Modi’s rally to clear air on BJP's poll alliance
Gurgaon, September 12 BJP leaders and cadres are upbeat over the rally and hope that it will provide the much-needed impetus to the saffron party in the state, especially as elections to the Lok Sabha as well as state Assembly are round the corner. On the other hand, the state Congress regime, which is under heavy fire from the Opposition over the “shady” land deals involving party president Sonia Gandhi’s son-in-law Robert Vadra and concrete allegations of hush money being paid to ruling party’s leaders for grant of change of land use (CLU) permissions, is awfully watching the charge of the Modi brigade. More importantly, the proposed rally is likely to clear the air on the stance to be adopted by the BJP as far as pre-poll alliance in Haryana is concerned. While a faction of the party favours continuation of the present tie-up with Kuldeep Bishnoi-led Haryana Janhit Congress (BL), some leaders want that the party snaps the alliance and joins hands with former Chief Minister Om Prakash Chautala’s INLD. BJP workers and supporters expect Modi to say the final word on the issue so that clouds of uncertainty disappear and they can approach the electors with a clear focus. Former Army chief Gen VK Singh, who has been hobnobbing with politicians of varied hues in the recent past, is also likely to share the dais with Modi at the Rewari rally. However, contrary to earlier speculations, rebel Congress MP and former Union Minister Rao Inderjit Singh may not attend the rally as it might be a bit too early for the Ahirwal leader to display his cards.

Rs 6 crore sanctioned for Integrated Murrah Development scheme
Fatehabad, September 12 The scheme aims at increasing the population of Murrah breed of buffaloes in the state. Murrah buffaloes are so popular among farmers that recently a farmer from a Hisar village could receive a whopping Rs 25 lakh for his Murrah. The Haryana Animal Husbandry Minister, Paramvir Singh, said that the duly identified male progeny of the recorded buffaloes will be purchased at an age of 12-18 months by the government through a committee of departmental officers at a market sale price of Rs 10,000, 18,000, 20,000 and Rs 30,000 for the male calves of the recorded categories of buffaloes after negotiating with the owner. He said that prior to purchase, each young bull would be checked for breed characteristics, sexually transmitted diseases and subjected to basic Andrological examination. These young bulls would be transported to the centres located at Hisar, Lakaria in Jhajjar and Bhiwani districts and would be reared under scientific management. He said for the year 2013-14, there was a target to identify 10,000 top quality murrah buffaloes. He said villages with more than 50 recorded Murrah buffaloes and out of which one third having 16 kg and above peak yield would be identified as an ideal Murrah Village and an incentive of Rs 5 lakh each would be provided to Breeder Societies of these villages under the scheme. He said under this scheme, all buffaloes meeting the bench mark of 13 kg peak yield (2,600 kg lactation yield) would be properly identified along with their progeny. Cash incentives ranging from Rs 5,000 to Rs 25,000 would be given to owners of these buffaloes who would in turn be under obligation not to sell the buffalo and its male progeny for at least one year of calving. All identified buffaloes would be got insured with the project bearing 50 per cent of the premium cost, he added. He said male calves born to high-yielding buffaloes would be procured and reared at special bull-rearing centres under the care of experts as future bulls. These young bulls would be categorised according to their dam yield and supplied to panchayats at subsidised rate and to other states or areas based on production potential of the local population. He said the top most bulls would be reserved for ultramodern sperm stations for production of semen for nominated mating of identified as well as other buffaloes.

Tilyar Lake Tourist Complex lacks security measures
Rohtak, September 12 The famous Tilyar Lake Tourist Complex here is among such spots that lack proper security measures. The state government is planning to develop the lake on the pattern of Sentosa Island of Singapore in the near future. “I had noticed the presence and movement of several anti-social elements in the lake complex when I visited the spot with my family a few days ago,” said Rahul, a local resident. He said the couples and families visiting the spot feel insecure as no police personnel were present inside the complex. “The complex that has dense vegetation all around has also become a hub of some anti- social elements who allegedly indulge in various types of activities, including immoral trafficking, on certain occasions,” claimed Virender, another resident. He said he had even noticed group of boys sitting behind the dense vegetation and consuming liquor in daytime. He said the complex was not a safe place for women and families visiting the place in the absence of any police personnel or security guards. Tilyar is a well known tourist spot in the town located on the banks of the JLN Canal here and is spread over 50 acres. While the spot witnesses a huge rush on weekends, it also attracts youngsters on week days, especially during the daytime. However, a senior official of the department concerned said no incident of eve-teasing or molestation had been reported in the complex recently. At least six incidents of rape have occurred in the district in the past about two weeks. The state government had inked a pact with the Union Tourism Department last year to develop the spot on the pattern of Sentosa Island, Singapore, for which the state government has decided to spend several crores.

Dist admn bans entry of heavy vehicles during rush hours
Jhajjar, September 12 As per the new directives, the heavy vehicles will now be able to use the new bypass constructed on the National Highway No-71. Also, those violating the norms will have to pay a huge fine. Besides, the Police Department, the national highway authorities have also been asked to start traffic trial on the NH-71. Ajit Balaji Joshi, Jhajjar Deputy Commissioner (DC), inspected the new bypass and informed that the ban had been imposed to remove traffic congestion from the city area. As the new bypass at the NH- 71 was set to vehicular movement. He said it had been decided to divert the flow of heavy vehicles toward the new bypass. "I have asked the Police Department to depute adequate number of officials at the bypass to control the traffic. Sign boards at both sides of the road will also be installed so that the drivers of the heavy vehicles could not face any problem to adhere to the directives," said Joshi. He said the officials of the Haryana Urban Development Authorities (HUDA) had also been directed to install road lights on the road to ensure proper arrangement of light at night. The DC said the Power Department officials had also been directed to shift the high power electricity lines from the under-constructed new diversion road, passing between Bahadurgarh road and Gurgaon road, to provide hurdle-free movement of vehicles.

‘Acquiring human resource with right talent, skills crucial’
Kurukshetra, September 12 The guest lecture was organised by the Department of Humanities and Social Sciences as a part of the golden jubilee celebrations of the institute. Prof Kamalanabhan focused his lecture on the importance of human resource for an organisation and reiterated the fact that what was more important was acquiring the human resource with the right kind of talents and skills. Elaborating on this, he detailed the whole process of acquiring human resource in an organisation. He said identifying and acquiring the right kind of talents and skills would have to involve careful scrutiny at every stage of the recruitment and selection, starting with manpower planning up to induction. Any laxity at any of these stages could have serious consequences, he added. In this context, Prof Kamalanabhan pointed towards the recently published data that nearly 75 per cent graduates in India are unemployable. “This should be an eye-opener for both organisations and students who are aspiring for jobs,” he said. Organisations should have a fool-proof system in place that will facilitate in selection of the right kind of human resource; students should develop the necessary knowledge and skills that will help them become employable, he added. The lecture was followed by discussions on questions raised by the audience. Prof Rajender Kumar welcomed the guest speaker and Prof PJ Philip proposed the vote of thanks. Prof Vikas Choudhary and Dr Kranti Walia were among those who were present on this occasion.

Ambala, September 12 This was announced by the Deputy Commissioner, K Makarand Pandurang, at the monthly meeting of a task force formed under the PNDT Act. Pandurang said in order to implement this Act effectively, officials should coordinate not only with health officials but also with social activists and educational and religious institutions. People's representatives should support the drive. He said if anybody had any information about it, he could send an SMS to him at his mobile number 080594-44001. Referring to female foeticide as a stigma on society, he said as there was no social security given to women, therefore this problem had arisen in society. He said there was a dire need to make women self-dependent. The DC said educational institutions should activate their women cells and he also called upon the youth to take up cudgels to remove this stigma from society. He asked officials of the Drug Department to ensure that chemists did not sell abortion tablets without a valid prescription from doctors. He called upon police officials to deploy women police personnel in plain clothes in main markets, women educational institutions, bus stand, railway station etc. to apprehend those troubling women folk. He called upon girls to lodge a complaint in this regard with women cell at toll free 1091. |

Hisar, September 12 Registrar Prof RS Jaglan inaugurated the workshop and the Dean, Academic Affairs, Prof MS Turan, presided over the function. More than 150 teachers and officers of the university attended the workshop. The workshop was organised by the office of Proctor and the Public Works Department of the university. In his lecture, Dr Shastry said health is the state of complete physical, mental and social well being and it is not about illnesses and ailments. He said benefits like increase in work productivity, work quality and high morale could be achieved through wellness and sitting arrangements at the workplace. Dr Gupta said in any organisation, people are an essential part of every business process and critical to delivering quality products and services. With the wide-scale introduction of computers in the offices, Dr Gupta said, it had increased psychological stress and eye strain. Ten minutes of exercise in the office on daily basis will prevent diseases associated with the new life style. "Lifestyle risk factors such as smoking, drinking, lack of physical activity and excess weight are the main reasons for illnesses," he added. Prof RS Jaglan said highest rates of absenteeism in the office is due to sickness. The most common problems are associated with headaches, pain in the back, neck and shoulders and inflammation of hand joints etc.

Don’t let property get defaced, babus told
Gurgaon, September 12 Similarly, after public functions, a lot of garbage is spread around public parks used for the purpose. Further, the Agriculture Marketing Board allows ‘Apni Mandi’ areas for selling vegetables in the cities. But after using the premises, huge piles of rotten vegetables and other garbage are left in the open space. The garbage is supposed to get cleared by the authorities concerned, but they do not bother to get these places cleaned. The Chief Secretary to the Government of Haryana has shot off a communiqué to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, Managing Directors or Chief Administrators of Boards and Corporations and Registrars of all Universities in the state to ensure compliance. The communiqué maintains that negligence and carelessness on the part of the authorities concerned as well as the general public amounted to violation of the Haryana Prevention of Defacement of Property Act, 1989. In CWP 11961 of 2012 titled “Court on its own motion versus Anil Kumar and others”, the Punjab and Haryana High Court had observed that “the Haryana Prevention of Defacement of Property Act, 1989” is not being fully complied with.

Special children to be integrated into mainstream schools
Sirsa, Setember 12 Under the Backward Region Grant Fund, a central scheme for most backward districts of the country to address regional imbalances, the district administration in Sirsa has planned a programme to help differently abled children to integrate into the mainstream schools. "We have contacted a NOIDA-based NGO, Saksham, which is working to empower children with disabilities and a formal Memorandum of Understanding (MoU) with the organisation will be signed soon," said J Ganesan, Deputy Commissioner, Sirsa. He said a sum of Rs 15 lakh would be spent on providing facilities of training to differently abled children in the two institutions. Children with lesser disability will be selected for this and master trainers having a special training will prepare them. On passing out from normal schools, differently abled children will be able to compete with other children for admission to medical, engineering, commerce and other streams. Ganesan said the authorities would provide all kinds of infrastructural facilities to the two centres for this purpose. Meanwhile, a team of Saksham has already visited the two centres and the actual programme is likely to begin very soon. The NGO will organise three to four workshops before beginning the work actually. The DC said that he had contacted various schools of the district for admission of the differently abled children after their training and the Sirsa school had taken a lead by offering its services.

Differently abled get Leveraged Freedom Chairs
in Sirsa
Sirsa, September 12 The Leveraged Freedom Chairs (LFCs) were so far used in the developed world and Sirsa is among the first very few cities of the country where such chairs have arrived. Pawan is one of the 20 differently abled persons who received such chairs from the MP last month. Tanwar has spent money from his MP Local Area Development (MPLAD) funds for the purchase of 20 Leveraged Freedom Chairs (LFCs). “With this chair, I can easily travel a distance of 10 to 12 kilometres to purchase commodities for my grocery shop. Earlier, I had to depend on others for this purpose,” Pawan told The Tribune in Sirsa today. The LFC is a low-cost wheelchair powered by two hand levers that function in a similar manner to gears on a bike. The higher you grab it, the more leverage you get when traversing over rough terrain like sand, mud, or unpaved road. Grab down lower, and the machine can cruise along tarmac at eight to 10 kilometres an hour. It is one of the most versatile wheelchairs in the world market, and it is aimed solely for disabled communities, said J Ganesan, Deputy Commissioner, Sirsa. The LFC costs approximately Rs 14,000 a piece, he said. Ganesan said that out of the 60-odd LFCs distributed in India so far, 20 have come to Sirsa alone.

Devi Lal varsity VC adjudged Best Principal
Sirsa, September 12 The Haryana Governor, Jagannath Pahadia, presented the award in the presence of Chief Minister Bhupinder Singh Hooda. Before joining in Sirsa as the VC of Chaudhary Devi Lal University, Dr Sharma worked as Principal in Pandit Chiranji Lal Sharma Government Post Graduate College, Karnal, for 16 years. A spokesperson of the university said that during Dr Sharma's tenure as Principal, the college scaled great heights in the fields of academics, sports and cultural activities. The college was adjudged the Best College of Kurukshetra University thrice and the Department of Higher Education adjudged this college as an Ideal College. During his term as the Principal, Pandit Chiranji Lal Sharma Government Post Graduate College, Dr Sharma was also awarded by the Haryana Governor for collecting the maximum units of blood during blood donation camps and for NCC activities. As a Principal, Dr Sharma contacted several companies to provide employment to 253 students of the college. Dr Sharma had earlier been awarded with Bharat Jyoti Award and for the Best Principal award twice. An academician par excellence, Dr Sharma has participated in several national and international seminars and 14 articles written by him have been published in research journals. Dr Sharma is a member of the Haryana Higher Education Commission and has been a member of Kurukshetra University Cultural Council, University Court and Sports Council.

NIT organises seminar on property rights, patents
Kurukshetra, September 12 Rahul Taneja, scientist from the Patent Information Centre, the Department of Science and Technology (DST) in Haryana, spoke on the basic principles of IPRs, Patents, Patentability and the Patenting System in India and abroad. The seminar concluded with a brainstorming session. Dr Dinesh Khanduja, professor-in-charge of the entrepreneurship development cell, thanked the speaker and the audience. He also hoped that with the support of the DST, the NIT may soon have a Patent Information Cell. Student in-charges Virendra, Praveen and Shailav of B.Tech final year, played an important role in organising the seminar.

Convention promotes use of e-resources
Kurukshetra, September 12 The convention was organised to make the new faculty, research scholars and students aware of the resources subscribed by the library and to promote the use of e-resources. Dr Krishan Gopal, librarian, NIT, welcomed participants and briefed them on the library services and e-resources collection subscribed by it. He said the library is subscribing to about 5,000 journals in the electronic form, covering all areas of engineering, applied sciences, humanities and management. The NIT library was a core member of the Indian National Digital Library on Engineering Science and Technology (INDEST) set up by the MHRD in 2003, he added. During the convention, the first presentation was made by a representative of Science Direct, the world’s largest publisher in Science and Technology. The NIT library is getting the access to all E-Journals of Science Direct (Elsevier) published in the subject areas of engineering, computer, physics, chemistry and mathematics. Next presentation was given by the representative of Springer, the world’s second largest publisher in Science and Technology. The library is also subscribing e-journals and e-books published by Springer. Other presentations were given by representatives of world renowned publishers like Oxford University Press, Cambridge University Press and J-Gate of Informatics, Bangalore. A large number of faculty members, research scholars and students were among those who attended the convention. Various queries raised by new users were answered by the publishers. Dr Gopal, after thanking the resource persons and the participants, said another convention for building awareness regarding other e-resources subscribed by the institute would be organised shortly.

Karnal, September 12 In her teaching career of 16-years, Asija has been successful in nurturing mathematical skills and problem solving approach among the students. She has worked with students on mathematical effects of modelling in diagnosis of cancer, tsunami waves and earthquake mechanics. She was selected by Microsoft as one of the top 50 innovative teachers over the globe, to participate in the "Partners in Learning Institute" at Redmond, in US in July 2011. Himani Asija represented India at the World Wide Innovative Educators forum at Cape Town, South Africa, in 2010. She was the winner for a research project titled "Mathematical Modelling in the Diagnosis of Cancer". The Information and Communication Technology (ICT) in schools' scheme was launched in December, 2004 to provide opportunities to secondary stage students to build their capacity on ICT skills and make them learn through computer aided learning process. The scheme played a catalytic role in bridging the digital divide among the students of various socio-economic and other geographical barriers. The scheme provided support to states and UTs to establish computer labs on sustainable basis. The geometer's sketchpad is the world's leading software for teaching mathematics as elementary students can manipulate dynamic models of fractions, number lines, and geometric patterns. The middle school students can build their readiness for algebra by exploring ratio and proportion, rate of change and functional relationships through multiple representations. While, the high school students can use sketchpad to construct and transform geometric shapes and functions from linear to trigonometric, promoting deep understanding.

Yuvraj Hans, Bali Riar, Vinay Pal Buttar, Anjana Sukhani, Anita Kailey and director Rajdeep Singh accompanied Sidhu, who is releasing the movie under his banner RSG studios and Glimpse Motion Pictures. “Young Malang is a fun filled tale of the “young and malang at heart”. The film takes back to fun-filled days of college and it is a film for all youngsters,” said Sidhu, who is also the creative director of the movie. Yuvraj Hans, son of legendary Punjabi singer Hans Raj Hans, who debuted with Yaar Annmulle followed by Buurraahh in 2012 has Bollywood beauty Anjana Sukhani paired opposite him. Accompanying them are model-turned actress Neetu Singh and Anita Kailey and singer-turned actor Balli Riar and Vinaypal Buttar. It is a story of six friends who despite being from different backgrounds forge a strong bond of friendship. Adding to the oomph quotient of ‘Young Malang’ is Pakistani siren Mathira who had done an item song. Haryana girl represents Asia in European circuit tournament
Sonepat, September 12 Himani also won her ties in the play offs in Philippines in March, 2013. She won girls title U-14 and was also adjudged the best player of the tournament. It was due to her sterling show that she was shortlisted to take part in the prestigious European circuit tournaments which were funded by the International Tennis Federation’s Grand Slam Development Fund. Himani represented India in the World Junior Tennis Championship, held in Czech Republic in August, 2013 after her sterling performance in the Asia Oceania Group-14 ties, which was held in Kuching in Malaysia in May 2013. Himani's started playing tennis at the age of six. There was no tennis court in her Larsauli village, which falls in the district Sonepat in Haryana. Presently, she is studying in Little Angles Sr Sec School in Sonepat. Ashish Arya, chairman of the school, an educationist and a philanthropist, is working for the upcoming sports persons. He is dedicated for the upliftment of the young students in grooming them in the field of sports. After seeing Himani’s exceptional talents in lawn tennis, Arya immediately built a couple of courts in the school premises. Himani belongs to a family of sports persons. Her father Chand Ram and mother Meena has been a renowned kabaddi players of India. Her younger brother Himanshu won the single title in the U-16 national tennis tournament at the age of 13, held recently in Rishikul School in Sonepat. Her cousin Naveen Mor is an international wrestler.

Karnal IMA to hold mini-marathon
Karnal, September 12 The initiative has been taken by the Karnal chapter of the Indian Medical Association (IMA) which has captioned the 5-km long mini-marathon for both men and women as "Bhag Dil-Se Bhag”. The marathon would be in three categories in the age groups of 14 to 30 years, 31 to 50 years and above 50 years and above and the focus would be on "save your heart and save girl child". Noted music director Anu Malik and Golden Girls of India junior women hockey team would be the guests on the occasion, president, IMA, Karnal chapter, Dr Jyoti Gupta, said adding that the slogan given by the IMA is “bridging gap touching hearts”. “The broader aim of the marathon, which would start from Sector 12 and culminate at Karnal club, is to create awareness about health-related public issues and 21 committees have been formed to organise the marathon,” she added. The best group with six members, running in the marathon with focus on public issues, would be awarded and registeration counters had been set up at 10 places besides registration through SMS to 9034089877 and email at bhaagdilsebhag@gmail.co. Deputy Commissioner Vikas Yadav, who would flag off the rally, exhorted the public to participate in maximum numbers as walk is a natural TMT test and that, too, under the supervision of doctors. Dr Rajiv Gupta said the risk of a heart-related disease could be reduced by 50 per cent if regular physical activity was performed, good food habits were developed, smoking was totally given up and blood pressure and diabetes were controlled. "Creating awareness and motivating people to be cautious about heart diseases and taking preventive steps are long-term and effective measures to educate the masses," CMO Vandana Bhatia said and added that both short and long-term measures are being adopted to help public live a healthy life.
