Child sex ratio improves in state
Chandigarh, October 10 Haryana Health Minister Rao Narender Singh gave this information while presiding over a meeting of the State Advisory Board under the Pre-Natal Diagnostic Techniques (PNDT) Act recently. The Health Minister said there was an improvement in the sex ratio at birth in almost all districts. He said Mewat had the sex ratio of 913, which is highest in the state, whereas 12 districts were having sex ratio between 850 and 900. Numbers for seven districts are between 800 and 850. Expressing concern over the state of affairs in Mahendragarh district where the sex ratio is 770, Rao Narender Singh said there was a lot to be done to improve the skewed ratio in Haryana. He said raids using decoy teams to deal with clinics involved in sex determination had been intensified, especially in Narnaul and Rewari districts . He said there was a marked improvement in convictions under the PNDT Act in the last three to four months. He said 93 cases in the lower courts and 43 cases in the High Court had been registered regarding this and 39 convictions were held till date in this regard. Now, complaints under the PNDT Act could be registered on toll free number 102 and a provision had been made to give incentives to the people giving such information, he added. Rao Narender Singh said regular district task force meetings were being conducted to review the implementation of the PNDT
Act in the each district of the state under the chairmanship of Deputy Commissioners.

Govt committed to welfare of minorities: Chief Secy
Chandigarh, October 10 Chaudhery was presiding over a meeting of a state-level committee constituted for the implementation of the Prime Minister's New 15 Point Programme for the Welfare of Minorities and Multi-Sectoral Development Programme. He expressed satisfaction that Haryana was one of the leading states which was efficiently implementing welfare schemes for the minorities. He said Mewat, Sirsa, Fatehabad, Kaithal, Yamunanagar and Palwal had been selected for the implementation of the Prime Minister’s 15 Point Programme for Welfare and Multi-Sectoral Development Programme of Minorities. The Deputy Commissioners of the concerned districts presented the proposals passed by the block-level committees for development and other schemes. These proposals were regarding improvement in education, setting up of ITI centres and aanganwadi centres, health, betterment of public health services, self-employment and drinking water arrangement in these districts. The Chief Secretary gave directions to the Deputy Commissioners concerned to coordinate with different department to plan out these proposals. Nuh MLA Aftab Ahmed raised the demand to upgrade the schools of his district so that dropout rate of girls from the schools could be reduced. On his demand, directions were issued to the department concerned. Detailed discussion on the security and safety of the minorities was also held in which Haryana Director General of Police SN Vaishisht apprised that during this quarter completing on June 30, not even a single case of communal riots had been reported in the state.

Karnal, October 10 A delegation of Fiji headed by Inia Batikoto Seruiratu, Minister for Agriculture, Fisheries, Forests and Rural Maritime Development, Government of the Republic of Fiji, and comprising Fiji’s High Commissioner to India, Vice-Chancellor, Fiji National University, Dr Ganesh Chand, and other high officials which visited the National Dairy Research Institute today, evinced keen interest in control of mastitis, diagnostics and kits for detection of antibiotics and pathogens in milk and also in animal nutritional aspects. The possibilities for collaboration in the areas of climate resilience were also explored and Fiji delegation also showed interest in animal management and its breeding practices. The Fiji Agricultural Minister said he would carry forward the visit for mutual cooperation and collaboration with the NDRI in different areas and also planted a tree on the premises of the newly constructed Climate Resilient Livestock Research Centre at the National Dairy Research Institute . Dr AK Srivastava, Director, National Dairy Research Institute , made a presentation on the current scenario of the livestock and dairy sector in India and deliberated at length as to how the livestock sector offered livelihood and nutritional security to millions of people in the country. He told the delegation about the progress made by the institute in research and dairy education and also showed some of the recent achievements made in research such as buffalo cloning and also the progress made in the development of functional and composite foods. |

Rs 48.90 cr for development of pisciculture
Sirsa, October 10 To provide impetus to pisciculture, Rs 48.90 crore has been approved during the 12th Five Year Plan for the implementation of various plan schemes of the Haryana Fisheries Department recently. A spokesman of the department said a target had been fixed to produce 1.20 lakh MT of fish and stock 5,000 lakh fish seeds during the current financial year. He said from March 2005 to March 2013, more than 6.20 lakh MT fish was produced by stocking over 31,180 MT fish seed. He said the electricity tariff for the fisheries sector had been substantially reduced to Rs 0.25 per unit so as to bring it on par with that of agriculture. Also, the state government has waived off VAT on fish feed and fish meal for the benefit of farmers. The income by leasing of village panchayat ponds
annually was about Rs 25 crore for fish culture and from March 2005 to March 2013 it had increased up to Rs 170 crore. During the same period, about 5,421 members of Scheduled Castes families have been benefited under the scheme of the welfare of Scheduled Castes families in the fisheries sector. The spokesman said the average fish productivity in Haryana had increased to 5,700 kg per hectare per year and Haryana ranked second in the country in per hectare fish production. The budget of plan and non-plan schemes has been increased from Rs10.7 crore during 2004-05 to Rs 27.42 crore during 2013-14. The expenditure of the Fisheries Department was Rs 152.12 crore from March 2005 to March 2013, he added. He said the aim of the department was sustainable growth, development and utilisation of fisheries for self-employment for the unemployed, nutritional security, economic prosperity and socio-economic development. The mission of the department is to promote, facilitate and undertake long-term development, conservation and utilisation of inland resources based on fishing practices with focus on enhancing fish production and productivity. It also aims at increasing livelihood opportunities, strengthening social security and welfare measures, including uplift of those belonging to the Scheduled Castes. “It also facilitates improved post-harvest practices and value addition with market linkages,” he added.

Sonepat, October 10 According to information, 1,039 MT of paddy, including 547 MT of muchhal, 90 MT of basmati and 402 MT of sarbati varieties, has arrived in different grain markets so far. The entire stock was purchased by millers and dealers. The price of basmati rice was around Rs 3,660 per quintal and sarbati rice was purchased on the prices between Rs 2,300 to 2,800 per quintal. Muchhal variety of rice touched the highest price of Rs 3,900 per quintal in Gannaur grain market. Commenting on the prevailing trend, the state vice-president of the All-India Kisan Sabha, Shradha Nand Solanki, said the trend should be maintained during the entire procurement season in the interest of farmers.

President likely to visit Central University of Haryana
Gurgaon, October 10 Disclosing this at a recent media interaction, CUH Vice-Chancellor Major-General (retd) Ranjit Singh said preparations as well as construction activities were in full swing on the university’s permanent campus. He said while four study programmes had been introduced recently, as many as eight new academic disciplines would soon be started with approval of the university’s executive council. “We will also have a Central school in the vicinity of the university, for which the panchayat of Jant village has consented to provide 10 acres of land in front of Gate Number 2. A sports complex will be constructed on the university campus. Besides, we plan to have lakes and water bodies on the campus for effective water-harvesting and attracting migratory birds,” the Vice-Chancellor maintained. He pointed out that personality development classes were being run to train the students in communication skills, soft skills and interview skills. University students also taught the children of the local villagers free of cost, he said, adding that provision of hotline electricity connection and frequent bus service to the university campus were the other priorities. He exhorted the media, university fraternity and the villagers to contribute for the development of the university. On being questioned about the ongoing protests by local villagers, he asserted that several court cases had been amicably settled with proactive support of villagers, panchayats, district administration and people’s representatives and efforts were on for amicable settlement of the remaining ones. A ceremony to honour journalists for their contribution was also organised. Prof HS Chandalia, Dr Bir Singh Yadav, Dr Dhiresh Kulshreshtha, Dr Sanjay Tiwari and Dr Satish Kumar were present on the occasion.

Bicycle rally underscores energy conservation
Sonepat, October 10 RK Arora, Registrar of the university, flagged off the rally. The students were received by Deputy Commissioner Dr Chander Shekhar at his office at the Mini-Secretariat. Addressing the students, the DC said energy conservation had become the need of the hour to secure the future of the upcoming generation. Karnal to get new fire station soon
Karnal, October 10 The old fire station situated at the congested Jundla Gate area in Karnal would be converted into a sub-station while the new fire station would have space for stationing eight to 10 fire tenders. The fire station, which is expected to be completed in four to six months, would also have a tubewell for water filling and residence for fire officials. Earlier, fire officers often complained that the location was not ideal and in case of emergency, it becomes difficult to drive past the congested areas to immediately reach the fire spot and they have to face the wrath of the people. Fire officer Gage Singh said the already existing fire station at the Jundla gate would be converted into a sub-station and three out of nine fire tenders would be kept there for quick response.

Criminals have a field day in Hansi
Hisar, October 10 The traders alleged that cases of looting on gunpoint, assault, extortion threats and theft were on the rise for the past one year and the police had failed to crack any major case. The police, however, claimed that they were in the process of chalking out a special plan for crackdown on gangsters. So daring are these gangsters that two days after they to failed in a robbery bid at the house of a trader, Shyam Agrawal, he received a letter mentioning that the police would not be able to save him and Rs 5 lakh were demanded from him as protection money. Bajrang Dass Bansal, president of Sarv Vyapar Mandal, said traders had observed a one-day bandh in the town earlier, but it failed to bring any respite as six cases of loot, snatching and extortion had taken place after the bandh. “We have data about the crime in Hansi in the past one year. We got it under the RTI Act . Approximately, 70 cases of assault, loot, robbery, theft, chain snatching, extortion have been reported in the past year. We have met all the senior police and administrative officials but the crime continues unabated. Now, we have decided to file a writ petition seeking directions to the state government to take urgent steps to curb the crime," Bansal said. Meanwhile, Hisar Assistant Superintendent of Police Manish Chaudhary admitted that the police had not been able to crack any of the recent crime cases. “The police teams are on the job but so far we have no clue about the involvement of any gangster in loot and extortion threats. We have drawn out a special plan to curb the crime in the city. The police has intensified patrolling at crucial points in the city and deployed more personnels in security of the traders," the ASP said. Playwriting campaign to create awareness on road safety
Chandigarh, October 10 Organised by Sibash Kabiraj, Assistant Inspector General of Police, Traffic and Highway (H), Karnal, the workshop was aimed at writing plays to sensitise the public that roads accidents were tragedies that involved tremendous human suffering in terms of untimely loss of valuable human lives, loss of limbs, serious injurious and trauma in addition to monetary loss, unending litigation and traffic congestion. In the last few years, traffic on the national highways/state highways increased manifold and so have the accidents. Every year more than one lakh fatal accidents occur on Indian roads, more than four people are injured and the economic loss due to road accidents is estimated to be over Rs 36,000 crore and 40 per cent of these accidents take place on national highways. On the national highways/state highway passing through the state of Haryana, more than 4,000 persons are killed and nearly 8,000 injured every year. The vehicular population in the country has also increased manifold. Thus, educating people about the need for traffic safety becomes a crying need for which plays were prepared in two phases of writing and presentation over the last two months. The participants of the workshop included students of Kurukshetra University, who were guided by experts from different fields, including the media, academicians and families of victims. Those who participated in the workshop included famous Hindi writer Dr Amrit Lal Madan, senior mediaperson Awadesh Bachchan, Shiv Kumar Vivek, Dr Ramji Lal and the local media community of Karnal. At the workshop, the participants prepared four plays titled “Chauraha”, “Rajmarg par Jindgi”, “Railway Phatak Ghoghripur” and “Trasady”. While “Chauraha” shows the death of a man who realised his dreams before losing his life in an accident, shattering the dreams of his family, the second play “Rajmarg par Jindagi” shows that the mistake of another person caused the death of a bride. The third play “Trasady” presents how the loss of an individual is the loss of an entire society. The play presents the life of a scientist who dies in a road accident. The last play “Railway Phatak Ghoghripur” is a heart warming play about the relation of village and city. The play is a live reporting of the Railway Phatak, Ghoghripur, where gate man Vijay warns people not to cross the “phatak” during the passing of train, but people ignore him and even misbehave with Vijay who saves their lives in the end. Samir Mathur, Principal Secretary, Home, said the plays showcased the tragedy an accident, causes and its impact on society and economics. Stating that Haryana was keen on starting a movement, Traffic Education through Theatre, Mathur said a little sensitivity for the lives lost in accident would go a long way in making roads safe. Cultural activist and convener of campaign Rajeev Ranjan said this play would introduce the new generation to this burning issue of road accidents. After watching the presentation of the plays at Panjab University, Mathur and AIG, Traffic, Kaviraj, said these would be staged all over the state to educate the youth about the need for adhering to traffic rules so that no lives were lost.

Talent hunt competition concludes at Manohar Memorial College
Fatehabad, October 10 Dr Punam Miglani, principal, inaugurated the competition by lighting a lamp in front of Goddess Saraswati. On the first day of the talent search competition, declamation contest, mono acting, poster making, painting and poetic recitation competitions were held. Janak Mehta and Kamlesh Rani were judges in the contest. Ritu, Anil and Deepak bagged the first three positions respectively in the declamation contest. Sunil Kumar and Gunjan Bajaj were judges of the mono acting competition. Ria came first in mono acting. Sharanjeet and Zenia were adjudged second and third respectively in mono acting. Rajesh Jagra, Lalit Chopra and Santosh Mehta acted as judges of poster making and painting competition. Priyanka remained first in poster making competition, while Shweta Nag and Vidushi Mukhi won the second and third positions respectively. Shanti Swaroop, Poonam and Saroj Bala were adjudged first, second and third in painting competition respectively. Kavita Batra, Gunjan Bajaj and Balwant Singh were the judges in poem recitation competition. Deepak Kumar, Promila and Gunjan Sharma bagged the first three positions in Poetic recitation competition. The quiz competition was held on the second day. Lalit Chopra acted as quiz master. Himanshi and Navdeep stood first, Dinesh and Simran Singh stood second and Ramandeep Kaur and Ria stood third. Mangal Nayak, Sapna and Gunjan Sharma got the first three positions in the singing competition, while Anjali Soni, Gunjan Sharma and Ritu got the first three positions in dancing. The skit presented by Zenia group was adjudged the best, while Anjali group scored the second position. Punam Miglani congratulated the winners and exhorted students to work towards the all round development of their personality.

Kurukshetra, October 10 A KITM spokesman said the officials of Unit Nexus Pvt Ltd, Chandigarh, started the recruitment process with a written online aptitude test followed by a technical test. Six students of computer science and 10 students of electronics and communication got placed. The company offered a pay package upto Rs 1.8 lakh to each of the selected candidates. Dr Rohtak Yadav is medical teachers’ association chief
Jhajjar, October 10 Yadav said he would not leave any stone unturned to get the HSMTA’s demands met which were pending before the government for last some time. The demands included pay scales and other allowances of the faculty of the PGIMS, Rohtak, at par with the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh, and implementation of the scheme of dynamic assured career progression to teachers of medical college. He informed that the senior professors of PGIMS, Rohtak, used to get pay scales equivalent to the present HAG scale. "There was no ceiling on the basic pay, but, now the ceiling on the basic pay has been imposed by the authorities," he added. “A delegation of the HSMTA will soon call on the authorities to demand implementation of the HAG Scale to 40 per cent of the posts of senior professors and removal of the ceiling on the basic pay. Moreover, pressure will also be mounted on the authorities to remove our other pay scale anomalies,” said Yadav. Dr VK Katyal has been elected as vice-president, Dr AS Rathi has been elected as the general secretary, Dr Vijay Pal has been elected as the join secretary and Dr Naveen Malhotra has been elected as the treasurer of the association. Ambala, October 10 The tournament was held from from September 17 to September 20 in Karnal. The team finished runners- up in the event. This is for the first time that Ambala reached the final and secured the second position in the history of the tournament. Under the able guidance of coach Anju Gautam five students of MM International School -Aditi, Shruti,Komal Kalra, Aayushi and Daisy- made it to the national level. Vineeta Rajput, director of the school, congratulated the team and the sports department for the success. The team had reached
the final of the tournament after defeating Karnal 16-6 in semifinal. Prior to that, in quarterfinals, Ambala defeated Mahendergarh 7-3 and Sirsa 9-2. The final match was played between Ambala and Kaithal where the latter took the lead, restricting Ambala to 2-4.
