CM inaugurates Nainbagh tehsil
Mussoorie, December 7 The traditional welcome ceremony, which is usually accompanied by beating of drums and a cultural dance, was, however, not performed to the five-day national mourning on the death of former South African President
Nelson Mandela. The Chief Minister was accompanied by Revenue Minister Yashpal Arya, Panchayati Raj Minister Pritam Singh, Saket Bahuguna, senior Congress leader Jot Singh Bisht, Mussoorie Municipal council president Manmohan Singh Mall, Dr Virendar Rawat and Congress block president Jot Singh Rawat. He inspected the office of the new tehsil just beside the PWD guest house here. He also paid floral tributes to a statue of Sardar Bhagat Singh. Addressing the gathering at a programme held at Government Inter College, Nainbagh, Bahuguna said smaller administrative units ensured direct correspondence between the administration and the public and the new tehsil would benefit around 24,000 people of the area who earlier had to travel to Dhanaulti for all
administrative works. The Chief Minister said Nainbagh tehsil would ensure speedy development and the government was committed to the development of backward and weaker sections of society. He added that the region of Rawain, Jaunpur and Jaunsar was rich in culture and harmony. The people were also politically aware about the problems and work in unison to resolve their issues as was evident in the case of the formation of the tehsil. The Chief Minister said the government would work for the development of the region. He added that he was committed to helping the people of the state. He praised his own government saying the help provided to stranded pilgrims by the people of the state during the natural disaster was an exemplary work. The compensation norms had been relaxed to increase the relief money being given to the disaster-affected persons and the State Disaster Relief Force (SDRF) had been set up to combat any
disaster in future. Bahuguna thanked the people of the region and said he had immense affection for them as they had facilitated his journey towards becoming the Chief Minister of the state by first electing him MP. Yashpal Arya said the government was committed to the development of the backward areas and communities of the state. He told the gathering that the present government had formed 12 tehsils and three sub-tehsils during its tenure. He praised the Chief Minister for fulfilling the years’ old demand of the people of Nainbagh. The Panchayati Raj Minister said the tehsil would ensure development of the region. “The government is aiming at the all-round development of the state,” he added. |

Pithoragarh, December 7 Jay Bharat Singh, SDM of Pithoragarh, said officials had been instructed to testify the citizenship of every person at the border towns of Jhoolaghat, Jauljibi and Dharchula to confirm their citizenship before including his or her name into the voter list. “These instructions have been given
after some complaints were received that Nepali citizens were being included into voter list
at border areas of the district,” he said. The SDM, who reached Jhoolaghat to inspect the embankment of the town attached to the Kali River due to the flash floods in June, said a sum of Rs 2 crore had been approved to reconstruct the embankment at the river to save the town from further damage. “Steps to save the town from further sliding in monsoon season will be taken by the Irrigation Department after constructing the embankment before next monsoon,” he said. A delegation of residents of Jhoolaghat town met the SDM and handed over a complaint regarding the condition of the road from Jhoolaghat to Pithoragarh. “We have escalated the efforts to improve the 35-km road. The work will be done by state PWD and will benefit citizens of India and Nepal,” Jay Bharat said. |

Reckless, drunken driving main reason behind 90 pc fatal accidents
Dehradun, December 7 Moreover, the Thursday night road crash proved how people, even when they are not at fault, fall prey to rash and drunken driving. Despite people losing lives due to reckless and drunken driving at alarming rates, the police and administration seem to have no solution to this menace at all. According to the police data, in 2012, 299 road accidents were reported in Dehradun in which 126 people lost their lives whereas 242 got injured. In 2013, 264 accidents have been reported till date, killing 120 persons and injuring 250. Even the traffic police officials believe that reckless and drunken driving remains the main reason behind 90 per cent of fatal accidents. “We carry out drives against drunken driving time to time but now I am planning to adopt zero tolerance approach towards such drivers. We will seize their vehicles and will recommend cancellation of their driving licences,” Pradeep Rai, Traffic SP, told The Tribune. It is noteworthy that campaigns against drunken driving have not proved effective. And the number of prosecutions done for drunken driving has also not been a deterrent. Senior police officers are of the view that traffic police, who are expected to analyse factors resulting in road accidents and suggest solutions to control the menace, have little role to play when it comes to checking driving in inebriated conditions. This is because the traffic police are not on duty after 9 pm when most of the mishaps due to drunken driving are taking place in the city. As per Section 185 of the Motor Vehicle Act, if a driver or rider is caught with alcohol content exceeding 30 mg per 100 ml of blood, which is tested by the breath analyser, he or she can be sentenced to simple imprisonment for up to six months. If caught again, the punishment can be up to two years. “We will have to create awareness, especially among the youngsters, regarding negatives of drunken driving and simultaneously take strict action against such violators, as they are not only risking their own lives
by driving in an intoxicated condition but also of others moving on the roads,” says Manikant Mishra, SP, Rural. Meanwhile, most of the errant drivers caught under the influence of alcohol are let off after imposition of a simple fine. But by letting off a person after collecting a simple fine for drunken driving, aren't the police allowing him to cause more accidents? |

Oil fragrance and flavour meet in Dehradun today
Dehradun, December 7 Addressing a press conference here today, Dr Sunil Sah, scientist at Centre for Aromatic Plants, Dehradun, said around 75 farmers and 50 representatives of industry would be coming together in the meet that will be held at CAP Dehradun office tomorrow and will be inaugurated by Uttarakhand Horticulture Minister Amrita Rawat. He said most of these representatives from the industry were associated with perfume industry from Delhi, Mumbai, Kannuaj, Kanpur, Lucknow, Chandosi, Rampur and Moradabad and were participating in the meet to explore the potential of availability of aromatic oils in Uttarakhand. He said the participating farmers will also be informed about the importance of cultivation of aromatic plants in terms of overall monetary benefits. Challenges faced by farmers in marketing and latest cultivation techniques will also be taken up during the discussions, he added. Narendra Singh, also from CAP Dehradun, said the meet would also give an opportunity to the farmers to interact with the industry, which will be beneficial for both. He also apprised that a total of 14,000 farmers in Uttarakhand were engaged in cultivation of aromatic plants. |

Haridwar, December 7 In this regard all the five legislators of BJP from the district are monitoring and holding discussions to ensure at least 25,000 activists are taken to the Parade Ground rally
on December 15. A meeting of all the five legislators, Madan Kaushik(city segment), Swami Yatishwaranand (rural), Aadesh Chauhan (Ranipur_BHEL),Sanjay Gupta (Lakshar) and Chandrasekhar Bhattewala (Jwalapur) at a city hotel discussed theissues of transportation, lodging and food for the rally-bound party workers. Madan Kaushik said that 500 medium four wheelers and 300 odd buses have
been booked. In view of shortage of buses in Uttarakhand, additional buses from neighbouring Uttar Pradesh districts have been sought so that availability of buses is ensured on the
rally morning. Talking to TNS, Ranipur BHEL legislator Aadesh Chauhan said that party workers coming from Kumaon division will be lodged in Haridwar at about two dozen-odd ashrams. ''Kumaon-bound workers will be provided lodging and food services by Haridwar district committee. For this we have distributed responsibilities to party leaders and cadre,'' said Chauhan. While Swami Yatishwaranand said that hundreds of rural area people will also be coming for the ''Shankhnaad'' rally as Narendra Modi's popularity has touched an all-time high. ''People want to listen to the dynamic Narendra Modi, his vision and development-oriented governance in Gujarat. Be it urban or rural areas, Modi wave is sweeping the nation and Uttarakhand phase of ''Shankhnaad'' rally will be a big draw,'' said Swami Yatishwaranand. However, due to differences between district BJP president Kuldeep Gupta and three legislators (Kaushik-Chauhan-Gupta), the rally preparations have got some jolt. Last week only BJP Uttarakhand president Teerath Singh Rawat had tried to break the deadlock between the legislator trio and district head but
failed to do so. To ensure that Modi rally preparations don't suffer any further setback, Rawat had directed Kuldeep Gupta to refrain from the rally preparations and
coordination meeting. When contacted, Kuldeep Gupta told TNS that he is a loyal party sepoy and will do anything as per directions of the party high command. |

Dehradun, December 7 The protesters also demanded Rajya Senanai status for the state
agitationists. They sought autonomous status for Aandolankari Samman Parishad and separate funds for it. The protesters held that they have been staging dharna at state agitation martyrs for several days now and accused state government of not paying heed to their
concerns. Nanda Ballabh Pandey, Mathura Pant, Beena Bhatt, Pushpa Rawat, Prem Singh
Negi, Parvati Dhami and Madhu Thapa were prominent among the protesters. |

Students taught art of making animations
Dehradun, December 7 The workshop was
followed by a football match between teachers and students, which was enjoyed by everybody present there. The students were jubilant
after winning the match with a score line of 4-2. In an admirable gesture, the girls of Kasiga
School generously collected money all through the year and sponsored a little girl from a
nearby school. Students of all the four houses - Amazon, Pacific, Everest and Nile - enjoyed the evening of fun and frolic. Youth for Understanding (YFU), one of the
world's largest and most respected international educational exchange organisations, visited Kasiga School
here today. Youth for Understanding, spread over 50 countries, offers students
in the age group of 15 to 19 an opportunity to visit various countries. The session conducted

Bhajan Singh is MD of Peyjal Nigam
Dehradun, December 7 The Pejyal Nigam had been rudderless for the last many months due to uncertainty regarding Bhajan Singh’s seniority. While the government was confronted with the issue, the nigam remained rudderless for several months. Its working was affected and several important works came to a standstill. The Uttarakhand government had constituted two committees under Secretary SS Rawat (now retired) to resolve the issue. Rawat filed a report saying Bhajan was senior to other candidates. The government accepted the report and cleared Bhajan’s candidature for the post.

Waste Warriors organises art exhibition
Dehradun, December 7 They showcased the works of 45 entries out of a total of 700 entries received from various schools and institutions. The designs of Samiksha Rawat, a student of Touchwood School and Mohid Hussain from Bajaj Institute of Learning for
Deaf Children won the first and the second prize respectively. Their designs will occupy a place on the public hoardings at prime locations along the Rajpur Road. Harak Singh Rawat, Additional District Magistrate (ADM) and Siddharth Jain, Director of Doon Valley Waste Management (DVWM), were the chief guests on the first day of exhibition. The exhibition will continue for a month till January 6, 2014. The exhibition also displayed photographs of the Anekant Palace Transformation Project, undertaken by Waste Warriors since August, this year. The NGO recruited volunteers to carry out the transformation which included painting, planting flowers, installing hanging baskets and a dustbin. “The students of the Doon School volunteered and worked hard to fill the pot-holes in the area. We cleared almost 60 bags of garbage from Anekant Palace area only,” said Jodie Underhill, CEO and Co-Founder of Waste Warriors. “We clean Rajpur Road on a regular basis. We hope that these hoardings will raise some awareness among people and give them a sense of civic pride,” added Jodie. |

Dehradun, December 7 The police are claiming that Dharmendra committed suicide but his family members say that their son was murdered. The body has been sent for post-mortem. The police have started investigation.

ABSS merges with Shiv Sena
Haridwar, December 7 Led by Uttarakhand party president Ashok Kumar Sharma of Akhil Bharatiya Shiv Sena, a large number of party leaders and workers joined the Shiv Sena, terming it as a return to
their home. Welcoming the ABSS activists, Shiv Sena Uttarakhand president Tej Pal Singh Pawar said as per Uddhav Thackeray’s consent, the ABSS has been merged into the Shiv Sena party. He added it would bolster the party’s prospects in the Lok Sabha elections and the party would make a presence among the state voters. “The ABSS no longer exists as all the party office bearers have taken the Shiv Sena party membership,” he added. Ashok Kumar Sharma has been appointed as the Haridwar district chief and Tejpal Singh Pawar will be the incharge of the party affairs. The newly inducted members said they would work hard to ensure that the party spreads its base in Haridwar, Dehradun and Uddham Singh Nagar. Sita Ram Prajapati, Roop Chand, Diwakar, Dr Brijesh Kumar, Nand Kishore Singh, Satpal Singh, Manoj Aggarwal, Ajay Tripathi, Anusen Gupta, Suresh Kumar, DInesh Kumar and Naresh Sharma were present on the occasion.

Committee formed to look into problems of state Van Gujjars
Dehradun, December 7 Addressing Van Gujjars in Dehradun, Chief Minister Vijay Bahuguna reiterated his government’s commitment to work for them in the state. He asserted that the committee will have members from Van Gujjar community from across the state. They would meet every month to take stock of the progress being made toward resolving the concerns of
the community. He said apart from the reservation in Tiger Protection Force, Van Gujjars would be provided with photo identity card and ration cards. “The Van Gujjars will be considered under the Below Poverty Line families and will be included in the Food Security Scheme,”
added Bahuguna. He also assured that better health facilities, including 108 ambulance services would be provided. |
