DM: Take strict action in cases of sexual violence against minors
Dehradun, December 18 At a meeting here, the DM said that the cases involving the murder of minors after committing sexual assault has become a cause of worry for the administration. ''To ensure that sexual crimes against women and minor girls are stopped and the accused given the highest degree of punishment for the crime, the Criminal Law (amendment) Act 2013 was brought into force. Also, the government has brought in Protection of Children from Sexual Offences (POCSO) Act 2012 to safeguard the girls under 18 years of age against eve teasing and sexual violence. The Act also deals strictly with the culprits ensuring harshest of the punishment,'' said the DM. To avoid such kinds of incidents and to put a full stop on sexual crimes against minors, it is very important that the parents of the girl should be made aware of the threat. The involvement of the police administration should also be sought in such cases. During the meeting, the police officials informed the DM that most of such cases take place in slum areas and under-developed city areas where it is easier for the criminals to find their prey. It was also suggested by the law enforcement agencies to involve the women police force and community police in creating awareness among the people living in sensitive areas. The DM ordered the formation of panels in the rural areas that would be holding meetings on monthly basis to create awareness and check any such incidents from taking place. |

Suspended cops hold ‘manokamna havan’
Dehradun, December 18 Addressing the gathering, association’s president Dyal Singh Rawat said that it had been more than a month since they had launched their agitation but to no avail. “Almost a year has gone by since the district courts had quashed the suspension orders issued by the state government. Ever since then no GO has been issued by the state government for the appointments of the BTC teachers. If the demands are not met then we would be proceeding on indefinite hunger strike from January 1,” he said. “Our panel has met the Chief Minister, Education Minister and Principal Secretary (School Education) several times and discussed the issue with them. But nothing has been done yet,” said the association members. On the other hand the suspended police employees said that they were thrown out of the service for applying from two places at the time of recruitment. “Only a handful of police constables were made victim even as several others who applied from more than two places are still in service and no action taken against them,” they said. Those who were present in the havan included Dayal Singh Rawat, Yashwant Singh Gusain, Shakti Prasad Semwal, Hemwati Nandan Bhatt, Sudha Bhatt, Jaspal Kunwar, Ashish Chauhan, Sunil Rawat and Guman Singh along with

Doon CMO visits hospital to inquire docs’ negligence
Mussoorie, December 18 Fourteen women from nearby villages were reportedly not properly treated by the doctors concerned. The women had a harrowing experience during the tubectomy procedure being conducted on them under the family planning programme. The doctors left the women in lurch without completing the surgical procedure after they had been administered anaesthesia at the Civil Hospital. The CMO inspected the hospital compound and met the medical staff separately in order to ascertain the reasons that led to the unfortunate incident. He said the incident occurred because of a technical fault in the laparoscopic machine during the procedure. Defending the operating surgeon, Dr Mahesh Bhatt, the CMO said Dr Bhatt had conducted a large number of such surgical procedures during the last 17 years and the allegation that he left the women unattended was beyond comprehension. However, during the course of an inquiry several gaps and lack of coordination came to light. The CMO directed the officials concerned to remedy faults in the equipment and prepare for such operations a day in advance to avoid repetition of such incidents. He also directed the officials to check the equipment prior to the operations so that poor women did not face problems. Dr Gurpal Singh said he would record the statements of all concerned, including Dr Mahesh Bhatt, and if any case of negligence of duty was found the guilty would be punished. Meanwhile, a race is going on among the doctors in the hospital for the post of Chief Medical Superintendent (CMS). Some doctors, who did not cooperate during the tubectomy procedure yesterday, blamed the present CMS, Dr Sandeep Tandon, for the incident, said sources. Dr Manisha Katiyar, a gynaecologist at the hospital, alleged that they had no advance information about the camp and she came to know about it only a day before the date of the procedure. She added the CMS did not even bother to make arrangements and provide adequate manpower for the surgical procedure to be conducted on 14 women despite the fact that the hospital had only five beds and they could not accommodate 14 women. She alleged that the CMS also did not heed to their plea for additional helpers and nurses needed for conducting such operations, added Dr Manisha. Parmanand, the husband of an affected woman, has filed a complaint of negligence of duty against the doctor concerned and the Civil Hospital and
demanded immediate action in the matter. Police station in charge Rajiv Semwal said they had received a complaint in this regard but were yet to register a case against the hospital and the erring doctor. Meanwhile, Dr Mahesh Bhatt was not available for comments. Residents of the town have also termed the incident as unfortunate. A former Municipal Council member from Jharipani told mediapersons that a woman was so scared that she would not come back for the procedure in future. “This does not augur well for the family planning programme of the government,” he added. He said the hospital staff should ensure that all equipment required for the tubectomy were in proper shape. He also demanded counselling of patients before such family planning

Bank strike successful across state
Dehradun, December 18 They accused the Centre of doing injustice with bank employees in the name of reforms. They also raised anti-UPA government slogans. UFBU convener Jagmohan Mehndiratta alleged the government was trying to benefit big business houses by ensuring their easy entry into the banking sector in the name of reforms. He alleged allowing foreign and Indian business houses to open banks and giving them voting right in the boards of public sector banks were part of the same conspiracy. Mehndiratta alleged the government was planning to close down rural banks and replace them with business correspondent banking, which was another ploy to facilitate the entry of private players into the He alleged the Centre was also trying to bail out loan defaulters who had big corporate houses. “The Centre should rather allow the banks to confiscate the property of the defaulters”, he said. Meanwhile, as per estimates, today’s bank strike in Uttarakhand affected financial transactions to the tune of Rs 400 crore. A total of 2000 banks along with its branches observed a strike in the state as part of United Forum of Bank Unions' stir. Apart from financial loss, cheque transactions involving Rs 350 crore could not take place due to the stir. A total of 15,000 bank employees took part in the stir. |

No longer migrating, aged villagers recall trying times
Pithoragarh, December 18 “Caravans of villagers along with their cattle herds from Barakot in the eastern side of Dhaun district on far west would be visible on the Champawat to Tanakpur route and Banbasa plains in those days. People from almost all hill villages of Champawat district used to migrate to the Terai region as they had no agriculture work and pastures available for their cattle during the winter months. They used to work as labourers in the Forest Department and agriculture fields in the Terai area of Champawat,” said Nath Singh Bisht, a businessman in Champawat, who remembered his days of migration to the Terai region. “We have worked as labourers at the Banbasa barrage on a daily wage of 25 paisa in twenties when it was under construction,” said Bisht. He added the people of Champawat district used to migrate to the Terai area after sowing the rabi crop in their villages and used to return before Holi in March. “By working as labourers they used to earn enough to buy salt, gur, edible oils and clothes for the rest of year. “The practice was stopped gradually after Independence, as the successive governments created means of employment in the district under various development programmes, making people economically better off in the last three decades,” said Bisht. According to historians, the annual migration to the Terai region from hill villages during the winter began in the 7th century. The Chand rulers of Kumaon won the Terai region in the 7th century and facilitated the migration of their hill subjects to the region to enable them to get jobs during dull months of agriculture in the hills. “The period of migration to the Terai region was full of struggle for the hill villagers as it reflected their sheer willpower to sustain themselves in adverse conditions,” said Devendra Oli, a local historian of Champawat district. Oli said the tradition, which was prevalent in some parts of Champawat District, had completely stopped now as new government schemes like the Mahatma Gandhi Rural Employment Guarantee Act had opened avenues of employment in rural areas. “The enactment of the Forest Act has also played a big role in the stoppage of the annual migration as, nowadays, pastures are not available in the Terai region for the cattle of the migrant villagers,” said

Students, volunteers take part in clean Ganga campaign
Haridwar, December 18 A special Ganga cleaning training programme for the volunteers was being organised at Shantikunj. Veteran social activist Gauri Shankar Sharma stressed on the need of restoring the ancient sanctity of holy Ganga River. Akhil Vishwa Gayatri Parivar will be carrying out Nirmal Ganga Jan Abhiyan, under which the cleaning of nearly 2,525-km Ganga stretch will be covered. Shantikunj activists will also sensitise people living adjacent to Ganga ghats to keep the holy river clean. Kedar Prasad Dubey, program coordinator, said Shantikunj activists had taken steps to clean the holy river from Gangotri in Garhwal till Ganga Sagar in West Bengal. “The survey and inspection of the earmarked places was done during the first phase and now the activists will generate awareness as well as clean the Ganga ghats,” he added. The students of National Service Scheme (NSS) wing of Jwalapur Intermediate College also carried out the cleaning drive at Ganga ghats near Singh Dwar. They demonstrated self made placards and urged people to ensure clean Ganga. Satish Kumar Jagta, NSS programme officer, led the volunteers and directed them about the cleaning process and emphasised on the importance of voluntary work in the drive. “Students participated enthusiastically and cleaned the garbage in the Ganga ghats, giving a good message to the society, devotees, pilgrims, tourists and local people,” he added. |

Animal sacrifice prevented during Kanar Mela
Pithoragarh, December 18 Dharchula SDM Pramod Kumar said, "Adequate police force had been deployed at the temple. We managed to persuade devotees into not slaughtering the goats as the High Court has banned this practise. Although the devotees showed some resistance, they later agreed and worshipped the goddess with flowers and fruits.” Dinesh Awasthi, priest of the temple, said, "The mela is organised to awaken the goddess and her guards. Later, when the guards clear the way, the goddess enters into a person and gives blessings to the devotees.” He said devotional songs and dances to the tune of dhol, damau and other traditional musical instruments were also performed to please the goddess and her guards. He said the parental house of the goddess was believed to be situated at a height of 9,500 ft. Meanwhile, some of the devotees were reportedly adamant that they would sacrifice goats. They believe that if they break this centuries old tradition, the guards of the goddess would curse them with bad luck. |

Dehradun, December 18 The Chief Minister handed over a cheque for Rs 2 lakh each to the 33 affected families. He also gave a patient hearing to these families. He took the opportunity to announce a house each to all affected families under the Indira Awas Yojana. Bahuguna directed the state Forest Department to provide furniture wood to the affected families within 15 days. Dehradun, December 18 He appreciated the work done by the officers during the relief operation post the disaster. Bahuguna said the disaster management officers working on outsource basis should be paid better. He said the issue of the debris collection from rivers must be dealt by a committee of experts and help should also be
taken from the departments concerned. After being informed at the meeting that the disaster management plan was ready, Bahuguna asked the Chairman of the Disaster Management Advisory Committee to inspect the same. He said another meeting in this regard would be held in the first week of January. Disaster Management Secretary Bhaskaranand said land had been allotted for setting up the NDRF. A sum of Rs 1,525 crore and Rs 1,220 crore had been sanctioned by World

HC order on recruitments hits rehabilitation work
Dehradun, December 18 In the wake of the Nainital High Court ruling striking down reservation being given to the statehood agitationists and their next of kin by the state government, the Uttaarkhand State Public Service Commission had imposed a ban on the recruitment. As a result, no recruitments and results have been declared in the last three months. “Around 500-600 posts of Assistant Engineers in PWD are lying vacant and between 100-200 posts in the other departments. Similarly, the State Public Service Commission has not declared the results of the examinations and interviews of lecturers, doctors and other important departments, conducted prior to the judgment of the HC,” a senior officer said. “The delay is hurting us as we immediately require man-power to get on with the task of constructing and repairing roads and bridges, laying of water pipes etc. The problem is acute. Atleast the State Public Service Commission could have released the list of the candidates who do not fall under
the reservation. But they have put a ban on all the results,” said a senior officer. |

Killers of VDO still at large
Dehradun, December 18 The police have made three teams to nab Anil, Dinesh and Manoj, who allegedly killed Devesh in front of his family members on Monday morning. “The teams have gone to different states to arrest the assilants and we are also tracking their location on the basis of their mobile phone locations,” MP Saini, head Patel Nagar police station said. The police teams have raided some possible hideouts in Roorkee, Meerut and Ambala, but with no success. It is to be noted that the name of Dinesh came up later in the police investigation. “Dinesh is a friend of Anil and he helped them in committing the crime,” said, Saini. Though, the police are also suspecting the role of another person Ankit, and have already questioned for his alleged involvement in the case. It is to be noted that police are claiming that conspiracy to kill Devesh was made by his sister’s brother-in-law, Anil,
to take revenge for property dispute. According to the police, Devesh’s sister, Ritu, had property dispute with her in-laws after the death of her husband, Sanjay, in 2012 and Devesh has been supporting her sister in her fight, which antagonised Anil. He along with his friends made a plan to kill Devesh, claims police. |

Whiles in the boys’ doubles event, the team from Udham Singh Nagar defeated boys from Pauri in straight sets. Shifali from Dehradun won the girls’ single badminton championship after defeating Aarti from Udham Singh Nagar. category.
In the 63-66 kg category, Lakhan from Nainital lost the match to Rohit from Dehradun by 1-4 score. Dehradun, Almora, Udham Singh Nagar and Pauri have entered the semifinals of the girls’ table tennis championship.
