A unique garbage collection plan for Dehradun
Dehradun, December 13 Under the new plan costing Rs 50 lakh, which will be put in place by March next year, a tag will be placed outside each household, establishment and hotel being covered by the DVWM, a project being run by SPML for door-to-door garbage collection. The company has received the go-ahead from the Dehradun Municipal Corporation for setting up the device. Black colour round tags, size of Re 1 coin, have been imported by the company from Germany along with its corresponding loggers and a watch-like device. Speaking about the project that has already been launched in 20,000 households in its first phase, SPML Director Sidharth Jain said," The main purpose of getting the radio frequency identification device is to make every establishment and household accountable. In the past, we had received several complaints that DVWM workers were not coming to collect garbage and still they were being forced to pay fee for the entire month. With these tags in place, we hope to resolve the issue.” Elaborating further on the device, Jain said: “DVWN employees will be wearing loggers and after collecting garbage from a particular place, they will make an entry with a tag. This information will then be transmitted to our server, confirming that the employees have gone to collect the garbage.” The second stage of the system includes a hand-held machine that will be giving out bills to the people after recording the reading from the tag placed outside their establishments. “Apart from helping resolve our issues, we are also trying to get in touch with various other agencies such as the Power Corporation, the Water Corporation and also the
DMC. These tags are also capable of recording electricity and water usage of a particular establishment,” added
Jain.

Modi to focus on neglect of disaster-affected people: MP
Dehradun, December 13 "Six months have passed but the affected people continue to live in tents in many places. How can the government be so insensitive towards the needs of its own people. It is not only the BJP that is pointing fingers at the Bahuguna government but even Congress MLAs are unhappy with the situation. I think if our prime ministerial candidate raises the issue, it will get due eminence," said Radha Mohan Singh, while talking to mediapersons. He alleged the government had failed to judiciously allocate funds among the affected, which had led to scams and the misutilisation of funds. The leader, who has already visited 14 Assembly constituencies in Uttarakhand in the run-up to the Sunday's rally of Modi, said the prevailing political conditions in at the Centre and in Uttarakhand were giving a clear indication that people were unhappy with the Congress rule. "All these conditions are proving conducive to the rise of the BJP and Narindra Modi in the country," he said. Commenting on the rally, Radha Mohan Singh said it would be a historic rally never staged before. "We are expecting more than 1 lakh people and in my view it will be the largest rally ever staged after independence. People will come to listen to Modi and national president of the BJP Rajnath Singh," he said. Tomorrow, the state BJP unit will hold a road show in five places of the city which will be attended by former Chief Ministers and state unit BJP chief Teerath Singh Rawat in five places of the city. |

CM tells teachers to help make state mecca for education
Dehradun, December 13 He said teachers held a prominent position in building an ideal society for the state. Addressing a gathering during the 11th convention of the Uttarakhand Madhyamaik Shikshak Sangh at Hindu National Inter-College, Bahuguna said, "Teachers should contribute from their wealth of knowledge for making the state a mecca for education. To ensure that the students of the state are imparted quality education, it is necessary that the level of teachers and their qualification should also be improved. Teachers should guide their students to undertake all-round education, so that they are prepared to take on the challenges of
the future.” “The government has always tried to give the best of the facilities to its teachers. Out of a Rs 25,000 crore budget, Rs 17,000 crore is spent as part of the non-planned budget, which is the second highest after Kerala,” he added. Later in his address, state Education Minister Mantri Prasad Naithani said the government would take positive decisions in the demands that had been put by the teachers. “The recent decision on the transfer of certain teachers was taken on a fair basis and in the future, too, the education department would be adopting a fair approach in all decision making,” he said. |

public appeal, says Kaushik
Haridwar, December 13 While talking to The Tribune Kaushik, three-time legislator from the Haridwar (City) segment, said here today that the performance of the AAP represented the public mood and anger against the corrupt Congress government headed by Sheila Dikshit. He said due to numerous scams involving Union ministers of the UPA government at the Centre, the involvement of the Prime Minister’s Office coming to light in the 2G and coal scams, high inflation, a steep rise in the prices of petrol, vegetables and food items and a rigid stance on the Jan Lokpal Bill had perturbed the people. This led to the rout of the Congress and the rise of the AAP in the New Delhi Assembly elections. Asked whether the AAP would impact the results of the forthcoming Lok Sabha elections in Uttarakhand, Kaushik said it was unlikely as the newly formed party had no pan-India presence. “There are many reasons that the AAP will not influence the Lok Sabha election results significantly. First, the Anna Hazare-led Jan Lokpal movement was concentrated in New Delhi. Second, Arvind Kejriwal, Manish Shisodia, Prashant Bhushan and other core members of the AAP are all based in Delhi. Also, the Assembly elections are usually fought on local issues and the AAP does not have a pan-India cadre,” said Kaushik, who was state Urban Development Minister in the previous BJP government. Kaushik said about 25,000 to 30,000 party workers and people from Haridwar district would attend the ‘Shankhnad’ rally of Gujarat Chief Minister Narendra Modi to be held at Parade Ground in Dehradun on December 15. He added about 750 vehicles from Haridwar and 600 from Roorkee had been booked to ferry people to the rally venue. The veteran BJP leader hoped that the party’s prime ministerial candidate, Narendra Modi, would be able to bring the party back to power at the Centre and become the second BJP Prime Minister after Atal Behari Vajpayee. Asked about his chances of contesting the Lok Sabha election from Haridwar against sitting Congress MP Harish Rawat, Kaushik said he was willing to contest but it was for the party high command to take a decision on the issue. |

Mussoorie, December 13 The BJP Yuva Morcha workers gathered at the Tehri bus stand and rolled their bikes till Library Bazaar. They also raised slogans in support of their prime ministerial candidate Narendra Modi. Prakash Pant, president of the Mussoorie BJP unit, OP Uniyal, former Municipal Council president, and Mohan Petwal, general secretary of the Mussoorie unit, flagged off the rally from the Tehri bus stand. Trilok Singh Rana, president of the BJP Youth wing of Mussoorie, said the enthusiasm of the youth from the region was unprecedented. He said more than 1,000 youths from Mussoorie alone would be attending the rally. He added the youths belonging to the Muslim community would also attend the rally in large numbers as they were also eager to see and hear Narendra Modi. Most of the party workers were seen flouting laws while riding two-wheelers

BJP councillors corner Mayor over illegal constructions
Haridwar, December 13 A delegation of BJP councillors handed over a complaint to the Haridwar Development Authority officials against illegal constructions being carried out at the Water Works Colony, Tibdi, near the Shiv Lok Colony. The councillors alleged that though the matter had been brought to the notice of the Mayor, no action had been taken so far, thus resulting in an increase in illegal constructions. Kanhaiya Khewadiya, Har-ki-Pauri councillor, said the Mayor's silence over the issue puts a question mark on their integrity. Women councillors Kalwati Negi and Lalita Chauhan warned that if no strict action was taken in the coming days, the councillors would be forced to hold an agitation as it was a question of saving the civic body land which was a
public property. Tarannum Mansuri, councillor from ward 24-Jwalapur, said it appeared that both the HDA and the Muncipal Corporation had given a silent consent to the illegal encroachments and construction. Mukhya Nagar Adhikari Vipra Trivedi said strict action would be taken against the violators. “I have already stopped the construction work at Tibdi site earlier this week,” she added. |

Defence Minister Antony to review IMA passing-out parade today
Dehradun, December 13 A total of 688 gentlemen cadets, including 71 foreigners, will pass out from the academy tomorrow. Elaborate security arrangements have been made by the Indian Military Academy officials and the Dehradun district administration to ensure the smooth conduct of the parade. Meanwhile, a wreath-laying ceremony was held at the War Memorial of the academy today to pay respect and homage to its brave alumni, who had sacrificed their lives in keeping with the tradition of the Indian Army. Lt Gen Manvender Singh, Commandant of the Indian Military Academy, along with officers, their families, gentlemen cadets and their parents laid wreaths on this solemn occasion. Multi-activity display by gentlemen cadets A multi-activity display was organised at the Indian Military Academy on the eve of the passing-out parade here today. A horse riding, PT and aero modelling display were presented by the gentlemen cadets of the IMA with a great zeal and enthusiasm. A band display was also presented by the IMA bands. The show was highly appreciated by the audience. A large number of audience including parents of the passing out cadets, distinguished guests and schoolchildren were part of the show. |

Primitive Ban Rawats demand
medical centre at their village
Pithoragarh, December 13 According to the villagers, the Uttar Pradesh Government had declared their Ban Rawat tribe as a primitive tribe in year 1967 along with five other Scheduled Tribes in Uttarakhand hills. They are now facing the threat of extinction due to a high death rate among the tribal women and children due to lack of medical facilities in their area. “The nearest medical centre is at Chalthi, about 12 km from our village. The services of this centre are seldom used as the route to it is tough to travel on,” said Prem Singh, a member of the tribal community. He said, besides the Ban Rawat tribe there were 15 other communities settled around Khirdwari village. “There is a market at Khirdwari village and if a medical sub-centre is opened there, thousands of other villagers, including the Scheduled Castes, will be benefited. Being a warm area, villagers remain unwell during the period between the summer and the monsoon. When they go to the Chalthi medical centre, they face the threat of wild animals and flooded rivulets on the route,” he added. Members of various organisations have also supported the demand for an ANM centre saying the shy tribal people of the village seldom complain about the difficulties they face. They should be provided medical facilities on their doorsteps as they belong to the only primitive tribe in the state. “Residents of Khirdwari village have been late in raising the demand for an ANM centre, they should be given immediate attention so that the tribe could be saved from extinction,” said Shankar Dutt Joshi, a social worker at Chalthi. The Medical Department has said the opening of a medical sub-centre at Khirdwari village is long due. It organises a medical camp at the village every year to fulfil the medical needs of the villagers and examine them. “We are going to have a medical camp at Khirdwari village after December 15,” said Dr Harish Chandra, Chief Medical Officer, Champawat district. |

Dehradun, December 13 The agitated employees, who also staged dharna outside the headquarters, raised slogans against the state government. The agitating employees resented the exploitation of drivers and conductors. They are also demanding jobs in the department. They threatened to stage a chakka jaam on December 17 as part of their future strategy of protest. |

Dehradun, December 13 The protesters demanded that the state agitators registered with the Uttarakhand Rajya Nirman Andolankari Sangathan should also be given pension and a government order accepting their demands be issued. Lok Vahini to oppose UltraTech cement plants
Pithoragarh, December 13 Talking to mediapersons at Almora, Dr Shamshar Singh Bisht, convener of the ULV, said these cement plants would give employment to about 2,000 people while it would affect the livelihood and sustenance of two lakh local people. These plants would devastate the environment of the areas and force villagers to flee their villages. “The people of Tyuni and Someshwar will oppose the installation of the plants for the cause of environment,” said Bisht. The ULV leaders said the state government should remember the agitation that was launched to stop the installation of a cement plant at Lohaghat 28 years ago. They threatened that an agitation would be started if the government did not revert its decision. Instead of allowing the installation of cement plants it should start giving employment by allowing environment-friendly industries in these areas. “We cannot accept the agreement signed by the government with the cement company as it is a step towards ruining and destablising the hill region,” said Bisht. According to the ULV, the cement plants, if installed, would emit carbon dioxide in a big quantity, affecting the environment, besides the flow of rivers. “Three local rivulets and a river generate from Someshwar in Almora district where a cement plant has been proposed. These rivulets and the river provide drinking water to over two lakh people of the area, which will be affected once the extraction of soil begins for the cement plant,” said Dr Bisht. |

Disaster-hit families forced to live in tents
Dehradun, December 13 The state government had offered several sops to the disaster-affected people, including the payment of house rent to the families whose houses had either been destroyed or had developed cracks. The social activists pointed out that some families continue to live in tents. “Five families in Pandukeshwar (Chamoli) and five families of Sonali village in Karanprayag continue to reside in tents as their houses had developed cracks due to the disaster. These villagers have petitioned the government to provide them land near their village but their request was turned down as no land was earmarked for constructing houses,” said Renu Thakur, an activist from Arpan (Ascot). Similarly, 98 families of Bhyundar and Pulna in Joshimath, who lost their houses in the disaster, were forced to launch a stir on the issue of allocation of land so that they could lead a settled life, six months after the disaster. “The revenue officials have been taking these people for a ride on the issue of allocation of land. For how long would they continue to live in tents. Bhyundar and Pulna villages had been devastated in the floods and the government had promised to provide the villagers land for the construction of houses and farming,” said Lakshman Chauhan, a resident of Urgam valley. The villagers had even launched a hunger strike under the leadership of the gram pradhan demanding land for settlement at Kanjila near Ghangariya so that they could take up farming during the summers. But, it was turned down on the pretext that the land was part of Valley of Flowers, a National Park. |

Dehradun, December 13 The decision was taken at a meeting chaired by Chief Minister Vijay Bahuguna here today. The meeting laid stress on improving the infrastructure at the medical colleges for patients as well as students. The Chief Minister also sanctioned additional Rs 8 crore for the medical college at Rudrapur. It may be mentioned here that the work on the expansion of Doon Medical College and the construction of Almora College is still in the initial stage but by sanctioning funds the government has reiterated its commitment towards expanding medical education in the state. |

Dehradun, December 13 Addressing a press conference in Dehradun today after the conclusion of a seminar titled "Tourism in Uttarakhand: Starting Afresh" organised by the ATOAI in collaboration with GIZ (Deutsche Gesellschaft fur Internationale Zusammenarbeit), Akshay Kumar, President of the ATOAI, said it was important that the state should have a better air transportation system which could save travel time. “It is generally seen that tourists from abroad avoid Uttarakhand as it involves a lot of road travel, particularly if one has to go trekking to interior hill areas,” said Kumar. He said they had put this concern before the state Additional Chief Secretary, Rakesh Sharma, who had assured them that work was in progress to strengthen the existing six airfields of the state. He said the ATOAI has decided to hold its annual convention at Shivpuri in Uttarakhand from March 24 to March 27, 2014, which was being done to promote tourism in the state. During the conference, various stakeholders in the tourism industry sat in a discussion with the senior government officials to plan the way ahead to restore the state’s world adventure tourism map. Rakesh Sharma, Uttarakhand Additional Chief Secretary, chaired the session. He said the state government and the industry will have to work hand-in-hand to rehabilitate the state in the aftermath of mid-June disaster. He said while the current priority of the state was on the reconstruction efforts, but, suggestions by the industry would also be taken and worked on. Rajeev Bhartari, Chief Conservator of Forests Eco-tourism said Uttarakhand was being promoted as soft adventure tourism destination. “We are organising a three-day bird watching workshop at Asan Barrage on February 7 till February 9, which will attract bird watchers from around the world,” he said. Additional Principal Chief Conservator of Forests Jairaj assured all the support to the tour operators for the promotion of eco tourism in the state. Subroto Roy, GIZ programme manager, said GIZ was making all the possible efforts to promote tourism and the state would be represented in the world’s largest travel show-ITB Berlin in 2014. Lack of irrigation water hits rabi, vegetable crops in Haldwani
Pithoragarh, December 13 Water level in the Gaula is also receding in the absence of winter rain in the region. Sources in the Irrigation Department said farmers of Haldwani subdivision required 320 cusecs of water this season to irrigate their crops. “However, against the demand for 320 cusecs, only 190 cusecs of water is available for irrigation owing to no rain in the catchments of the river till date.” said MC Pandey, an engineer with the Irrigation Department. He said from this available water, 30 cusecs was supplied to a filtration plant at Shishmahal to cater to the drinking water needs of Haldwani residents. “We can supply only 190 cusecs of water to both areas across the Gaula for irrigation purpose, as the water level in the river is also receding,” he said. Haldwani farmers who have sown wheat, barley, mustard, peas and tomato crops on over 600 hectares depend on the Gaula for irrigation. Ravindra Singh, a resident of the Selabhabar area of Haldwani subdivision, said farmers were incurring huge losses due to this. |
