Dehradun, November 27 Though, according to the guidelines of the Central Government a separate unit would carry out rebuilding work, it is the issue of the moolah that has caught hold of the minister and the bureaucrat, both trying their level best to ensure that the funds being released as such should directly come under their control. “As different departments have made estimates of their losses, the funds should be released to the heads of the departments, but here contrary interests are playing and now the issue has been exacerbated with a minister raising objections to the arrangement,” said a senior official. While the minister has already been sidelined once, this is one chance that he is not ready to let go and has been able to make the right noises both outside and inside the government. But while the bureaucrat and the minister battle it out for control, it is the departments that are suffering for want of funds. Take the case of Department of Water Resources. While the funds have been released by the Centre, they have not reached the department. The Department of Water Resources had made an estimate of Rs 200 crore as presumed losses during the mid-June disaster. In response, different Central agencies have committed themselves to bear the cost of the reconstruction activity. An amount of Rs 14 crore has already been sanctioned against the amount of Rs 20 crore promised by the Ministry of Water Resources. Under the National Rural Drinking Water (NRDW) progarmme, another Rs 27 crore has been committed for Uttarakhand. Most of these funds have been released but what has actually come in the hands of the department is a miniscule sum of Rs 27 crore that was released through the DMs in the affected districts. Further, another sum of Rs 216 crore would also come by Uttarakhand for undertaking strengthening of rural water supply scheme by the World Bank and also by the Asian Development Bank

HC order on panchayat elections likely to strengthen state’s case
Dehradun, November 27 ''There are contrary interests to the fore in the Congress government. One section wants to hold the elections early, while the other wants to delay them at least till the Lok Sabha 2014 elections are over, but whatever the case may be, the panchayat elections are expected to be delayed which would only help the Congress,'' said Teerath Singh Rawat, Uttarakhand BJP leader. As of now, if the department were to undertake fresh delimitation, it would take at least one or two months for the process to complete. Whatever the political ramifications, the Department of Panchayat is awaiting the copy of the High Court order for deciding the future course of action. ''We will receive a copy of the judgment by tomorrow and will then decide what steps have to be taken, but the final list will be released on November 28,'' said CS Napalchayal, Director, Panchayat Raj. Further doubts are also being caste at the way the entire process of delimitation based on 2001 census report was carried, which in any case would not have withstood the scrutiny of the courts. ''This is a peculiar case, where the delimitation exercise where the term of the pradhans ended in November 30 this year was carried out on the basis of the 2001 census and then the reservation for SC and ST communities on the basis of 2011 census that came out in May 2013, and then further the rapid OBC survey was carried out in 2013,'' said Teerath Singh Rawat. Significantly, the officials in the Department of Panchayat Raj maintain that there would be a marginal change in the demography of gram panchayat and zila panchayat wards. |

Harish Rawat: Ramdev took benefit from Tewari-led Cong govt
Haridwar, November 27 Harish Rawat ,who represents Haridwar parliamentary constituency, where Swami Ramdev resides, ''and has established multi-billion Patanjali Yogpeeth Trust,'' accused Ramdev of taking benefit of getting land for ayurvedic and social purposes from the then Congress state government led by Narayan Dutt Tewari. ''Now Ramdev is accusing the same Congress for no substantial reason, as his political ambition has found interest in communal BJP and in particular Gujarat CM Narendra Modi, whose dubious role during Godhra riots is known worldwide,'' he said. ''I still salute yog guru for his immense yoga and ayurvedic knowledge, but his political siding with BJP and presenting controversial Narendra Modi as able prime minister have not gone down well the masses. Now embroiled in numerous land deals,benami transactions and violation of government norms, Ramdev finds a ray of hope in BJP to save himself from 80-odd cases stacked against him,'' remarked Harish Rawat while talking to TNS at Damkoti state guest house. Adding further he refuted allegations of Swami Ramdev of Congress deliberately trying to nail him in such cases, saying that the cases have been filed only after local district administration submitted a report about discrepancies in land transactions and misuse of property by Patanjali Trust given for social purposes. Lashing out at the media for portraying Narendra Modi as national figure, Harish Rawat said that a whole coterie is working for Modi,which is influencing the media, particularly electronic media channels, buying advertisement slots and also influencing local reporters. ''Modi has the experience of a single state, while Congress leaders have been to Parliament for seven to eight times. On the basis of misleading developmental reports, Gujarat CM has been cornering Prime Minister Manmohan Singh and Congress-led state governments. But Modi forgets that Congress has been twice elected since 2004, when Atal Bihari Vajpayee was at the helm,'' commented Rawat, a five-time Member of Parliament from Almora and Haridwar. On the recent resignation given by Pradesh Congress Committee president Yashpal Arya, the Union Minister said that this was pending as his term was over which was quite
satisfactory. ''We won in 2009 all five Lok Sabha seats from Uttarakhand during Arya's tenure and hope that the next state party president also replicates the same feat in the upcoming 2014 parliamentary elections. ‘Suspend, arrest JP Joshi’
Dehradun, November 27 Joshi has been accused of raping a 26-year-old girl on the pretext of promising her a job about two years ago. Political parties, including CPI, CPI (M), CPI (ML), Mahila Manch and Uttarakhand Parivartan Party, gathered at the Deena Dayal Upadhyay Park to showcase their anger. Later, the protesters submitted a memorandum to the Uttarakhand Chief Minister, Vijay
Bahuguna, demanding a fair and thorough probe into the incident. In the memorandum, it was stated that due to an indifferent attitude of the police, the victim had to get the case registered against accused in New Delhi. It was also requested that an enquiry should be conducted against SP (Rural) J S Bhandari for refusing to register a complaint. Through the memorandum, the protesters also asked the CM to entrust some other government agency for a fair probe. They also demanded the removal of the accused to ensure that he does not influence the proceedings. Govt to fill 37,000 vacant posts: CM
Dehradun, November 27 He said he would give orders for the implementation of the announcements made by him for the area soon. Besides, he announced a trauma centre for the Pratap Nagar area and metalling of the Kautar-Deengaon-Mukhem road. Speaking about the demand for backward status to be granted to the area, he said a survey was being conducted by the District Magistrate in
this regard. On the occasion, lakhs of devotees took blessings after offering prayers at Sem Mukhem mela. Saket Bahuguna, son of the Chief Minister speaking on the occasion drew the attention of the CM to the demands of the Pratap Nagar area residents and demanded construction of an inspection bungalow of the forest department at Mukhem Madbagisad, and allocation of funds for repairing schools damaged in the disaster. He placed a demand to build a mini stadium in Mukhem Madbagisad. Local MLA Vikram Singh Negi asked the CM to set up an agricultural scientific centre at Mukhem, herbs research centre and a girls school in Jakhand. Chakrata traders await apex court’s ruling on re-development plan
Dehradun, November 27 Opposing the Nainital High Court ruling asking the government to acquire shops on Chakrata Road under Sections 4 and 17 of the Land Acquisition Act, the shopkeepers had filed a special leave petition (SLP) in the apex court and managed to get a stay on the order. Talking to TNS, secretary of the Chakrata Road Shopkeepers and Residents' Welfare Society Rajesh Goyal said if the government acquired their shops and houses under the re-development plan and demolished them to convert into zero land, nearly 6,000 persons would be affected. These included the families of the shopkeepers, employees and residents of the area. "We have been doing business here for over 50 years. By uprooting us, the government will not only snatch from us our only source of livelihood, but also a legacy of the city,” said Goyal. “Ever since the MDDA came up with a beautification plan for Chakrata Road, we have been opposing it, he added. “We want that instead of uprooting us and razing our shops and buildings, the previous GO should be brought into effect that gives the freedom to shop owners to construct their own buildings after the approval of their plans,” said Vikram Kalra, treasurer of the association.

Rs 181 cr loan for Maneri Bhali project
Dehradun, November 27 Chief Secretary Subhash Kumar presided over the meeting. The Chief Secretary approved taking a loan of Rs 181 crore from Power Finance Corporation Limited for the completion of the Maneri Bhali phase-II project. The meeting also decided to get flood control works done last month inaugurated by Chief Minister Vijay Bahuguna. Further, a detailed project report of Rs 376 crore was also approved as part of the revival and upgrade of the Maneri Bhali phase-II project.

During the past five days ,six nations medical practitioners and students hailing from Russia, Italy, France, Japan, Lithuania and Bangladesh also took part and learned the intricacies of Marma science and therapy. Haridwar-based Sunil Joshi, expert of Marma therapy, said Marma science is an ancient medical therapy which was based on pressure points and it was the need of the hour to spread its use and concept as it can bring desired results for all patients, particularly the poor who couldn't afford costly medical facilities. Maha Mandaleshwar Hari Chetanandji Maharaj said that today people are looking forward to ayurvedic and Marma Chikitsa medical therapies as they have no side-effects and also due to being non-expensive. The revered saint added that irregular lifestyle, food habits and increase in reliance over allopathic mode of therapies has made today's human being getting born in hospitals, eating at hotels and later dying in hospitals, too. “Marma therapy is time and age-tested. Our forefathers and saints used to adhere to this therapy. Rs 7.5 bn debt hinders co-generation in sugar mills
Dehradun, November 27 Based on the diagnostic study carried by National Federation of Cooperative Sugar Factories (NFCSF), the government had given it’s consent for starting co-generation in the ailing mills last year. The expenses on co-generation were to be borne by the state government (10 percent), National Cooperative Development Corporation (NCDC) 50 per cent and 40 per cent by the Sugar Development Fund. However, during a meeting in the last week of October, it was also pointed out by the NCDC that unless the government works on a mechanism to convert the bad debt into equity the co-generation would not take off. “During the meeting, it was pointed out that the net-worth of the six sugar mills was negative and unless steps were taken to convert the bad debt into equity, things may not proceed on the cogeneration front,” said a senior official. During the past few years, the Sugarcane Department has made several bids to revive its co-generation project for Kitchha, Bajpur, Nadehi (Jaspur), Gadarpur and Sitarganj sugar mills. Out of these mills four are in the cooperative sector while the remaining are government undertakings. To that end the National Federation of Cooperative Sugar Factories (NFCSF) Ltd has suggested sale of surplus power produced through upgrading the steam parameters (co-generation) of sugar mills in the state. Through the co-generation the sugar industry could produce electricity far in excess of their requirement and sell the surplus power or provide power to the state. Interestingly a single sugar mill could provide 6 MW of electricity and during the crushing season around Rs 7crore-Rs 8 crore revenue could be earned by adding value. Old and outdated machines, excessive inventory, heavy sugar stocks and interest burdens are enumerated to be some of the reasons behind the sickness of sugar industry. The study has also recommended use of new technology for increasing the capacity of boilers, which are around 30-35 years old, and is increasingly difficult to get mechanics. |

Sealing of illegal structure stayed
Mussoorie, November 27 The MDDA authorities, led by the Executive Engineer (XEE), Shyam Mohan Sharma, along with police personnel, arrived near the Tehri bus stand to seal the alleged illegal structure being constructed here, but they had to return empty handed when the owner of the site showed a stay order granted by the Commissioner, Garhwal. The XEE, Shyam Mohan Sharma, warned the owners not to continue with the construction without prior sanction from the competent authorities. Speaking to mediapersons, he said they had received a complaint from the SDM, Mussoorie, that an illegal construction was on at the site and after serving notice on the owners they were on their way to seal the construction site but had to retract due to the stay order shown by the owners. He said the authority would seal the construction site if the owner continued with the construction in future. Ashok Kumar, the owner of the alleged building, said he had done nothing wrong, but some persons through false complaints were trying to mislead the authorities. |

Man-elephant conflict: Doon-Rishikesh road closed to traffic from 9 pm to 6 am
Dehradun, November 27 The decision has been taken by the state forest authorities in the wake of a rise in the number of man-elephant conflict incidents, particularly during night hours. A stretch of the road between Sat More and the Rishikesh forest barrier is more vulnerable to such attacks, even involving human losses. Last year, the authorities had forced the closure of the road in December-end after a series of incidents involving elephant attacks on humans and vehicles. However, as part of precautionary measures, the authorities have closed the road to night traffic from this month only. Now, those travelling from Rishikesh to Dehradun will have to take the Nepali Farm route, whereas those travelling from Dehradun to Rishikesh will be diverted through Bhaniawala. Travellers will have to cover an additional 12 km. Dr AK Singh, a senior official of the Wildlife Trust of India (WTI), said the incidents of the man-elephant conflict had increased in the recent times. He said the shrinkage of corridors and unabated encroachment upon their habitat were the main reasons behind this. Dr Singh said the WTI had been strongly supporting securing wildlife corridors as blockages in these corridors were proving detrimental to wildlife. The Dehradun divisional forest authorities said the staff had been directed to monitor the elephant movement in the region.A couple of days ago, an elephant had wreaked havoc in the Ogal Bhatta and Mehuwala regions. The elephant damaged a number of shops and boundary walls of houses, forcing the residents to flee for safety. |

Experts: Women not willing to register sexual harassment complaints
Dehradun, November 27 As a result, since the creation of the apex body at the state for taking up sexual harassment cases in the wake of Supreme court judgment, only eight complaints have come up so far. Experts say while a regulatory mechanism has been set up, lack of awareness and fear of retaliatory action by the oppressor dissuades the women from approaching the body. A couple of months back the state secretariat was agog about a complaint of sexual harassment lodged by a female employee against her superior, and no less then the chief minister confirmed it but before any action could be taken, it was soon revealed that there was no such complaint and the media was held culprit for tarnishing the image of the woman. ''After the Supreme Court directive, the state and district-level committees came into being to tackle the instances of sexual harassment but if we look around, there has not been any positive outcome of these committees so far as providing relief to the women and setting an example so that such incidents are not repeated,'' said Geeta Gairola, a social activist of Mahila Samakhya. A few years back, after a case of sexual harassment was reported by a woman working at the Information Technology Development Agency (ITDA), it came up before the apex body but the case stretched on to several years and when it was at the threshold of resolution, the officer heading the committee retired. ''Resolution of complaints that come for hearing at these committees are time consuming. Sometimes, the government employees against whom the complaint has been lodged, fail to turn, thereby stretching the case. It can be demoralising for the woman,'' said Jhanvi Tiwari, a social activist. |
