Govt to regularise services of temporary employees
Dehradun, December 14 The decision to regularise services would benefit around 5,000 temporary employees employed in universities, government departments, societies and corporations. “The employees with five years of service will benefit from the decision and the cut-off date became effective from today. They will be absorbed in government jobs against sanctioned posts,” said Chief Minister Vijay Bahuguna while briefing mediapersons. The Chief Minister said occupancy land rights would be extended to landless persons and members of the Scheduled Castes (SC) and Other Backward Castes (OBC) communities. The government would bring an amendment to the Zamindari Abolition and Land Reforms Act to ensure that landless persons get rights of government land occupied by them. “We will bring an ordinance for extending occupancy rights to the people occupying the category-4 land," said Bahuguna. The Cabinet also approved a housing policy to extend housing facilities to the families whose houses were damaged in the mid-June natural disaster. In other important decisions, the government announced 15 days of paternity leave to male government employees. It also decided to expand the structure of the Secretariat by increasing 22 departments, including two accounts departments. Posts of personal secretary would also be increased. There would be an increase of 263 posts in the Secretariat. The Cabinet also increased honorarium to anganwari workers by Rs 1,000, assistant workers by Rs 500 and raised the grade pay of programme officers in the range of Rs 5,400 to Rs 6,600 and CDPOs from Rs 4,200 to Rs 5,400. To give relief to policemen, the Cabinet approved a 20 per cent increase in nutrition allowance. It also extended tax exemption in houses for ex-servicemen even in blocks. Earlier this tax exemption was limited to cities. The one-time grant given to widows for house construction was also enhanced from Rs 1 lakh to Rs 2

Dehradun, December 14 The Defence Minister was speaking at the passing-out parade of the Indian Military Academy (IMA) here today. Talking to mediapersons on the sidelines of the IMA passing-out parade, Antony said his ministry had taken note of Army Chief Bikram Singh’s act of receiving US military award without prior clearance from the government. He said the government was now studying the issue.
The Defence Minister’s response comes after Army Chief Bikram Singh was conferred with the ‘Legion of Merit’ - the sixth highest American military honour - during his visit to the US from December 2 to 5. Responding to a query on India’s role in Afghanistan once US forces started leaving that country, Antony said situation in Afghanistan was unpredictable, but India was capable enough to handle the place. “The situation in Afghanistan is fluid, but we are confident and capable enough to handle it,” he said, adding that both India and Afghanistan kept a strong bondage. A total of 688 cadets, including 71 from Nepal, Bhutan, Afghanistan, Bangladesh and Maldives passed out from the

square and lauded the role of the armed forces in the mid-June natural disaster in Uttarakhand. "The armed forces
showed exemplary courage in the wake of an unprecedented calamity," Antony said. Antony also congratulated the newly commissioned officers for choosing this noble profession and urged them to keep themselves updated and remain vigilant to face all kinds of challenges. Earlier, at the parade, the gentlemen cadets displayed tremendous enthusiasm and put up an excellent show before the reviewing officer. They marched on the tunes of "Col Bogey" and "Sare Jahan Se Achha". The reviewing officer also took the guard of honour. Akshat Joshi won the coveted Sword of Honour. The Sangro company
won the Chief of Army Staff banner. It was followed by an oath-taking ceremony. Lt General Manvender Singh, Commandant, IMA, and Officiating Deputy Commandant US Bawa were present on the occasion. Military and

Dehradun, December 14 VK Joshi, Akshat’s father, said the Sword of Honour was the most coveted recognition that a Gentlemen Cadet aspires to possess. Kamlesh Mani won a gold medal for standing first in the order of merit. Vicky Duhoon won a bronze medal in 133 regular courses. Ashwin Nagpal won a silver medal in 22 technical entry schemes while Ratan Singh won a silver medal in the technical entry scheme course. Kuenga was adjudged the best all round Gentlemen Cadet among the foreign Gentlemen Cadets. |

Poster race among BJP leaders to please Modi
Dehradun, December 14 BJP parliamentarians, legislators and municipal councillors all have put up posters at important roundabouts of the city and Parade Ground, the venue for Modi’s rally. However, considering sheer size and creativity, Tarun Vijay, Rajya Sabha MP, clearly takes the lead and comes up trumps. The MP’s posters welcoming Modi to the land of Gods and the Brave occupy vantage points at Parade Ground. In another poster with an image of the Kedarnath temple in the background, there is a subtle message regarding the mid-June natural disaster. In view of the salutary posturing by all leaders to hail the Gujarat Chief Minister, old guards like former Prime Minister Atal Behari Vajpayee and former Deputy Prime Minister Lal Krishan Advani seem to have taken a back seat, even in the posters. Though most of the senior BJP leaders like BC Khanduri, BS Koshiyari, Harbans Kapoor, Bachi Singh Rawat and Trivender Singh Rawat had started their political careers when Vajpayee and Advani ruled the roost and Narinder Modi was yet to find a place in the RSS-BJP pantheon of nationalist leaders. “Both Atal Behari Vajpayee and Lal Krishan Advani will continue to guide us but the party has nominated Modiji as our prime ministerial candidate. We have to give Modiji the due space without ignoring others,” said Harbans Kapoor, coordinator for the Sunday rally. The BJP had never lost a chance to mount attack on the Congress for inflation but it did not seem to mind the huge expenditure for the rally. “The party leaders and their supporters are independently taking care of the spending on posters and other publicity material. Dhasmana flays BJP for spending huge money on Modi’s rally
Dehradun, December 14 He said the BJP leaders had been critical of the state government for promoting tourism which was affected by the mid-June disaster. But, they were themselves spending crores of rupees to promote the proposed rally. He said the entire city had been decorated and the government properties had been plastered with posters and flags of the party. “The BJP has turned Narendra Modi’s rally into a festival by spending between Rs 15 crore and Rs 20 crore. Where is the sensitivity of the BJP which they have been crying for the past six months,” he added. |

Mussoorie residents back Anna Hazare’s fast
Mussoorie, December 14 Dr Sunilam, national coordinator of the Jan Abhiyan Sangharsh Samiti, said the intention of the Congress on the Bill was not clear though Parliament had taken a pledge on the issue earlier. He said the Central government had passed several Bills amid uproar in Parliament but did not get the Lokpal Bill cleared. It was instead making lame excuses. Sunilam said considering Anna's health, who is fasting on the issue at Ralegan Sidhhi, the Centre should pass the Bill without delay. He added other demands of the team Anna were that the land rights Bill be revamped and the CBI be made an autonomous body. Other speakers also extended support to the Anna movement and said they would continue supporting Anna till the Jan Lokpal Bill was passed by Parliament. Besides Uttarakhand convener of the Anna movement Bhopal Singh, Prem Pancholi, Jabbar Singh, former IAS officer Chandra Singh and others were present on the occasion. Cooperative Bank launches ATM cards in Kotdwar
Dehradun, December 14 This is the second achievement by the bank this year after all its branches were connected with the CBS System, the first time by any cooperative bank in the country. Cabinet minister Surendra Singh Negi launched the card at Kotdwar recently. The chairperson of the bank, Arjun Singh Bisht, said the bank had set a target of issuing 50,000 cards this year. The minister said the bank had benefited local people by disbursing loans.
