Dehradun, December 15
The Uttarkhand BJP did not leave any stone unturned to make its prime ministerial candidate Narindera Modi’s rally a grand success. It used a powerful sound system to relay the sound of the conch shells that reverberated Parade Ground as soon as Modi descended from the helicopter.

The sound of blowing conch enthused the BJP workers, who had been waiting since morning for Modi. The enthusiasm of the people knew no bounds when Modi marched up the stage followed by fawning BJP leaders.

Soon, a large garland weighing several kilograms was brought on the stage, the sheer weight of the garland left the in charge of party affairs in Uttarakhand, Radha Mohan Singh, breathless. Coming to the rescue of Radha Mohan Singh, Modi hurriedly instructed other leaders on the stage to lend a helping hand. The offending garland was then encircled on the parapet of the stage.

This was followed by a long list of gifts that were handed over to both Modi and BJP national president Rajnath Singh.

Among the mementos, a Garhwali cap, a khukhri, a framed picture of Goddess Nanda Devi and a shawl from Garhwal were presented to Modi. But Modi’s entourage, which hurriedly left the venue, did barely managed to pick up all gifts.

Parade Ground not packed to capacity for Modi’s rally

While BJP took months to make preparations for BJP prime ministerial candidate Narendra Modi’s rally at Parade Ground, the ground certainly was not packed to capacity.

While 70 per cent of the parade ground was packed to capacity, 30 per cent of the ground, mostly the outer area, had thin presence of people. However, the roads encircling the Parade Ground were crowded.

Many people left the venue just after Modi began his speech. Those following Modi’s recent political rallies across the country argue that his tone looked a bit mellowed and he was not certainly on his usual attacking self.

There were conflicting figures regarding the attendance of the rally, while some described crowds to be around 50,000, BJP supporters claimed to touch 80,000 mark.

Shops in vicinity of rally ground remain closed

The district administration today ordered the closure of all shops and business establishments in the vicinity of Parade Ground where BJP prime ministerial candidate Narendra Modi addressed a rally.

Parade Ground lies in the downtown of the city and has several prominent roads encircling it with congested marketplaces.

The shops on Subhash Road and Ashley Hall remained closed.

The police had declared roads in the vicinity of Parade Ground as zero traffic zones. Pacific Hotel on Subhash Road, that usually has a good occupancy rate, kept its main entry and exit doors closed during the rally time.

The famous Sunday market that is organised near Parade Ground was closed for security reasons. It had also remained closed last week.

The police and the district administration officials had a tough time frisking people, who came to attend the rally. The visitors were allowed to carry mobile phones but not any bag or stick.

However, the police took a sigh of relief after the rally ended peacefully.

Speculation rife in state Cong Bahuguna may be changed
SMA Kazmi
Tribune News Service

Dehradun, December 15
After the Congress defeat in the Assembly elections in four states, speculation is again rife that the party organisation in the state will be overhauled on the initiative of vice-president Rahul Gandhi. The poll results have also cast a shadow on the state government.

Rumours are afloat in the state Congress unit about a possible change of guard in the government and Chief Minister Vijay Bahuguna may be asked to leave. Already, state Congress president Yashpal Arya, who is also Revenue Minister in the Bahuiguna government, has resigned on the principle of “one man, one post.”

Interestingly, the Congress had won a razor-thin majority in the state Assembly elections held in January, 2012, and Vijay Bahuguna was chosen as Chief Minister by the party high command. There had been rumours of a change in leadership every three months.

It was a fact that Union Water Resources Minister Harish Rawat, who commands the support of the majority of Congress legislators, had protested Bahuguna's elevation. However, the party high command placated him by making him a Union Cabinet minister. Rawat's elevation did not stop dissidence in the party. Various groups in the state Congress unit had been working overtime to destabilise and weaken Bahuguna's position.

After taking over the reins of the state and later winning the Sitarganj seat to enter the state Assembly, Bahuguna suffered a political setback when his son Saket Bahuguna, who was given ticket from the Tehri Garhwal Lok Sabha seat, lost the byelection held in October, 2012.

But as he tried to take populist measures like holding an Assembly session at Gairsian in Chamoli district and building an Assembly building there to drum up support among hill people, many factions, particularly those belonging to the Harish Rawat faction, tried to pull the rug from under his feet.

Uttarakhand Assembly Speaker Govind Singh Kunjwal, who is a staunch Harish Rawat supporter, has been embarrassing the state government and the Chief Minister by his statements on corruption in the government or the government decision to construct an Assembly building at Raipur, near Dehradun, or on the issue of the permanent capital of the state.

But the natural disaster triggered by unprecedented heavy rain and flash floods in June this year that killed thousands and devastated houses and infrastructure, put a question mark on the capability of the Congress-led government and the Chief Minister. Soon after the natural disaster, the state government and its ground-level functionaries ceased to function and it was only after two days that the Army and paramilitary forces could be deployed to start the rescue and relief operations.

The opposition BJP had even the sack of the Chief Minister for the alleged failure of his government to handle the situation arising out of the natural disaster. However, the party stood by Bahuguna, but the machinations against him from within the Congress continued throughout the year.

While the Harish Rawat faction believes that Bahuguna would be changed in the purge proposed by Rahul Gandhi. the Bahuguna faction refutes there was any such move. They argued that the speculation about a change in the government was only in the media and was being sponsored by interested factions in the party.

As far as contenders for the top post in the state are concerned, Harish Rawat remains the front-runner while the senior-most minister in the state government Indira Hriyadesh and Panchayat Minister Pritam Singh are the other aspirants.

Who commands the state?

It is a fact that Union Water Resources Minister Harish Rawat, who commands the support of the majority of Congress legislators, had protested Bahuguna's elevation. However, the party high command placated him by making him a Union Cabinet minister. Rawat's elevation did not stop dissidence in the party. Various groups in the state Congress unit had been working overtime to destabilise and weaken Bahuguna's position.

Modi indulging in falsehood: Dhasmana
Tribune News Service

Suryakant DhasmanaDehradun, December 15
Uttarakhand Congress vice-president Suryakant Dhasmana, while reacting to Narendra Modi’s allegations against the Congress-led state government, said today that the BJP’s prime ministerial candidate was again indulging in falsehood.

Dhasmana said Modi's assertion that Uttarakhand should have an institution where the youth could become officers in the armed forces again showed that he was either unaware of the facts or was indulging in falsehood.

“The state has prestigious military institutions like the Indian Military Academy (IMA) and Rashtriya Indian Military College (RIMC) for the past more than eight years,” he said.

Dhasmana said Modi was unclear and had failed to give a clear message about what he intends to do for the country.

Meanwhile, Yogendra Khanduri, convener, Uttarakhand Congress Task Force, has accused Gujarat Chief Minister and BJP prime ministerial candidate Narendra Modi of indulging in complete falsehood during his speech in Dehradun today.

Khanduri said Modi indulged in mere rhetoric and failed to address the issues of curbing corruption, creating employment opportunities and maintaining communal harmony in the country.

He said Modi was completely wrong and tried to whip up sentiments of people on falsehood.

Khanduri said Modi talked about exploiting water resources, but did not mention that it was the RSS-backed sadhus and senior BJP leader Uma Bharti who opposed hydro-electric projects in the state.

On the issue of under representation of the youth in the armed forces as officers, Khanduri said Modi was completely wrong and misguided. “Yesterday, a total of 47 officers from Uttarakhand passed out as officers at the passing-out parade of the Indian Military Academy (IMA). A person having prime ministerial ambitions should not be ignorant of facts,” he said.

‘Shanti’ yatra Cong response to Narendra Modi’s rally
Tribune News Service

Haridwar, December 15
While on one hand Bharatiya Janata Party activists thronged Parade Ground, the rally venue for BJP Prime Ministerial candidate Narendra Modi’s ‘Shankhnaad’ rally, a section of saints and Congress activists gathered at Har-ki-Pauri for ‘Shanti’ yatra -- an answer to BJP’s rally.

‘Shanti’ yatra commenced from sanctum sanctorum of Brahamkund, Har-ki-Pauri today, which will traverse a total of 350 km in state of Uttarakhand.

Led by saint Sureshwaranand Saraswati, this peace march will expose the ‘communal’ face of BJP, particularly its Gujarat Chief Minister Narendra Modi, whose role during controlling of Godhra riots has been dubious.

Veteran Congress parliamentarian and Union Minister for Water Resources Harish Rawat flagged off this peace march in presence of saints and party activists.

Lashing at Narendra Modi, Haridwar parliamentarian said how can one forget the Godhra riots, when even NDA Prime Minister Atal Bihari Vajpayee had to direct Modi to adhere to principles of ‘Rajdharma’.

“Its history of Congress that caters to all segments of society in a secular way. For the past ten years, the communal harmony created under Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi is commendable and this ‘Shanti yatra’ is a nice initiative in spreading secular credentials,” said Rawat.

Citing the UPA government’s nine-year tenure, Rawat said the coalition government had been able to provide better governance than the previous NDA regime. The social welfare schemes such as MNREGA, Food Security Bill, Land Acquisition Bill, Right to Education and even Right to Information being its flagship projects.

Swami Sureshwaranand Saraswati alleged that BJP illegally stocked the onion-tomatoes in large quantities as most of the trading community is pro-BJP. This he added was done deliberately prior to five Assembly elections and now see post results the sky rocketing prices had again plummeted.

Praising UPA’s tenure, Swami Saraswati said the Union government had taken the nation to route of development, with per capita income of citizens increasing manifold as compared to 1999-2004 era.

Congress Sewa Dal district coordinator Rajesh Rastogi said the march will traverse 350 km touching a large number of urban, semi-urban and rural segments, exposing the wrong doings of BJP and disseminating the development oriented works of the UPA.

Mahant Rishiwaranand of Chetan Jyoti Ashram, Mahant Shyampuri, Congress state leader Hira Singh Bisht, City Congress chief OP Chauhan, Youth Congress Haridwar Lok Sabha coordinator Ram Vishal Dev,Trader leader Sanjay Chopra along with large number of party activists were present at the march.

Cong prevented party workers from attending rally: BJP

Dehradun, December 15
Uttarakhand BJP leaders today alleged that the Congress-led state government directed the administration to stop the buses carrying BJP supporters from Mussoorie and Haridwar and thereby prevented them from attending the Shanknad rally of Narendra Modi.

The Leader of the Opposition in the Uttarakhand Assembly, Ajay Bhatt, and senior BJP leader Trivender Singh Rawat said they were receiving messages that the buses were being stopped. They even accused the government of imposing power cuts in the state to prevent the people from viewing Modi’s rally on their television sets.

As Modi’s address was slotted for 1 pm, BJP leaders took over the dias before the rally and profusely criticised Vijay Bahuguna and the Congress, leaving even die-hard BJP supporters among the crowds stunned.

Each time Uttarakhand BJP chief Teerath Singh Rawat came, there was a clamour among the crowd for his immediate exit but Rawat remained oblivious to the hints given by BJP leader to leave the stage even after Modi had arrived. There was a demand from the crowd that Modi be brought onto the stage immediately, as they had been waiting for him since morning and wanted to listen to him.

Rajnath Singh, national BJP president, and Modi delivered speeches in tone and tenor. Rajnath was far more attacking than Modi while listing various acts of omission and commission of the Congress-led government in the state and at the Centre. — TNS

After Delhi, AAP eyes mass base in state
Tribune News Service

Haridwar, December 15
Buoyed by a stunning success in the Delhi Assembly elections, the Aam Aadmi Party (AAP) is now trying to strengthen its base in Uttarakhand. With a scope of offering an alternative to the Congress and the BJP, which have been ruling the state since its formation in 2000, the AAP hopes to make inroads into the state politics on the lines of New Delhi.

The Uttarakhand coordinator member of the AAP, JP Badoni, said on the directives of the party core committee a member induction programme began today. The party was trying to make its base stronger and larger ahead of the Lok Sabha polls.

Badoni said the AAP aimed to induct new members in all 13 districts of the state in the coming months.

City coordinator of the party Ajay Singh said with the AAP ideology, vision-oriented and fair-working mode, more people were willing to join it. The party came into existence last year when Arvind Kejriwal decided to take the political route following the Jan Lokpal Bill mass movement.

AAP activist Priyanka Purohit said people from all segments of society with clean, honest and working image were being inducted into the party as the Delhi poll results had shown that it was not money or a familiar face that could fetch you a political win, but willpower and honesty were the prime factors.

Former SMJN College student union president Prerna Kainthola, who took membership of the AAP, said youths were getting inclined towards the AAP because of its leaders, activists, members, working and ideology.

“We have our own district committees in all 13 districts of the state, but want to make inroad in the hilly and rural areas too. Since the formation of the state, both the BJP and the Congress had failed to raise local issues on which statehood agitators carried out a three-decade-long movement. ‘Jal’, ‘Jangal’, ‘Jameen’ and ‘Jawani’—the four major resources of Uttarakhand have been exploited by these two so-called big parties, but now people have a ray of hope in the Aam Aadmi Party,” voiced Badoni.

Modi praises Uttarakhand’s fine weather, but rues migration for jobs

BJP’s prime ministerial candidate Narendra Modi on Sunday profusely praised Uttarakhand for its weather. While addressing the rally in Dehradun, Modi said, “Uttarakhand has a fine weather but still people from the state have to go out to work.” The region’s weather has not been praised for the first time. A large number of people from the state, particularly those working with the ONGC that has its headquarters in Dehradun, go to Gujarat cities like Bharuch, Ankleshawar, Mehsana and Baroda on transfer and the first thing they complain on return to Dehradun is the hot weather conditions there.

Darkness despite huge hydropower potential

The champion of the Sardar Sarovar project in Gujarat, Narendra Modi, did not fail to mention the hydropower potential of Uttarakhand. He said Uttarakhand was in dark despite having a vast hydropower potential. He added that enough was not being done in the state to earn better revenue through hydropower. However, Modi failed to remember that there was also a strong opposition to the construction of hydropower projects in Uttarakhand.

Khanduri gets loads of praise from Modi

Former BJP Chief Minister BC Khanduri got must attention from Modi despite the fact that there were two other former Chief Ministers Ramesh Pokhriyal Nishank and Bhagat Singh Koshiyari on the dais with him. In his 37-minute speech, Modi referred to Khanduri on a couple of occasions. While he praised Khanduri’s Army background, he particularly referred to the Lokpal Bill brought by the Khanduri government in Uttarakhand. He added while Team Anna had also praised Khanduri’s Lokpal initiative, it was the Congress that took a stance against it when it came to power. Certainly, Modi’s speech made it amply clear that the BJP high commandcontinues to keep Khanduri in high esteem.

Big screens fails to work

The Uttarakhand BJP efforts to make Modi’s rally a high-tech affair fell flat when all big screens installed at key positions at Parade Ground failed to work. A total of seven screens were installed and none of them worked. The only solace for the BJP came in the form of background sound effects that certainly worked efficiently. Most of these were the recorded sound of conches and bells that were played at a high pitch as Modi took the centre stage.

WIHG scientists sanitised Parade Ground

It was a new experience for the Wadia Institute of Himalayan Geology (WIHG) scientists using their science expertise for the preparation of a political rally. A day ahead of Narendra Modi’s rally in Dehradun, a team of WIHG scientists was asked by the administration to survey Parade Ground for any underground objects. The WIHG scientists had to use state of the art Ground Penetrating Radar machine that could detect objects 30 metre inside the ground.

Nehru Colony SHO takes pricey veggies for free

Escalating prices of veggies have certainly hit every strata of society hard. Crucial ingredients like onion, tomatoes, ginger and garlic have disappeared from dishes. However, it appears the police force of the city has felt the pinch the most. Recently, SHO, Nehru Colony police station, along with constables arrived at a vegetable market. After ensuring that his men had removed encroachments from the market, the SHO alighted from the jeep and went to a vegetable shop. He picked up some veggies, including onions and tomatoes, and simply asked a constable to place them in the jeep. He himself took the front seat and left without paying the shopkeeper.

Over 50 oak trees axed illegally by forest mafia
Ajay Ramola
Tribune News Service

Mussoorie, December 15
The felling of more than 50 oak trees by the forest mafia in connivance with the forest officials at Hathipaon which comes under the notified forest area has come to light in the city. The residents of the area showed the remains of the cut down trees near Cloud End Resort, Shiela Lodge, Leopard Lodge and Wishing Well on Hathipaon road.

The residents alleged that they had apprised to the Forest Department officials three days back about the cutting down of trees that was being carried out by the forest mafia where the protected species such as oak trees were being axed with impunity. But, the concerned authority did not bother to investigate the matter, thus, proving it to be a lackadaisical approach in the whole matter.

The residents of the area also alleged that the private estate owners in the area were constructing private road near leopard lodge without any prior permission from the concerned authorities and indulging in mining of lime stones for the construction of the road.

Gajendar, a local resident said the illegal felling of oak trees was being done from past several days and the lower rung forest officials had been informed duly through a written complaint but no action was initiated by them which had resulted in axing of oak trees in large numbers by the forest mafia.

He alleged that some forest officials were in support of the forest mafia and were covering them. He further said such neglect shown by the forest officials could also have an adverse impact on the wildlife situated in the nearby Mountain Quail Bird Sanctuary around Benog Hill in Mussoorie.

When contacted the DFO Mussoorie Dr Dheeraj Pandey, he said the illegal felling of oak trees had occurred in the private forest estates.

“We have contacted the private estate openers and suggested them to keep a vigil in the area,” he said.

He said efforts were on to nab the culprit and to book him under the existing forest laws of the country.

When asked about the neglect shown by the junior forest officials in the matter and illegal mining continuing in the area, he assured to conduct a thorough investigation in the matter.

Dig Vijay Agarwal, owner of the cloud end estate said he along with other estate owners had filed a complaint regarding the illicit felling few days back and it was for the Forest Department to initiate action.

He said the estate wieners had demanded disclosure of the perpetrator so that they could register a case against him to save the forest property.

He said the private estate owners, who have large forest areas should be given incentive or green bonus for preserving the forest. “Presently we the estate owners have been reduced to mere caretakers of the forest falling under our property. The department should consider our contribution towards forest preservation,” added Agarwal.

Pithoragarh, December 15
The ration supply to disaster-affected villages of the Darma valley in Dharchula subdivision resumed after three months today after the road from Tawaghat to Chirkila and a bridle road from Chirkila to Sobla were repaired.

“The ration which was dumped at Tawaghat since October due to the absence of a road resumed today as Border Roads Organisation (BRO) officials opened the road,” said Puskar Singh Bonal, a supply inspector.

According to the district administration officials, the 6-km-long road from Tawaghat to Chirkila was constructed by the BRO and the bridle way beyond was completed by PWD contractors.

“Due to the absence of a road, Dar Bongling, Sobla Teezam and Suva villages did not get supply of essential goods for the past six months. But the road has enabled the supply of goods up to Chirkila, 6 km from the main highway, at Tawaghat,” said Aan Singh Rokaya, a social worker in the Dharchula area.

Besides the ration supply to the villages of the Darma valley, National Hydroelectric Power Corporation (NHPC) officials have expressed happiness at the opening of the road as the mud piled at the Chirkila Dam of the Dhauliganga hydroelectric project would be easy to remove.

“We have suffered heavy losses for the past six months as our 280 MW project was stalled due to slush filling the dam, but the opening of the road will speed up the work and we will be able to work with heavy machines,” said VK Singh, project manager, Dhauliganga hydroelectric project.
