complainant CHANDIGARH, Oct 15 No woman will be brought to police station for interrogation after sunset unless accompanied by a female relative and a woman police officer in Haryana and special cells will be created for expeditions disposal of cases of atrocities on women. This was announced by Mr S.P.S. Rathore, the new Director-General of Police, Haryana, while addressing a meeting of Range Inspectors general and Superintendents of Police here today. He directed all the police officers to register promptly all complaints received in the stations and give a copy of the FIR to the complainant free of cost. He also directed creation of cells at the state level range level and district level to check sexual harassment of women employees. He also asked the IGs to constitute a task force headed by a DSP at every range to tackle heinous crimes. Underlining the need to make the police honest, people-friendly and responsive, he said the complainants and the public must be shown due courtesy at police stations. He also suggested that efforts should be made to involve people in the crime control measures. The conference discussed in detail various steps needed to make travel safe on roads. In the first phase, it was decided that police presence and mobile patrolling should be strengthened on national highways. Ten cranes were being added to the existing fleet of four cranes for early clearance of blockade on roads in case of accidents, he said. Mr Rathore directed all the police officers posted in the field to implement the directives of the Punjab and Haryana High Court regarding enforcement of traffic rules. Various other measures for prevention of crime in urban areas like verification of migratory labourers and domestic servants, preventive patrolling during day and night on foot, cycles and in vehicles, surprise 'nakabandis', close surveillance on criminals regular checking of places of ill-repute, reintroduction of the system of beat constables and detective foot constables would be taken up soon. The DGP emphasised the need to modernise of the police. The use of computers in checking crime was discussed extensively. The latest and modern equipment were being purchased for the state forensic laboratory, he revealed. The police chief called

and underlined the need to start new short-term
professional courses,especially on investigation,
traffic, 'nakabandi', anti-terrorist measures, human
rights and economic offences at the range level and in

Mr Rattan Singh, DSP State Vigilance Bureau, goes as DSP, Assand, vice Mr Inder Singh, who goes to Dadri in the same capacity. Mr Bishan Singh, DSP, Mahendragarh, and Mr Paramjit Singh, DSP, Meham will swap places. Mr Lal Chand, who was awaiting posting takes over as DSP Ferozepore Jhirka, vice Mr Brijinder Singh, who goes as such to Panipat. Mr Rajinder Singh, DSP, Dadri has been posted as DSP , Kalka, relieving Mr Kulwinder Singh of the additional charge. sans principals FATEHABAD, Oct 15 Because of official apathy, 25 of the 54 government run degree colleges in the state are functioning without regular Principals. Posts of principals in three more college will fall vacant soon following retirement of the present incumbents. Some more principals are due to retire in the next three months. According to knowledgeable sources, there are a total of sixty posts of Principals, Deputy Directors in the state. Of these 25 posts are lying vacant. In the absence of regular principals, these colleges are being managed by officiating heads , usually the senior most lecturer of the college. A survey of the area reveals that Government College Bhattu Kalan in this district, Government College Adampur; Mandi in Hisar district, Government College, Rattia in this district and Government College Nathusari Chopta in Sirsa are some of the colleges without principals. The principal of Government College for Girls, Fatehabad is due to retire in January 2000 while that of Government National College, Sirsa is due to retire in February 2000. In all the college functioning without regular principals, adhocism prevails, affecting discipline and education standard. The government, according to sources, had organised a five-day training camps for senior lecturers likely to be promoted in the near future. The training, held at Haryana Institute of Public Administration Training, was organised from December 28, 1998 to January 1,1999. In all 28 senior college teachers attended. But even ten months later, the authorities concerned have not taken steps to promote these teachers. Another common lament is that while teachers who have put in more than 30 years of service are cooling their heels, juniors with far less service are officiating as principals in many colleges. This causes heartburn among senior teachers. Meanwhile, the
government, it is learnt has initiated moves to promote
13 teachers out of the 28 who attended the course. Even
after these promotions more than half of the affected
colleges will remain without heads. Interestingly, the
promotion of these teachers, does not involve any
additional financial burden as the senior lecturers are
already getting-salaries according to selection grade
equivalent to the salary of a principal. If the
government fills the vacancies, it can satisfy teachers
and improve educational standards and discipline at no
extra expense to itself. |

computerisation HISAR, Oct 15 CCS Haryana Agricultural University here is on its way to becoming the first institution or organisation to make all its employees computer literate. This is part of the total computerisation programme launched in the university early this year. There are about 6000 employees in the university, including both teaching as well as non-teaching employees. The training is being organised on a fortnightly basis. Each employee is trained for 15 days from 9 a.m. to 5 p.m. with a rigorous time schedule. According to Dr Kuldeep Singh Dhindsa, a former Dean and a senior professor in the university, "to catch up with the developed countries in the fields of production and management with accelerated speed, our university took a conscious decision to impart computer training to all its employees". He pointed out, the
ultimate aim of total computerisation in HAU was aimed at
taking benefits to the grassroot level like farmers, who
would be benefited from this programme. |
Lt Atul Kataria remembered GURGAON, Oct 15 Leaders of various political parties and prominent residents of the city paid rich tributes to martyr Lt Atul Kataria on his first death anniversary yesterday. Speaking at a function organised here by the Atul Kataria Memorial Trust, a senior BJP leader and former minister of Haryana, Prof Ram Bilas Sharma, said Lieutenant Kataria had done the state proud by sacrificing his life in the interest of the country. Lieutenant Kataria, of 13 Punjab Regiment, lost his life in an ambush laid by Pak-trained militants in the Kashmir valley. Even while injured he killed four militants. Mr Gopi Chand Ghelot of the Indian National Lok Dal lauded the heroics of Lieutenant Kataria and said even though Haryana accounted for only 2 per cent of the countrys population the figure of martyrs from the state was 20 per cent. Mr Karan Dalal, a former minister from Haryana, expressed concern at the falling standards of morality and civic sense among youth. The Trust announced a
number of social welfare projects in the name of the
hero, including setting up of a school. The Panchayat has
already donated land for the proposed school. |
Plea to appoint new HPCC chief FARIDABAD, Oct 15 Congress workers want the high command to appoint a new incumbent at the earliest to lead the party in Haryana in view of the possibility of the Vidhan Sabha elections being held soon in the state. Party sources who did not want to be identified said this had become all the more necessary after the Congress suffered a humiliating defeat in the just concluded Lok Sabha elections losing all the seats in Haryana. They felt Mr Bhupinder Singh Hooda, state party chief, had no moral right to continue in office after Mr Pranab Mukherjee, General Secretary of the AICC and observer for Haryana quit the office owning moral responsibility for the debacle. It was Mr Hooda who had wrongly advised the high command to bail out the Bansi Lal government. They claimed that Mr Hooda had failed to utilise the opportunity in favour of the Congress. If the decision was not taken at the earliest, the party would also be marginalised in the coming Vidhan Sabha elections. The partymen want

proven loyalty to the Congress who could campaign
vigorously among the farming community which held the key

Plea to abolish contract
system SONEPAT, Oct 15 The Forest Department Mazdoor Union, Haryana, today urged the state government to abolish the contract system and end the exploitation of labourers in the Forest Department. In a press note here, it alleged that officials of the Forest Department had been preparing bogus bills in the name of labourers by showing that they were working with registered contractors. The union also demanded a CBI probe into the racket and stern action against the guilty. The union also alleged that the contractors had not been paying the amount to the labourers as shown in the bills prepared by the officials of the Forest Department and this had caused resentment among the labourers. |
Missing boy yet to be traced YAMUNANAGAR, Oct 15 No progress has yet been made by the police in tracing Rahul Bharti of class XII of the local Sant Nischal Singh Public School who has been missing since August 10. Prof S.L. Saini, father of the youth, said Rahul had gone to school in the morning but had not returned home. On September 4, he received a phone call saying Rahul was in captivity and demanded Rs 5 lakh for his release. Professor Saini said in spite of his repeated requests to the police authorities nothing had been done to trace his son. He appealed to Om

60 blood donors honoured CHANDIGARH, Oct 15 The Haryana Governor, Mr Mahabir Prasad, honoured 60 voluntary blood donors at the annual function of the local Blood Bank Society here last evening. Dr B.N.S. Walia, president of the society, informed the Governor that the honoured blood donors had made 50 to 110 donations. Mr Charanjit Singh had donated blood 120 times. The women who had made 25 or more blood donations were presented mementoes by Mrs Vineeta Rai, Adviser to the Chandigarh Administration. The Governor also
released some greeting cards designed by three prominent
photographers of the city on the theme of voluntary blood
donations. While talking so the star blood donors the
Governor appreciated their gesture and exhorted others to
emulate them. |
Rural college for women KURUKSHETRA, Oct 15 The Jaya Ram Annakshetra and Vidya Peeth yesterday laid the foundation stone of a first rural college for women at Lohar-Majra village on the Kurukshetra-Pehowa road, 12 km from here. This is the first women's college in the rural area which would cater to the needs of girl students of about 24 villages. The panchayat has donated 20 acre land for the setting up this college. Over 1.69 lakh tonnes of
paddy procured CHANDIGARH, Oct 15 Different government agencies have procured over 1.69 lakh tonnes of paddy in Haryana so far. A spokesman of the Haryana Food and Civil Supplies department said here today that in all about 7.75 lakh tonnes of paddy had arrived in the mandis still yesterday as against five lakh tonnes during the same period last year. Of this 7.31 lakh tonnes was grade 'A', 22,077 tonnes of common variety and 21,333 tonnes of basmati paddy. The department procured
27,470 tonnes, HAFED 72,000 tonnes, the FCI 39,000
tonnes, the State Agro-Industries Corporation 6754
tonnes, the State Warehousing Corporation 13,000 tonnes
and CONFED 11,486 tonnes. Millers and dealers purchased
over six lakh tonnes of paddy. |
Teachers' dharna continues HISAR, Oct 15 The indefinite 'protest dharna' launched by the Haryana Agricultural University Teachers Association (HAUTA) entered its third day today. A large number of faculty members attended the dharna. They included the officers of the university also, who extended their full support and cooperation. A HAUTA press release quoted the Vice-Chancellor, Mr Vinay Kumar, having told it that the proposed meeting of the committee for revised pay scales will be held on October 20, instead of October 18. The meeting has been convened by the Chief Secretary, who is also the chairman of the committee. A HAUTA delegation will
meet the Chief Minister, who is expected to visit Hisar
on October 19. Mr Chautala had assured the HAUTA that the
scales would be revised in accordance with the ICAR
guidelines after the code of conduct imposed in view of
the elections was lifted. |

Life term for killing woman FARIDABAD, Oct 15 A local court today sentenced Raju of Gazipur New Colony, NIT, to life imprisonment and Harish, Chhotu and Panna Lal to undergo three months' imprisonment in connection with the murder of Shanti. According to the prosecution, Harish and Madal Lal, brothers were having a property dispute. On December 12, 1997, Raju, who was having a 'pharsa' in his hand, gave a blow to Madan Lal but it hit his wife, Shanti. The remaining accused also caused injuries to Shanti by sharp-edged weapons. Shanti died in hospital the same day. Delivering the judgement
