Acute shortage of IAS officers in state
Dehradun, November 22 Since the creation of a separate state of Uttarakhand in 2000, the shortage of IAS officers was always felt, but over the years the problem has gained serious proportions with deficiency even at the senior level, forcing the government to entrust the principal secretaries with the responsibilities of three or four departments. “The shortage of officers is all over India, but in Uttarakhand the problem becomes acute as the geographical area has to be covered and in the last couple of years the state has witnessed several disasters. We have been writing to the concerned department at the Centre for increasing the strength from time to time,” said Subhash Kumar, Chief Secretary. The Centre has been allotting either one or two IAS probationers for the last few years to the state at the entry level. Overall, against the sanctioned strength of 120 IAS officers, at present a total of 76 IAS officers are serving in the state. There is a total of 66 sanctioned senior posts under the state government. Under direct recruitment, a total of 84 posts have to be filled, 36 posts to be filled by promotion and selection under rule 8 of the IAS Service (recruitment) Rules. Depending on the seniority of the officers, around 26 posts have to be reserved under Central deputation and senior IAS officers of Uttarakhand Vibha Puri Das, Keshav Desi Raju, Rajeev Gupta, Amarendra Sinha, NN Prasad, Anjali Prasad, Shatrughan Singh, Anup Wadhawan, Utpal Kumar Singh, Dr Rakesh Kumar and Anand Vardhan are already on deputation at the Centre. Even as the state grapples with acute shortage, almost all the senior officers had been eyeing a Central deputation and most of them have extended their tenures. Further, in the past two years (between 2012-2013) 14 IAS officers would retire. With the year almost coming to an end, at least four officers would retire in 2013 putting an additional burden . The officers who would retire at the end of 2013 are senior IAS officers Vibha Puri Das, MC Upreti and Dr Hemlata Dhondiyal. A total of nine have already retired in the last few months. While out of the four officers on deputation from other states, Additional Secretary Piyush Singh has been already relieved and he has gone back to his home cadre.

Haridwar, November 22 The Governor pointed that Indian culture is one and so is its tradition, which binds different religions into one unit. “Unity in diversity is the hallmark of Indian culture. The present and younger generation should maintain this harmony. Messages of revered philosopher Swami Vivekanand need to be imbibed and disseminated to the educated and illiterate both. Time has come when we should rise above communalism and every kind of narrowness,”said Governor Aziz. Calling on for sticking to old traditions and customs yet aiding them with modern technology and science, Qureshi said that this combination needs to be focused on eradicating poverty and other social malpractices as well as welfare of whole society. Citing an example of communal harmony during his visit to Indonesia,Uttarakhand Governor said that he saw a mosque just adjacent to Lord Hanuman temple,which speaks highly of the harmony and thinking of the Indonesian people. “Need is of having a Hindu mind in a Muslim body and vice versa. Then only we can be called totally secular and India will again be a developed nation as it was in the ancient era,” voiced Governor Qureshi. Uttarakhand Health Minister Surendra Singh Negi announced on the occasion state ban on sale and consumption of tobacco in Uttarakhand. Surendra Singh Negi said that ill-effects of consumption of gutka were severe not only for the health of the people but also for whole society, state and families of the consumers as it paves way for many diseases, including cancer. He added that this prohibition also means loss to the state exchequer. Yet in view of the health aspect and Uttarakhand being a new state, with limited resources, state government has taken this bold initiative. Noted Hindi literati Narendra Kohli cited various life instances of Swami Vivekananda which touched untouchability, casteism and myths concerning religion. Narendra Kohli urged youths to follow the life and principles of Swami Vivekanand, who mesmerised the whole world with his thoughts, philosophy, life and principles. Bahuguna wants SC status for Pauds, Pondas, Rai Sikhs
Dehradun, November 22 The Chief Minister said he had put forth a proposal of including the above mentioned communities in the SC category. Last year also, the Chief Minister had written to the Centre in this regard. He said with regard to the inclusion of the Namo Shudra, Pod and Ponda communities in the SC list, there were several queries by the ministry concerned and a committee would be set up for the same. While a survey on the social and financial condition of Namo Shudra, Pod and Ponda castes was done by Pant Nagar University in 2009, a similar survey is being carried out by Doon University on the status of the Rai Sikh community. The Chief Minister said the surveys carried out in the past indicated that the SC status to these communities was important to ensure their development, adding their inferences and facts would soon be handed over to the Centre. During the meeting, the Union minister also gave her sanction to hold a mega camp in the state for the welfare of the physically disabled. Prosthetics for assistance to them would also be distributed
at the camp. Discussions were held on the issue of relaxing compensation norms for those who became physically disabled during the
natural disaster. The Chief Minister said the state's Social Welfare Department would soon send a formal proposal to the Centre in this regard. It was decided to review the work of NGOs working with the support of the Union Social Justice and Empowerment Ministry in the state and to provide opportunities to new organisations. A meeting by the ministry will also be organised in Dehradun on December 7 on all these issues. Laptop scheme for SC, ST students hits roadblock
Dehradun, November 22 The scheme announced by the Department of Social Welfare was meant to equip the students belonging to the SC, ST and OBC categories with an aid that may be beyond their means. The scheme was announced early this year and an allocation of Rs 6 crore was also made. But instead of making the monetary provision under the Social Welfare Department, the allocation was made under the Department of Higher Education. Now when the time came to distribute the laptops, the Department of Social Welfare did not have any money to foot the bill, as a result the laptops could not be distributed, despite the announcement made early this year. ''We are awaiting for the Department of Higher Education to transfer the money to us and it would take some time. However, despite the delay we would be distributing the laptops as soon as the panchayat elections are over,'' said S.Raju, Principal Secretary, Department of Social Welfare. Interestingly, among the several plus points that could be enumerated as regards the Uttarakhand laptop distribution scheme, these would be distributed only among the engineering and medical students belonging to special
categories. This was not the case in UP. ''The laptops would prove useful for the students who are already undergoing engineering and medical courses and around 2,000-3000 students would benefit from the government largesse,'' said S Raju. The cost of one laptop is expected to be pegged between Rs 20,000-Rs 30,000. No readers; microchips fail to track tuskers
Dehradun, November 22 In 2009, on the directions of state wildlife authorities, microchips were injected in over a dozen camp elephants used for safari activities in and around Corbett. This was done to ensure identification of every elephant as the chip reader identified the 10-digit code allotted to each animal. But even after four years of this process, ensuring foolproof identity to these camp elephants is still a dream. Last year, the Uttarakhand chapter of People for Animals, on the directions of the National Tiger Conservation Authority (NTCA), had conducted an appraisal of the overall status and housekeeping of the six captive elephants around the Corbett Tiger Reserve and it found large-scale anomalies, which included lack of accessibility of microchips put on elephants. In its report submitted to the NTCA, the Uttarakhand chapter of the PFA disclosed that there were number of elephants in which microchip number could not be detected. “Ours was the first survey done at Corbett in Uttarakhand since the Project Elephant guidelines have been launched by the Union Ministry of Environment and Forests and we found blatant violations, which included cases of non-detection of microchips”, PFA member secretary Gauri Maulekhi said. However, veterinary officer Dr Rajeev, who had undertaken microchip implants in camp elephants in and around Corbett, admits that detecting implanted microchips at times become quite challenging. |

Minister inaugurates road
Planning and Sports Minister Dinesh Aggarwal inaugurated aroad constructed by the MDDA at a cost Rs 14 lakh in the Trinetra Colony, Kargi, near here, on Friday. Addressing a gathering, he said the development of the areas was his top priority. “During my tenure of 12 years, I have tried my best of fulfilling the basic needs of the people such as clean water and roads in Dharampur. The areas that do not have access to water or roads would soon be provided with the facilities.” Stating that the construction in the city was haphazard and unplanned, the minister said till now there was unplanned construction being carried out in the city, resulting in several illegal constructions in the city. 1585 women to contest panchayat elections
Pithoragarh, November 22 According to information, out of a total 8 posts of block pramukh in the district, only one post, in Kanalichina block , has been given to the general seat. The rest 7 posts will be reserved for various categories ranging from general women to other reserved categories. According to information released by the DM, in all 8 block committees of the district the number of women elected members will be 151, out of total 299 seats, which include 6 out of 11 tribal, 41 out of 79 Schedule Caste, 10 out of 16 OBC women candidates. “The reservation pattern has been arranged on the basis of the population of 2011,” said the DM. Releasing the forthcoming panchayat election schedule to the press, the DM said that out of total 34 seats of members of zila panchayat, 17 seats have been reserved for the women candidates in the district. “This includes 1 woman from Schedule Tribes category, 9 from Schedule Castes and 9 women from general category,” said the DM. The district has a total number of 677 gram pradhans, out of which a total of 340 seats have been reserved for the women candidates, which include 14 women from schedule category, 91 from Schedule Castes, 31 from other backward castes and 264 general women candidates. “This reservation pattern has been adopted on the basis of a total population of 4,06,200 of the district, according the census of 2011, which has recorded the population of Schedule Castes at 10,7281, population of Schedule Tribes of 15,882 and OBC population of 46,918 in the district,” said the DM.

Dehradun, November 22 The aspect of 50 per cent reservation for women in panchayats has been taken into account while releasing the interim reservation status. This would be up for scrutiny, after which final list would be submitted to the state's Election Commission. The detailed status of interim reservation as proposed by the Department for Women is: three in
Uttarkashi, five in Tehri Garhwal, eight in Pauri Garhwal, one in
Rudraprayag, five in Chamoli, three in Dehradun, three in Haridwar, three in Udham Singh
Nagar, four in Nainital, six in Almora, two in Champawat, one in
Bagesherwar, four in Pithoragarh. The break up of 29 seats proposed under reservation for women belonging to the SC, ST and OBC categories is: one in
Uttarkashi, four in Tehri Garhwal, six in Pauri Garhwal, one in
Rudraprayag, four in Chamoli, none in Dehradun, one in Udham Singh Nagar, three in
Nainital, four in Almora, one in Champawat, one in Bageshwar and three in
Pithoragarh. According to an Other Backward Classes (OBC) survey carried out by the Panchayati Raj Department, as many as 1,61,2289 persons belong to the OBC category in the state. Objections, if any will be received by the Panchayati Raj Department between November 21 and 23. Disposal of objections will be taken up from November 25 to 27. After clearing objections, the reservation status for Panchayati Raj elections would be published on November 28. The last date for inviting proposals for reservation is November 30. The Panchayati Raj Department will submit proposals for final publications.

Manch president Pandey said celebrating the 75th birthday of Mulayam Yadav in Uttarakhand was disrespect to a number of statehood agitators who lost their lives and to women who were assaulted at Rampur Tiraha in Muzaffarnagar when Mulayam Yadav was the CM of the erstwhile Uttar Pradesh. “How can we forget the role of Mulayam Yadav and police officials in firing on unarmed Uttarakhand activists at Rampur Tiraha (crossing) in Muzaffarnagar (Uttar Pradesh) on the night of October 1-2, 1994?" he asked He alleged Mulayam Yadav was always against the creation of the separate state of
Uttarakhand. And still today, he was against it. "Then how his birthday can be celebrated in Haridwar or any other part of the state?” asked
Pandey. Castigating SP leaders from Haridwar, women activist Meera Raturi alleged they had time to celebrate Mulayam Yadav’s birthday, but no time to visit the Narsain Shaheed
Sthal. The Uttarakhand Kranti Dal also accused Mulayam Yadav of being

Digitisation work of crime data to be over by March
Dehradun, November 22 ''After finishing the work of connecting 125 police stations online, our main focus now is to digitise the crime data of the state of the last 10 years and the whole work of digitisation will be finished by March 2014,'' SP, State Crime Record Bureau (SCRB), Neelesh Anand Bharne, told The Tribune. The crime data, which is being digitised, includes details related to criminals along with their past history, theft vehicles, missing persons, absconding criminals. Once digitised, the information related to any of them will available at the click of the mouse, which would only be accessed by police officials involved in crime prevention activities. ''It will be convenient for the police officials to fetch information related to any criminal. General
Diary (GD), FIR details and present status of any case, and also all the data would be available in digital form,'' said Nilesh Anand Bharne. It is to be noted that CCTNS project aims to automate and network police stations across the country to facilitate sharing of data, including that of criminals. After the implementation of the project, all the FIRs and GDs are supposed to be written in digital form, instead of documenting them in registers. Notably, NIIT is implementing the CCTNS project in the state and digitisation project is also being carried out by NIIT. The Tribune also learnt that state-ownd CCTNS server is also coming up at Information Technology (IT) Park at Sahasthradhara Road in Dehradun. Presently, the server is located at Delhi.

Farmers likely to get price of Rs 3,600 per quintal for mustard
Dehradun, November 22 This forecast has been made under a national agriculture innovation project (NAIP) ‘Establishing and networking of market intelligence centers in India’ under operation in the department. One of the objectives of the project is to forecast prices well in advance of sowing of selected agricultural commodities and during harvesting. Principal project investigator, Dr Anil Kumar, along with other scientists conducted a survey of Rudrapur regulated market, a major market for mustard/toria in the state. They analysed the price data which prevailed in this market for last 14 years (1998-2012). The results of econometric analysis showed that the wholesale prices of mustard/toria in Rudrapur market would be in between Rs 3,500 to 3,600 per quintal during January to March next year. Scientists have advised farmers, who wish to take up mustard cultivation in the coming season, to decide the area under crop considering forecasted prices of mustard/toria as well as other conditions suitable for the crop. Sowing of mustard/toria starts in September and continues till the end of December. Rajasthan is the largest producer of mustard/toria as it contributes 54 per cent to the country’s total production followed by Punjab and Haryana, which together contribute 14 per cent. Other major producers of mustard/toria seed are Madhya Pradesh, Chhattisgarh (13 per cent each) and Gujarat (7 per cent). The main regions taking up production of mustard/toria in Uttarakhand are Bajpur, Kiccha, Gadarpur and Rudrapur. The sowing of these crops in US Nagar district starts from September and ends in November. Mustard/toria is a 120-day crop and its harvesting starts from December end.

96 bird species spotted in new conservation reserve
Dehradun, November 22 Organised by the eco tourism wing of the Uttarakhand Forest Department, the camp was sponsored by the Uttarakhand Council of Science and Technology and consisted of a combination of lectures and field trips. Chief Conservator of Forests, Kumaon Region, Paramjit Singh, who was the chief guest at the closing ceremony, gave away certificates to the participants. He briefed the participants about the recent steps taken to promote eco tourism in the Powalgarh Conservation Reserve, including community involvement. Earlier, Dr Dhananjaya Mohan, who conducted the camp, said in all 25 participants, including 12 forest guards, one forester, eight nature guides and tour operators, two range officer trainees and two villagers attended
the camp. He said the participants watched birds around the forest rest house campus along roads leading to Sitabani and Kyari and had a rewarding day-long tour to
Sandanigaja, all in the Powalgarh Conservation Reserve. According to Rajiv
Bhartari, Chief Conservator of Forests, Eco Tourism, now the 19th birdwatching camp, is going to be organised in Nandhour Wildlife Sanctuary from December 13 to commemorate the first anniversary of its formation as a wildlife
sanctuary.

Dehardun, November 22 “Both the Congress and the BJP have done nothing for the progress of the nation during their tenure. While the Congress is responsible for the widespread corruption in every sphere, the BJP is behind the communal divide of the country. The Samajwadi Party is the only party that gives equal respect to every citizen and treats them at par,” he said. Former state SP president Vinod Barthwal said, “The state was struck with a natural calamity in which thousands lives were lost and property worth crores being lost. The state government has done nothing concrete in rehabilitation of the displaced villagers and helping them set their daily sources of income.” The party also flagged off the Kranti Rath Yatra in the state that would spread the message of the party and Mulayam Singh Yadav.

Agitators warn of intensifying agitation
Dehradun, November 22 Addressing a gathering, Pramila Rawat, secretary of the sangathan, said: “The government has not even once enquired after the health of those have been on an indefinite fast for the past 14 days.
On the State Foundation Day, the CM had announced that our demands will be accepted and implemented at
the earliest. However, nothing has been done so far." He said if the government failed to issue a government order regarding the implementation of their demands, they would intensify their protest. Meanwhile, statehood agitators, Jitender Chauhan and Jabbar Singh Pavel, continued their indefinite fast for the fifth consecutive day today.

Tax Superintendent (DMC) Rajesh Naithani said illegal constructions and kiosks were removed today. “We have confiscated the goods of the encroachers, which will be released only after the deposit of the fine by their owners.", he said. “Shopkeepers and stall owners are habitual offenders. But under the Nagar Nigam Act, we cannot do anything against them except penalising them,” said Naithani, adding they would be conducting the drive on EC Road and in the Rispana Bridge area tomorrow.

Dehradun, November 22 After the implementation of the Sixth Pay Commission while employees of the Police Department above the rank of sub-inspectors were paid arrears from 2006, sub-inspectors and those below this rank were left out. Later the affected employees approached the high court, which passed order in their favour. However, the government is not keen to implement the orders of the single Judge Bench of the high court and is planning to approach the division Bench of the court.
