Dehradun, December 3 One of the awardees, Guneet Sethi of New Delhi, lost her eyesight 30 years ago. She is a radio jockey and is the voice behind the programme,"Yeh hai roshni ka karvayan". She has also worked in the social sector. Guneet is the recipient of a national award by the Union Ministry of Social Justice and Empowerment. Shailender Kumar Sonkar of Jaunpur became visually impaired when he was afflicted with small pox. At present, he is Deputy Commissioner (Disability) in the UP Government. He completed his masters degree from DAV PG College, Dehradun. An expert in computers, Dinesh Kaushal of Gurgaon is working as a technical leader in Wipro technologies. He has mentored 60 plus developers to make 85 to 150 enterprises. He has developed features for JAWS (screen reader for windows) and SARA (scanning and reading appliance). Veena Mehta Verma of New Delhi is a deputy manager with National Thermal Power Corporation. She is visually impaired by birth, but this did not deter her from achieving her goals. However, as a student, Veena had to fight several legal battles with leading universities for getting admission to the MBA course. She is a keen mountain climber. Hailing from Kolkata, Apurva Sheth has given hope to numerous visually impaired men and women who nurse a deep desire to start their own enterprises. A proud owner of Apu Cable, Sheth has employed five persons. The NIVH also honoured its employees, Manjeet Singh Saini, Kamalbeer Singh, Principal, Adarsh School, Dr Vinod Kumar Jain, Neeraj Gandhi, Geta Kaitaith, Muninder Dhobal and Jaikaran, on the occasion.

Dehradun, December 3 Addressing the gathering, Raju said: “Terming disability as a cause of wrong deeds done in the previous birth is absolutely wrong. The society needs to change this perception. The children who are born with some disability are not given medical attention, as a result of which the percentage of disabled persons is increasing.” During the function 30 disabled persons and their assistants were given certificates and Rs 5000 cash award. A book titled ''Saksham'' was also released by the chief guest.

Potato farmers to get Rs 450-550 per quintal: Scientists
Dehradun, December 3 The project team of the Pantnagar centre conducted a market survey of Haldwani regulated market, a major market for potato from plains in Uttarakhand, and analysed the wholesale price data which prevailed for the last 22 years. The econometric analysis indicated that wholesale prices of potato in Haldwani market would be in the range of Rs 450 to Rs 550 per quintal from January to March 2014. Hence, the scientists advised farmers to take marketing and storage decisions according to the price forecast. The traders of Krishi Utpadan Mandi Samiti, Haldwani, had reported that Uttarakhand was not self-sufficient in meeting the demand of potato for the state and they had to procure potato from other markets like Farukhabad, Sambhal, Ujhani, Badaun and Agra markets of Uttar Pradesh and Hoshiarpur and Jalandhar markets of Punjab. The sowing of potato in plains starts in mid-September and ends in November. The harvesting of the crop starts in mid-December and lasts up to March. The arrival of newly harvested crop starts from mid-December and ends in April. Thereafter, the arrival of potato from plains is from cold stores. According to a survey, January, February and March were the peak arrival months and June, July and August were the lean arrival months of potato in Haldwani market. Potato is grown in more than 150 countries in the world. China ranks first while Russia and India rank second and third, respectively. India contributes approximately 7.5 per cent of the world’s total potato production. Yield per hectare in India is quite low, standing at 23.68 tonne per hectare as compared to 30-40 tonnes per hectare in European countries. The area under potato cultivation was 1.90 million HA with a total production of 45.00 MT in 2012. Major potato growing states of the country are UP, West Bengal, Bihar, Gujarat, Madhya Pradesh, Assam, Punjab and Karnataka, which together account for about 86 per cent of India’s production. As far as Uttarakhand is concerned, very less area is covered under potato in the plains of the state during normal season. However, potato is arriving in the state markets from Uttar Pradesh. SC accepts report to return encroached colony to Corbett Tiger Reserve
Dehradun, December 3 The SC has also rejected the separate application filed by the state government to retain an engineers' academy inside Corbett. It has also asked for any land pending with the Uttar Pradesh government to be handed over to Uttarakhand. The SC also ordered the Uttarakhand government to relocate the traders from the area. ''This is a great victory for tigers, elephants and other wildlife of Corbett,'' said Ashok Kumar, Vice-Chairman, Wildlife Trust of India (WTI), who had first moved the Allahabad High Court on the case in 1999, and has been following up on it since then. Ritwick Dutta, Supreme Court advocate with the Delhi-based Legal Initiative of Forest and Environment, who has been helping WTI in its legal matters, said:''It took almost a decade for the case to reach this stage. It is all due to WTI's Ashok Kumar's persistence and never-give-up attitude and Anita Shenoy who argued the case in Supreme Court that this has come through, despite strong objections.'' The state of Uttarakhand will have 6 months to ensure compliance and report back to the court. It is noteworthy that the New Kalagarh Irrigation Colony consists of about 784 families within the southern boundary of the Corbett TR. The area was temporarily handed over to the Irrigation Department in August 1966, for use during the construction of the Ramganga Hydel Project in the then undivided Uttar Pradesh. The conditions for the handover included for the land to be returned to the Forest Department on completion of the project. It was also agreed that the houses to be constructed had to be of mud and not cement mortar so that they could be demolished later. However, the houses were taken over illegally by outsiders after the staff moved away when the construction of the dam was completed. Following Ashok Kumar's petition, the Lucknow Bench of Allahabad High Court quickly decided in August of 1999 that all encroachments of the area had to be removed by December 15 of the same year. However, before this deadline, the state bifurcated, with the dam falling in Uttar Pradesh, and the colony falling within Uttarakhand. For four years after that there was no movement on the implementation of the judgment. In 2003, an application was heard by the Supreme Court's Central Empowered Committee (CEC) on the issue, and ordered a site inspection. By April 2004, the CEC produced a list of recommendations, based on an assessment by the Bombay Natural History Society, which primarily argued for the removal of all encroachments within three months. It also recommended shifting all non-essential facilities such as the engineers' academy and other structures out of the reserve area within six months, demolition of all walls, fencing, garden furniture to ease movement of animals and the relocation of all non-essential operational staff to the legal colony outside the national park within six months as well. ''Movement of elephants has been greatly impacted post the dam's construction, leaving them little room to navigate. With this judgment, the right of passage may finally be restored to the elephants and the wildlife of the area,'' he observed.

State amends order, gives tehsil status to Nainbagh
Mussoorie, December 3 The announcement of Nainbagh as
sub-tehsil earlier had not gone down well with the people as voices demanding the complete tehsil status to Nainbagh had increased manifold. The Congress workers led by Manmohan Singh Mall, Municipal Council president from
Mussoorie, gauging the mood of the people, rushed immediately to Dehradun and demanded a change in the status from
sub-tehsil to complete Tehsil for Nainbagh from Chief Minster Vijay Bahuguna. The Chief Minister taking cognisance of the matter directed the officials to amend the earlier order of
sub-tehsil and grant complete tehsil status to Nainbagh. Subsequently, the senior officials acting on the CM's direction amended the order and finally granted teshil status to
Nainbagh, much to the relief of the people here. Following the announcement the Congress workers burst crackers and distributed sweets at the announcement of tehsil at Nainbagh yesterday. With this fresh announcement the politics on the issue has begun earnestly with both Congress and BJP trying to take credit for the grant of Tehsil status to
Nainbagh. The MC president Manmoahn SIngh Mall hailed the decision of the Chief Minister and thanked him for heeding to the party workers' demand on granting the Tehsil status to
Nainbagh. BJP leader Khajan Das said that the Congress had done nothing new and had acted only on the announcement of the BJP government during the tenure of BC
Khanduri. Khajan Das also said that it was due to the pressure created by BJP that the Congress had granted the tehsil status, otherwise it had nearly passed the order
for sub-tehsil. While the political parties indulge in bickering with each other, the residents are glad at the announcement of tehsil status to Nainbagh and said that with Nainbagh as
tehsil, the people of the region have emerged as major beneficiaries. Many are also viewing this announcement by Chief Minister as an attempt to bolster the poll prospects of his son Saket
Bahuguna, who is being projected as probable candidate from the parliamentary constituency of Tehri in the elections expected to be held next year. Meanwhile, the
SDM, Dhanaulti, along with ADM, Tehri, inspected the PWD guest house at Nainbagh from where the tehsil will begun its work temporarily. The CM is expected to lay the foundation stone for the new tehsil on December 7 at
Nainbagh.

CM lays stone of 300-bed Base Hospital
Dehradun, December 3 He was addressing mediapersons after laying the foundation stone of Base Hospital at Kotdwar in Pauri Garhwal. The 300-bed hospital will be constructed at a cost of Rs 31 crore. Health Minister Surendra Singh Negi, sitting MLA from the Kotdwar Assembly segment, said the hospital would soon be accorded the status of a medical college. Meanwhile, Bahuguna inaugurated a reception centre for the Corbett National Park and a library in the Lansdowne forest division, Kotdwar. He also inaugurated the Sukhro bridge on the Kandi road. Bahuguna said during his recent visits to Rajasthan, Delhi and Kerala, he found that their residents were all praise for Uttarakhand people for rescuing hundreds of pilgrims during the mid-June disaster. He said cheques worth Rs 350 crore had been distributed as ex gratia or compensation to the disaster victims or next of their kin. Bahuguna said Uttarakhand was an accident and disaster-prone region and to cope up with such incidents, a state disaster response force had been formed. This would reduce rescue response time in case of any calamity in the future. He said 12 trauma centres would be opened in the state, as the numbers of road accidents was on the rise and the victims often did not get proper treatment in time. He said the Cabinet had decided that all vacant posts would soon be filled with regular appointments and no ad hoc recruitment would be done. He said the services of contractual employees would be regularised. He appealed to the government employees not to go on strikes as it affect the state's economy. Bahuguna advised them to come forward and have talks with the government for addressing their issues. |

Mussoorie, December 3 The award will be conferred on Dr Sanon by the Durga Das Modi Foundation at India International Centre, New Delhi, on December 5. A resident of Mussoorie, Dr Sanon, along with his wife Dr Venu, also runs a Divine Light Trust, which has
supported 50 open heart surgeries of poor patients from Uttarakhand, besides helping a large number
of patients afflicted with other diseases. The couple, under the Swami Vivekanand Education scholarship programme run by the Trust, promotes professional education, honing vocational skills through scholarships and stipends. Recently, the trust adopted Dolsi village in Tehri Garhwal under the Paramhans Yoganand integrated rural development project. Dr Sanon is also a renowned speaker and his lectures on stress management and scientific spirituality have been appreciated at various prime platforms in India and the United States. The doctor couple has also been running health camps in the rural areas of Tehri Garhwal and Dehradun under the aegis of the Manorama Devi Birla
Charitable Trust. Dr Sanon said such a recognition had strengthened his commitment to make available all medical care for the poor.

Haridwar, December 3 Samarth Sewa Samiti, Sati Kund, Kankhal, organised the event. Around 15 special children participated in which Kapil Sharma, Arun Yadav, Prince Rathi, Hanni, Shikhar and Himanshi Khati were adjudged the winners. Vipra lauded the efforts pitched in by the Samarth Sewa Samiti, which provided free education and training to special children. She said society needed such efforts which shed light on the problems of special children and other malpractices such as femal foeticide. She added such efforts go a long way in instilling confidence and feeling of affection among such children. Kailash Mahajan, Principal of Gayatri Vidyapeeth, said special children were also a creation of God and they too have certain talent and abilities, which needed to be identified. DMC draws flak for tacky garbage disposal services
Dehradun, December 3 After getting a rap from the Principal Secretary, Urban Development, MH Khan, the DMC officials had sprung into action to clean the city and clear overflowing garbage dumps. But the situation was back to the square-one today as garbage dumps were not cleared. The residents blamed the DMC for the deteriorating sanitary condition in the city. They said that the DMC should not have taken the garbage lifting work in the 20 wards from DVWM if it was not capable of doing it. Geeta Gupta, a resident of Canal Road, said on Sunday DMC workers had cleaned two dustbins placed in their locality. “Since then nobody has come from the DMC. The situation has even gone worse as DVWM vehicles have also stopped coming to our area to collect garbage,” she added. Richa Sharma, a resident of DL Road, rued: “The DMC workers are not collecting garbage from our houses. Dustbins are placed quite far from our houses. In fact there is just one dustbin for the entire ward that is usually overflowing with garbage before noon. At least the DMC should make arrangements for cleaning of the bins twice a day or increase the number of dustbins in the area.” Mukhya Nagar Adhikari Ashok Kumar told The Tribune that, “There would certainly be inconvenience to people but the issue would be resolved soon. The entire process of collecting and clearing garbage would be streamlined before the end of
this week.”

DM tells officials to speed up construction
of flyovers in city
Dehradun, December 3 The District Magistrate was informed that the Jal Sansthan had been given Rs 1.28 crore for the laying of pipelines in the wake of the construction of the new flyovers. The work of laying pipelines would start in January, 2014, after the new set of MRCW and GEC pipes were received. He also instructed the power corporation officials that electricity poles that might hinder the construction of the flyovers be shifted immediately. The Public Works Department (PWD) was also directed to remove traffic lights from
Balliwala Chowk and Ballupur Chowk. The PWD had received Rs 13.94 lakh for the removal of traffic lights. BSNL would shift telephone poles on its own and it would not be paid anything for the work. General Manager, Engineering Projects India Limited, Sanjay Goyal said they had got the permission for the construction of three flyovers
in the city. “An estimated Rs 39.25 crore will be spent on the construction of the Ballupur flyover, Rs 40.02 crore on the Balliwala flyover and Rs 75.07 crore on the Bhandari Bhag flyover,” he added.

Mussoorie, December 3 Encroachments were removed from Jhoola Ghar to Picture Palace, where the team faced a minor opposition from traders. The administration also sealed a makeshift tobacco and beetle shop at Jhoola Ghar. A section of the shopkeepers alleged the administration did not remove encroachments done by influential people. SDM Sonika, however, said the drive would continue and any attempt of encroachment upon public place would be dealt with strictly. On the other hand, president of the traders' association Rajat Agarwal met Municipal Council president Manmohan Singh Mall and alleged shopkeepers were being harassed in the name of the anti-encroachment drive. Referring to a clause in the municipal bylaws, Rajat Agarwal said shopkeepers had right to extend their establishments to 3 ft more from the shop and once removed, they were allowed to place their goods back in the same place after six hours of the removal.

Pithoragarh, December 3 The government pleader told the division Bench of the court comprising Chief Justice Barin Ghosh and Justice SK Gupta that the delimitation process was going on. The court, thereafter, set December 27 as the next date of hearing in the matter. "The court has set the next hearing on December 27 when the State Election Commission will have to inform it that by what date the election notification for these panchayat bodies can be issued and when the electoral rolls will be last published," said Sanjay Bhatt, advocate for the petitioner.

Ministerial employees continue with strike
Dehradun, December 3 On Tuesday joining hands with the protesting employees, the Steno Association, too, went on the strike. Members of both the associations staged a protest demonstration while threatening to go on an indefinite strike if their demands
were not met. The demands raised by the protesters include the implementation of the proposal drawn in July 2011, regarding the reformation of the collectorate within a week, 10 per cent promotions as naib tehsildars should be reserved for the ministerial employees.

Dehradun, December 3 On other hand, the members of the Jantantra Morcha in Uttarakhand will also observe an indefinite fast at the tehsil-level. Bhopal Singh Chaudhary, state coordinator of Jantantra Morcha, said: “Anna is going to sit on an indefinite fast at his village Ralegoan Siddi and he has asked all the state coordinators of the morcha to organise similar hunger strike at every tehsil in their native states.” On the question of why Anna Hazare did not opt Delhi for his fast, Chaudhary said Anna wanted to spread his movement against corruption in all parts of the country. He said Anna had written a letter to the presidents of all the national parties, asking them to refrain from giving party ticket to corrupt and criminals.

Uttarakhand police started their campaign with a huge win after defeating Doon Tigers by whooping 151 runs in the match. After winning the toss and electing to bat first, Uttarakhand police made 269 runs in their innings with Ashish Joshi scoring highest 51 runs. In reply, Doon Tigers could not sustain the bowling fire power of Uttarakhand police and were bowled out at 118 runs.
