Dehradun master plan (amended) released

In a major relief to the people of the city, while releasing the Dehradun master plan-2005-2025 (amended) today, Department of Urban Development has decided to delineate 23 clusters comprising of 257 hectares of land in the densely populated parts of the city, to be used for residential purpose, thereby removing the major hurdle being faced by the public in getting clearances for maps.

State will have to implement new U’khand Lokayukta Act

Procrastination by the Uttarakhand Government on the implementation of the new Uttarakhand Lokayukta Act (2011) may not work for long, for sooner than later it will have to implement the new Act as the existing Lokayukta has become null and void from the day (September 3) the Bill received the presidential assent.

Doon waste management company issued warning
Dehradun, November 28
Perturbed over mismanagement and failure of the Doon Valley Waste Management, a project run by the SPML company, a private player hired for garbage collection and disposal, the state government has snatched away 20 out of the 60 wards allotted to the company in the city, besides issuing a warning to annul the project.

In the backdrop of frequent leopard sightings during winters, Uttarakhand forest authorities have installed cages in a total of four locations in the outskirts of Dehradun. Dehradun division forest authorities have been receiving repeated complaints regarding movement of leopards in various places in Dehradun. The recent Chandmari incident, where a girl was mauled by a leopard, has further aggravated the situation.

State witnesses sharp rise in crime against women

The allegation against one senior state government officer of physically assaulting a 26-year-old girl has again raised concern over the rising crime against women in the state. According to the data, the state has witnessed sharp rise in crime against women with Haridwar leading the state in rape cases. Sixty cases were registered in 2013, followed by Dehradun and Udham Singh Nagar with 32 registered rape cases each this year.

BJP, Cong face-off on anti-encroachment drive

Local leadership of the BJP and the Congress in Pithoragarh town has come face to face on the anti-encroachment drive being undertaken on the city roads, by the PWD and BRO with the help of the district administration. BRO reopens Jauljibi to Madkot road

Engineers of the Border Roads Organisation (BRO) today reopened the Jauljibi to Madkot road to the common people temporarily after five months of the natural disaster in June. “This is a temporary arrangement made for the local people. A permanent road will be constructed by cutting the hillside before the monsoon next year,” said Tahir Khan, a BRO engineer.

Mussoorie MLA to campaign for BJP in Delhi

Ganesh Joshi, MLA, Mussoorie, will campaign for the BJP candidates in the Delhi Assembly elections. Doon library membership free for students

The students of government inter-colleges and high schools will be eligible for free membership at the Doon Library and Research Centre. The library will also be developed as an e-resource centre. Chief Secretary Subhash Kumar presided over a meeting of the governing body held the Secretariat on Wednesday. During the meeting, the activities including dialogues, debates, movie screenings, exhibitions and research publication were discussed. The rooms that were earlier with the Department of Education have also been given to the research centre. The number of books at the Doon Library and Research Centre has increased from 18,067 to 19,297 and the membership had also increased from 1,687 to 1,792. — TNS

Rehab package for Van Gujjars in Rajaji
Dehradun, November 28
The government has announced a rehabilitation package for 228 Chilawali Van Gujjars in the Rajaji National Park. They will be rehabilitated in the Khanpur range of the Haridwar forest division. The Van Gujjars will be allotted plots within one month and also issued laminated identity cards. The plot allotment work will be carried out jointly by the Rajaji Park and Haridwar forest division authorities and in consent with the affected Van Gujjars. The rehabilitated Van Gujjars will continue to have their right over forest produce and fodder. With this, the Gujjar rehabilitation work in the Chilawali range of the Rajaji National Park will come to an end. The government will now work towards rehabilitating Van Gujjars in the Ramgarh and Gohri ranges of the Rajaji park. — TNS

Waste management staff call off strike
Dehradun, November 28
The agitating staff members of the Doon Valley Waste Management called off their four-day strike today. The members had gone on strike over the non-payment of salaries. Following the assurance from the Centre of India Trade Union (CITU) that the pending salaries would be paid by the management on December 1, the strike was called off. During a meeting between the SMPL management and the CITU members, it was agreed that two months salaries would be released on December 1. It was also agreed that the problems being faced by the workers would also be resolved during a meeting called on December 8. — TNS

Power cuts in Garhwal and Kumaon regions

Power availability in Uttarakhand stood at 29.26 million units yesterday whereas the total demand was 30.70 million units of power. According to Uttarakhand Power Corporation Limited sources, out of available 29.26 million units of power yesterday, just 8.53 million units have been generated in the power houses of the state while the rest comes from Central pool and other sources. The power generation in the Kalagarh power house remains disrupted. To make up for the shortages, power cuts are being done at various towns of Garhwal and Kumaon regions. Two-hour power cuts are being imposed at Kashipur and Rudrapur, while an hour's power cut is being imposed at Haldwani and Roorkee. — TNS

Thieves strike at Doon rly station
Dehradun, November 28
Thieves decamped with the luggage of a woman on Wednesday night at the Dehradun railway station. Neera Nanda, a resident of Municipal Road, Dehradun, was waiting in the station to board for Delhi when the incident took place. In her complaint, she was walking on the platform with her family members, leaving her luggage nearby, when the thieves took her laptop bag, which had other valuables also. She complained to the Government Railway Police (GRP) after which the GRP searched the station but couldn’t find her luggage. Neera Nanda told the GRP that there was Rs 45,000 and a diamond set in the bag. — TNS

Track and field events at athletic meet

A number of track and field events were organised during the athletic meet in the ongoing Graphic Era President's Cup Volleyball Tournament played at the university campus here today. The first event of the day was 200 metres race, which was won by Himanshu, with Siya Ram and Ishan coming on second and third positions, respectively. In the 1500 metres race, Siya Ram left everybody behind and won the race. Piyush Negi and Gaurav Sajath took the second and third spots. Tashi Phuntsok won the high-jump competition with Ishan and Nitish coming on second and third positions. In the discus event, Suyash Makhlogo threw the discus farthest and won the event. — TNS

Striking power staff shave off heads
Dehradun: Striking contractual employees of the three power corporations of the state on Thursday shaved off their heads and also burnt an effigy of the state government. Among those who shaved off their heads are Azad Rawat, Randhir Chamoli, Anil Thapliyal and Dharmendra Gupta. As many as 3,000 contractual employees are working with the three power corporations and have been staging a protest for over one month in support of their demand for the regularisation of their services. — TNS

City will grow in a planned manner; Illegal occupations to be legalised

In a major relief to the people of the city, while releasing the Dehradun master plan-2005-2025 (amended) today, Department of Urban Development has decided to delineate 23 clusters comprising of 257 hectares of land in the densely populated parts of the city, to be used for residential purpose, thereby removing the major hurdle being faced by the public in getting clearances for maps.

Addressing a press conference today, Principal Secretary, Department of Urban Development and Housing, said that the delineation of clusters would help in the planned growth of the city and also prompt the residents with illegal occupation to legalise their land. The entire exercise of compounding too would help in boosting the revenue of the Mussoorie Dehradun Development Authority (MDDA), the agency assigned for collecting the compounding penalty,” said Khan.

Under the amended master plan (2005-2025), around 68 classified land use categories have been delineated into eight main broad land use categories comprising residential, commercial, industrial, public/semi public, traffic, entertainment, agriculture and special use (Tourism) .

Further, 200 hectares of land near Maharana Sports College (Raipur) has been reserved exclusively for the construction of the new Legislative Assembly building and the new Secretariat complex. The 200 hectares of land has been classified as public and semi public land.

It may be mentioned that the Uttarakhand government had released the Dehradun master plan (2005-2025) on November 19, 2008. Soon after the release of the master plan the anomalies in the master plan were brought to light.

To that end for removing the anomalies the Uttarakhand government framed guidelines according to the Urban Development Plan Formulation and Implementation (UDPFI) guidelines of the Government of India.

Consequent to that around 714 objections were received and a committee was created for the resolution of the anomalies. Later around 155 policy recommendations and 92 recommendations regarding densely populated areas were considered that went into the making of the amended Dehradun master plan 2025.

State will have to implement new U’khand Lokayukta Act

Procrastination by the Uttarakhand Government on the implementation of the new Uttarakhand Lokayukta Act (2011) may not work for long, for sooner than later it will have to implement the new Act as the existing Lokayukta has become null and void from the day (September 3) the Bill received the presidential assent.

Facing a dilemma on the implementation of the new Act, the Uttarakhand government had also sought legal advice on the matter from its own legal experts, and sources in the Department of Law say that after prolonged deliberations they have come to the conclusion that as the new Uttarakhand Lokayukta Act (2011) has become effective from September 3, 2013, the existing Lokayukta stands cancelled.

On being asked about the government’s view on the matter, Principal Secretary to the Chief Minister S Sandhu said that to seek legal opinion on the matter, the government had consulted the Department of Law. “There were different views on the matter. While some experts said that the new Lokayukta Act had become valid since the day the President of India had given his assent, others said that the government still had 180 days to either reject or implement the Act. So we had sought legal opinion,” he said.

Since the day the Act came as a bolt from the blue, the Uttarakhand government has been trying it’s level best to prevent its implementation.

During the recent meeting of the Congress Legislature Party (CLP) meeting, too, no decision could emerge on the issue.

Further, unanimity among members of Progressive Democratic Front (PDF) who have extended support to the Congress government and have been making the right noises in favour of the lok Ayukta Act, too, has failed to emerge on the issue.

But now in the light of the Department of Law’s observations, it would be difficult for the Uttarakhand government to postpone it’s decision on the implementation of the Act. Even if the government plans to bring in amendments in the Act, the constitutional procedure would have to be followed, which is not without its pitfalls and may only compound the difficulties of the government.

Doon waste management company issued warning

Perturbed over mismanagement and failure of the Doon Valley Waste Management, a project run by the SPML company, a private player hired for garbage collection and disposal, the state government has snatched away 20 out of the 60 wards allotted to the company in the city, besides issuing a warning to annul the project.

Speaking to The Tribune, Mukhya Nagar Adhikari Ashok Kumar said that the decision to reduce the wards was taken during a special meeting called by Pritam Singh Panwar, Minister for Urban Development here today.

The minister after listening to various complaints against the company decided to take away few wards from the company and hand these over to the Dehradun Municipal Corporation (DMC). Under the new arrangement, the DMC would start looking after the 20 wards from December 1 onwards. Also, a warning was issued to the company to revoke the project in case they do not improve their working and start showing results.

It may be mentioned here that an MoU was signed between the DMC and SMPL to run the project for the next 15 years. Under the DVWM project, after door-to-door collection of garbage it was to be disposed of. However, the workers hired by the company went on strike four days back owing to non-payment of their salaries.

For collecting and disposing of the garbage, the DMC pays Rs 350 per metric tonne to the company which in turn is responsible for paying the salaries of the staff and maintenance of the vehicles provided by the Central Government engaged in the collection of garbage. The company also collects waste disposal fees from commercial and residential establishments.

While SMPL authorities claim that the DMC has not cleared their bills amounting to Rs 1.20 crore for the months of September and October, the DMC has cut short the figure to mere Rs 28 lakh after deducting the penalties and grants for repair of the vehicles.

Amidst the blame game being played by both DMC and DVWM, it is the city and its residents who are suffering. As workers refuse to return to work even on the fourth day, garbage has not been collected and disposed of in the city.

Giving their side of the story, Director, SPML, Sidharth Jain, said: “The DMC has not cleared the bills for the last two months. As such we are unable to pay the salaries of the staff or maintain vehicles. We have asked the authorities several times for clearing the dues but our appeals have fallen on deaf ears.”

On being asked about his reaction on the reduction of wards, Jain said: “We don’t mind giving back the entire city. If they (DMC) think they are so efficient in handling the waste management, then they should handle all the 60 wards on their own.”

SP: Govt failed to provide relief to June disaster victims

The Samajwadi Party has accused the state government of failing on all fronts related with the June flash floods response, rescue, rehabilitation and also in rewarding the right people who played a pivotal role during the disaster.

This was stated by veteran Samajwadi Party leader and national general secretary Vinod Barthwal while attending a party function in Haridwar today. Vinod Barthwal alleged that thousands of rupees were provided by the Central Government, other state governments ,NGOs,volunatary social-religious organisations and even foreign nations such as Japan for Uttarakhand relief-rehabilitation works, but Uttarakhand state government failed to utilise these funds properly.

He added that Congress government initially failed to realise the disaster impact and later due to mis-management repeated the same in rescuing operations and distribution of relief aid.

''Many IAS and other administrative officers declined to be on duty in the affected districts of Uttarkashi, Rudraprayag and Chamoli but some of them were accorded awards by the state government for commendable performance during disaster. This government committed disaster even in identifying the real heroes who toiled hard and braved the odd conditions during rescue operations,'' said Barthwal, a former Samajwadi Party state president.

Lashing out at the Congress-led coalition government for failing on various fronts of governance, Barthwal said that 30 per cent of the state exchequer budget is allocated for non-Plan expenditure, but the state government has even failed to utilise this 30 per cent on development works.

Questioning the Congress motive on capital issue, Vinod stated that while one Assembly building is coming up at Gairsain in Chamoli, another is in the pipeline at Raipur, Dehradun, which is nothing but sheer waste of public money to gain political advantage in both hill and plain districts.

''The Assembly building at Gairsain is being built for just a session which lasts just a week. If the intent of Congress government is honest, then it should have opted for one permanent capital. What's the use of pitching in crores of rupees at both Gairsain and Raipur?'' asked Barthwal, who had lost the Assembly election from Rajpur Assembly segment in 2012.

Comparing CM Vijay Bahuguna with his father Hemwati Nandan Bahuguna,ex-CM of joint Uttar Pradesh, Barthwal said that by just unveiling his father's statute and pledging to emulate his work ethics and principles won't do much as HN Bahuguna was a born statesman,who worked for people and party workers selflessly.

Terming the resignation and joining the ex-Samajwadi Party district president Saeed Ahmed as having no bearing on Samajwadi Party's prospects,Barthwal said that the party's 2014 Lok Sabha electoral prospects in Haridwar will have no impact as no one is above the party.

Hinting at a possible formation of regional third front in Uttarakhand, SP national general secretary urged Uttarakhand Kranti Dal, Communist Party of India, Marxist Party of India, Uttarakhand Raksha Morcha and other liked-minded parties to join hands, keeping in mind the 2017 Uttarakhand Assembly election.

''To oust Congress and keep BJP at bay, its in the interest of all third front parties and the public of the state that we form a collective third front. In pockets we are stronger but to win seats in large numbers and emerge as viable option against Congress and BJP, we have to come under one banner,'' said Barthwal.

Dehradun probe team to return without rape victim’s statement

The investigating team headed by Additional Superintendent of Police Mamta Vohra failed to take the statement of the 26-year-old victim under Section 161 of the CrPC in the alleged rape case involving Additional Secretary JP Joshi posted in the Home Department at Dehradun.

“We could not take the statement of the victim in Delhi under Section 161 of the CrPC,” Mamta Vohra told The Tribune.

Meanwhile, Ram Singh Meena, Inspector General of Police (IG), Law and Order, said that the investigating team would return to Dehradun and would keep making attempts to establish contact with the victim for her statement.

“The probe team completed all other formalities like speaking to the head of the Pandav Nagar police station in New Delhi where victim had registered a zero-FIR. It has also recorded the statements of the persons who helped the woman register the case in Delhi,” he said.

Police sources told The Tribune that the probe team would not question JP Joshi till the statement of the woman is recorded under Section 161.

Meanwhile, the Special Task Force (STF) has been tasked to provide surveillance data to the investigating team in solving the case. STF SSP Senthil Abodai Krishanraj said, “We are helping the investigating team through surveillance inputs on the basis of mobile locations and will provide more information if there is a need.”

Meanwhile, the victim has demanded the transfer of the case from Uttarakhand and has approached the National Commission for Women and National Human Rights Commission in this regard.

The victim, who hails from Uttarakhand, had filed a zero-FIR at Pandav Nagar police station in east Delhi accusing the officer of sexually assaulting her on the pretext of providing a government job. The accused officer had then filed a counter-FIR in Dehradun.

As precautionary measures, leopard cages have been installed in Gajalwadi, Jaintanwala and Nagnath villages and the most affected Dehradun cantt area.

Dehradun division authorities have even introduced special patrols in the affected areas to ward off any untoward incident. Dehradun Subdivisional Forest Officer IA Siddiqui disclosed that all precautions are being taken to ensure that a strict vigil is kept where any incidents of leopard sighting in close proximity of human settlements get reported. He said precaution was important as there have been instances in the past when human lives have been lost in leopard attack incidents.

However, wildlife conservationists argue that while the prey base for leopards has been dwindling in the forest areas, they are bound to move towards human settlements to prey on domesticated animals and even attack humans.

With harsh winters still to come in Dehradun in the months of December and January, Dehradun division forest authorities certainly face challenging times ahead.

Literary film festival on ‘Women perspectives in cinema’ begins at MKP (PG) College

A three-day literary film festival on ‘Women perspectives in cinema’ began at Mahadevi Kanya Pathshala (MKP) PG College today. The event is being organised by the English Literary Society. Dr Indu Singh, principal, inaugurated the event.

Prof Jaywanti Dimri(retd) Department of English, Himachal Pradesh University, Shimla, delivered the keynote address and focused on the adaptation studies and the Indian Cinema.

She apprised the students about feminist aesthetics, feminist social theory, feminist politics and feminist mode of living. The movie ‘Namesake’ directed by Mira Nair was shown to the students with simultaneous reading from the novel of the same name by Jhumpa Lahiri.

The novel was prescribed in the syllabus of the fourth semester postgraduate course. The response of the students was interactive and overwhelming.

Basanti Bhattacharya Memorial Fund has sponsored the festival.

The objective of the festival was to help crystallise the opinion of the young sensitive students of literature towards women-related themes.

Movies focusing on women centric narratives encompassing films made on novels by women will be shown during the next three days. Tanuja Chandra, renowned woman film director, who had carved a niche for herself in the Indian film industry and frequently directing woman-oriented films, will grace the occasion as a chief guest during the closing ceremony on the November 30.

The film festival will also showcase an exhibition on ‘Celebrations of 100 Years of Indian Cinema’ organized by Manoj Panjani of The Doon library.

Women centric: The movie ‘Namesake’ directed by Mira Nair was shown to the students with simultaneous reading from the novel of the same name by Jhumpa Lahiri. The novel was prescribed in the syllabus of the fourth semester postgraduate course.

State witnesses sharp rise in crime against women

The allegation against one senior state government officer of physically assaulting a 26-year-old girl has again raised concern over the rising crime against women in the state. According to the data, the state has witnessed sharp rise in crime against women with Haridwar leading the state in rape cases. Sixty cases were registered in 2013, followed by Dehradun and Udham Singh Nagar with 32 registered rape cases each this year.

It is pertinent to mention here that rape cases in only Haridwar district rose from 21 cases in 2011 to 60 cases in 2013, which is an unprecedented level of rise. On the other hand, Dehradun has also witnessed rise in rape incidents with rape cases rising from 23 in 2011 to 32 in 2013.

The data also reveals that a total 102 rape cases were registered in the whole state in 2011, which surged to 118 in 2012 and the numbers have increased to 173 in 2013 with one month still left in this year. Notably, Garhwal Range leads the six districts of Kumaon Range in cases of rape.

''If we compare the data of the last 10 years, we can see more than 100 per cent increase in the rape cases in the state. In year 2003, 69 rape cases were reported in the whole state, which now stands at 173,'' source said.

While there is a staggering increase in rape cases, the cases of women's kidnapping are no different if one goes by the data of state crime record bureau. Haridwar also leads in women's kidnapping cases with 148 cases reported in 2013 followed by 93 cases in Dehradun. According to the figures of the whole state, 196 women kidnapping cases took place in year 2011, which rose to 437 in 2013, reflecting the failure of the state to stop crime against women in the state.

Situation grim

According to the data, the state has witnessed sharp rise in crime against women with Haridwar leading the state in rape cases. BJP, Cong face-off on anti-encroachment drive

Local leadership of the BJP and the Congress in Pithoragarh town has come face to face on the anti-encroachment drive being undertaken on the city roads, by the PWD and BRO with the help of the district administration. The BJP leaders have threatened the administration to launch an indefinite agitation if the buildings which have been illegally damaged during the demolition drive, were not repaired within 15 days.

BJP state general secretary and former state minister, Prakash Pant today said the drive, which was being run by at the behest of the Congress, had damaged several buildings of poor people who had constructed their houses on their own land. “The administration, in order to spread panic among the building owners of the town, has not measured the span correctly and demolished some of the buildings which have been constructed rightfully,” alleged Pant who has also threatened the administration to launch an indefinite agitation on the matter.

The district administration, which is helping the construction agencies in proceeding in their task of widening the city roads, has said that in the last three months of demolition drive it has removed encroachments from over 1,000 buildings and identified same number of building on these lines.“ We have stopped the work of reclaiming the PWD roads in the town which have been encroached by the people due to some legal hurdles but after the legalities will be completed , the work will be resumed,” said Jay Bharat Singh, SDM at district headquarter.

Reacting on the BJP threat, Congress leaders have said BJP did not reacted till the encroachment drive reached to some particular locality where the houses of BJP leaders and their relatives were situated, as soon as the drive reached that area, the agitation threat came from the top leaders of the party. “Had BJP done same work of widening city and highway roads, today drive would not have come into affect, it is the BJP which not only blocking the widening work of city roads but also trying to stall the construction at airstrip,” said Khimraj Joshi, a Congress spokesman of the District Congress Committee.

Poor health facilities in Kumaon region

Despite tall claims of Uttarakhand Health Education Minister Harak Singh Rawat of opening a nursing college at every subdivision of the region and assurances of fulfilling the posts of doctor in hospitals soon, the primary health facilities in Kumaon region have worsened in the last one decade as the number of doctors in rural health centres has decreased as doctors have not joined these centres.

Harak Singh Rawat, on his tour to the region today, announced at Haldwani that besides opening nursing colleges at every subdivision, 10 medical colleges and one medical university will soon be opened in the state.

But contrary to the claims of the minister, the condition of health services in the region is worsening day by day as neither the doctors nor other supporting medical staff are available to the health centres of rural areas.

A fresh example came from the Assembly constituency of Speaker Govind Singh Kunjwal where the people of Barakot area of Jainti subdivision have to travel a distance of 20 km for primary treatment as the allopathic hospital opened in their area in the eighties is closed for the last 3 years. ''We had ordered appointment of a pharmacist in the hospital a week ago. He has not joined yet,'' said Kunjwal, the local MLA and Assembly Speaker.

When the DG, Health, was asked on the worsening condition of primary health centre Lohaghat after it was handed over to a private hospital of Bareilly, he said that the private hospital is bound to improve services of the PHC despite PPP mode as the final administration of these PPP mode hospitals is with the Health Department. ''The private hospital, running the PHC, will have to improve the services in 90 days as it has been given ultimatum to do so,'' said the DG.

''We have at present a shortage of 2100 doctors in the state, said the Health Education Minister at Haldwani.

Without classical music knowledge, singer incomplete: Kavita

Veteran playback singer and Padma Shree awardee Kavita Krishnamurthy mesmerised audience while performing during the 150th birth anniversary of Swami Vivekanad recently at Rama Krishan Param Hans Mission Ashram in Kankhal.

Krishnamurthy had sung various songs. According to her, without knowledge of classical music, one could not become a complete singer.

She sang songs from various movies, including ‘1942-A Love Story’, ‘Khamoshi-The Musical’, ‘Devdas’ and ‘Yaarana’.

Having worked with Rahul Dev Burman, Laxmi Kant Pyarelal, Bappi Lahiri, Jatin-Lalit and sung songs with legendary Kishore Kumar to Udit Narayan, the veteran singer opined that without dedication, ‘riyaz’ and taking music or singing with passion, one can’t really touch the chord of the listeners.

Though pitching in for Hindustani classical music, Krishnamurthy had created a niche for herself in jazz, pop and fusion music genres too.

She had performed at various concerts in United States, Middle East, Australia, Europe and Africa.

She termed the concerts as an experience that helped her grow as an artist and understand the world of music.

Her rendition in the Global Fusion, released by Warner Brothers, got acclaimed worldwide, in which artists from five continents had contributed their compilations.

Enchanted with the serene natural beauty of Uttarakhand and in particular religious-spiritual aura of the pilgrim city of Haridwar, Krishnamurthy said performing at this part of the country, which was often referred as land of deities was a privilege for her.

She shared her life experiences.

“Mine maiden song was a duet with Lata Mangeshkar in 1971 for a Bengali film. It was compiled by noted musician Hemant Kumar, but I had to wait till 1987 when the movie ‘Mr India’ got released and its song ‘Hawa Hawaii’ and the title song with Kishore Da became a raze in the country,” she said.

She urged the young singers to work hard and treat music and singing as sadhna and not just a medium to limelight, money and stardom.

Efforts to revive tourism sector

Post the mid-June natural disaster, the administration is making all efforts to revive the tourism sector in the picturesque town of Mussoorie. As part of it, a meeting, presided over by Dehradun District Magistrate BVRC Purushottam, was held here today, where it was decided to hold a four-day Winter Carnival from December 27 to 30 to attract tourists and make the New Year festivities a memorable one for them.

Purushottam said Chief Minister Vijay Bahuguna would be inaugurating the carnival at Survey Ground here.

A pipe band from the IMA will enthral the audience on the inaugural day while artistes from across the country will present cultural items at Gandhi Chowk and Survey Field on the occasion.

Qawwali and a play on Ghalib have also been planned besides other adventurous activities, including mountain biking, rock climbing, mountain heritage walks, a photography competition and run for Mussoorie.

The DM has formed various committees for the events to be held during the carnival to ensure better management. Balraj Negi will head the cultural committee while P Khanduri from the Garhwal Mandal Vikas Nigam will head the adventure committee.

The fund-raising committee will be headed by him and other officials. Mussoorie Municipal Council president Manmohan Singh Mall has been made head of the core committee.

Member of the Uttarakhand Tourism Board Sandeep Sahni, along with officials from the Garhwal Mandal Vikas Nigam, the Mussoorie Dehradun Development Authority, the ITBP and the SDM, Mussoorie, has been been nominated to the programme committee. Purushottam said the MC president should also form a committee at his level to ensure the success of the carnival.

He sought support of hoteliers, traders and other organisations for making the carnival a success, so that it could be continued on the annual basis.

Welcoming the move, local residents said such carnivals would help regain confidence of the tourists, which had taken a hit following the mid-June disaster.

However, social activists said the "misuse" of the funds in the name of holding a carnival should be avoided at any cost.

President of Parvitya Bigul Pradeep Bhandari said the tender process for all activities and requirements should be made transparent to avoid any over expenditure during the carnival.

Water shortage hits Kumaon region

Residents of the Kumaon region are facing an acute drinking water shortage for the past fortnight. Irked, residents of Jajardeval town today took out a procession and burnt an effigy of the local MLA.

“We are being forced to travel several kms on foot to fetch water. The department concerned is yet to repair the damaged drinking water project in our area," said Girish Joshi, a resident of Jajerdeval town.

The residents have threatened to lock the office of the Uttarakhand Jal Sansthan if water supply is not restored to their area within a week. “Despite our repeated pleas to the department, nothing has been done so far," alleged Joshi. As many as 5,000 residents of Lohaghat town in Champawat district have also threatened to launch an agitation in protest against the water crisis.

They said the Sui lift project in their area had been lying damaged for the past few months, leading to an acute water shortage. “We are also facing problems in preparing the midday meal at Dungri Primary School,” said Vinod Chaturvedi, a resident of Dungri village.

Similarly, residents of Pau, Chankande, Chamania and Chaubegaon villagers are also facing hardships as they are being forced to fetch water from distance. On the other hand, the authorities concerned said they had deployed enough staff to operate pumps of the water schemes round the clock. "We are shocked that residents are not getting proper supply. We will enquire into the matter and take action against the workers responsible for this," said BS Kuwarbi, executive engineer, Jal Sansthan, Lohaghat.

Youth asked to take science to understand natural disasters

Uttarakhand Additional Secretary, Revenue and Science and Technology and Director General, Uttarakhand Council of Science and Technology (UCOST) Vijay Kumar Dhaundiyal, has called upon the youth of Uttarakhand to take science and communication as a way of life so that the masses understood the phenomenon of natural disasters and are prepared better in anticipation.

Inaugurating the four-day workshop for empowerment of science communicators and writers in Rishikesh, Dehradun, organised by the Lokhit Foundation with support from the Rashtriya Vigyan Evam Prodyogiki Sanchar Parishad (RVPSP). Vijay Kumar Dhaundiyal said the science writers can lead to real-time empowerment of the people of Uttarakhand by creating general awareness about natural hazards through easy to understand articles and news stories.

He said the science communicators can play a big role in empowering the masses about the latest in the field of scientific developments by narrating scientific phenomenon in the layman’s language.

Chairperson of the Lokhit Foundation, Bithi, disclosed that 45 participants from various districts were participating in the workshop.

Tehri lake to be developed into int'l tourist spot

To attract more tourists to the state, the Centre has approved the development of the Tehri lake into an international tourist spot equipped with the latest amenities along with all provisions for water sports.

The state government has formed the Tehri Lake Development Authority that will be looking after the Rs 150-crore project likely to be completed within two years. Tehri District Magistrate Nitish Kumar Jha said the project was being funded by the Central Government.

"Since Tehri is situated midway and is quite nearer to other tourist destinations like Rishikesh and Mussoorie, it will definitely be popular among tourists post completion," he said.

Under the new arrangement, 21 villages in Uttarkashi and 77 in Tehri would be part of the TLDA. The lake, spread over an area of 43 sq km, would also have an adventure sports academy that would be conducting various water sports activities. Besides the academy, a tourist information office, hotels and restaurants would also be constructed.

"A master plan will be developed by the TLDA that will ensure that no illegal construction takes place in the area. Also, it will be ensured that the project does not hamper the ecological balance," said the DM.

Preparations begin for traditional Bagwal festival

Preparations for the traditional festival of Bagwal have begun earnestly in the villages of Jaunpur development region in district Tehri Garhwal near Mussoorie . The festival is celebrated a month after the Diwali celebrations elsewhere in the country.

The womenfolk of the region have begun flattening or beating rice to prepare a special dish chooda to be served during the festival to be held on December 3.

The highlight of the festival is barat, the exercise of making rope from the locally available grass and then to have a tug-of-war contest between villagers amid the beating of traditional drums and singing of folk songs at the community centre of the village.

According to SS Rawat from Kharak village, the festival is held to relive the tale of Samudra Manthan (Churning of the ocean of milk) that appears in the Bhagavata Purana, Mahabharata and Vishnu Purana.

The villagers from Kharak, Bhandasari, Tator etc said that it has become difficult to continue with the practice due to the large scale migration from the villages but as it is an opportunity for many villagers working in and around the country to come back home and rejoice with their community members, they are still continuing with it.

Panchayat polls: Publication of final posts' list cancelled

In the wake of the High Court order, regarding conduct of fresh delimitation exercise yesterday, the Uttarakhand government today cancelled the publication of the final list of the interim reservation list for the panchayat polls.

According to the earlier schedule, the Uttarakhand government was to release the final interim list for the various panchayat posts for final publication by the State Election Commission but the High Court ruling prevented the department from publishing the list.

Meanwhile, the chief of the State Election Commission, Uttarakhand, Suverdhan, today sounded a discordant note by stating that he would not hesitate to approach the High Court or the Supreme Court for ensuring that the panchayat polls are held on time. “If I do not receive cooperation from the state government for the conduct of elections for upholding the Constitution and the High Court order, I will not hesitate to knock at the doors of the courts,” said Suverdhan.

He said that he was committed to the formation of the new panchayat by March 29 and any delay would not be tolerated. After the HC order, officials in the Department of Panchayat refused to talk on the steps the government would take till such time they had not received the copy of the judgment that continued elude even today. — TNS

Number of athletic events took place at the Tapovan mini stadium in the ongoing Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA), organised by the Youth Development and Prantiya Rakshak Dal department here today.

Devendra Singh of Doiwala won the 1,500 m race, Ajbir Chauhan of Kalsi and Rajat Butola got the second and third positions respectively. In the 800 m race, Indrjeet of Doiwala remained on the first position followed by Sumit Pokhriyal. Hardik Saini of Raipur won the 400 m race with Indrajeet Singh of Doiwala taking the second spot. Main attraction of the event remained the 100 m sprint with Lallit Mohan of Doiwala taking the first place followed by Yashpal Singh and Kulwant Singh.

In the girls category, Akansha Tiwari of Doiwala outperformed others and won the 100 m race with Sheetal and Megha taking the second and third spots respectively. In the 1,500 m race, Rinki Kumari of Raipur secured the first position. Sonali and Priya Negi took the second and third positions respectively.

In the volleyball final, Sahaspur block defeated Doiwala in the final whereas Raipur block won the match for the third place.

Sportspersons of The Doon School have excelled in various disciplines. Ishan Sandhu, a student of The Doon School, has won the Under 20 Uttarakhand State Squash Men's Open Championship winning the title by a huge margin.

The under 14 tennis team won the gold medal in the IPSC tennis championship for the first time. Viksit Verma and Aayush Chaudhary along with Harshit Bansal and Ishaan Vaish were the winning team members. The Doon School were joint winners of the tournament held at DPS, R K Puram, New Delhi. In shooting, three boys were chosen to participate at the national level. Samarjit Singh, a Doon School student who is playing for India, and three more boys have been inspired to follow his footsteps. Kismat Chopra will be representing Delhi in the National Shooting Championship. Naadir Singh will be representing Punjab and Arjun Singh Mann will be representing Delhi.

BRO reopens Jauljibi to Madkot road

Engineers of the Border Roads Organisation (BRO) today reopened the Jauljibi to Madkot road to the common people temporarily after five months of the natural disaster in June. “This is a temporary arrangement made for the local people. A permanent road will be constructed by cutting the hillside before the monsoon next year,” said Tahir Khan, a BRO engineer.

“We have invited local MLA Harish Dhami to travel on the road in his vehicle as he had vowed not to come out of his house in Madkot until the road portion at Phaguabagar is constructed,” he said.

The villagers of the Madkot area came to the Jauljibi market in their vehicles for the first time after five months as the road to the nearest market was closed due to the closure of this road after the natural disaster.

“Not only our day to day life was disturbed for the last five months but also our produces like potato and rajma could not be taken to the Jauljibi market,” said Narendra Singh Rawat, a farmer from the Madkot area.

The BJP has roped in party leaders from Uttarakhand to ensure the victory of its candidates contesting on 70 seats in Delhi. Joshi, on the directions of senior party leaders, left for Delhi today. He would campaign for the party candidates in the area that had a large number of people from the state.

He would campaign in the Patpadganj and Madholi Assembly areas to bolster the poll prospects of the party. Joshi said there was a wave in favour of the BJP in the country and the party would win the Assembly elections in Rajasthan, Madhya Pradesh, Chattisgarh and Delhi.
