MDU prof critical, but stable; 3-day police remand for attacker
Rohtak, December 3 Meanwhile, the police today produced Vedender, the student who fired at Dr Dahiya, in a local court, which remanded him in police custody for three days. Doctors at the PGIMS conducted surgery on Dr Dahiya to extricate the bullet from his abdomen. He was shifted to the ICU after the surgery and his condition was stated to be critical, but stable. A joint meeting of the MDU faculty and the non-teaching staff was organized today, after which a delegation comprising their representatives met Vice-Chancellor HS Chahal and submitted a memorandum to him. At the meeting, the participants expressed concern over the deterioration in the academic atmosphere and lack of security arrangements on the campus. In the memorandum, the MDUTA demanded adequate security on the university campus and at teaching departments, along with a total review and restructuring of examination norms on priority. |
Multiple plots ‘scam’: 562 allottees face criminal action
Chandigarh, December 3 In fact, HUDA had already initiated the resumption proceedings in case of multiple allotment of reserve category plots to fraudulent allottees, a majority of them being defence personnel. “The questionable allottees would be given last chance to submit their response and criminal action would be taken against those found guilty,” official sources told The Tribune. A look at such allottees showed that defence personnel and Gurgaon resident Karan Singh Yadav leads the list of unscrupulous persons with 10 plots in Sonepat, Rewari, Panipat, Faridabad, Hisar, Kurukshetra and Gurgaon. Closely following him is Dharamvir Singh, Kheri Asra (Jhajjar) resident and a para-military personnel, who owns nine plots in Karnal, Panchkula, Faridabad, Jhajjar, Gurgaon and Jind. Similarly, defence personnel and Panipat resident Dharambir Singh got himself allotted nine plots in Jhajjar, Karnal, Panchkula, Faridabad, Gurgaon, Fatehabad, Hisar and Jind. KS Yadav, a resident of Nihalgarh (Bhiwani), has eight plots in Bahadurgarh, Hisar, Gurgaon, Sirsa, Faridabad and Sonepat. Similarly, Col. Dharam Singh, posted at Gaya(Bihar), also owns eight plots in Gurgaon, Sonepat, Hisar and Rewari. While a majority of the multiple allottees belonged to the defence category, persons belonging to the other categories such as war widows, dependents of the freedom fighters, government employees and advocate also cornered prime plots in HUDA urban estates across Haryana by misrepresenting the facts. According to the rules, an allottee under any reserve category was entitled to avail of the benefits of reservation only once in his lifetime in any urban estate. The irregularities reportedly came under the scrutiny of the Punjab and Haryana High Court when Col Dharam Singh approached the court seeking anticipatory bail in an FIR registered against him under various sections of the IPC on a complaint filed by a Gurgaon-based property dealer. Under the HUDA policy, 14 categories are covered under the reserve categories for the allotment of plots. Contaminated water issue Ravinder Saini
Jhajjar, December 3 The officials came to the village to inspect the laying of a new pipeline. The laying of the pipeline for potable water by the department was underway in the village for the last three months. The department had made a makeshift arrangement to provide drinking water to villagers so that they did not have to fetch water from distant places. The villagers alleged that the water being supplied to the village through the temporary arrangement could not be used even for cleaning. A significant number of children had fallen ill after drinking the water. The fear of an outbreak of water-borne diseases was looming large, they added. "We lodged our complaint regarding the supply of unclean water with the office of the department many times, but the officials posted there misbehaved with us instead of redressing the grievance," alleged villagers. They claimed that work on laying pipeline was being carried out sluggishly, taking a toll on women who had to face hardships in arranging potable water for their families. As soon as some officials of the department reached the village in the morning, several women assembled at the waterworks and reportedly reprimanded them for not paying heed to their complaints. The women reportedly held them captive in a room at the waterworks after bolting it from outside. The SDO of the department could not be contacted for his comment. |

Ambala, December 3 In his four page suicide note, he had accused seven persons, including three cops, two journalists and the complainant women, of creating circumstances which forced him to commit suicide. Besides, the police functionaries have also ordered a departmental probe against Inspector Suresh Kumar, his constable wife Sangeeta and ASI Jagmal, who were all named in the four-page suicide note left by the deceased ASI. It was learnt that at the time of being booked by the police, Inspector Suresh was serving at the Ambala police lines, while his wife was with the Ambala CID and ASI Jagmal was posted at Naraingarh. DCP, Rural, Hamid Ahktar said that efforts to nab the absconding police personnel along with two journalists Amit Gupta and Mukesh Luthra, who had been absconding ever since the matter came to the fore, had been stepped up. The police so far have arrested complainant woman Balwinder Kaur and history-sheeter Anil Rana, who had been named by ASI Karan Singh in his suicide note, which was recovered from his room on Padov police station compound. Sources in the police said that raids had been conducted at the possible hideouts of the absconders at Ambala, Panchkula and Yamunanagar, but nothing could be achieved. The case

Asha workers lament ‘indifferent attitude’ of govt
Sirsa, December 3 The workers alleg that the Asha representatives, who had moved to the government for deliberations, did not get a satisfactory response and were ill-treated. Fatehabad: Activists of the Sarva Karamchari Sangh, the CITU and the Asha Workers’ Association held demonstration against the government in Fatehabad and rued its “indifferent attitude” towards Asha workers. Suman Rani, district president, Asha Workers’ Association demanded that Asha workers be paid a minimum salary of Rs 15,000 per month. She also asked for regularisation of their jobs, besides providing social security to them. Rohtak: The police rounded up Asha workers and CITU members, who were trying to burn the effigy of the Chief Minister to express their anguish against the government. Jhajjar: Asha workers lodged a protest against the “lethargic attitude” of the government and threatened to intensify the agitation against it if their demands were not met at the earliest. The protesters, under the banner of Asha Workers’ Union, raised slogans against Chief Minister Bhupinder Singh Hooda and burnt his effigy. The workers alleged that despite submitting several memorandums to the government it was not doing anything to address their issues. “The government is discriminating Asha workers by deliberately not taking any positive decision regarding their demands,” Pravesh Matanhale, vice-president, Asha Workers’ Union, alleged. The protesters marched to the residence of Education Minister Geeta Bhukkal and raised slogans against the government. They also burnt the effigy of the Chief Minister outside her residence. Ambala: Asha workers blocked the Polytechnic Chowk at Ambala City and burnt the effigy of Chief Minister Bhupinder Singh Hooda. Evolve rational norms to cut losses: Power engineers
Panipat, December 3 The issue was deliberated at length during the annual general meeting
(AGM) of Haryana Power Engineers Association held at Panipat on Monday which demanded that the notification based on “irrational norms” and prevalent practice of “loss reduction” be stopped immediately and “rational norms” be evolved for revenue collection and loss reduction. The engineers opposed the move of Bhakhra Beas Management Board
(BBMB) to create its own cadre at the cost of partner states and demanded that the existing policy of filling the posts by taking engineers and employees on deputation from partner states should continue without any alteration. A post of senior engineers from Haryana’s quota has been given to a Rajasthan engineer on promotion which is “unfair and unjust”, the association pointed out. The AGM demanded that the post of Engineer-in-Chief be created in all the power utilities in the state and the pay scales of Assistant Engineers be revised and brought on par with the neighbouring states.
Padamjit Singh, chairman, All-India Power Engineers Federation, who presided over the
AGM, blamed “poor planning” of the state-run thermal power units for forced shutdowns. “While Haryana has added sufficient capacity of its own thermal power stations, long-term power purchase contacts from private parties has led to forced shutdown of 4 to 8 units in last 10 month”, he pointed out, adding that the state power utilities should be managed and headed by "competent engineers", he said. The present practice of giving the dual charge and giving extensions to Directors should be abandoned, he added. Calling for adopting policy of “zero tolerance towards power thefts”, he said that instead of weighing the proposals for privatisation of power distribution, the power Discoms should undertake loss reduction measures departmentally. Dahiya, president, Haryana Power Engineers, said that recruitment, manpower and training functions have been grossly neglected for the past several years, resulting in increase in workload. He stressed that the recruitment be made on need basis at all levels on the basis of “restructuring plan” submitted by the Association. The meeting was attended by over 400 engineers drawn from all over the state and KD Bansal and Ranbir Deshwal were elected president and general secretary, respectively, of the association. |
2 varsity girls expelled from hostel after spat
Sirsa, December 3 Vice-Chancellor Dr Radhe Sham Sharma confirmed that the two girls have been sent with their parents after asking them to vacate hostel on the recommendation of the hostel committee of the university. Dr Sharma said the girls were, however, allowed to appear in the ongoing examinations of the university. The incident occurred in Mata Harki Devi Women Hostel of the university last evening when a student thrashed a classmate after an altercation. Upset, the victim ran towards her room, bolted it from inside and attempted to commit suicide by hanging herself from the ceiling fan. Some other inmates of the hostel noticed the girl bolting her door after screaming that she was going to end her life. The girls raised an alarm. Efforts by the girls saved the victim from ending her life. She said she was too disturbed at the behaviour of her classmate and, hence, made an attempt to end her life. The university authorities summoned parents of both the girls and told them to take away their daughters. The hostel committee of the university met today under Chief Warden Prof Vikram Singh and recommended the expulsion of both the girls from the hostel. |
Anganwari workers seek timely payment of honorarium
Yamunanagar, December 3 Veena Bhat, district president of Anganwari Workers and Helpers Association, said Anganwari workers and helpers were not being paid honorarium timely in all blocks of the district. The building rent of Anganwari centres had not been paid for 11 months in Jagadhri block (urban) and in other rural blocks. She said the women involved in preparing food in Anganwari centres were not paid their arrears for the last one year. They had to buy attendance register, utensils and other articles from their pocket. Bhat added that the department should ensure timely supply of the meal meant for children and its quality should be as per the norms laid down by the government. She said that the building rent was increased to Rs 1,500 from Rs 750 two years ago, but it was not implemented in the district so far. She demanded that the electricity, water and toilet facilities should be provided in the anganwari centres which were being run in public buildings. |
PCB notices to 20 dyeing units for flouting norms
Faridabad, December 3 "While a majority of the dyeing and related industrial units were located in the industrial zone in Sectors 6, 24, 25, 58 and 59, there were many units which had been working in non-conforming areas. Several of these had been functioning without the mandatory ETPL, thus putting the environment and health of the residents at risk," claimed sources. "We took a strict action against several units last year. This resulted in closure of the operations of at least 30 units," claimed Sanjiv Buddhiraja, Regional Officer of the PCB office for the NIT zone. The board had got power connection of several such units disconnected in the past as a punishment for not following the pollution norms , he added. The notice had been issued to around 20 such units located in Nahar Par area which have been found to be violating the norms. The department would lodge an FIR and launch legal prosecution against the accused if they fail to comply with the rules. |
Technical snag hits BSNL services
Ambala, December 3 This was affecting lakhs of BSNL consumers across the state, who
were in limbo till 6 pm, when telecom engineers restored the services after rectifying the fault. BSNL mobile consumers could not make or receive calls throughout the day. The fault did not affect landline consumers. Broadband users could not access the Internet till late in the evening. The fault placed the senior Haryana telecom circle officials on their toes, who rushed to the main exchange to ensure that services were restored at the earliest. A senior BSNL official said services to emergency numbers, including 100 and 101, had been affected for a short period of time, but were restored soon. BSNL consumers had faced a similar situation on January 15, when communication services by the provider remained suspended for the whole day. |

Roadways staffers resent cut in salary
Sonepat, December 3 Sanjay Kumar, secretary of the Haryana Roadways Workers Union of Sonepat depot, said the decision to deduct the two days salary was taken at a meeting in Chandigarh recently. He said the strike was observed by the roadways employees in public interest as a large number of gram panchayats had given in writing against the introduction of the private bus services on their routes. He said that during the two-day strike, not a
single bus left the depot and a total ‘chakka jam’ was observed. “Even then there was no criticism of the strike from the general public which prefer roadways service as compared to private bus service,”

Escapee arrested
Ambala, December 3 Two days ago, the city police arrested Manoj Kumar, a resident of Bahraaich (UP), in a theft case. The court had remanded him in four-day police custody. Reports said, Manoj had asked for a blanket from the constable deployed on night duty. After giving him a blanket, the constable failed to close the lock-up door properly. At 2.30 am, Manoj managed to flee from there. After getting information about the incident, inspector (CIA staff) Kul Bhushan visited the site this morning. The footage of a CCTV camera installed on the police station premises was taken out. A case of negligence was registered against the police constable,

Restart bus service, demand commuters
Chandigarh, December 3 In a representation to the government, the commuters alleged that the bus service was discontinued without any prior notice. They also stated that the services were apparently abandoned because of the shortage of drivers. The bus services between Gurgaon and Panchrukhi in Kangra district was over 16-year-old. “If the Gurgaon Depot of the Haryana Roadways was unable to start the bus service, the Haryana Government should direct depots like

Property dealer commits suicide
Fatehabad, December 3 Based on victim Narender Wadhwa's suicide note, the police booked his partner Satish Chopra under Section 306 of the IPC. His family said Narender Wadhwa left of his house on some pretext last night. He called up his wife later to inform her that he had consumed poison. He made similar calls to his daughter and another relative. Morning walkers found his body beside a road in a new sector being developed by Haryana Urban Development Authority on the Bighar road here. The police were informed, who recovered a suicide note from the body. In his suicide note, the deceased made a request to the Director-General of Police to recover his money from his partner and give it to his family. |
Protest against police inaction in rape case
Kaithal, December 3 A minor girl of Kalayat was raped after being abducted from Kurukshetra. They alleged that the Kurukshetra police registered a case only after the intervention of the Kurukshetra SP. Various social and trade organisations had supported the agitation and demanded punishment for the accused. Shops remained closed in the city today. The victim’s father threatened to observe a fast if action against those responsible for the crime was not taken within next 24 hours. |
