Restraint on relieving IO in
fertiliser scam CHANDIGARH, Oct 15 In pending writ petition seeking an inquiry into the Rs 300-crore fertiliser subsidy scam in Punjab, the Punjab and Haryana High Court today restrained the state authorities from relieving Mr B.K. Uppal, Investigating Officer, from his present assignment and directed him to continue with the investigation into the scam without any hindrance. The court also directed him to not to show any laxity in the investigation. A Division Bench comprising Mr Justice G.S. Singhvi and Mr Justice M.S. Gill today pronounced the order on a civil miscellaneous application, filed by the kisan wing of the Akali Dal (Amritsar) through its president, Mr Satnam Singh Behra. The petitioner had brought to the court's notice that the state counsel had made statement on August 25, 1999 that Mr B.K. Uppal who was conducting enquiry into the scam in respect of Patiala district will also be entrusted with the investigation in respect of other districts also. But now Mr Uppal has received transfer orders but has not been relieved so far. The petitioner also disclosed that despite the orders having been passed for suspension of 11 officers of the Agriculture Department by the Punjab Agriculture Minister, the orders have been kept in abeyance. He alleged that there was interference at the level of the Chief Minister and Agriculture Minister in the investigation. It was further pointed out that Mr Uppal had stated before the court earlier that extraneous forces were interfering in the investigation and that he was feeling handicapped in arresting some persons because of interference from them. The petitioner's fears of influencing the investigation have come true because of the transfer of Mr Uppal, said the petitioner. Earlier the Deputy Advocate-General who was issued notice of the application yesterday, after seeking instructions from the authorities concerned stated at the Bar that investigating officer B.K. Uppal shall not be released as per the undertaking given by the A.G. The court by an order
sought to clear any doubts regarding the relieving of Mr
Uppal from his present work and regarding impartial
investigation desired by the court. |
Private PTDC bus impounded CHANDIGARH, Oct 15 Following a raid conducted by the Chairman of the Punjab Tourism Development Corporation (PTDC), Mr Tarsem Singh Rattian, a tourist bus illegally operating by using the name of the PTDC was impounded today at Zirakpur. After impounding the vehicle the Chairman ordered the suspension of a Deputy General Manager of the corporation, Mr S.K. Chopra, who allegedly was hand in glove with the owners of the bus in its illegal plying between Chandigarh and Abohar. The Chairman has asked the police authorities to register a case against Hari Har Tours and Travels, the company which was plying the bus. The driver of the bus reportedly told the Chairman that the vehicle was operating on the Chandigarh-Abohar route since October 26 last year. The authorities have recorded the driver's statement. Mr Tarsem Singh said criminal as well as civil proceedings would be launched against the owners of the bus. Meanwhile, it has come to light that a large number of persons having political clout at the top level have been plying buses on various key routes without valid permits and registration papers. Such persons neither paid any tax to the government nor followed the rules and regulations. Employee unions of
Punjab Roadways and the Pepsu Roadways Transport
Corporation have urged the state government to stop
illegal plying of such buses but no one bothered to
launch a campaign against such elements. The unions
themselves had launched action against such elements, a
number of times. |
Rode quits as Akali Dal
(Panthic) chief JALANDHAR, Oct 15 Sharp bickering erupted in anti-Badal conglomerate of Akali factions today, with the SAD (Panthic) led by Mr Jasbir Singh Rode accusing SHSAD president Gurcharan Singh Tohra of directly supporting the Congress in the recent Lok Sabha elections in the state. The SAD (Panthic) had fielded its candidate from the Faridkot Lok Sabha seat with the support of the third frond led by Mr Tohra. The party candidates security was forfeited Owning moral responsibility of the partys defeat at the elections Mr Rode also resigned from the post of party president. In a press statement issued by Mr Rode, after the party meeting, he alleged that Mr Tohra did support the party candidate in Faridkot as he was working only on a strategy of defeating the Badal faction. SHSAD meeting to review
performance LUDHIANA, Oct 15 Zila jathedars, SGPC members, working committee members, MPs and former MPs of the Sarb Hind Shiromani Akali Dal will hold a meeting here on October 23 in order to take stock of the party performance in the 13th Lok Sabha elections. The party leadership feels that although the party lacked infrastructure and a proper organisational set up. It was able to influence the outcome of the elections in almost all the 13 Lok Sabha seats of Punjab. Acting president of the SHSAD, Jathedar Surjan Singh Thekedar, also protested against the recent hike in diesel prices and said the party would launch an agitation against this. The SHSAD noted that for the first time since independence no Sikh had been taken in the Union Council of Ministers. It criticised Mr Parkash Singh Badal for his failure to prevail upon the central leadership. The party felt that there was a need to review the policy of free power for the farm sector although it felt big landlords must pay for electricity supply. As regards urban and small industrial consumers, the old power tariff should be charged in respect of 3kva and 50 kva load. He said there was rampant corruption in octroi collection and wanted the government to take immediate action to stem it. He felt it was ironic
that on one hand the government had imposed a ban on
fresh recruitments because of financial constraints and
on the other it was talking of fresh
recruitments in the Badal ministry. |
SGPC asked about jatha plans AMRITSAR, Oct 15 The Punjab Government, in a communication to the Shiromani Gurdwara Prabandhak Committee, has asked to clarify whether a jatha of 3000 devotees will visit Pakistan next month to mark the gurpurab of Guru Nanak Dev or not? After the Amry coup in Pakistan there is uncertainty over the sending of the Jatha. The SGPC had stopped sending jathas to Pakistan in protest against the formation of Pakistan Gurdwara Prabandhak Committee some months ago and decided to send an eleven member delegate headed by Bibi Jagir Kaur SGPC president to meet the Prime Minster Nawaz Sharif to disband the PGPC. The SGPC chief had then announced that if the Pakistan government did not agree to disband the PGPC, the SGPC would not send its employees for making advance arrangements for the devotees. SGPC employees were humiliated by the members of PGPC and pro-Khalistan elements at Gurdwara Dera Baba Sahib and other gurdwaras in Pakistan when the SGPC sent a jatha to Pakistan to mark tercentenary celebration of the birth of the Khalsa in April. The SGPC has convened a meeting of the executive on October 20 at Guru Nanak Niwas here to discuss the controversial Nanakshahi calendar. The calendar was passed by a general house of the SGPC. However, Jathedar Akal Takht, Giani Puran Singh has stopped its implementation till it was passed by the heads of all Sikh institutions. The executive meeting will also finalise the date of election of president of the SGPC, which must be held before November 30. According to sources,

Cong Sewa Dal leaders quit LUDHIANA, Oct 15 (UNI) Punjab Congress Sewa Dal state vice-chairman Ashish Gupta, Ludhiana district chairman Gagnesh Parbhakar, vice-chairman Bhupinder Singh Sham, Amit Arora and Navin Parbhakar and district organising secretary Chintu Kumar and Lalit Goel, along with their supporters resigned today from their posts in protest against the appointments of new chairman of the urban and rural wings of the Dals district unit. Addressing a press conference here Ashish Gupta and Gagnesh Parbhakar said that the state unit chairman, Harbans Lal had no right to make these appointments as these were made by the All-India Congress Sewa Dal. The leaders alleged that
the state chairman was ignoring old faithfuls who worked
in the partys interests during the recent Lok Sabha
elections. |
Brothers on bail shot dead JALANDHAR, Oct 15 (UNI) Two Brothers out on bail in a murder case were gunned down in the district last evening allegedly by their rivals to avenge the killing of two men in an encounter with the police in the same area in March this year. Ujagar Singh, in a complaint lodged with the Shahkot police station, alleged that Sukhdev Singh, and Dhalwinder Singh allegedly shot his sons, Shingara Singh and Balkar Singh, near the Punian adda. Both Shingara Singh and Balkar Singh were among the four accused, including ASI Darshan Lal and forest guard Swaran Chand Sindhu, who had been charged with the killing of Punian village sarpanch Ranjit Singh Jeeta and his family servant Tarsem Singh in an encounter at the farmhouse of Jeeta on the intervening night of March 15-16. Ujagar Singh told the police that Balkar Singh was getting his jeep repaired at around 6 p.m when Rerwan village sarpanch Sucha Singhs son, Shinder Singh, accompanied by Deba and Bhinder, swooped on him in a Tata Mobile driven by Shinder Singh. The father alleged that the accused dragged his son and pumped three to four bullets into him. He said while looking for some assistance, he came across Charanjit Singh and found Balkar Singh also shot dead in his house. It was alleged that the men in the Tata Mobile on way to Punian adda first came across Balbir Singh riding a scooter and challenged him. Balkar Singh fled into
the house of Charanjit Singh to take shelter, abandoning
his scooter. But Deba and Bhinder, armed with rifles,
chased him into the house and shot him. |
Probe ordered into Pinjore
incident CHANDIGARH, Oct 15 The Punjab Police authorities have ordered a high-level probe into the incident involving the beating up of a truck driver, Joginder Singh, at Pinjore on October 3 by three Punjab Police security guards accompanying a woman. The authorities in the Punjab Police headquarters here told TNS that officially no security guard was provided by the Punjab Police to the woman concerned. In what capacity security guards accompanied the woman would be the operative part of the inquiry. They said it had been alleged that the security guards were provided to the woman concerned by a commandant of a PAP battalion. However, the real picture would emerge only after the inquiry was completed. Following the beating up of Joginder Singh, residents of Pinjore had blocked traffic, and the blockage was lifted after the registration of a case against the three security guards. The number of security guards is said to be five but two had managed to escape. It was alleged that the woman had a land dispute with a resident of Pinjore and she took security guards along with her to settle scores with the resident. The authorities said in order to curb misuse of the services of security guards for settling personal disputes, the police carried out an extensive exercise and withdraw security cover in the light of decreased threat from terrorists and changed scenario in the state. Admitting that there
have been complaints of misuse of security men the
authorities said it was the job of the local police to
provide security in cases of personal enmity. |
Medicine scam: 5 get judicial
remand LUDHIANA, Oct 15 The crime branch, Chandigarh, today arrested five persons in connection with the medicine scam involving the bungling of crores of rupees allegedly by certain officials of the Health Department here. Those arrested include Dr Harwinder Singh, District Immunisation Officer, Dr K.K. Jindal, SMO, Hathoor Sahib, Dr Dharam Pal, SMO, Khanna, Dr J.P. Singh, SMO, Samrala, and Mr Jagdev Singh, a pharmacist. Interestingly, the names of all these persons were not mentioned in the FIR registered at the behest of the Health Minister, Mr Manoranjan Kalia, in May. In fact, those persons who had been named in the FIR and subsequently suspended, have now been reinstated at their pervious postings. Those arrested were
presented before the Chief Judicial Magistrate (First
Class), Mr Harpal Singh, and were remanded in judicial
custody till October 29. |
Pay contractors: Chandumajra PATIALA, Oct 15 SHSAD general secretary Prem Singh Chandumajra today urged the state government to cut down on expenses and concentrate on improving the states economy instead of thinking of Cabinet expansions. In a statement here, Mr Chandumajra said expansion of the Cabinet would not serve any useful purpose. Mr Chandumajra said the state government should take immediate steps to defreeze the dearness allowance of employees and execute payments to contractors to ensure development work does not come to a standstill. He said instead of
taking measures the state government was talking of
inviting experts like former Finance Minister Manmohan
Singh and Montek Singh Ahluwalia. He said if the state
government was to receive advice from experts
why have ministers who are supposed to advise the Chief
Minister. |
SHOs judicial remand extended ROPAR, Oct 15 The judicial remand of Didar Singh, SHO of Anandpur Sahib, Malwinder Singh, Malhi, SI of the CIA staff, Gurcharan Singh and Manjit Singh, both constables, Devinder Singh, an SPO, and Sant Singh, a retired police inspector, all suspects in the custodial death of Devinder Singh, alias Bhola, of Hasanpur village near Kharar, was extended up to October 28 by the Chief Judicial Magistrate Mr D.S. Malwai here today. They were sent into judicial custody by the court till today after the expiry of their police remand on October 4 . Devinder Singh, alias
Bhola, a 21-year-old truck driver, died in the custody of
CIA staff here on September 18 last. He was arrested on
the charge of having an assault rifle along with three
other youths Karnail Singh, Sapinder Singh and
Inderjit Singh from Hasanpur village on September 18. The
three youths were released by the Kharar Court on
September 19 when the police said that no weapon was
recovered from them. |
No salaries for four months FAZILKA, Oct 15 Medical officers, paramedical and class IV employees working in the Civil Slum Area Dispensary, Abohar, have not been paid salaries from June to September. According to official sources, budgets have not been allocated by the Finance Department for these employees. Mr Ravinder Luthra,

VC-PUTA relations sour PATIALA, Oct 15 The Punjabi University Teachers Association (PUTA) "honeymoon" with the new Vice-Chancellor, Dr Jasbir Singh Ahluwalia, seems to have come to an end with the association taking a serious note of his attitude towards the PUTA executive at a meeting held two days ago from which teacher representatives staged a walkout. The deterioration of relationship between PUTA and the Vice-Chancellor are significant as the association is packed with representatives who were against former Vice-Chancellor J.S. Puar. The anti-Puar lobby had been "rewarded" with important posts after Dr Ahluwalia took over. However, differences seem to have arisen among sections of the lobby who are in the new PUTA. The heart of the problem appears to be that though former PUTA President Surinder Singh Khaira and others who were anti-Puar had been well adjusted, nothing had been done to remove the victimisation, of some teachers allegedly by the former Vice-Chancellor. When Dr Ahluwalia had taken over he had promised to get all cases of victimisation removed. However, it was not done. The problem was compounded at a meeting held with the Vice-Chancellor two days ago when he told the PUTA executive that he was not ready to discuss their demands as he had given time to the United Teachers Front convener to discuss a letter seeking an explanation from the PUTA President for staging a rally outside the Vice-Chancellors office. Following this an executive member got into an argument with the Vice-Chancellor. Later they staged a walkout. The PUTA general body held a meeting yesterday to discuss the situation arising out of the walkout. It felt that the teachers were within their rights to hold dharnas. It said the dharna to which the Vice-Chancellor had taken objection to held on a call given by the All-India Federation of University Teachers. In a statement here today, PUTA president Gurdeep Singh said the general body had resolved that the President and Secretary be co-opted on the Senate and subsequently elected to its syndicate. Besides this it approved
its charter of demands, which include release of arrears
with effect from 1.1.96, restoration of parity between
merit promotee and directly recruited teachers, and
extension of the retirement age. |
Gas leakage: ice factory
closed BATHINDA, Oct 15 Mr S.R. Ladhar, Deputy Commissioner, today said the ice factory in the Nai Basti area from which ammonia gas leaked on October 13 had been closed. He said the factory located in the heart of a residential area was closed as it was posing a hazard to the health of the residents of the area. He added that Mr Gurtej Singh, SDM, was proceeding in the ammonia gas leakage case under Section 133 of the Cr. PC. Mr Gurtej Singh told TNS that the factory was temporarily closed after an opportunity had been given to the owners for pleading their case. He added that the residents had made a complaint to the district administration regarding the leakage of ammonia gas from the factory. The residents alleged in
their complaint that ammonia gas had leaked from the
factory on earlier occasions too. |
Tubewell staff hold procession ROPAR, Oct 15 On a call of the Joint Action Committee of the Punjab State Tubewell Corporation, employees of the corporation today staged a protest in front of the Deputy Commissioners office in protest against the state government for not releasing their salaries of August and September. Later, they submitted a memorandum to the district administration. The protest was led by Mr Sukhwinder Singh, president, PSTC Workers Union, Mr Sukhdev Singh Toor, president, Diploma Engineers Association, and Mr Darshan Singh Kang, president, Tubewell Employees Welfare Union. Besides these unions, members of the Assistant Engineers Association and Karamchari Dal also participated in the rally. They were demanding
release of their salaries arrears of revised pay scales
and other allowances. |
Probe begins into
encroachments LUDHIANA, Oct 15 Mr D.S. Kala, Commissioner, Patiala, Division, has begun an inquiry into the problem of large-scale encroachments on public land in Ludhiana city. The problem was highlighted in the columns of this newspaper last week. Mr Kala held the enquiry
in the local Circuit House yesterday and today, where a
large number of people appeared before him with specific
instances of encroachments on public land. He will hold a
few more sittings at the Circuit House to enable more
members of the public to appear before him. |
Pensioners pine for rest-room FEROZEPORE: A room for pensioners is under construction near office of the District Treasury Officer (DTO) in the District Courts Complex here. It is being built by the PWD (Buildings and Roads), Provincial Division, Ferozepore. On persistent demand made by the district unit of the Punjab Government Pensioners Association, the Deputy Commissioner, made available land for the room a few months ago. The covered area of the room is 15 ft by 25 ft. Out of its funds, the District Rural and Development Office (DRDO) released a grant of Rs 1 lakh for construction of the room, where pensioners could rest while waiting for their monthly role. Nearly 1,000 pensioners come to the DTO every month. The pensioners association has demanded that the construction work should be expedited. In this connection, the associations district president, Mr O.P. Gabha, has written a letter to PWD Executive Engineer. The letter says appropriate steps should be taken to complete the construction before Divali as the association wants to get the room inaugurated by a VIP in the near future. The XEN has been urged to make a provision in the estimate for a platform along the wall of the room to facilitate their standing. It is stated that this would be the first pensioners room being set up by the administration at a district headquarters in Punjab. Mr Pritam Singh, senior vice-president of the association, says a representative of the association is at hand daily near the DTO office to offer help to pensioners. Every month a pensioner
has to fill a pension withdrawal form. The form is
submitted at DTOs office by the pensioner, only
then would pension be paid. Several pensioners, including
elderly women, are illiterate and the assistance in
filling the form is godsend. The room will provide better
facilities to such pensioners. |
Security situation reviewed JALANDHAR, Oct 15 A high-level civil-military liaison conference was held at headquarters,Vajra Corps. Somewhere in the Western Sector today. The conference was chaired by Major General AD Nargolwala, Chief of Staff Vajra Corps and was attended by senior civil and police officials including commissioners Jalandhar and Ferozepore divisions, IGP (border range) Amritsar, IGP (zonal) Jalandhar, IGP (BSF) Punjab Frontier, Deputy Commissioners of the eight districts, DIGs of three ranges, superintending engineers of Canal and Drainage Departments and Conservator of Forests, Jalandhar. Addressing the conference, Major General Nargolwala reviewed the external and internal situation and said that the ongoing proxy war with the active involvement of the Pakistans ISI would continue and of internal security was going to be a major concern. In such a scenario, he emphasised the need for perfect coordination between the Army, civil administration and the police to ensure an integrated response to defeat the designs of the enemy. Major General Nargolwala
emphasised the fact that the post- "Operation
Vijay" period was even more critical for the
families of the martyrs as also crippled soldiers. He
expressed confidence that the civil administration and
the police would extend all possible help and assistance
towards this end. |
PF office at Hoshiarpur HOSHIARPUR, Oct 15 Talking to mediapersons here today, Mr M.L. Meena, Regional Provident Fund Commissioner, Punjab and the Union Territory of Chandigarh, said there were lakhs of subscribers of more than 14,000 establishments, including the industrial units in Punjab, who were covered under the provident fund scheme. He said a unique scheme had recently been introduced to deliver the provident fund chit and the pension pay order to the retiree at his work place on the day of his retirement. Lok Adalats were being held on the 10th of every month at each Inspectorate Office in the state to listen to the complaints of the employees. Mr Meena said the
Inspectorate Office here, which had started functioning
from today, would cover all employees of all commercial
and industrial establishments, including brick-kilns,
under the provident fund scheme. He said to provide
information regarding claims and cheques computerised
services had already been introduced in all office
throughout the state. |
Woman gored to death by bulls MOGA, Oct 15 A woman of Bhekha village was battered to death when she somehow got entangled between two fighting bulls. The woman Kartar Kaur,
reportedly, was caught up between bulls locked horns as
they charged and battered each other.The bulls were
hitting each other with such force that none of the
villagers present dared intervene. They later recovered
the body of the woman which was cremated. |
Three robbers arrested JALALABAD (Ferozepore), Oct 15 In a swift action, the local police arrested three of the six miscreants within three hours after they allegedly looted Rs 5 lakh from an employee of K.C. Solvent Factory on October 13. On getting information at 1.30 p.m. on October 13 that six car-borne miscreants had robbed an employee at gunpoint the police got into action. Police sources said after getting clues from the eyewitnesses the police nabbed three in sugarcane field near Ratewala village. Mr Manminder Singh, DSP, said Rs 2.55 lakh and a car were recovered from them. The three have been
identified as Satvir Singh, alias Lovely, Ranbir Kumar
and Darshan Lal while the other three were identified as
Balwinder Singh, Kinder Singh and Kuldeep Singh. |
