project CHANDIGARH, Dec 28 — The Haryana Irrigation Department is on cloud nine. It has been able to persuade the reluctant World Bank to extend the much-publicised Haryana Water Resources Consolidation Project (HWRCP) by another year. The project had commenced in 1994 and was to be implemented within six years. However, the department was not able to complete the project within the stipulated period and had requested the World Bank for an extension, but the bank was reluctant in view of the past performance of the department. In the face of persistent persuasion of the department, the World Bank deputed a review mission early this month to assess and evaluate the progress of the project and to consider the issue of extension. The four-member mission was led by Mr Keith Oblitas, World Bank Adviser (Water Resources) for India. Its other members were Mr P. Joardar, Mr Geoff Spencer and Mr N.K. Bandopadhaya. The mission held discussions with all related wings of the department. It toured the field to evaluate the progress made in various fields, particularly the participatory irrigation management (PIM) and the agriculture intensification programme (AIP). Only after the mission was satisfied with progress in these areas and also with the plan and coordination among all partner agencies, did it recommend an the extension for the project. According to informed sources, the extension of the project will enable the Irrigation Department to spend additional about Rs 260 crore till December 3, 2001, to improve the entire irrigation system, which will make the department self-sustaining. However, the bank cut its assistance by Rs 54.50 crore while granting extension to the project. The department wanted an extension of two years to spend the entire assistance amount, given in the shape of a loan. The extended project will enable the department to construct a modern office complex as its headquarters at Panchkula. The new complex will be fully equipped with the management information system. This will also bring various offices of the department, which are scattered at different locations in Chandigarh, Panchkula and Manimajra, under one roof. The biggest advantage of the extension to the department will be that it will be able to complete the ongoing modernisation and rehabilitation works. It will be able to replace over 100-year-old Ottu Weir over the Ghaggar in Sirsa district as well as the Pathrala Dam. The new Ottu Weir, the sources say, with modern gates, will help in better regulation of flood channels taking off from upstream of the Weir. Similarly, the Pathrala Dam at Dadupur will not only regulate the water supply from the Somb and Pathrala rivulets into the Western Yamuna Canal system and the Yamuna but will also maintain a water level in the pond upstream so as to allow power generation through a micro-hydel project. The sources say the lining of 600 water courses to be done by the Haryana State Minor Irrigation and Tubewells Corporation as part of the extended project will have a direct impact in saving of water. It will also help in the equitable distribution of water among farmers both at the head and at the tail ends of the channels. The feasibility study of the Hisar-Ghaggar drain project will be the another milestone achieved by the department next year. The project, if found feasible, will go a long way in making Haryana a flood-free state, the sources claim. |

offing Chandigarh, Dec 28 — Despite protests by Opposition parties against the recent hike in power tariff in
Haryana, Chief Minister Om Prakash Chautala today announced that electricity tariff in the state would go up further. He, however, did not specify the
date. Mr Chautala, addressing a press conference here, said as the prices of various inputs needed for electricity generation had shot up , electricity was becoming costlier. However, the government’s effort would be to reduce line losses and give relief to the consumers, he said. The state government would cut down line losses by 5 per cent each year so that by the time the INLD Government would complete its term, line losses would be reduced to 21 per cent from 41 per cent. Four units of a special taskforce, comprising of police and employees of Power Utilities, were being deployed to check power theft. While stating that electricity tariff was revised twice by the last government headed by the HVP and three times by the Congress which ruled the state before the
HVP, Mr Chautala said these parties should not raise a hue and cry against the recent increase in power. Side by side with increasing power tariff, the state government was also trying to give a boost power generation. Three plants — the sixth unit of Panipat Thermal Plant of 210 MW, the 500 MW Yamunanagar power plant and a 500 MW gas-based plant at Hisar — were being set up for this purpose, the Chief Minister declared while identifying handling of the power sector as the most important challenge before his
government. Mr Chautala, who had called the press conference to list out the “achievements” of the state government during the year, said after the INLD came to power there was improvement in various sectors including law and order, roads, education, agricultural production etc. The value of land was on the rise which was a sign that INLD Government had ushered in an era of prosperity. He added that industries, which were being forced out of Delhi because of a Supreme Court directive, were shifting to Haryana because of the state’s infrastructural advantages such as good roads and good law and order situation and assured supply of power and water. Mr Chautala said that about 6000 applications from industries were pending with the government. It had also filled vacancies in the schools and no school could be found now without an adequate number of teachers, he claimed. All the school teachers had been posted in their own districts following a decision to offer them six options regarding their preferred locations. Only some teachers from Bhiwani district were still awaiting posting in their home district, he
said. Mr Chautala alleged that the Opposition parties were protesting against various steps of the government without reason. “They tried to instigate the public against form No 38 and village development committees, but they were not successful”. On the Congress call for launching a movement against his government, the Congress should first put its own house in order before challenging his regime, the Chief Minister asserted. Asked about the state BJP’s opposition to a hike in the power tariff, he said the BJP should have dissuaded the Gujarat Government from increasing the tariff in the state ruled by it. However, when asked whether the BJP was performing the role of an Opposition party in the state, Mr Chautala’s replied that he wanted the
BJP, which was supporting the government from outside, to become stronger. On the issue of SYL Canal, he said the issue was before the court. Replying to another question, Mr Chautala said that the Cabinet might be expanded in view of the increasing workload of the government but, refused to say when. Regarding the police inquiry set up by his government against members of the Opposition parties as well as the
BJP, Mr Chautala said the probes were being carried out following complaints received against these politicians. He said the state government would take any decision about reversion of Scheduled Caste employees promoted after March 1, 1996, after a directive was given by the High Court. |
‘Bijli nigam’ earns 90 cr
revenue SONEPAT, Dec. 28 — The Sonepat circle of the Uttar Haryana Bijli Vitran Nigam (UHBVN) has earned a revenue of Rs 90.95 crore during the first eight months of the current financial year as compared to Rs 73.76 crore realised during he corresponding period last year. Mr Prem Sagar, Superintending Engineer, Operations UHBVN, told mediapersons here today that this had been possible on account of ‘surcharge waiving schemes launched by the state government for the benefit of rural and agricultural consumer. Under this scheme, officials of the nigam had recovered Rs 4.29 crore during May and June and another Rs 2.92 crore during November and December this year. Referring to the cases of power thefts, he disclosed that as many as 2,398 cases of power theft were defected during the period under review. The officials of the nigam, he said, has imposed a penalty of Rs 145.51 lakh on the earning consumers and recovered Rs 60.30 lakh from the defaulters. He disclosed the state government had made it mandatory to get ‘no due certificate’ from the nigam for availing of the facilities of cooperative loans, DRDA grants and loans, issue and renewal of ration cards, driving licences, arms licences, registration of vehicles, registration of property with the Sub Registrar and mutation of land, sale of fertilisers and seeds through the government and other official agencies. According to the S.E. the nigam was taking steps to reduce the cases of power theft. In the first phase, the industrial area of Sonepat sub division has been selected for 100 per cent replacement of single phase energy matters which would be installed on the premises of each consumers. He said the workers of new electronic meters would be checked at the time of installation and non-operative meters, if any, would be removed there and then and replaced with operative meters. Referring to the steps taken by the nigam for he augmentation of power supply, the SE said the nigam would provide new transformers to check the overloading of the existing transformers and improve the voltage condition at the tail-end of the LT lines in the distribution network. The nigam, he said, had decided to provide 175 transformers of 25 KV, 3l of 63 KVA and 30 of 100 KVA in the district. The nigam has already replaced and provided 249,629 kms of PVC, 156 G.O. switches, 163 MCCBs, 47 L.As and 283 LT shunt capacitors during the past six months to improve the quality of power and to reduce the interruption in the distribution
network. The nigam would also carry out the work further by providing other equipments and PVC cables during the next three months. New power tariff to
benefit poor HISAR, Dec 28 — Poor consumers will have to pay less for power consumed after the recent hike in power rates, a spokesman of the Dakshin Haryana Bijli Vitran Nigam claimed here today. He said domestic consumers using 50 to 70 units a month will benefit from the new telescopic tariff plan. Under the older non-telescopic system, only those consumers were offered concessional rate of Rs 1.91 a unit who consumed less than 40 units a month. On exceeding the limit they were required to pay for the entire consumption at the rate of Rs 3.06 a unit. However, under the new scheme, the higher slab would be applicable only to the quantum of power consumed over and above the ceiling of 40 units. Thus, for instance, those consuming up to 50 units a month will pay Rs 140 under the new plan compared to Rs 153 under the pre-hike non-telescopic plan. Likewise, those consuming up to 60 units a month will pay Rs 176 against Rs 183.60 under the old rates. The spokesman, however, was silent on the impact on other consumers in whose case the impact is likely to be in the range of 25 per cent. |

Mobile thieves target
trucks HISAR, Dec 28 — ‘Thefts-on-the-move’ are the latest addition to the unending list of innovations in crime in Haryana. Its victims are truckers who lose a part of the goods while they are on the move. The thefts come to light when the truck is weighed at the end of the journey. The modus operandi of the thieves is to board the truck while it slows down at one of the hundreds of speed breakers erected by villagers themselves on every road in the state in total disregard of the law prohibiting the construction of such structures. While one or two thieves board the truck their accomplices follow it either in a smaller vehicle or on foot to pick up the goods thrown off by their friends onboard the truck. They get off the truck at the next speed breaker and flee with their accomplices unnoticed. The theft takes less than five minutes. The thieves generally operate within the boundaries of their own villages thus ensuring themselves of protection from fellow villagers. Even if the truckers were to notice the thieves, they are outnumbered by the villagers who scare them off. Inquiries from different parts of the state reveal that such thefts have become common on all major national and state highways. However, the number of such thefts on the Ambala-Delhi section of National Highway No. 1 is negligible because the vehicles travel at a high speed and the thieves are likely to be noticed by other vehicles down the road. This latest mode of thefts had a humble origin. Village urchins used to pull out sugarcane from trucks and trailers that slowed down at speed breakers on the road passing through their village. Nobody took much notice of it though farmers lost a couple of quintals by the time the vehicle reached the sugar mill from their village. This soon gave way to theft of wheat and paddy bags from trucks carrying grains to Food Corporation of India godowns. However, over the past few months these thefts have assumed an alarming proportion with truckers reporting heavy losses in transit. Truckers say they have to bear the loss since the consigner and the consignee count or weigh the goods. They say they cannot even lodge FIRs since they do not know where the goods were stolen. “Whenever, we approach a police station for registering the FIR we are shooed away on the pretext of lack of evidence of the theft having taken place in the jurisdiction of the police station concerned. The police officials also accuse them of misappropriating the goods to claim compensation from the insurers”, said the owner of a leading transport company, which has offices in all important towns of the country. Transporters say during summers they can perhaps have an additional helper sit atop the goods to prevent such thefts but in winters this is impossible. Even otherwise, an additional helper means 33 rise in wages of a truck’s staff. There have been instances where refrigerators, television sets and other costly goods have been offloaded from trucks passing through Haryana. These are easy to dispose off and can be offloaded with ease because there are so many speed breakers in villages that the trucks cannot pick up speed till they are out of the village boundary. Criminals from the towns too are slowly making a foray in this type of crime. Yesterday, two youths boarded a truck loaded with vanaspati tins at Mayyar village near here at noon. However, they were noticed by the truckers who followed them to the nearby fields as they fled with the booty. One of them was eventually caught and handed over to the police. The thief revealed that he and his three accomplices hailed from Sainian Mohalla in Hisar itself. All of them got away after paying compensation to the trucker for tins damaged in theft. The trucker chose not to register a case because in that case he would be required to be present at every hearing in the court. Police officials say it is impossible to post police parties on every speed breaker as at places the number of speed breakers to more than the number of houses along the road. For instance, the Hisar-Delhi section of National Highway No. 10 has more than 60 speed breakers on a 165-km stretch. Many truckers now move in caravans at night but even then the last vehicle is always prone to theft. |
24-hr patrolling of Haryana highways
soon CHANDIGARH, Dec 28 — Haryana is all set to become the first state in the country to introduce round-the-clock patrolling on the four main national highways passing through it. The concept of highway Patrol is aimed at making travelling on roads in Haryana a safe and pleasurable experience. The Haryana Highway patrol will be inaugurated by the Chief Minister, Mr Om Prakash
Chautala, on December 30 at Faridabad. Elaborating the concept, the official spokesman stated that the highway patrol would be headed by Senior Superintendent of Police designated as Superintendent of Police, Haryana Highway Patrol and Road Safety. The entire stretch of the four National Highways (NH Nos 1,2,8 and 10) would be divided into segments of 30 km each. On each segment a traffic aid centre would be set up. Each centre would be equipped with telephonic and wireless communication, one Gypsy with distinctive colours for patrolling the area within its jurisdiction, a recovery crane, an ambulance with paramedical staff and patrolling constables. These centres would provide housing for 10 to 12 persons. Each patrolling Gypsy, fitted with wireless communication devices would patrol the 30 km stretch falling within the particular centre round-the-clock. It will not only regulate the traffic but also provide relief to victims of accidents and clear the road of every kind of obstacles, if any. The recovery crane would be used for towing away broken-down vehicles to the nearest town. He added that a large number of hospitals having ultra modern trauma centres would be identified where accident victims would be rushed for relief. To mobilise further resources for providing better facilities to public, especially accident victims, a society for accident relief and road safety was being constituted. This society would invite donations from public and solicit funds from the
Centre. Meanwhile Haryana Roadways has started shuttle services of all small distance, major routes which will stop at all villages falling on the route to serve the rural areas. The routes were being rationalised so as to make them more useful to the people as well as to bring down Roadways losses. On all routes early morning and late evening timings were being introduced for public convenience. As many as 1100 old buses were being replaced with better designed ones during the current financial year. |

Gunner killed in valley AMBALA, Dec 28 — A soldier hailing from Ambala was killed in the valley. While the district administration said that the soldier died in the human bomb blast on December 26 outside the Corps headquarters, an army official, said that the soldier was killed in an encounter on December 27. The last rites of gunner Rakesh Kumar, who hailed from Subri village in Barara, will take place tomorrow. Gunner Rakesh Kumar, 25, was the youngest of four brothers and one sister. He had joined the army on March 8, 1996, after completing his schooling. The body was sent by air from Srinagar to Delhi and it had not yet reached Ambala at the time of filing the report. The Deputy Commissioner of Ambala, Mr D.D. Gautam, said “Gunner Rakesh Kumar’s elder brother told me that he was killed in the human bomb blast outside the Corp Headquarters in Srinagar on December 26.” An army official, however, said that Gunner Rakesh Kumar (no. 15127939 P) was from Artillery and he was attached to the 32 Rashtriya Rifles. He said that Gunner Rakesh Kumar was killed in an encounter with anti-national elements on December 27 at Pushtaivill. A large number of locals had turned up at the village to pay their respects to the soldier.
Congress rally on January 3 AMBALA, Dec 28 — A former MLA and state Congress leader, Mr Nirmal Singh, today cautioned that the January 3 rally to be taken out by the party in Ambala against the ‘anti-farmer’ policies of the government “may even take a turn for the worse”. Talking to mediapersons here today, he said a large number of farmers and Congress activists from Naraingarh, Mullana, Naggal, Ambala City and cantonment were expected to attend the rally. Embezzlement case: probe begins AMBALA, Dec 28 — The area police has begun investigation into an alleged case of embezzlement in the RTA office, which has apparently left it poorer by a few lakh rupees. The Superintendent of Police, Mr K.K. Mishra, said the police has begun investigations into a complaint that there was embezzlement in the RTA office. “We are looking into the matter,” he said. The police was informed through a complaint that the embezzlement began a few years back, with the drafts submitted for National Permit extension being misused by two outside persons. The complainant alleged that in 1997, two persons took out files containing bank drafts deposited for the national permit. They reused these for truck operators who had come for extension of the national permit. The complainant claimed that the duo also fraudulently issued NP authorisation by attesting the signatures of the officials concerned even as they took complete payment from the truck operators. In another instance, the complaint alleged, the duo would ‘buy’ bank drafts from the RTA office and utilise the bank drafts for preparing the file of their customer. The Secretary RTA, Mr Dhull, said the police did come to the office sometime back. “They wanted to see certain records and asked for particular files which has been retrieved by the staff,” he said. |

Govt offer to Delhi units irk
residents FARIDABAD, Dec 28 — The Haryana Government’s invitation to the “ousted” polluting units of residential areas of Delhi to set up such factories in the state has reportedly created resentment among local residents who feel that this industrial town is already reeling under heavy pollution. The residential areas of the district are reportedly having over 400 polluting units running illegally. These units are also evading various taxes. The effluents of such units had been a source of foul smell besides being one of the reasons for polluted underground water. Although the pollution control authorities reportedly sealed 24 units in the recent past, but it is learnt that several of them have come up again in nearby residential colonies. The areas most affected by the problem include Dabua colony, Sahjay colony, Mujesar and Saran villages and nearby Ballabgarh town. Residents fear that if the polluting units from Delhi were relocated here then the pollution level which had already reached alarming point would worsen the living conditions here. The units have been found to be polluting not only the air but also the ground water. As a result the ground water in the town is not considered to be fit for consumption. Several dyeing and processing units have been allegedly discharging effluents in nearby canals which ultimately seeps down to subsoil. It is learnt that the units working in residential areas here have been discharging thousands of litres of effluent daily without any treatment. Owners of several units have reportedly “good contacts” with officials concerned and it could be one of the main reasons that no strict action could be taken against them. The main polluting units are engaged in the work of electroplating, phosphating and heat treatment. The pollution control authorities conducted a survey to detect such units a few months ago. While 200 such units were detected it is alleged that the survey was not done properly. A scheme to relocate such units had also been launched recently according to which 150 units have applied for plots in industrial sector of the Haryana Urban Development Authority. Besides the rejected and banned three-wheeler auto-rickshaws of Delhi have found a more safer and convenient place here to ply. Due to no proper check and implementation of the norms these three-wheelers, majority of which running on diesel engines, have been releasing tonnes of poisonous fumes daily. The residents association of Sector-8 here has demanded a ban on such three-wheelers. |

cashier commits suicide ROHTAK, Dec 28 — Unable to face the disgrace after being charged with embezzlement, Ranbir Singh, a cashier in Meham Cooperative Sugar Mills, reportedly committed suicide by consuming poison in a hotel at Panipat yesterday. According to official sources, the Managing Director (MD) of the mills received the cashier’s suicide note through registered post today. Ranbir Singh of Bhaini Surjan village had reportedly confessed to have committed certain financial irregularities while making payments to farmers and said he was ashmed of what he had done. According to sources, the victim offered his land in the village for recovery of the amount. Moreover, he said in the note that the government could also recover the amount by deducting a part of his wife’s salary. The police had registered a case against Ranbir and his accomplice, Vijender, following a complaint by the MD of the mills yesterday. The two were accused of embezzling Rs 22,40,878. Vijender is said to have absconded. |
Cotton centre to
be upgraded SIRSA, Dec 28 — The Sirsa-based regional station of the Central Institute of Cotton Research, Nagpur, will be developed as the lead centre at the cost of Rs 2 crore to develop cotton of medium, long straple with high strength so that the production of international quality cotton at low input cost in this region is ensured. For this modern laboratories as per international standards will be set up. Disclosing this here yesterday, Dr R.S. Randhawa, Head, Sirsa station, informed the decision in this regard was taken at a high-level meeting of the Central Institute of Cotton Research under the chairmanship of the institute’s Director, Dr C.D. Mahi, at Nagpur. It was decided at the meeting that Dr Randhawa, would be the chairman of five member committee appointed by the institute to monitor cotton research in south zone. Giving this information the regional station spokesman said the other members of the monitoring committee would be Dr U.G. Patel of Gujarat Agriculture University, Dr Van Khere of PDKV, Akola, Dr Hari Prasad Rao of AP Agriculture University, Guntoo, Dr Shevhy and Dr Banerjee renowned cotton scientist of the Central Institute of Cotton Research, Nagpur. |
Overflowing sewers
irk residents FATEHABAD, Dec 28 — Resentment prevails among residents of Lajpat Nagar here over the indifferent attitude of the Public Health Authorities towards the problem of overflowing of sewers. The sewers have been overflowing for the past one week and the residents have made several complaints to the authorities but to no avail. Mr Bansi Dhar Bansal, a local resident and a lawyer in the district courts, told this correspondent that it was a chronic problem for residents. Filthy and foul smelling water often comes out of the sewer main holes and scatters over the streets. Stinking water makes the life difficult for the residents and the passers-by. The municipal committee makes the things worse by dumping garbage in the nearby park in the open. What is worse, the residents allege, that the authorities are indifferent to their woes. Though the residents have made several complaints to the Public Health authorities, no effort has been made to redress their grievances. This is not an isolated case of Lajpat Nagar only. The sewer system of the town in general is in a bad shape. Choking of sewer is a common problem here. This is mainly due to the fact that the sewer lines in the town are of less capacity. No efforts have been made to augment it. Heaps of garbage can be seen scattered here and there. The municipal committee seems to be sleeping over the problem. |
Kidnap drama
ends FARIDABAD, Dec 28 — A ‘kidnap’ drama ended when the kidnapper released his victim within 24 hours and the police arrested him. According to information the accused Raj Kumar, a resident of Sector-7 here, kidnapped a teenaged girl known to him from her house in Sector-15, at gunpoint and in full view of her family members. It is reported that he was friendly with the girl since college days and was a frequent visitor to her house. It is learnt that while the accused was married his love for the victim continued and he kept in touch with her. According to information, the parents of the girl decided to marry off the girl when they came to know of this. The accused came in a car and took the girl ‘forcibly’ away. He threatened to shoot her when her kin tried to intervene. He then took the girl to Delhi but returned on same night and kept her at a secluded place. The girl however, escaped and reached her house. The police later arrested the accused. He has been sent to judicial custody. |

sought into boy’s death REWARI, Dec 28 — Parasram, resident of Jant village, 8 km from here, has made a written representation to the DGP of Haryana as well as the Superintendent of Government Railway Police (GRP), Ambala, seeking a fresh high-level inquiry into the alleged murder of his 11-year-old son, Ravi, whose dead body was recovered from a railway track near the outer signal of Rewari station by the GRP here on October 21. He alleged that in apparent connivance with the killers, the GRP here in its report treated it as a case of rail accident. The concerned investigating officer, however, failed to pinpoint the train which had knocked down the boy dead. He further alleged that after murdering his son, the killers had laid his body inside the track from where it was later removed and placed outside the track by some railway employee. Dr Ashok Kumar Bhagoria, a medical officer of the local Civil Hospital, who conducted the postmortem examination had also lent credence to the occurrence of an accident. |
CM’s gesture to
bravery medal awardee CHANDIGARH, Dec 28 — As a special gesture Haryana Chief Minister Om Prakash Chautala yesterday gave a relaxation in qualifications of Mr Har Kumar, an awardee of the President’s bravery medal in 1992, so that he is appointed water carrier in the Haryana Police Department. An official spokesman said this step had been taken to encourage valiant acts by the people. Narrating the incident, he said Mr Har Kumar was grazing his goats with his friends near a drain in his village on July 3, 1990, when they were attacked by a hyena. He showed exemplary courage in fighting the hyena single-handedly and despite being bitten all over, he beat the hyena to death. |
Governor to open
engg college PANIPAT, Dec 28 — Nemi Chand Engineering College, situated on the Panipat-Gohana-Rohtak highway, about 14 km from here, will be inaugurated by the Governor, Babu Parmanand, tomorrow. The foundation stone of the college building was laid in 1998 by Mr Mahavir Prasad, the then Governor of Haryana. The engineering college duly approved by the All-India Council of Technical Education, the Directorate of Technical Education, Haryana, and affiliated to Kurukshetra University has been set up in memory of late Lala Nemi Chand, a freedom fighter and a social reformer of Bawal in Rewari district. |
PGIMS doctors
hold dharna ROHTAK, Dec 28 — Doctors of the PT B.D. Sharma PGIMS staged a dharna outside the Director’s ofifce last evening in protest against the ‘inordinate delay’ in providing non practising allowance (NPA) to them. Addressing the protestors, Dr D.R. Gaur, President, Haryana State Medical Teachers’ Association, said the Chief Minister, Mr Om Prakash Chautala, last year announced that NPA would be provided to doctors at the rate of 25 per cent of their basic salary. However, he said it could not be materialise so far. He threatened to intensify the agitation if the demand was not accepted. Dr O.P. Chhikara, president, Haryana Veterinary Association and Dr Amarjit Rathi, secretary, Haryana Civil Medical Services Association, also addressed the doctors sitting on the dharna expressing solidarity with them. |
