The campaign against female foeticide and save the girl child has started yielding results in the state. The female sex ratio in the district has gone up from 846 in October, 2012 to 876 during October this year. This improvement in sex ratio has also advanced the ranking of Karnal district from 9th to 8th position in the state.

Doctors demand hike in pay, allowances

The Haryana Civil Medical Services Association (HCMSA), a union of doctors working in state government hospitals, has demanded parity with their counterparts in Punjab and the Central Government regarding perks. The general secretary of the HCMSA, Dr Ashish Rana, alleged on Saturday that owing to the government’s failure to meet some genuine demands of their association, doctors were not interested to work in the state government hospitals.

A Gurgaon court’s order to lodge an FIR against Haryana Sports Minister and his aides in connection with a case pertaining to the use of forged documents for getting voter identity cards made has apparently put the state government in a tight spot.

However, immoral conduct, shameful acts, convictions and even imprisonment of his Cabinet colleagues one after the other do not seem to bother Chief Minister Bhupinder Singh Hooda.

On the contrary, according to political pundits, such instances often prove to be blessings in disguise for Chief Minister Hooda, who utilises these god-sent opportunities to get rid of his compulsive partners and lure other MLAs of the ruling party by dangling carrots of Cabinet posts before them.

Hence, registration of criminal cases, conviction and award of jail terms to several associates notwithstanding, the Chief Minister’s camp is not only patting its back for managing a sizeable gathering for a recent rally at Gohana, but also making tall claims of assuming the reins of power in Haryana for a third consecutive term.

Allegations like misuse of official machinery for ensuring the rally’s success, bleeding the exchequer for populist measures aimed at electoral gains and roping in labourers and others belonging to the lower socio-economic strata for the rally in return for food and cash have lost their cutting edge because of having been repeated umpteen times by those sitting in the Opposition.

Nonetheless, at least the well-meaning electors who have voted their representatives to power do expect them to behave and function in a responsible manner.

In the given circumstances marked by the near absence of an organised Opposition, the ruling Congress coming to power yet again despite the anti-incumbency factor and dissidence cannot be ruled out.

As far as the state Opposition is concerned, it seems to be in disarray, at least as of now. The INLD’s energies are still focused on getting its top leaders -- former Chief Minister Om Prakash Chautala and his son Ajay Singh -- released from jail, battling with the imminent leadership crisis in the event of its efforts not bearing fruit, dealing with complex family issues and keeping its flock together despite all odds.

The BJP may be riding high on the Modi wave especially after his successful rally at Rewari, but translating the people’s craze into votes and eventually seats, particularly in the absence of a robust network of grassroots-level workers, will be a big challenge for the saffron party leadership.

Disgruntled Congress MP and prominent Ahirwal leader Rao Inderjit Singh may appear to be a formidable political force, but according to political observers, he may not be able to make a considerable dent in the electoral outcome as he lacks a support base comprising winnable candidates and supporters capable of turning the poll tide in his favour.

Given the political texture of Haryana, all talk of an umbrella coalition may ultimately end up as a damp squib; and even in the event of such a coalition being forged, the electors may tend to look the other way.

Gillankhera, who organised a meeting of Congress workers to thank them for ensuring good participation in the rally from Fatehabad, said Abhay Singh Chautala’s utterances that the rally was a “shaktiheen rally” reflected the frustration of a leader rendered bereft of issues.Terming the Gohana rally as the biggest in the country’s political history, the CPS said when Narender Modi addressed a rally at Rewari and Chautalas organised a rally at Kurukshetra, they arranged chairs for people to show that their rallies were a big event. “In Gohana, there was an open ground to sit on and the open sky was the cover and but the rally turned out to be an ocean of humanity,” he claimed.

Gillankhera claimed that the Gohana rally was different from other government rallies held during the the INLD regime as there was no misuse of government machinery for it.

“People have not forgotten the times when buses and trucks were forcibly taken away by the regional transport authorities and the registration documents of owners were returned only after ferrying people to rallies,” Gillankhera said. He said Hooda had changed the face of politics in Haryana by ending the practice of receiving money from people on the dais during rallies.

The campaign against female foeticide and save the girl child has started yielding results in the state. The female sex ratio in the district has gone up from 846 in October, 2012 to 876 during October this year. This improvement in sex ratio has also advanced the ranking of Karnal district from 9th to 8th position in the state.

The situation was dismal in 2011. The sex ratio was below 700 in several villages. In some villages it was 681 and 679 as per the data available with the Community Health Centre, Indri and the Primary Health Centre (PHC), Bhadson. However, the ratio improved to 884 and 938 in Indri and Bhadson respectively, during 2012. “The data for 2013 shows astonishing results as the sex ratio has jumped to 1,417 and 1,020 at the two centres,” Deputy Commissioner Vikas Yadav said.

The DC said the ratio was more than 1,000 in several other PHC. It had risen to 1,364 in the Popra PHC, 1,377 in Badauta PHC, 1,244 in Nissing PHC, 1,186 in Gagsina PHC, 1,188 in Khukhni PHC, 1,027 in Chaura PHC and 1,008 in Bhali PHC.

Yadav said there had been encouraging results from some urban areas also. The sex ratio increased to 960 in Trawari Municipal Committee, 884 in Gharaunda MC, 881 in Assandh MC, 868 in Indri MC, 870 in Nilokheri MC and 852 in Karnal Municipal Corporation.

Karnal Civil Surgeon Vandana Bhatia said a special publicity and awareness campaign was launched in 2012 for improving the female sex ratio. Social organisations, NGOs and educational and other institutions were involved in the campaign which yielded results, he added.

A strict vigil was maintained on ultrasound clinics and notices were issued to 26 ultrasound centres for alleged irregularities. Licenses of nine centres were suspended.

A reward of Rs 20,000 had been announced for those who provided credible information about prenatal sex determination tests. The name of the informer would be kept secret, Dr Bhatia said.

Maa Mujhe Tagore Bana De mesmerises audience

A street play “Maa Mujhe Tagore Bana De” based on the theme of quality education and ideal teaching, was staged at Sugni Devi Arya Girls Sr Sec School, Ladwa, 20 km from here, on Monday.

The mono act play, presented by Multi Art Cultural Centre, Kurukshetra, was of 90 minutes duration. It was written and directed by Lucky Gupta from Jammu and Kashmir, who also acted in the play.

This was the 361st show of the play, which has been staged in more than 22 states of the country. Lucky has been giving solo performances from last 3 to 4 years.

The play, inspired by a story written by Mohan Bhandari, a Punjabi writer, portrays the tribulations and hardships faced by students belonging to the marginalised sections of society. It also pays tribute to selfless services rendered by the teaching community. A teacher himself might not have become like Tagore, but has the ability to produce many Tagores. The play is full of comedy, pathos, tragedy, misery and mesmerises the audience.

The struggle of a poor, intelligent student depicted by character ‘Buddhu (fool) is illustrated in the play. Buddhu is a resident of a small village. He receives least support from his father due to his illiteracy and poverty. He always dreams to be like Tagore. Due to some unavoidable circumstances, Buddu becomes a labourer. The story moves in the background where Buddu is standing in front of his school and trying to recollect his school days.

School Principal Meenakshi Chhabra introduced Lucky Gupta to the audience and motivated girls to join theatre. She said theatre was a medium not only to showcase one’s talent but also to create awareness in society against social evils. She thanked Vishwa Deepak Trikha, Deputy Director, Multi Art Cultural Centre, Kurukshetra, for extending help in staging the play in the school.

Innovative ‘Channpur ki Dastan’ staged in Yamunanagar

An innovative play "Channpur ki Dastan" was performed by Dayadrishti Rangvinayak Rangmandal on the premises of the DAV College for Girls, Yamunanagar.

The captivating acting skills of the artistes kept the audience glued to their seats as they enjoyed the joyful mood of the play that carried a purposeful message against corruption.

The sarcastic play was presented smartly that made the audience carry home a message about the evil that plagues all sections of society in the country. Written by the renowned theatre personality, Ranjit Kapoor, and directed by Hema Singh, the play was well received.

"Channpur ki Dastann" is based on Nikolai Gogal’s classic comedy "Inspector General". While retaining the story line of the original, the play was given an Indian colour and was staged for an hour and 10 minutes. It revolved around the story of a small town, Channpurm, where people want to achieve everything in life without putting in much effort.

College Principal, Dr Shusma Arya, said by organising such plays students learnt about the changing scenario of society. Dhanish, Adil, Madhuri Kashyup, Asmita Shri, Luv Tomar, Sudesh Sanik, Sadik, Ashutosh Gupta, Shitij Gera, Avneet Kalra, Neha Chauhan, Krishan Raj, Brijesh Tiwari, Rajiv Singh, Shashipal, Ashwariya Gupta, Pankaj Kukreti, Yogender, Neim and Aman Choudary supported back stage.

MDU don wins Best Paper award in Paris

Dr Rajender Singh Chhillar, Professor and head, Department of Computer Science and Applications of Maharashi Dayanand University here, was awarded the Best Paper award at the International Conference on Computer and Electrical Energy (ICCEE -2013) held in Paris recently. He also chaired a session during the two-day international programme. The programme was organised by the International Association of Computer Science and Technology, Singapore.

According to details, the research paper entitled, “Developing a Nested Class Complexity Metric for Nested Classes”, authored by Dr Chillar won the best paper award in the conference. The paper will help to control the complexity of object-oriented software systems and to improve the quality of such software systems, it was stated. It will also be beneficial for the software industry. Dr Chillar also visited Lumini University, Marseille, France, for other academic and research interaction. Marseille is the second largest city of France after Paris. The academic interaction was very useful, he claimed.

The promotion of medical education among women can be very helpful in creating health awareness among children and women and the Haryana Government had realised its importance by opening the country's second women medical college at Khanpur Kalan.

This was stated by the Vice-Chancellor of the Health and Medical Education University, Rohtak, Dr SS Sangwan, while addressing the MBBS students of the newly incepted medical college yesterday.

He said medical profession was one of the highly regarded professions in society and the doctors should maintain it by serving society without any selfish interests. "The doctors have always been a great hope of the patients and are required to come up to their expectations," he added.

Dr Sangwan praised the strenuous efforts of the Director of the college, Dr RC Siwach, in opening of the hospital and the college within two years and three years, respectively. He also distributed prizes among the top three students of the first-year class of MBBS.

Dr Siwach listed the activities of the college and the hospital and claimed that the institute was committed to providing the best possible treatment to the visting patients mostly from the rural areas.

The Medical Superintendent, Dr MS Punia, senior doctors, members of the nursing staff and medical students were present on the occasion.

Earlier, the Vice-Chanceelor inspected the college hospital and interacted with the patients. He also inquired about the facilities being provided to the patients.

Dr Radhe Sham Sharma, Vice-Chancellor of the university, announced this while inaugurating the university youth festival for literary events, fine arts events and workshops-cum-quiz competitions in Manohar Memorial College for Education here recently.

Sharma said literary knowledge made students better persons emotionally, as it enabled them to deal with tough situations in a more balanced manner.

He said literature was the mirror of a society and studying it was important to understand a particular society.

This was stated by Dr Tajender Khanna, former Lt Governor of Delhi, while delivering the second “Shubhashni Devi Centenary Lecture” at Bhagat Phool Singh Women University, Khanpur Kalan, recently.

Paying rich tributes to the Padam Shree awardee, Shubhashni Devi, Khanna said she had set an example of promoting girl education among the rural population with full commitment and dedication.

He exhorted the girls to take a lesson from her lifelong efforts and said the small tree of girl education planted by her father, Bhagat Phool Singh at a Gurukul at Khanpur Kalan, grew as a full tree under her guidance and supervision and it had now acquired the status of a women university.

In her welcome address, the university’s Vice-Chancellor, Dr Pankaj Mittal, spelt out the contributions made by Shubhashni Devi and her father in lighting the lamp of girl education and in motivating the people in villages towards girl education.

On the occasion, Khanna released a book "Micro Finance: Building Bridges between Economy and Society" written by Dr Surrender Mor, head of the Economics Department of the university.

The university’s Registrar, Prof Asha Kadian, Shubhashni Devi’s daughter, Kampla, visiting Prof RR Singh, Dr Geeta Singh and Deans and head of various departments were also present on the occasion.

Doctors demand hike in pay, allowances

The Haryana Civil Medical Services Association (HCMSA), a union of doctors working in state government hospitals, has demanded parity with their counterparts in Punjab and the Central Government regarding perks. The general secretary of the HCMSA, Dr Ashish Rana, alleged on Saturday that owing to the government’s failure to meet some genuine demands of their association, doctors were not interested to work in the state government hospitals.

“As doctors have to maintain their own vehicles, attend to patients in the odd hours, the government pays them petrol allowance of Rs 150 per month. This is in contrast with Rs 3,300 being paid by the Central government, Rs 1,800 by the Punjab government and Rs 1,650 by the state government to doctors working in medical colleges in Haryana,” said Rana.

He said the state government was paying Rs 150 when petrol price today was Rs 71 per litre as compared to 1989, when the fuel cost was Rs 8.50 per litre. The HCMSA members did not receive any learning resource allowance, phone allowance or newspaper allowance given to their counterparts in some neighbouring states, he added.

Dr Rana said the Punjab government paid rural area allowance at a rate of 6 per cent of the basic pay to its doctors while the Haryana government paid a meagre amount of Rs 500 per month.

Kaithal to have museum on history

To preserve the cultural heritage of Kaithal, a museum will be set up here soon that will help the coming generations to know the culture and history of the town.

This was stated by Deputy Commissioner NK Solanki while addressing a press conference here recently. He said to restore the past glory of this historical town having connections with the Mahabharta period, the fort of Bahi Uday Singh, the first rural king of Kaithal, situated along the banks of Bidhikyar lake, would be renovated and the tomb of the first woman ruler of India, Razia Sultana, situated here would also be renovated and a park in her

memory would be built. The old historical “Bawri” situated in the heart of the town would be restored to its original shape.

The DC said this district was leading in computerisation of land records and implementation of the Indira Awas Yojna. As many as 6,260 beneficiaries had been

provided the first instalment of Rs 25,000 each under this scheme and 2,952

persons had been given the second instalment of Rs 35,000. The district had received Rs 28.50 crore under this scheme out of which Rs 26. 30 lakh had been disbursed, he added .

He said till now the district was third in the production of paddy. The good yield and high price of paddy this year had brought cheer to the farmers as well. The DC was apprised about the problems being faced by the local residents due to road encroachments leading to traffic chaos, poor sanitation, increasing population of monkeys and stray animals. The DC assured those present to take appropriate action to solve these problems.

Politics of mega rallies dominated the Jatland of Haryana with the INLD and the Congress welcoming the month of November with "Samman Rally" and "Shakti Rally". The autumn colour changed from green during the INLD rally in Kurukshetra on November 1 to pink at Gohana on November 10. Both the parties claimed that their rallies were the "biggest ever".

The "Shakti Rally" marked by announcements for various sections of society aimed at showcasing Chief Minister B S Hooda as an unchallenged candidate for the Chief Minister in the upcoming elections. It was a single man show and was described as the Maha Kumbh by Congress leaders. The CM kept his promise of "hanste aayoge, nachte jayoge". Hooda claimed that the "grand alliance" would not take a shape due to differences between the Opposition parties and highlighted the achievements of his government.

Meanwhile, INLD leaders claimed that their rally which was bigger than any other event in the past. The rally organised under the leadership of Abhay Chautala and supported by Badals made a move towards uniting the anti-Congress forces.

The INLD rally succeeded in bringing the president of Asom Gana Parishad (AGP), Prafulla Kumar Mahanta, Telugu Desam Party (TDP) MP Nageswara Rao, president of the Republican Party of India, Ramdas Athawale, BJP vice-president Mukhtar Abbas Naqvi and Congress MP from Gurgaon Rao Inderjeet on a common platform and the speakers talk about a "broader alliance" to oust Congress.

In the congress rally, senior leaders like Union Minister Seilja, Gurgaon MP Rao Inderjit Singh, Rajya Sabha members Birender Singh and Ishwar Singh did not turn up, showing schism in the party while the INLD rally not only demonstrated unity in the party but also sent a message that it was still a political force to reckon with.The rallies witnessed the entry of the next generation into politics with Congress MP from Rohtak Deepender Hooda being projected as a leader of the region while Abhay Chautala, Digvijay Chautala and Dushyant Chautala filled the gap in absence of the party supremo.

The Gohana rally was a show of strength as not only sitting and former MLAs and MPs but also ticket seekers and their supporters came to the rally in big numbers. Workers wore T-shirts or carried stickers of their leaders. The venue was conveniently accessible from Rohtak, Sonepat and Jhagger, stronghold of the CM and the official machinery was in a full play. The indication of major announcements at the rally increased the crowd. The Kurukshetra rally was aimed at sending a message across that in the absence of Om Prakash Chautala and Ajay Chautala, the party holds a firm ground and isa major political force. The sympathy factor helped the INLD in mobilising people.

Arrangements

The venue of Gohana rally, spread over 93.5 acres, was divided into 40 blocks while 300 acres were earmarked for parking. The main stage measuring 70 x 55x8 feet was spacious enough to accommodate 200 persons while 1,000 persons were accommodated in VIP gallery. While about 10 lakh square feet area was covered under tent, almost an equal area was left open to accommodate people at the INLD rally in Kurukshetra. A water-proof stage was erected for VVIPs apart from a separate enclosure for the media and stage for the cultural programme.

Customer satisfaction key to service industry: CEO

"Focus on customer satisfaction is the key to service industry. This is true across all small and big service-related business organisations,” said Dr Pawan G Aggarwal, Chief Executive Officer of Mumbai Dabbawala Association while delivering a lecture in the Radha Krishnan Sadan of Kurukshetra University here recently.

The lecture was organised by the University School of Management and the Institute of Management, Kurukshetra University.

“We are an organisation comprising mostly semi-literate employees but recognised with Six Sigma Award, which is the highest quality of near customer satisfaction organisation, recognised all over the world,” said Aggarwal.

Six Sigma is a registered service mark and trademark of Motorola Inc. In 2006, Motorola, reported over US$17 billion in savings from Six Sigma. Other Six Sigma companies who achieved well-publicised success include Honeywell and General Electric, added Aggarwal.

“Mumbai Dabbawala was started in 1890 and registered in 1956. Today it has 5,000 employees and more than 2.5 lakh tiffins are served to people daily in Mumbai. It has a turnover of Rs 12 crore per year,” added Aggarwal.

Lt Gen (retd) DDS Sandhu, Vice-Chancellor, KU, said that all business organisations should strive for excellence in service and management and there could be no better example than that of Mumbai Dabbawalas. The students who were the future managers would certainly be motivated by the views of Dr Aggarawal, Sandhu added.

Prof BS Bodla proposed the vote of thanks.

Sachin inspires badminton champ to win more medals

The Sachin Tendulkar mania has gripped the sports world ahead of his last test match before retirement. Few know that the Little Master became an instant fan of a Haryana lad for his sporting achievements during his recent visit to play his a Ranji match in Haryana.

Keshav Malik (22), a badminton champion with special mental abilities, won Sachin’s heart during their brief encounter at the Chaudhary Bansi Lal Cricket ground in Lahli village. Keshav is double Special Olympic medallist. He would participate in the first Asia Pacific games for sportspersons with intellectual disability to be held in Newcastle (Australia) from December 1 to 7. More than 2,500 athletes from 32 countries will take part it these games.Extremely overwhelmed and touched by Keshav’s exploits and efforts, Sachin invited him to Mumbai to meet him after returning from Australia. BCCI treasurer and Haryana Cricket Association secretary Anirudh Chaudhary, hailing from Bhiwani, who was arranged their meeting said, “After interacting with Keshav, Sachin was deeply impressed. He was all praise for his courage and sporting spirit”. Sachin took time off during the net practise to meet Keshav at the ground before start of the match. He later watched the match as Sachin’s guest.

An elated Keshav, while fumbling for words in excitement said, “I am proud to meet Sachin. He is a big player. He saw my medals and encouraged me to emerge victorious in Australia too.” Keshav’s father Kultar Singh Malik, who also accompanied Keshav to meet Sachin, said Sachin magnanimously rated him a better player than him. Kultar said, “These noble words have a huge emotional meaning for me and my family besides an encouragement for Keshav.”

Recalling Keshav’s childhood and challenges for parents of such a kid, he said sports had proved to be a therapy for Keshav. “Initially, we were depressed on seeing his condition. It is very difficult for parents to upbring such special kids. We enrolled him in Arpan special children school in Rohtak in 2000. He used to go out of home and return with torn clothes. However, I got him to play badminton for a change and he showed interest in the game.”Kultar said sports changed Keshav’s mental condition. His anticipation and reason started improving. He said, “From a kid who could not anticipate when to go to toilet to present day Keshav who selects colours of his shirts, give tips to budding tennis players about nuances of the game, wants to build his biceps like his favourite Bollywood actor Salman Khan is all due to sports therapy.”

INLD workers to seek votes for Chautala’s kin

For the next three weeks, several Indian National Lok Dal leaders from Sirsa will be seen campaigning for a Bhartiya Janata Party candidate in Rajasthan. Ellenabad MLA Abhay Singh Chautala’s brother-in-law Abhishek Matoria is seeking re-election from the Nohar assembly segment of Rajasthan in these elections. When Motoria filed his nomination papers on Monday, Abhay Singh Chautala and many party workers were present at Nohar.

Earlier, Chautala took a meeting of INLD workers from Sirsa at Nohar to assign them duties. “We will go to the areas assigned to us on November 16 when the process of allotment of symbols is complete and thereafter we will stay there till the day of elections,” said Jasbir Singh Jassa, a state executive member of the INLD. He hails from Sahuwala village of Sirsa.Abhishek Motoria, whose family owns a big transport business in Rajasthan, was elected to the state Assembly for the first time in 2008. He had to become the youngest MLA from the state.

On September 23, 2012, Matoria became the president of the Indian Amateur Boxing Federation, a position held by Abhay Singh Chautala before his elevation to the post of the president of the Indian Olympic Association. Even in the last elections, INLD workers from Sirsa had played a vital role in seeking votes for him.Nohar is close to Sirsa and several villages of the Nohar Assembly segment share boundary with Ellenabad villages.— TNS

Deepender Hooda lays stones of water works, link road in Jhajjar village

Member of Parliament (MP) from Rohtak Deepender Singh Hooda laid foundation stones of water works and the Jahajgarh-Barani link road in Jahajgarh village under the Beri Assembly segment here recently.

While addressing a public meeting on the occasion, Deepender said the water works would be constructed at an estimated cost of Rs 3.33 crore and thereafter, there would be no shortage of canal water in the village and nearby areas. The water works would make canal water available to a big chunk of this area. Apart from this, the link road project would cost around 78 lakh, he added.

He said the construction work concerning the basic needs of people paved the way for development. With the same approach, the state government had developed basic infrastructural facilities in every corner of the state, he added.

Lambasting the leaders of opposition parties for their remarks over development, Deepender said it was easy to say than to execute but the state government had executed what it promised.

He questioned as to what were the reasons that in the neighbouring states of Punjab and Uttar Pradesh, Rs 250 and Rs 200 per month respectively were being given as the old-age pension, whereas the Haryana Chief Minister had announced to increase the old-age pension to Rs 1,000 per month in the Haryana Shakti Rally thus raising it to four times as compared to the neighbouring states, said the MP. Apart from this, the Chief Minister had also introduced the "Mukhyamantri Muft Ilaj Yojna" at the Shakti Rally under which Rs 300 crore would be spent to provide 600 kinds of medicines and facility of medical tests free of cost in government medical colleges and hospitals.

Vaish samaj hails abolition of Form 38

Ashok Buwaniwala, founder president of the Agarwal Vaish Samaj ( AVS), a premier socio-political organisaton of the Vaish community in Haryana, has hailed Chief Minister Bhupinder Singh Hooda's recent announcements at the Gohana Shakti Rally regarding the abolition of Form 38 to provide relief to traders from "Inspector Raj" and financial assistance of up to Rs 5 lakh to shopkeepers suffering loss due to fire or floods.

He spoke about the oversight by the Chief Minister of the AVS vis-à-vis the trading community's two other major demands pertaining to foolproof security to shopkeepers and traders against the increasing onslaughts of ransom-extorting criminals and desperadoes as well as speedy replacement of the persistent policy of caste-based reservations. — OC
