the visit of some VIP to the hospital is due. Many a times the biomedical waste remains piled up. The incinerator has the capacity to dispose biomedical waste of the entire city. Since it consumes high power it is not desirable for every nursing home to have their own disposal equipment, said leading medical practitioners of the city.

If at the meeting the CMO accedes to the request of the private medical practitioners it will be exemplary and a government incinerator will be put to optimum use. If this happens Sirsa will not only get rid of the waste but also curb the recycling of syringes, added an office-bearer of the local IMA.

Hafed inspector denied bail

KAITHAL, Dec 19 — The additional Sessions Judge-cum-Special Judge, Mr R.C. Gupta, yesterday rejected the anticipatory bail application filed by Mr Sat Pal Gupta, an inspector of Hafed posted at Guhla.

Mr Gupta was looked under Sections 420 and 120-B, IPC, along with some traders of Cheeka Mandi, and under the Prevention of Corruption Act following his alleged involvement in the bunglings in paddy purchases.

Opposing the bail plea of the suspect, the police brought to the notice of the court that there was strong evidence to suggest the involvement of the inspector in the cases registered against him.

Mr Om Parkash, DSP, Guhla, said the police was making efforts to collect evidence against the suspect and it had taken into its custody some records of the Cheeka Market Committee and some commission agents.

It may be recalled that after the alleged bungling in the purchase of paddy by the inspector in connivance with some traders, the DSP of the Chief Minister’s flying squad, Mr Avtar Singh, had scrutinised the records and registered cases against the inspector and the others. The inspector had reportedly gone underground and on Friday filed the anticipatory bail application.

Meanwhile, local traders said at a meeting that is the present situation continued, it would affect the rice trade and other business. They constituted an 11-member committee in this regard.

A senior functioning of the Bhartiya Kisan Union, Mr Jia Lal, in a statement, here today criticised the state government for handing over the inquiry of the paddy purchase scam to the state vigilance bureau. He alleged it indicated that the government was trying to “shield” corrupt officials and some traders.

Karamchari manch threatens stir

SONEPAT, Dec 19 — The Haryana Joint Karamchari Manch today warned the Indian National Lok Dal (INLD) government, headed by Mr Om Prakash Chautala, that if it continued its, “anti-employee” policy and failed to accept the demands of the employees, the manch would launch a statewide agitation.

Mr Balbir Singh Rohilla, spokesman for the manch, told mediapersons here today that the manch had decided to organise district-level rallies and demonstrations to force the state government to fulfil the long-standing demands of the employees.

He said the manch would organise its state-level convention commencing on February 10 at Hisar to chalk out the future course of action.

Earlier, Mr Lal Chand Godara, convener of the state unit of the manch, addressed a meeting of the employees and urged them to prepare themselves for a long struggle against the state government.

Later, the following were elected office-bearers of the manch: convener — Mr Lal Chand Godara; secretary — Mr Pritam Singh Mallahi; treasurer — Mr Ran Singh Morcha; and member-cum-spokesman — Mr Balbir Singh Rohilla.

Teachers allege harassment

PANIPAT, Dec 19 — Kamlesh and Jagjit, teachers of Vidya Niketan Senior Secondary School, Israna, today lodged a complaint with the NHRC, alleging harassment by the school management. A case of contempt of court for non-implementation of court directions was also filed by them.

The complaint stated that Kamlesh and Jagjit, appointed in 1994 and 1996 were being given a monthly salary of Rs 2,500 and Rs 1,860, respectively. When they protested against this discrimination, they were asked not to come on duty. In spite of court directions to management not to harass them, the two were allegedly abused and asked to leave, one of the complainants alleged.

The complaint further stated that the teachers had filed a case of contempt of court on August 7, after which they were asked to join duties but after two days they were again sent out of school violating the court directions. The date of hearing has been fixed for January 10, 2001.

The teachers have also written to the Chief Minister, Education Minister and Director of Secondary Education.

Congress leader chargesheeted

HISAR, Dec 19 — The district police has filed a chargesheet against the Congress legislator, Mr Om Prakash Jindal, in a local court in connection with an alleged bid to disrupt the poll process during the last assembly elections.

The Chief Judicial Magistrate, Ms Ritu Tagore, granted regular bail to Mr Jindal in this case yesterday. The judge fixed April 30 for the next hearing.

It is alleged that Mr Jindal, who was the Congress nominee, had come to booth no. 103 in Rampura Mohalla on February 22 and misbehaved with the polling officer, Mr Ramkesh. He had also allegedly snatched voter register and tried to tear it.

On the complaint of the presiding officer, Mr Subhash Chander, a case had been registered against Mr Jindal at the city police station.Top

 

Job-oriented courses to be encouraged

SONEPAT, Dec 19 — The Haryana Government has decided to encourage job-oriented education to end unemployment in the state.

This was announced by the Chief Minister, Mr Om Prakash Chautala, while speaking at the annual prize distribution function of a school of Bidhlan village, 12 km from here, today.

Mr Chautala said the state government has already launched a new education policy and information technology programme with a view to encourage the educated jobless youth to get technical education in the state. Moreover, the state government would introduce computer education, learning to English from Class 1 and inclusion of new syllabus to improve the educational standard in government institutions in the state.

Highlighting the development schemes undertaken by his government, Mr Chautala said it would spend 64.5 per cent of the state’s budget on these works which would be completed by the end of the current financial year. He said concerted efforts were being made to make Haryana no 1 state in the country.

Power cuts hit life

SONEPAT, Dec 19 — For more than two months, the Sonepat region has been going through a series of power cuts enforced either by the Uttar Haryana Bijli Vitran Nigam (UHBVN) or by the Bhakra Beas Management Board (BBMB). The city and its suburbs have been affected.

Power plays hide-and-seek with the residents of the city almost daily. The day starts with switching off of power supply which continues till late in the evening.

Normal life has been thrown out of gear. The drinking water supply has been hit badly. Moreover, the rural areas, especially falling under the jurisdiction of the Murthal and Industrial Area sub-divisions are the worst-hit.

Work in hospitals has been affected due to continuous power cuts. The general Civil Hospital on the Sonepat-Bahalgarh road is the worst hit. The hospital does not have generator except in the operation theatre. Power crisis has also affected work in various diagnostic laboratories in the city.

Contractors threaten to stop work

HISAR, Dec 19 — Contractors of the Minor Irrigation Tubewell Corporation have decided to stop work on all ongoing projects from December 31 in protest against the non-payment of their dues. This was decided at a meeting of contractors at the MITC campus here yesterday.

They said that more than Rs 4 crore had been due from the corporation for the past two years. They said that they would be forced to stop construction work on ongoing projects, if their payments were not cleared by the deadlines.

Another case against Dangi

ROHTAK, Dec 19 — The police has registered another case against a former Revenue Minister, Mr Anand Singh Dangi, under Sections 355, 224, 186 and 506 of the IPC. In the FIR, the District Inspector, Mr Godhu Ram, has charged Mr Dangi with trying to escape from custody.
