Three killed in mishaps
ROHTAK, Jan 15 — Three persons were killed in separate accidents in the district in the past 24 hours. An aged woman was run over by a truck at the nearby Maina village today. The deceased has been identified as Ramdei (70) who was hit by a truck (HR 01 GA-0909) while crossing the road.

Seven lawyers arrested for abusing judge
FARIDABAD, Jan 15 — Seven lawyers of the Faridabad Bar Association were arrested today after their bail application was rejected by the Additional Sessions Judge. They were sent to Rohtak jail on judicial remand up to January 27.

Disaffiliation order stayed

Viagra variants to flood North

AMBALA, Jan 15 — The Indian versions of Viagra are all set to storm North India. Penegra by Zydus Cadilla has already been introduced in the market while Juan by Cadilla Pharmaceuticals is going to be introduced in a day or two.

Doctors, on their part, have cautioned that the Viagra variants should only be taken on the advice of a qualified medical practitioner and under no condition should the excess tablets be ingested under the false hope of having a better “performance”.

An employee of Ishan Enterprises for Zydus Cadilla said their tablet Penegra was getting good response in the market. “Right now, Penegra is available in 50 mg strength. The MRP is Rs 72 plus 4 per cent CST for a strip containing four tablets,” he said.

He said they had received orders in advance from all over the state for Penegra. “As a matter of fact, the demand for Penegra is continuing,” he said.

The Regional Manager, Cadilla Pharmaceuticals, Mr Dharmesh Kapoor, said their product “Juan”, which is a Russian name for a playboy who is believed to have several girlfriends, is going to be introduced in North India within two days.

“The Indian market is around Rs 120 crore and we will be the market leaders. We are going to introduce three strengths, 25 mg, 50 mg and 100 mg. The cost to the patient of a 25 mg table strength will be around Rs 12, for 50 mg around Rs 16 and for 100 mg the cost will be around Rs 27 for each tablet,” he said.

He said “Juan” would be introduced in Haryana, Punjab, Himachal Pradesh and Jammu and Kashmir.

The doctors, however, felt that people should not become over-enthusiastic about using Viagra variants.

Haryana state Indian Medical Association president, Dr D.S. Jaspal, said Viagra and its Indian variants are prescribed in cases of erectile dysfunction. “This medicine should be taken strictly under medical supervision. At this stage one cannot rule out the possibility of quacks misusing this medicine,” he said.

Dr Jaspal opined that these medicines are likely to have a good initial draw and later on only genuine patients are going to take it. “The introduction of this medicine in the market will be useful in curbing the sale of the original Viagra on the black market,” he said.

He said since the Viagra variants are going to be available only through a qualified medical practitioner, it will encourage patients to visit only doctors so as to get it. “The patients must stop visiting quacks for such problems and approach qualified doctors,” he suggested. “It is also not necessary that this medicine works on every person,” he added.

The Chief Medical Officer of Ambala, Dr Patnaik, advised against the variants of Viagra being taken by people suffering from heart ailments. “It is a misconception that Viagra or its variants increase sexual libido. It does no such thing. Instead, it only increases the blood flow which leads to erection,” he explained. Dr Patnaik said basically sidefinil salt leads to erection.

They are unaware of being HIV positive

AMBALA, Jan 15 — There are dozens of HIV positive persons in Ambala but they are not aware of their disease. The fact came to light only when their blood happened to be tested in the blood bank here last year. The blood bank doctors did not disclose the finding to them as the government rules do not permit it. Some of them may be regular blood donors, and others could be the commercial blood donors or the relatives of the blood recipients who offer their blood in exchange of tested blood from the bank.

According to sources, during the routine HIV tests conducted in the Ambala blood bank, 26 persons were detected HIV positive last year. There would be definitely be many other people too who may have HIV positive infection but were not detected as they have never undergone a blood test for HIV, said a pathologist.

According to official information, the fact can be disclosed to the affected person only if there is a counselling centre along with the blood bank. Ambala does not have a Voluntary Counselling and Testing Centre. There are only three counselling centres in the state located at Karnal, Panchkula and Rohtak. Eight more centres were proposed by National AIDS Control Society (NACO) in Haryana. The NACO provides the expenses incurred on the centre. The centres could not be started as the NACO has not provided the fund for it so far. In these centres a person can get tested for HIV on payment of only Rs 10.

The president of Haryana unit of the IMA, Dr D.S. Jaspal, has urged the Chief Minister of Haryana to open counselling centres at the district level in the interest of the people even if NACO does not provide funds and grant for it.

According to official sources, around 120 cases of HIV positive were reported in the state last year to the Haryana AIDS Control Society. This number is based on the reports of Medical College, Rohtak, which prepares its report on the information received through district blood banks of the state.

The sources said that the districts located on the national highway in the state are the most effected in this regard. Ambala is the gateway of this region. Vehicles approaching Punjab, Himachal, Chandigarh and even Jammu and Kashmir have to cross through Ambala. Hundreds of truck drivers cross through Ambala everyday, coming from the cities like Calcutta and Mumbai, known for its redlight area.

According to official information, a qualified doctor is forbidden by law to perform an HIV test without the written consent of the patient. The HIV positive report or suspicion of HIV in any patient has to be kept strictly confidential. However, some doctors are of the view that government should allow the test of HIV in the private nursing homes too and the disclosure of the infection should also be allowed after proper testing. If the affected person is not disclosed about this disease, he may transmit it to other persons innocently.

The Indian Medical Association has suggested to the Union Government that the driving licence should bear HIV status and non-official organisations should be encouraged to come forward for social awareness.Top

 

Work in offices returning to normal

CHANDIGARH, Jan 15 — With the withdrawal of the marathon strike by Haryana Government employees yesterday, work in the Secretariat and other state government offices in Chandigarh is chugging back to normal.

Leaders of the Haryana General Category and Backward Classes Employees Welfare Organisation, which was spearheading the strike, addressed their colleagues at the Secretariat in the morning. Speakers, including Mr Sube Singh Yadav and Mr Balwan Singh, urged their colleagues to clear the pending work as soon as possible even if it required working on holidays.

The leaders urged their colleagues to also get back to work at 30 Bays Building in Sector 17, where a large number of state government offices were located, as well as at the New Secretariat Building, also in Sector 17. They said the Chief Minister, Mr Om Prakash Chautala, told them that the high court would soon give its order on the petition challenging the state government order reverting seven Under-Secretaries. The high court order would be implemented by Haryana without any delay, Mr Chautala was stated to have told the employees yesterday. The employees’ leaders also pointed out that the Advocate-General of Haryana was defending the state government order on the reversion of the Scheduled Castes employees. Moreover, a recent Supreme Court directive to the Karnataka Government on the issue of accelerated promotion to reserved category employees, which was submitted to the high court by the counsel of the striking employees, had also brightened their chance, the leaders claimed.

They said that they had twice held negotiations with the government through mediators and on both occasions, the assurances given to them were not kept leading them to resume the strike. They had direct talks with the Chief Minister for the first time yesterday and it worked, the leaders said. There was a good amount of slogan raising in favour of Mr Chautala by the employees.

Even as the strike came to an end, one crucial issue that had remained to be sorted out was regarding the fate of the dismissed employees. More than 60 employees were dismissed from service by the government for participating in the strike. The employees’ leaders said that the issues of dismissal and the “no-work, no-pay” order given by the state government would be sorted out when the employees would next meet the Chief Minister on his return to Chandigarh on January 18.

Mr Sube Singh Yadav, Mr Balwan Singh as well as some prominent agitators, who were earlier barred from entering the Secretariat, were allowed to come inside the building today. The Chief Secretary, Mr L.M. Goyal, told Tribune News Service that these employees were prevented from coming to the Secretariat when the strike was on, since it was feared that they could foment trouble inside the office. “Since the strike has been withdrawn, they are not being stopped from visiting their colleagues”, Mr Goyal said. The Chief Secretary, however, added that the dismissed employees would not be allowed to resume work unless they were formally reinstated.

The pen-down strike had started on October 17 in protest against the state government’s decision to keep in abeyance its order reverting seven Under-Secretaries belonging to reserved categories. It was called off on November 9 following a meeting between the agitators and representatives of the government . The strike was resumed again on November 16.

After an agreement reached between the employees and the government on November 22 fell through, the latter was largely indifferent towards the strike. Senior state government officials here claimed that the employees realised the futility of their agitation and, therefore, they decided to unconditionally withdraw the strike. However, at least one employees’ leader claimed that they were sent feelers by Mr Abhay Singh Chautala, MLA and younger son of the Chief Minister, to meet the Chief Minister. Ordinary employees, interviewed by this reporter, said they were happy to be back at work. A visibly relieved Mr Goyal, too, expressed his happiness at the strike coming to an end.

The strike had severely affected day-to-day government work. However, important work was done as officers took special care to attend to it.Top

 

Good response’ to drive on power dues

BHIWANI, Jan 15 — The Haryana Bijli Vitran Nigam has claimed that it has received tremendous response to its recovery drive in southern Haryana, particularly in those areas where kisan movements have been launched in connection with electricity. The nigam has also claimed that the Satnali area, from where the kisan anodolan had started a few years ago, has now a very little amount to pay. Figures show that an amount of Rs 126 crore is yet to be realised from Bhiwani district.

The kisan movement was launched during Mr Bhajan Lal’s regime when a youth, Mahavir of Fartia village, lost his life in police firing. The police had resorted to firing to disperse agitators in the Loharu area where they had gathered to hold a meeting in connection with their electricity bills.

Farmers had again convened a meeting in August, 1995, during the same regime and constituted the Kisan Sangharsh Samiti in protest against the increase in electricity tariff and irregular power supply. Five innocent farmers lost their lives during a meeting at Kadma. The farmers then supported the Haryana Vikas Party which came to power in 1996. The agitators, who were lured by the slogans of the HVP supremo, Mr Bansi Lal, were soon pressurised to pay the bills.

Then came a slogan of free electricity and water and the farmers stopped to pay the bills and supported the INLD.

The Bansi Lal government decided to take action and refused to replace the damaged transformers in the affected areas until the bills were paid. The farmers gathered to decide their future strategy at Badhra in 1998 and faced the Mandhiali firing episode. Four farmers lost their lives.

Lured by the free electricity and water slogan, the farmers decided to support the INLD.

However, they got stunned when the Chief Minister, Mr Om Prakash Chautala, categorically denied that no such promise was made in the INLD manifesto. Being a shrewd politician, Mr Chautala has, however, been able to win over a majority of the leaders of farmers’ movements who have become his party’s supporters. They asked the farmers to pay the outstanding bills to provide stability to the INLD government. Ministers and MLAs have also been trying to inspire the farmers to clear their payments. The party’s youth wing President, Mr Ajay Singh Chautala, who happened to be here yesterday in connection with “ragini” programme, told this correspondent that the recovery move had proved a boon.

He claimed that now people were paying bills and only the misguided ones had not paid their dues. He said villagers looking for development would have to clear their dues.

The farmers have decided to organise a rally on January 23 in protest against the irregular and insufficient power supply in Bhadra. Opposition parties like the Congress and the HVP have decided not to let this opportunity slip from their hands. The HVP staged a demonstration at Bhiwani today which was addressed by its general secretary, Mr Surender Singh.

Sonepat heading for major power crisis

SONEPAT, Jan 15 — This fast-growing industrial city and a district headquarters in Haryana is heading for a major power crisis as the state government and the Uttar Haryana Bijli Vitran Nigam authorities have failed to replace the 100-MVA transformer which is a part of the 220-KV grid power substation at Fazilpur village, near here.

The 100-MVA transformer collapsed in November last and this has led to frequent power breakdowns, failures and trippings every day. Moreover, the Bhakra Beas Management Board (BBMB) authorities have also started switching off the power supply in the name of low frequency and the UHBVN authorities remain helpless during the period of the power cut.

Representatives of various political parties and other organisations say the region is one of the worst hit in the state. There is no likelihood that the present situation will improve until and unless the 100-MVA transformer is replaced, they add.

The city and its suburbs at present are fed by the existing 132-KV grid power substation of Fazilpur. This is already over-loaded and as a result the region has been facing erratic power supply. If this power substation collapses, the entire region will be in darkness for months together as this sub-station has not been over-hauled since it was installed.

Meanwhile, loadshedding has become a way of life for the people in the city and its suburbs. Whether it is winter, summer and rainy season, residents always reel under heavy loadshedding. The problem becomes acute during the summer season when the demand touches new heights.

Cong protest against power tariff hike

FARIDABAD, Jan 15 — The district unit of the Congress held a demonstration here today to protest against the hike in power tariff and house tax. It submitted a memorandum to the district administration, which was addressed to the Governor.

Seeking withdrawal of the hike in electricity tariff, the party has sought Governor’s intervention to ensure proper supply of irrigation water and other basic facilities to the residents.

The party has also demanded the withdrawal of the increase in house tax and imposition of toll tax and professional tax in the city.

Led by a former minister and general secretary of the Haryana unit of the party, Ms Kartar Devi, the activists took out a march and held a brief demonstration outside the office of the Deputy Commissioner.

However, the city Magistrate, Mr S.S. Dalal, accepted the memorandum on behalf of the DC.

Claiming that the common man, especially the farmers, were being victimised through the “anti-power theft campaign”, they said a “drought-like situation” was prevalent due to the non-availability of water and power, which may affect farmers.

The party condemned the Chautala government policy regarding the issuing of no-dues certificate for getting licences, registration of land, purchasing of pesticides, getting an electricity connection, compensation for acquired land and house tax.

It also criticised the present industrial policy and alleged that several industrial units had been facing closure due to “overlooking” of their interests. They also criticised the economic policies of the Union Government.

While majority of the leaders and party activists took part in demonstration today, some of the “Bhajan loyalists” kept away.

Dangi’s remand extended

ROHTAK, Jan 15 — The Special Judge, Mr Shiva Sharma, today extended the judicial remand of a former Revenue Minister, Mr Anand Singh Dangi, till January 25.

Mr Dangi has been charged with being involved in a multi-crore government land scam and under the Prevention of Corruption Act by the state Vigilance Bureau. Criminal cases under various Sections of the IPC have been registered against him in Rohtak, Ambala and Bhiwani.

The Special Judge held his court on the premises of the district jail keeping in view various aspects of the case and the directions issued by the apex court, besides the law and order situation.

The police sought the extension of the judicial remand. The public prosecutor submitted that the former Revenue Minister should be sent to Ambala courts to facilitate investigation of cases pending there against him.

The defence counsel, however, stated that the police custody of Mr Dangi in all three cases pending against him in Rohtak, Ambala and Bhiwani had been stayed by Supreme Court today. He sought time to produce a copy of the order of the apex court. The Special Judge granted time till January 25 for filing the copy of the Supreme Court order and extended the judicial remand till that date.

Meanwhile, a challan was served today on Mr Dangi in connection with a case registered against him on December 18 last.

A case was registered against Mr Dangi on the complaint of an Inspector, Mr Godhu Ram, on December 18. In the FIR the Inspector alleged that Mr Dangi pushed policemen and tried to escape from their custody while he was brought to the sessions court for hearing of a corruption case. Later, Mr Dangi had climbed a wall in the court complex and delivered a speech to his supporters. The next hearing of the case has been fixed for January 24.

Teachers condemn govt decision

PANIPAT, Jan 15 — The Haryana Government Teachers Association has condemned the government decision to hand over the school education to zila parishads and other panchayati raj institutions alleging that this step would politicise education.

The move was criticised at a meeting of the state executive of the association held here in the Civil Hospital grounds. It was presided-over by the state president of the association, Mr Rajinder Pal Madan.

Mr Madan said on the one hand, the government was planning to link dhabas with internet, but on the other hand, it was reverting the management of education the periods of 50s and 60s by handing over the supervision in the hands of those who were illiterate. He alleged that the Chautala government was out to ruin education system in the state instead of modernising it.

The senior vice-president of the association, Mr Phool Kumar Petwar, said the government should remove pay anomalies of the teachers. The vacant posts of principles, headmasters and lecturers in schools should be filled-up, he said.

It was also unaminously decided that the bi-annual elections of the state executive of the association would be held at Ambala on February 3 and February 4.

INLD won’t reverse decisions: CM

JIND, Jan 15 — The Haryana Chief Minister, Mr Om Prakash Chautala, has stated that it is entirely up to the Bharatiya Janata Party (BJP) whether to withdraw support from his government on the issues of increase in power rates and the formation of the Gram Vikas Samiti.

The Chief Minister told mediapersons here today. Mr Chautala emphasised that his party was a part of the National Democratic Alliance which had continuously supported the BJP, even while the latter had been enjoying power along with the Haryana Vikas Party. He said that this was in national interest and that the INLD would continue to support the Prime Minister, Mr Atal Behari Vajpayee.

Mr Chautala said the two proposals which had been passed in the presence of the Union Cabinet Ministers during the Gohana rally of the Bharatiya Janata Yuva Morcha included the stand of the BJP to withdraw support from the Haryana Government in case the 11.3 per cent hike in power tariff was not withdrawan and the formation of the Gram Vikas Samiti was declared undemocratic. The Chief Minister said his government had taken these decisions after a great deal of thoughts and discussing them with legal experts. A meeting of party workers and MLAs had also been held for considering the formation of the Gram Vikas Samiti.

He said these decisions would not be reversed at any cost. He said if his government was successful in curtailing power thefts, reducing line losses and in recovering pending power bills the rates could be reduced.

While answering a question regarding support price for wheat, the Chief Minister said his government would request the Central Government to increase the support price of wheat keeping in mind the general interests of farmers.

Earlier, the Chief Minister addressed a large gathering after laying the foundation stone of Tau Devi Lal Bal Kalyan Park.

Later, the Chief Minister inaugurated the building of an additional 50-bedded ward of Civil Hospital here.

The Chief Minister also presided over the ‘Sarkar Aap ke Dwar’ programme at Uchana, where he heard the grievances of resident of 49 villages of the Uchana constituency.

CPM plans mass campaign

ROHTAK, Jan 15 — The two-day meeting of the state committee of the CPM ended here yesterday with a resolve to launch a campaign regarding the problems of the masses.

The meeting deliberated on the deepening socio-economic crisis gripping the state and charged the Chautala government with pursuing disastrous policies.

The party felt that there was discontent among people and it had been aggravated due to the continuous shifting of the economic burden on them.

The CPM also charged the government with doublespeak on crucial issues concerning power, irrigation water, employment, education, health and law and order.

It said the Congrees, the HVP and the BJP had done nothing to secure the share of Haryana in canal waters through the completion of the SYL and getting additional water with the completion of the Thein dam.

The CPM said major parties had been deceiving the people by saying one thing while in the opposition and doing another when in power.

It said only a change in policies and not merely personalities would produce positive results. It took exception to the Chautala government for not resisting the Vajpayee government’s policies of liberalisation in the agriculture sector.

The party decided to support the nationwide call by six organisations of farmers for a three-day “dera dalo” and “ghera dalo” agitation at district centres from February 5.

The state committee also decided to convene zonal political conventions of the Left parties and a state-level rally for projecting pro-people alternative agenda.

Talking to newsmen here yesterday, Mr Surender Singh, secretary-general of the party and a son of former Chief Minister Bansi Lal, said the government hospitals, dispensaries and PHCs were lacking the basic requirements of medical as well as para-medical staff. Besides, he alleged, medicines were not available at the dispensaries and the PHCs and no attention was paid towards cleanliness there.

The HVP leader said if the government was interested in improving the health standards in rural areas, it should depute the adequate staff and make medicines available at the dispensaries and the PHCs.

Commenting on the scheme of setting up of old-age homes in villages, he said the government should ensure proper care of the senior citizens in place of establishing old-age homes.Top

 

Three killed in mishaps

ROHTAK, Jan 15 — Three persons were killed in separate accidents in the district in the past 24 hours.

An aged woman was run over by a truck at the nearby Maina village today. The deceased has been identified as Ramdei (70) who was hit by a truck (HR 01 GA-0909) while crossing the road.

Infuriated villagers blocked the traffic on the Rohtak-Jhajjar road in protest against the incident for nearly two hours. Later, a police team led by the SSP, Mr Subhash Yadav, reached the spot and pacified the agitators.

The villagers demanded that a speed breaker be constructed there claiming that it was the 15th accident on the road in the past one month.

Gulzari Lal Nanda remembered

KURUKSHETRA, Jan 15 — On the third death anniversary of a former Prime Minister Gulzari Lal Nanda, a prayer meeting was organised by the Kurukshetra Development Board at Sadachaar Sthal, Nanda’s samadhi, situated on the eastern bank of the Brahmasarovar here today. Bhajans were recited on the occasion.

The Haryana Transport Minister, Mr Ashok Kumar Arora, the Haryana Governor’s Secretary, Mr S.P. Sharma, and the Kurukshetra Development Board Chief Executive Officer, Mr Girish Arora, were among those who laid wreaths on Nanda’s samadhi which was decorated with flowers.

Prominent citizens, government officers, including the city Magistrate, Mr R.K. Singh, Dr Narharisingh Bangar, representatives of various social, religious and political organisations as well as Nanda’s associates, including Prof Himmant Singh Sinha, Mr Sat Prakash Rosha, Mr Ved Prakash Gupta, Mr Vijay Sabharwal, Dr Keshwa Nand Mamgain, Mr Abnashi Lal Arora, Mr Makhan Lal Ralhan and Mrs Santosh Narang also attended the prayer meeting.

Woman succumbs to burns

JHAJJAR, Jan 15 — A woman succumbed to burns at the PGI Rohtak today. According to police sources, Meena Devi, wife of Pyare Lal of Bamnouli village in Bahadurgarh subdivision, received serious burn injuries yesterday while cooking.

She was rushed to the local health centre at Bahadurgarh, where the doctors referred her to the PGI.

The police has registered a case under Section 174 of the IPC. The body was handed over to her family after a post-mortem examination.

In another case, a mentally disabled man committed suicide by setting himself ablaze in Shankar Garden area at Bahadurgarh yesterday.

Pramod (35) set himself ablaze by pouring kerosene. He was married four times and three wives had abandoned him, earlier.

Seven lawyers arrested for abusing judge

FARIDABAD, Jan 15 — Seven lawyers of the Faridabad Bar Association were arrested today after their bail application was rejected by the Additional Sessions Judge. They were sent to Rohtak jail on judicial remand up to January 27.

The lawyers are Lakshami Narayan, Raj Kumar, Dheeraj, Om Parkash, Sukh Ram, Anil Sharma and Sukh Ram.

A case was registered against them under the Harijan Act under Sections 3, 4, 5, 146, 149, 186B and 353 on a complaint of the judicial magistrate on January 9. The magistrate had complained that eight lawyers had accused, abused and insulted him while on duty in the courtroom. One lawyer has absconded to evade arrest.Top

 

 

Disaffiliation order stayed

CHANDIGARH, Jan 15 — A Division Bench of the High Court comprising Mr Justice N.K. Sodhi and Mr Justice R.C. Kathuria today stayed the operation of an order by which Maharshi Dayanand University (MDU), Rohtak, had disaffiliated the Gurgaon-based Anupama Engineering College.

The MDU by an order on December 19 last year had not only disaffiliated the engineering college but also directed its authorities to shift BE (first and second year) students to other engineering colleges in the state.

The petitioner-university alleged that the MDU Vice-Chancellor, Major-Gen Bhim Singh Suhag, has been acting in biased manner against the college as the petitioner college had better infrastructure and facilities than other engineering colleges of the state. Notice of motion has been issued to the university for February 14.Top


 

Disclosure scheme for consumers

CHANDIGARH, Jan 15 — The Uttar Haryana Bijli Vitran Nigam (UHBVN) has introduced a new voluntary disclosure scheme relating to tampered and faulty meters and unauthorised extension of load for domestic and non-domestic consumers. The scheme will remain open from January 15 to 26.

A spokesman of the nigam said that this was the last chance for consumers to disclose the existence of tampered or faulty meters and illegal extension of load on their premises. After January 26 intensive raids would be conducted to detect power theft and penalties imposed, he warned.

The spokesman said the consumers who made voluntary disclosures would have to pay a reduced penalty (one-third of the normal). The reduced penalty would be calculated on the basis of the connected load, as declared by the consumer, or the sanctioned load, whichever was less.

In case the declared load was more than the sanctioned load, the additional advance consumption deposit would have to be deposited by the consumer.

Chowkidar prevents dumping of body

YAMUNANAGAR, Jan 15 — Ashok Yadav, a chowkidar on duty at Shanti Colony here, saw two persons near Chitta Mandir, last night, carrying something on a ‘rehri’ when he raised the alarm and asked them to stop, the duo ran away leaving behind a body. The sadar police has registered a case in this connection. The body has been sent for a post-mortem examination. No arrests have been made so far.Top

FARIDABAD, Jan 15 — A woman was beaten to death on Saturday allegedly by her husband in Patel Nagar locality near Sector 8 here. According to information, Meena, wife of Gopal, residing in Jhuggi colony in Patel Nagar, was beaten up severely by her husband after an altercation over his alleged illicit relation.
