All eyes are set on three upcoming rallies which are likely to set the tone for the coming parliamentary elections and assembly elections in Haryana.

All three major political parties in Haryana -- the ruling Congress, the main opposition Indian National Lok Dal and Kuldeep Bishnoi's Haryana Janhit Congress -- have announced to hold big rallies in the coming days.

While the INLD will be the first to hold a rally on November 1 at Kurukshetra to observe former Deputy Prime Minister Chaudhary Devi Lal's birth anniversary, the Congress has announced to hold a state-level rally at Gohana on November 10.

The HJC, on the other hand, will organise a rally on its Foundation Day on December 2 at Hisar this time.

The BJP has already organised two rallies in the recent days -- Narendera Modi's rally at Rewari and Rajnath Singh's rally at Sonepat.

Realising well that rallies play an important role in electoral politics in Haryana, leaders of all three major political parties are leaving no stone unturned to make their respective events successful.

Chief Minister Bhupinder Singh Hooda has given enough indications that he will be making some major pro-people announcements in the rally.

Political observers maintain that those drawing social security pensions from the government, including old-age pension and widow pension, could expect a hefty hike in their monthly incomes.

Besides, some other people-friendly announcements are on the card as Hooda addresses his rally on November 10.

Hooda has himself revealed that he was telling his MLAs to come to Gohana smiling and go back flying.

The Chief Minister is expected to highlight major achievements of his government like the construction of 2 lakh rural and 1.5 lakh urban houses for the poor during his term, said a Congress source.

Hooda claims that these were more than all the houses built by the Housing Board from 1966 (when Haryana came into being) to 2005 (when he formed the government).

He would also highlight his government's achievements on the development front and in agriculture, education and the service industry etc.

During his term as Chief Minister, the state had completed four thermal projects (two in Jhajjar and one each in Yamunanagar and Hisar), a women's university at Murthal, 32 road overbridges (compared to 16 from 1966 to 2005) and industrial model townships at Rohtak, Faridabad and Mewat, the Congress has been claiming while mobilising people for the rally.

"With such a report card in hand and implementation of schemes like Dal-Roti, which has been benefiting a huge chunk of population, Hooda can rightfully ask people to vote for him again when he addresses them on November 10," said Hoshiari Lal Sharma, spokesperson of the Haryana Pradesh Congress Committee.

For the INLD's Abhay Singh Chautala, his party's November 1 Kurukshetra rally is a double challenge, as it will be the first time that his party will be holding Chaudhary Devi Lal's birth anniversary rally after his father Om Prakash Chautala and elder brother Ajay Singh Chautala are in jail after their conviction in the JBT teachers recruitment case.

However, the INLD's state president Ashok Arora and the fourth generation of Devi Lal clan -- Ajay Singh's sons, Dushyant and Digvijay, and Abhay Singh's sons, Karan and Arjun -- have also been working overtime to mobilise people for the rally.

The INLD, according to sources, is likely to use the rally to generate sympathy in its favour, as its leaders have already been accusing Congress and the Chief Minister Bhupinder Singh Hooda for the sentencing of Chautala and his son, though the Congress has been contradicting the allegations by reminding people the chain of events leading to registration of the FIR by the CBI during Chautala's own regime.

The HJC's Kuldeep Bishnoi and his men are elated, too, after the BJP's Sonepat Rally where the party leaders set to rest all rumours of any possible break-up in their party's alliance with the HJC.

Bishnoi hopes to launch his final poll campaign from the December 2 Hisar rally.

Gurgaon will soon get a commerce college, a polytechnic for girls and an industrial training institute (ITI). Work is also in progress on a 50-bedded hospital in Pataudi township of the district.

These facts were stated at a meeting organised to review the progress of developmental works and implementation of the projects announced by the Haryana Chief Minister.

The meeting, held at the local mini-secretariat yesterday, was chaired by Gurgaon Deputy Commissioner Shekhar Vidyarthi and attended by senior functionaries of various government departments and agencies.

It was also stated that the official procedure for naming the old Delhi road up to the Rezang La chowk as Rezang La road was in progress at the level of the state authorities.

The meeting was told that the government commerce college, being established in Sectors 51-52 of Gurgaon on the pattern of the Shri Ram College of Commerce in New Delhi, would be completed by January 2015. As announced by Chief Minister Bhupinder Singh Hooda, the college will be named after freedom-struggle martyr Rao Tula Ram.

Rao Tula Ram was an ancestor of rebel Congress MP of Gurgaon Rao Inderjit Singh, who is a known detractor of Chief Minister Hooda. Hence, the twin move of establishing the college in Gurgaon and naming it after Rao Tula Ram may score some brownie points for the Chief Minister's camp.

The participants were informed that the construction work of a 50-bedded hospital at Pataudi had been restarted and would be completed within six months.

The construction of an ITI building has also begun in Uncha Majra village of the district while the girls’ polytechnic announced at Basai would now be established in Bhangrola village.

An amount of Rs 222 crore had been sanctioned for developmental works in 30 villages of the Badshahpur Assembly segment which have come under the Municipal Corporation of Gurgaon.

It was also stated at the meeting that only 46 of the 90 projects announced by the Chief Minister for Gurgaon district had been completed so far.

Political parties and NGOs have hailed the stand taken by National Highway Authority of India (NHAI) in the Supreme Court against Soma Isolex Rollway, executing the Rs 2,747 crore Panipat-Jalandhar six-laning project, that the location of three existing toll plazas on the road would not be shifted.

The project which was scheduled to be completed in November 2011 has already missed five deadlines. Even after the imposition of Rs 67-crore penalty by the Punjab and Haryana High Court on the company for delays, nothing has changed. The NHAI had reportedly told the SC that no stretch of the highway had been completed, but the company had already collected Rs 304 crore annually as toll tax. The company was also insisting on shifting the location of three existing toll plazas.

The mega-project envisaged six-laning of the 291-km road and construction of 120 flyovers, 116 minor bridges, 20 major bridges and 55 pedestrian and two-wheeler crossings. The company has stopped work and people are facing problem. 
Soma Isolex had started collecting toll tax in 2009, even before the work started. It had collected over Rs 1,000 crore till date, the NHAI sources said. The project is being implemented on design, build, finance and operate (DBFO) basis.

The state BJP general secretary Chandra Prakash Kathuria demanded the immediate removal of all toll barriers and toll plazas. He said all such toll barrier or plazas should be erected at suitable locations only after the completion of the project.

Kathuria said the company was collecting toll fee on incomplete project, which was unjust and unfair. The BJP would launch an agitation in case toll barriers on the highway were not removed, he added. He said the highway had become a death trap and more than 100 people had died in accidents on the road since the work on six -laning project commenced.

National Integrated Forum of Artists and Activist (NIFFA) president Pritpal Singh Pannu said the Soma Company could not escape the responsibility as it had opened an incomplete road for the traffic. It had led to manifold increase in accidents, he added. He asked the NHAI to take immediate action against the company for inordinate delay in completion of the project and collecting toll tax on incomplete roads.

Army officers hone skills in two-week course

OP Jindal Global University has organised a two-week training programme on the “Strategic Management for Indian Army Officers” under the aegis of Army Management Studies Board. The programme comprises topics on economics, human resource management, management information systems, public policy, behavioural sciences, operations management, marketing, finance and accounting, strategic management and industrial visits to corporate offices.

Besides the armed forces ethos of loyalty and work discipline, this two-week management programme gives Army officers an exposure to core areas of business management.

This combination of courses is aimed to train the middle-level officers of combat and combat support arms for the latest management techniques and tools at the micro and operational levels.

Twenty five middle-level officers have been selected by the Army to undergo this training programme. The aim of the course is to augment officers management and leadership skills. The university has a pool of globally qualified faculty members, who will impart strategic management training using modern tools.

Lt Gen DS Sidhu (retd), former Director General Mechanised Forces, who inaugurated the training programme, said there was a symbiotic relationship between leadership and management. He said, “Command, leadership and management are strongly connected and the Army officers have to deal with complex management challenges. Maximum managerial expertise is needed for that.”

University Vice-Chancellor C Raj Kumarin in his welcome address said, “The biggest challenge of our country is building and strengthening institutions. Institutional building is a long-drawn process based on systems and institutional development. We hope to shape the future of higher education, Indian polity, nation building and institution building.”

This intensive course would provide the required competitive edge to Army officers, thus enabling them to shoulder higher responsibilities in their service careers, the VC added.

Wearing helmets for two-wheeler riders in the city and the district does not seem to be mandatory as a majority of such riders prefer to move around without a helmet giving safety a go-by. The police, on the other hand, has ‘failed’ to keep a check on this violation as no drive has been launched to implement this rule. The death of two teen-aged schoolboys, who got crushed under a speeding truck recently, has perhaps raised concern over the matter.

"The death of two schoolboys riding a mobike without helmets near the power house crossing here is perhaps a grim reminder of the fact that safety of the two-wheeler riders required urgent attention as wearing helmets has failed to find acceptance either by two-wheel drivers or the police," claimed Om Prakash, a retired police official here. He said though many were claiming that the victims could have survived if they had been wearing helmets, who was to be blamed for the such negligence?

Alleging that the safety drive so far on roads appeared to be superficial, Virender Phogat, another resident of the city, said traffic cops hardly stopped or challaned two-wheeler riders for not wearing helmets, though they may check other documents. He said a majority of the accidents involving two-wheelers and heavy vehicles could be fatal and the latest incident took place when two minor boys were run over by a speeding truck on the main road. The victims, both school students, were on their way to the football ground.

According to Raj Singh, another resident, unchecked speeding of trucks and heavy vehicles and lack of cameras at sensitive points has resulted in large-scale violations of traffic rules in the city, whose population has already touched the five lakh mark. He said moving on the city roads had become risky in view of the rampant violations of traffic rules and the failure of the cops to penalise the offenders on the spot. Lack of a fully developed traffic police force seemed to be the reason behind making Haryana one of the most accident prone states in the country, he said, adding that the police, the parents and the school administration must adopt a tough stance to prevent minors from driving two wheelers and other vehicles, as this had emerged not only as a menace but also a challenge for the law-keepers.

When contacted, a police spokesperson claimed that the police had already stepped up its campaign to curb traffic violations. He said over 2,000 challans had been issued against the violations on roads during the past about six weeks and the penalty imposed included that for triple riding, black films, speeding, missing of documents and jumping the red light.

Congestion on roads

Obeying traffic rules and regulations is not a cup of tea for a majority of commuters in the town. Except at some VIP places, the movement of traffic and haphazard parking result in chaos despite the police claims.

‘‘There is a congestion and chaos on almost all roads in the town, including the main Delhi and Civil road," said Virender a local resident. He said there was hardly any policeman at the points where the volume of traffic was huge during the peak hours. Leaving some of the spots such as the residence of the Chief Minister, Deputy Commissioner, SP and the local MLA and MP, commuters are free to park their vehicles on the main road anywhere.

Echoing similar sentiments, Randeep Singh, another resident, said the policemen had failed to find a solution to the congestion caused by haphazard parking and the movement of vehicles at various points in the city. Citing examples of such spots, he said the parking of vehicles near HDFC bank, D-park on Delhi road, Ashoka Plaza, Civil Road and Maruti showroom on the Sonepat road resulted in chaos.

‘‘My car was towed away by the police from near the SP residence, while cars remain parked at every other spot on the road," said another resident. On other hand, a spokesperson of the district police said there was no discrimination in the implementation of traffic rules. He said the police had intensified the campaign against errant drivers as hundreds of people were being penalised for violations every week. More than 500 violations had been penalised in the past one week, he added. The spokesman said the police was trying to get more men and equipment to deal with the problem.

Kurukshetra varsity win women’s basketball c’ship

Kurukshetra University clinched the North Zone Inter-University Basketball (Women) Championship Trophy 2013-14 by winning all the three league matches in the four-day event, which concluded at Lovely Professional University, Phagwara, today.

This was stated by KU Physical Education and Sports Director and Arjuna Awardee Dalel Singh Chauhan, here today. He said the KU in its first league match beat the GNDU, Amritsar by 86-61, in second the KU beat Panjab University, Chandigarh by 67-48 and in the third and the last match, which was one sided, it beat Punjabi University, Patiala by 70-44 and won the title. Indu, Pinki, Madhu, Nisha, Shrishti and Sweety played very well for KU.

KU Vice-Chancellor Lt Gen DDS Sandhu (retd), Registrar Dr KC Ralhan, Sports Council president Dr SP Singh and Assistant Director Sports Dr BS Bhandari congratulated the team and its coach Rajesh Sobti.

Harshit wins Board Prize in chess c'ship

Master Harshit Arya, winner of under-9 state championship, has won the Board Prize while playing in the under-14 category in the CBSE National North Zone Chess Championship--2013 held at National Public School, Yamunanagar, from October18 to 20. Harshit was rewarded for giving the top performance in his category.

Harshit hails from Sonepat and is an internationally rated player. He scored 5.5 points out of 6 while playing as captain of the team of Jankidas Kapoor Public School, Sonepat. His team got the third position in the championship and it was selected for CBSE National Chess Championship -- 2013 to be held at Varanasi in December.

Around 1,200 players from North Zone schools took part in the championship. District and Sessions Judge, Yamunanagar, SP Singh and the Joint Director of Sports Puskar Vohra distributed prizes among the winners to raise the spirit of the participants.

Labourers' plot scam accused yet to be arrested

A glaring example of how officials of the Haryana Urban Development Authority (HUDA) and Vigilance Department connived with the land mafia and industrialists to grab subsidised plots for labourers has come to light in Panipat.

The Vigilance Department had conducted a probe into the scam on the directions of the High Court. It had registered cases of cheating, conspiracy, forgery and other relevant sections of the IPC against 31 persons, but none of them had been arrested even after four years.

HUDA has also not taken back the possession of 53 plots, which were cancelled as the allottees were ineligible. Many such allottees, whose plots were cancelled on papers, have constructed houses and are living in them.

The matter was brought to the notice by RTI activist PP Kapoor, who collected information of plots allotted under the scheme launched by the Chautala government in 2001. Under the scheme plots were to be provided to labourers at highly concessional rates for constructing houses. Only labourers employed by Industries were eligible for applying. The factory owner was required to certify in his letter head that the labourer was his employee. As many as 897 plots were reserved for labourers at rates far below the market value.

Kapoor said plots were usurped by land mafia in connivance with industrialists and exporters, who got the allotments in the name of their kith and kin by giving false certificates that they were working as labourers. Even, senior officials of reputed industrial houses succeeded in getting plots by misrepresenting the facts, he alleged.

Allotments were made in 2002, but the matter was highlighted in 2007 and Kapoor filed an application under the RTI Act and accessed the relevant information. Subsequently, he filed a PIL in the Punjab and Haryana High Court seeking a CBI enquiry. The state’s Vigilance Department was directed to probe the matter and submit the report within two months.

The vigilance recommended cancellation of 53 out of 83 plots. The department registered cases against 12 accused on April 4, 2009, under Sections 419, 420, 467,468,471 and 120-b of the IPC. Later, another 19 persons were also named in the case. Kapoor said after four years neither accused had been arrested nor HUDA had been able to resume plots.

Kapoor said HUDA sent notices for cancellation of plots to 53 ineligible persons and chargesheeted seven employees, but did not complete the resumption process. The seven charge sheeted HUDA employees were also given a clean chit, which speaks volumes about connivance of HUDA and Vigilance Department officials with land mafia, he added.

He demanded immediate arrest of all accused and resumption of cancelled plots.

Stop 'diverting' water from Kaithal area to Hansi-Butana link canal

Ram Pal Majra, Kalayat MLA and senior INLD leader, said here recently that attempts were underway to divert a major part of water of the Sirsa branch canal from Kaithal district to Rohtak and other areas of the state through Hansi Butana link canal.

The water was being put in Hansi-Butana canal near Mundri village in the district which will result in serious canal-water crisis in parts of Kaithal and Jind districts and would ultimately hurt the interests of farmers of these areas.

Majra served an ultimatum to the government to immediately stop diversion of canal water or be ready to face an agitation. He said if the government failed to act on the issue in the next 48 hours, he will stage an indefinite dharna outside the office of Superintending Engineer, Water Services Circle, in Kaithal.

Majra said after failing to make the Hansi-Butana canal functional, the present state government was trying to increase water supply to areas which were to be fed by the Hansi-Butana link canal.

He said this was being done with an "ulterior" motive of getting political mileage by pleasing farmers of other areas at the cost of farmers of Kaithal and parts of Jind district who were already being adversely hit by shortage of canal water. He said in this part of the state, the canals were running for seven days after 42 days of closure.

The shortage of subsidised barseem seed has caused resentment among farmers in this area as hundreds of farmer from nearby areas make long queues every morning outside the office of SDO, Agriculture . As the quantity of seed is small as compared to the demand, those who get the seed kit are a bit satisfied but others find fault with the government scheme.

Keeping in view the rush of farmers, the officials of the department had to seek the help of the police to discipline the unruly farmers. The farmers wanted that the government provide them adequate quantity of seed.

Dr Jatinder Ahlawat, SDO, Agriculture, said keeping in view the high demand of seed, they had restricted its supply to one kit of two kg to each farmer. He said for Kaithal they had been given 2,700 kits and the same was distributed on the first come first serve basis in a most transparent manner and any body could see the records.

He said they had to rationalise the distribution of seed, which was being provided Rs 40 per kg against the prevailing open market price of Rs 125-200, to farmers. As there was a huge difference in the market price and the subsidised seed price, farmers came in a huge number. Bumper crop, good price of paddy to boost farmers’ income

Farmers are in a cheerful mood as they are confident of celebrating a colourful Divali. The credit goes to the high price being offered to them for superior varieties of paddy this season, though Basmati is yet to arrive in the market.

The price of 1121 is hovering between Rs 3,200-3,750 depending upon the quality of crop and moisture contents. Duplicate Basmati mucchal is selling between Rs 3,000-3,600. Besides, the timely procurement by government agencies of other paddy varieties has provided a great relief to farmers who have been feeling the brunt of rise in agriculture inputs and onslaught of diseases during the last couple of years.

The fluctuation in the price of superior paddy varieties in the past had remained a cause for concern among farmers. They found the price of the crop un-remunerative.

Simple variety such as PR -14 too has fetched good price this year ranging between Rs 1,345 to 1,600 per quintal against the minimum support price (MSP) of Rs 1,345. Mostly private traders have purchased ordinary variety expecting rise in price as the government in their view will augment its stocks to distribute food items to implement food security laws.

Pala Ram of Khurana and Buta Singh of Patti Khot said this time God had been kind enough and they expected to harvest a good crop and earn good income. New Anaj Mandi president Suresh Mittal said a bumper crop would bring prosperity to farmers and members of the business community as well. Mandis and purchase centres are flooded with paddy crop.

At many places farmers were forced to unload their crop outside grain markets disrupting vehicular movement and causing inconvenience to the public.

Deputy Commissioner NK Solanki and DFSC Surinder Saini said they ensured that there was no delay on the part of procurement agencies to lift paddy purchased from the market and farmers faced no difficulty in selling their produce.

Local market committee secretary Ravinder Saini said due to high yield and increase in paddy price they were expecting good revenue this season.

Pharmacy council voters allege irregularities in polling process

Candidates and voters of the Haryana State Pharmacy Council, the apex body of pharmacists in Haryana, are up in arms against the alleged irregularities in the electoral process, which, they alleged, would not be free and fair.

In a representation to the Returning Officer for the elections, Sanjeev Kumar, a voter, alleged that the electoral process suffered from “illegality and glaring violations of rules and regulations”. Form C (declaration form) and Form D (ballot paper) contained the same serial numbers. “The very fact of the identity of the voter being established shall influence the fair and impartial voting by the voters, which is the sole purpose of any election process. If such illegality is not remedied, the purpose of holding the election is defeated,” the representation alleged.

Moreover, the current election process is contrary to the instructions governing the elections which said “the voting paper will be invalid, if the voter signs his name, or writes any work/mark”. This will mean that writing the name or mentioning the 'serial number' of the elector (as mentioned in the ballot paper form) is one and the same thing.”Once the identity of the voter is disclosed, the vote becomes invalid,” the representation added.

Meanwhile, BB Singhal, a candidate, demanded that in the backdrop of certain illegalities, the current electoral process should be scrapped in public interest. “The process, including dispatching of the ballot papers, should be started again,” Singhal demanded.

In case the department failed to start the election process again, Sanjeev Kumar threatened to move the court of law for redressal of his grievance.

There are about 14,900 voters in the pharmacy council elections and all voters vote through postal ballots. October 30 has been fixed as the last date for receiving postal ballots while counting of the votes will be held on November 9-10, sources added.

Rs 724 crore to be spent on Ambala-Kaithal stretch

The Kaithal -Ambala stretch (96 km) of the NH-65 will be made four lane at a cost of Rs 724 crore and the steps are being taken to start the project at the earliest . A 300-bed hospital is being set up in Kaithal and this will be followed by the setting up a medical college here.

This was stated by Randeep Singh Surjewala, PWD and Industries Minister, after laying the foundation stone of a road widening project on the NH-65 here. He said though funds

for this road widening project should have been allocated by the NHAI, to ensure smooth flow of funds the state government would also contribute to the project.

Talking about the 300-bed hospital in the private sector and a medical college here, Surjewala said the setting up of a hospital was a precondition to the establishment of a medical college. The hospital would start functioning soon, he added . He said the case of sanctioning a medical college was at an advanced stage and the case had

been forwarded by state government to the Centre Government for approval. The minister said the best health and medical facilities would be available in Kaithal in future and the medical college would accelerate the pace of development in the area .

The local journalists have formed Media Club, Jhajjar, to raise the issues pertaining to scribes effectively besides working for the welfare of society. The club was formed at a meeting presided over by Dr Praveen Khurana at the canal rest house here recently.

Khurana said the club would not only play a vital role in resolving journalism-related issues but also contribute to the social welfare.

He said Amit Popli had unanimously been elected as the president of the club while Rajesh Kumar would hold the post of the senior vice-president.

GJU teachers demand probe into varsity appointments

The Guru Jambheshwar University Teachers Association (GJUTA) has alleged that appointments of teaching faculty in the university were being done in violation of the University Act. The association has complained to the Chancellor and sought his intervention to investigate into violations and misuse of powers by the university authorities.

In a letter (a copy of which is with The Tribune) to Governor Jagannath Pahadia, who is ex-officio Chancellor of the Guru Jambheshwar University of Science and Technology (GJUST), the GJUTA president said the university had started the recruitment process by fixing the interview schedule in violation of the norms laid down in the University Act through its statues, ordinances and regulations.

He also sent copies of the complaint to the University Grants Commission (UGC), the Ministry of Human Resources Development (MHRD), New Delhi, and the Haryana Chief Minister. The GJUTA president said neither the criteria for selection nor requirements in respect of specialisation of the prospective teaching

positions were ever brought to faculty councils of the respective departments, which was violation of the Statute 17-C of the Act.

The Statute 17-C empowers faculty councils to receive reports from departments for creation and abolition of posts and to forward them to academic councils with recommendations.

He said though Statute 9 of the Act mentioned that in respect of qualifications of teachers and academic staff, the executive council shall take action after considering the recommendations of the academic council, but the varsity authorities did not take up the criteria for selection of teachers in its two meetings held on September, 2013 and March, 2012.

“It’s illegal and voidable under the University Act to appoint teaching faculty unless the criterion adopted for the recruitments is approved by the faculty council and the academic council before being approved by the executive council,” he said citing the Act. Casting doubts behind the motive to overlook these two bodies, the association president said there did not appear to be any compelling reason to avoid convening of academic council, which was the principal statutory body to discuss academic issues.

The association said there had been a tendency to take the system for granted due to extremely poor governance that always resulted in discrimination, inefficiency and under utilisation of public resources.

According to sources there had been controversies in university appointments in the past. A job aspirant had approached the high court against the university recently. The aspirant reportedly had the maximum marks among applicants in the academic criteria, but she was edged out of the competition as she got extremely low marks in the interview and domain knowledge.

The GJU Vice-Chancellor was not available for comments, while Register RS Jaglan denied the charges maintaining that the university had been following the qualifications as laid down by the UGC.

Ventilators lying unused at Hisar Civil Hospital

The local Civil Hospital has been off the ventilator literally.The 200-bedded hospital has no ventilator facility even though it has a patient turnout of around 1,200 patients in the OPD and 40-50 patients in the casualty ward daily.Though the hospital got six ventilators about two years ago when the state government allocated funds to upgrade healthcare facilities in the hospital. The ventilators remained lying unused for months and four of these were later sent to the Post Graduate Institute of Medical Sciences (PGIMS) at Rohtak. The remaining two ventilators are still with the hospital but still not being used. The residents and social organisations have been raising the issue with the district authorities for long.

Earlier, the state government had selected six district hospitals, including Hisar, Gurgaon, Rohtak, Faridabad, Bhiwani and Sonepat, for providing modern healthcare facilities in Civil Hospitals and had decided to spend Rs 15 crore on each of the hospitals. Hospital sources said that despite getting the equipment, they could not use it as there was no paramedical staff and special doctors to use it. “The ventilators gathered dust while lying in packed boxes. About one-and- a-half-years ago, four of these were shifted to the PGIMS, Rohtak”. Social activist Ramesh Varma said they had met the DC and held demonstrations to bring the ventilators back, but all in vain. “The DC assured us that they were in the process of getting the ventilators and the requisite staff. But nothing has happened so far.” The Civil Surgeon, Dr SR Siwach, admitted that the hospital had no ventilators. He said, “I joined a few days ago. There is lack of space and expert staff in the hospital. I will take up the issue with higher authorities to get ventilators according to the requirement of the hospital.”

750 coaches to be recruited soon, says Principal Secy

"The Haryana Government is seriously considering to open a sports nursery or academy in Karnal," Amit Jha, Principal Secretary, Sports and Youth Affairs, said.

Inaugurating a three-day state-level women sports championship here, he asked the district administration to send a formal proposal to the government. He assured that the sanction would be accorded without any delay.

Reiterating the commitment of the government to promote sports activities in the state, Jha said 750 coaches trained at National Institute of Sports, Patiala, would be recruited soon.

Further, the sports infrastructure would be strengthened in the rural areas and an Rs 12 crore were being spent on the purchase of equipment during this current financial year, he added.

While giving details about the new sports policy of the government, Jha said “Win medals, get job" was the catch word. He otstanding sportspersons would be given jobs in the Sports, Education and Panchayati Raj and the Police Departments .

Twelve sportspersons had already been selected for recruitment under the sports quota and 5,000 sportsmen were being selected every year under the Sports and Physical Aptitude Test (SPT) scheme, he said.— TNS
