64 ACC cadets get degrees at graduation ceremony
Dehradun, December 6 The ACC wing of the IMA imparts three-year academic training. Thereafter, the cadets join the academy to undergo one-year pre-commission military training. “As you have performed well during your training at the Army Cadet Wing, you need to continue with added zeal during your training at the IMA. You must make an endeavour to continue to be pro-active, thus, proving to one and all that you are not only good but even better than your peers in all the spheres. You must take pride and draw strength from the background and difficulties from which you have risen because of your own hard work, ability and dedication,” said IMA Commandant Lt Gen Manvender Singh to the cadets. “Knowledge knows no end, it only has a beginning. Our efforts here were not only aimed at instilling awareness in you, but also to make you realise that how much you need
to learn,” said Manvinder Singh. “I would also like to take an opportunity to remind you that ex-ACC cadets have done us proud over the years by winning the highest gallantry awards including the Param Vir Chakra and the Ashok Chakra,” he added. The Chief of Army Staff gold, silver and bronze medals were awarded to Wing Cadet Adjudant Aditya Singh, Wing Cadet Captain V Kumar Rathore and Company Sergeant Major Vikram Bohra. The commandant’s silver medal for first in service subject was given to Cadet Ravinder Kumar, first in humanities stream to CCC P Kumar Sangwan and first in science stream to Cadet Adjudant Aditya Singh. The Commandant’s banner was bagged by Nubra Company. The banner was awarded to the company that excelled in various competitions like sports, academics, camps, debates and discipline. A term indoor club exhibition-cum-competition was also organised after the graduation ceremony.

Dehradun, December 6 For Wing Cadet Adjudant Aditya Singh, despite serving in the Indian Navy as a radio operator for seven years, he found his true calling in the Indian Army. The winner of Chief of Army Staff Gold Medal, Aditya, hailing from Gazipur in Uttar Pradesh and son of a farmer, is the first boy from his village to have donned the olive green uniform. ''I wanted to rise in life and become an officer. My seniors at the Indian Navy helped and motivated me a lot to try for the ACC entry. I worked hard and got through. I believe in action and Army is one organisation which gives ample opportunity,'' he added. The rejection for Khadakwasla-based National Defence Academy did not deter Wing Cadet Captain Vikas Kumar Rathod of pursuing his dreams of becoming an officer of the elite force of the country. After serving as a Signalman for three years in the Corps of Signals, Rathod, hailing from Mumbai, finally cracked the ACC entry. ''I had always the dream of becoming an officer. Even when I could not clear my NDA exams, I had not let go off my dreams. Later, when I joined as a Signalman, my seniors informed me about the ACC entry.'' ''As an officer you can progress in your career which is not in the case of ORs in the Indian Army. My father retired from the Indian Navy and wanted to see one of his sons wear the officer's uniform,''
he added. Eyeing the Corps of Engineers from where his father retired as Naib Subedar, CSM Vikram Bohra, who had served in the AD regiment before being commissioned into the ACC wing, said: '' The standard of life of an OR is not as good as that of an officer. The life as an OR is full of hardships with no results and no scope of improvement.'' ''It was only after I joined as a jawan I realised the potential of an officer in the forces. This got me motivated and I started preparing for the ACC wing entrance,'' he added.

Dehradun, December 6 Submitting a memorandum addressed to the President, the district authorities and the demonstrators alleged that miscreants razed Babri Mosque to ground and it was the duty of the Union Government to get it re-constructed. They also reminded that the Congress party had promised to get Babri Mosque rebuilt after its demolition, but nothing had been done so far. Tanzim-e-Rahnuma Millat president Latafat Hussain said country’s constitution protects rights of its citizens irrespective of their caste, creed and religion. He said by reconstruction of Babri Mosque, the Centre will uphold country’s secular credentials.

Asan wetland water bodies under security to check bird poaching
Dehradun, December 6 Come winters and the only conservation reserve in the country known for migratory birds, Asan Wetland in Uttarakhand, is abuzz with activity. At a distance of 38 km from Dehradun city and in close proximity to Himachal Pradesh, Asan Wetland, spread over 250 hectares, is also an important bird area of the country that witnesses large scale arrival of Siberian migratory birds, particularly Rudy Shelduck species. Yamuna circle forest officials in Uttarakhand keep themselves on toes during winter months as protecting these birds is in their top priority. To curb incidents of poaching, forest authorities acting as night watchmen not only provide security to birds but also ensure that there is no any other activity that disturbs these winged guests. A joint forest patrol party comprising officials of Kalsi and Chakrata forest divisions have already started round-the-clock patrolling at the Asan Wetland and the surrounding other smaller water bodies. Probationers at the nearby Forest Guard Training School have also been pressed into service to ensure that security is foolproof. A control room has also been set up to streamline the security
arrangements. ''This year we have even tried to include other smaller water bodies in close vicinity of Asan under our security cover. Dakpathar and water bodies formed through spillover from the Asan barrage are also under our watchful eyes, as large migratory birds hover around these bodies,'' Conservator of Forests, Yamuna Circle, RK Mishra, said. Mishra said further they have also started a sensitisation drive to make villagers aware of the surrounding areas and of the importance of conservation. ''It is after all through this migratory bird centric tourism that these villagers earn their livelihood as Asan is a bird watchers' delight and attracts a large number of tourists,'' he said, adding that a vehicle with banners and a loudspeaker is on village roads appealing to people to check any bird poaching activity in the region. He also asserted that anyone indulging in anti-avian fauna activity will be dealt with strictly as per the
wildlife laws. Meanwhile, the Yamuna circle forest authorities have started the bird count exercise at Asan to know the exact strength of migratory birds in Asan so far this season. This is the regular exercise held every year and the data so compiled is kept for records. Dehradun, December 6 The Uttarakhand BJP had been entrusted with the responsibility of ensuring a huge turnout in the rally. “To garner support for Narindra Modi’s first political rally, we will organise a cycle rally in five divisions, including GMS road, Veer Chander Singh Garhwali, Deen Dyal Upadhayay, Ambedkar and Dev Suman,” said Neelam Sehgal, president of the city unit of BJP. She said people would also be exhorted to attend the rally and 'Nukkad Nataks' would be held to attract attention. She said the workers would move around the city and new members who had joined the BJP recently, would be felicitated. On December 14, the members of the BJP Yuva Morcha would organise a contact programme. A road show would also be held in the city. In the wake of BJP prime ministerial candidate Narendra Modi's rally in Dehradun on December 15, Chief Secretary Subhash Kumar discussed securing arrangements with officials at a high-level meeting held here today. The Chief Secretary directed the officials to formulate a foolproof security plan and asked them to initiate a mock drill immediately. He said prior to the rally, the verification of suspicious people should be conducted and proper checking of people coming from outside the state be done. Places in the vicinity of the Parade Ground will be under police vigil from December 11 onwards. Requests will be made to the Union Ministry of Home Affairs for a mine detection team and remote jammers. CCTV cameras, explosive detectors and X-ray scanners will be installed in and around Parade Ground. A bullet-proof podium will be set up. A temporary police chowki will be established at the site. Principal Secretary (Home) Om Prakash will hold a meeting with the organisers of the rally on December 9 to finalise the arrangements. Convention of Van Gujjar community today
Dehradun, December 6 While the state government is asserting that the convention is aimed at bringing Van Gujjars of Uttarakhand into the mainstream and discuss their welfare issues, the timing of the convention that coincides just ahead of the panchayat elections has raised eyebrows. Van Gujjars are settled in various rural areas of Uttarakhand, particularly in the Terai region. There is a commendable presence of the community in Dehradun, Haridwar, Terai East, Terai West, Terai Central forest divisions and also in protected areas of Rajaji and Corbett National Parks. The convention that will have presence of Uttarakhand Chief Minister Vijay Bahuguna will have Van Gujjars from all parts of habitations in the state. Apart from Van Gujjars from Rajaji Park that includes re-settled Gujjars from Pathri, Gandikhatta and Sabalgarh, Gujjars from Landsdowne forest division and Corbett will also be attending the convention. Uttarakhand Social Welfare Minister Surendra Rakesh and several other ruling party MLAs are slated to attend the convention, giving a political colour to the convention. Van Gujjars community has often been neglected and the issues concerning them have found little importance among political parties. The issue of respected re-settlement of Van Gujjars from protected areas will be top on the agenda. Proposal for preparation of Aadhar Cards and bio metric identity cards for the rehabilitated Van Gujjars will also come for discussions. The issue of giving BPL status to all rehabilitated Van Gujjars is also on cards.

At Valmiki ashram in Kankhal, a special function was organised where, at the portrait of the great leader, people paid tributes and remembered the pivotal role of Baba Saheb in Indian freedom struggle and uplift
of Dalits. Uttarakhand Kranti Dal also paid homage to the legendary figure, terming him as a visionary who followed Gandhian and
Buddhist principles. Valmiki samaj representative Nitin Teshwar pointed that Baba Saheb always vowed for social equality paving way for the suppressed society people to join the mainstream by guiding them towards education,social equality, reservation and self pride. Lakshman Singh ,block chief of Congress, said that the country could only progress if all the segments of society mutually worked together and bias on the basis of caste,religion and region did not surface. Bhim Rao Ambedkar Yuva Sangathan also remembered the great leader. Preparations afoot for Urs mela at Piran Kaliyar
Haridwar, December 6 Haridwar District Magistrate Nidhi Pandey is reviewing the mela preparations on a regular basis.
The Urs is held in memory of Makhdoom-ul-Azam Hazrat Alauddin Ali Ahmed Kaliyari, also known as Sabir Kaliyari. It witnesses pilgrims from across the globe. Last year, 179 Pakistani pilgrims had paid obeisance at the Piran Kaliyar shrine. At a meeting held here recently, the District Magistrate directed officials to make all arrangements with the utmost care, so that pilgrims do not face any problem during their visit
and stay at the shrine. The District Magistrate said all encroachments in the mela zone would be removed as traffic congestion was the major problem during the mela period. “Encroachments will be removed a fortnight prior to the Urs mela. Adequate police force will be deployed so that no illegal structure comes up again. Besides this, we also need the support of the traders' community and the local people to ensure the successful completion of the mela," said the District Magistrate. The mela administration has also decided that pilgrims from Pakistan will be brought from the railway station to the Sabri guest house, where they will be putting up, under tight security. Similarly, during their journey to the Piran Kaliyar from the guest house, they will be under strict security vigil and their movement plans will be kept secret. According to the police department, over 500 security personnel will be deployed for the Urs mela. Arrangements for additional police force, in case of any emergency, are also being made. Arrangements have been made to ensure round-the-clock power and
water supply.

Education dept to carry surprise checks in Kumaon
Dehradun, December 6 After receiving reports of rampant absentee by the teachers, who were evading transfers, the department was forced to take surprise inspections. The surprise visits were being carried at block, district and state-level by the education officers and the state level officers. “The response of the surprise inspections has been good in Garhwal. We suspended around 22 teachers till yesterday. Now, we will extend the exercise to Kumaon division,” said Radhika Jha, Additional Secretary. “We have revived the system. But to bring in greater transparency, the inspections are being carried by the block-level education officers, the district-level education officers and the state-level officers,”
she added. She said the inspections would be carried every month and the reports would be prepared so that the government has the entire status of the school. |

Lack of rain hits rabi crop in Kumaon region
Pithoragarh, December 6 According to information, farmers have sown the rabi crop in over one lakh hectares.
“If rain did not come in the next 20 days, the wheat production in the hill region will also be affected,” said Dr RS Varma, Assistant Director (Research), Pantnagar University. Dr Varma said the formation of crown root was essential for every plant. "Crops are required to be irrigated within 30 days of sowing, which is not available so far," he said. The water level in the Sharda river has also receded due to lack of rain. The water level this year is 2,983 cusecs as compared to 4,902 cusecs in the corresponding period last year. "Less melting of snow
in the higher reaches and a sharp decline in the temperature are stated to be the reasons behind the low water
level in the river," said Dr HS. Kushwaha, a weather expert, Pantnagar University. Meanwhile, Munsiyari in Pithoragarh is recording zero temperature these days. The maximum
temperature is being recorded at 12°C. According to weather experts, rain could come only after western
disturbance, which seems impossible in the next 15 days. |

Cold begins to hurt disaster-hit families
Pithoragarh, December 6 According to sources, over 25 children and old persons belonging to 48 families living in tents after the natural disaster in June are suffering from fever and cold-related diseases. “Even though conditions in tents have become unbearable due to intensifying cold, the administration has done nothing to give concrete houses to the people,” said Pushpa Devi, president of the Mahila Sangthan, Baram. Pushpa said these people had lost their houses in the flashfloods in the Gori river in June. The administration gave them a tent to every affected family as part of temporary living arrangements saying they would be shifted to pucca houses after some time. “Not only their tents have burst, but also they have no drinking water arrangement. They are fetching water from the Gori by travelling 20 meters downwards,” said Pushpa Devi. On the other side, the disaster victims of the Dhauli valley are facing a shortage of food items as there has been no supply of these items since October. “Free ration allocated by the state government was supplied to these villages in September, but since then no ration has reached there, forcing people to starve,” said Aan Singh Rokaya, former zila panchayat member form the area. Rokaya said the crisis had arisen due to negligence on the part of the administration which failed to keep a check on the contractor, who was given the contract of transporting ration to these villages. |

School on the verge of closure due to lack of teaching staff
Mussoorie, December 6 Rama Devi Narayan Das Bhargav Inter College School (RN Bhargav Inter College) came to being in 1943 due to the efforts of few Good Samaritans of Indian origin who thought of imparting education, particularly in science stream, to the wards of poor
Indian citizens. According to old residents of the town, the school that was renowned for its education and catered to a large number of poor students, has lost its sheen since the dissolution of the management committee of the school in 2003. The number of students that used to be around 300 prior to 2003 has come down drastically to around 150 presently due to the absence of teaching staff in the school, said the residents. When contacted the Principal of the school, Anuj Tayal, said that the school began its downhill journey since the first teacher retired from the school in 1992. Following that the other teachers also began retiring in the coming years that left the school with only few teaching staff members, resulting in dwindling number of students in the school,
said Tayal. He further said that the dissolution of the management committee led to appointment of a receiver from the government in 2003, thus aggravating the problem further and leaving the school in the hand of few individuals, who somehow are managing the day-to-day working of
the school. ''Right now the posts allocated in the school for teaching staff are around 16 in number but only five teachers are running
the school,'' said Anuj Tayal. Being a semi-government school, the responsibility for appointment of the teachers and payment of their salaries rests with the government, added Tayal. Other teachers in the school speaking under anonymity alleged that the receiver appointed by the government has also not taken any interest in the affairs of the school, which has led to a decrease in the number of students in
the school. School teacher Ramesh (Name changed) said that the appointment of the new teachers can only be done after the formation of the new management committee, which includes the district Education Department officials, but since no committee is in place, the chances of appointing new teachers look bleak in the near future. Ramdin (name changed), a parent of a student in the school, said that he works as a daily wage labourer in Mussoorie and cannot afford the high cost of education. Therefore, he has no option but to send his ward in RN Bhargav School but with lack of teaching staff here, he is now contemplating to put his ward in some other government school from the next session. He further said that the government should try to improve the situation in the school or acquire it completely so that students from poor strata do not have to suffer due to lack of teaching staff here. When contacted the Chief Education Officer of the district, SP Khali, said that that he was aware of the lack of teaching staff in the school and said that the plans were afoot to appoint teachers at lecturer level in the school and the procedure for it would
begin soon. |

ACC Cement officials distribute relief material
Mussoorie, December 6 A vehicle laden with the relief items for the disaster affected people was flagged off from Mussoorie by MC president Manmohan Singh Mall early morning from Brent Wood hotel here. President of the ACC Cement, North region, Chtali Prasad informed the media that the relief material would be distributed to the villagers residing around Ghansali village in Tehri Garhwal district. He said earlier the ACC Cement had distributed relief material to the villagers from Didsari, Matli, Gangori,Badethi etc in Uttarkashi district. Prasad also informed the media that the company had also formulated an education plan for students. |

Vehicle carrying illegal limestone seized near Mussoorie
Mussoorie, December 6 When contacted Virendar, Nayab Tehsildar, said they had seized the vehicle and initiated punitive action against the owner of the vehicle carrying out the illegal mining activity in the guise of using the vehicle for the disaster relief purpose. The nayab tehsildar further said they were receiving complaints of illegal mining in the area from past few days and acted upon the tip-off received yesterday. He reiterated the commitment of the administration to continue the drive against the mining mafia in the region. However, when the mining department officials were asked about the incident they showed their ignorance and said they would be able to act only on receiving the report from the district administration. When contacted the DFO Mussoorie Dheeraj Pandey informed that the permission that were given to the vehicles working to supply disaster relief had been cancelled and if the owners were using the vehicles in name of disaster relief it was against the law. It is worth mentioning that the illegal mining was banned during the tenure of former Prime Minister late Indira Gandhi in 80’s. Residents of Kayarkuli village have also alleged that the illegal mining mafia was active in their village too. |

We have a massive rehabilitation work before us. We will ask the Central government to give the roads under BRO to the state government. I will be holding talks with the Minister for Road, Transport and Highway in this connection shortly,” said

Nirmala school celebrates diamond jubilee today
Mussoorie, December 6 The Principal of the school, Brother KJ Antony, informed that it is indeed a memorable day in the long history of the school and the diamond jubilee function will be celebrated in the presence of the former
students and other dignitaries with fervour on December 7. Elaborating in detail about the history of the school, he said that Nirmala Inter College was started in 1898 in the Christian village in Barlowganj, RC Mission compound, by Fr Louis Ofm Cap, who was the parish priest of St Michael’s church in Barlowganj. Its original name was St Raphael’s School and the medium of instruction was Urdu. After a decade the school was closed for a few years and the reason is unknown, and it was the late Fr Leo Ofm who renamed this school and changed the medium of instruction into Hindi in 1953. The school had only 20 children and mostly from the Christian community here. The school since then began to be known as Nirmala
Inter College. |
