Coming months to witness spurt in political activities
Sirsa, September 9 Almost all political parties have announced their programmes that suggest that the coming months are likely to witness hectic political activities. The Indian National Lok Dal (INLD), the main opposition party in the state, is going to start training camps for its workers at the booth level from September 15. The camps will continue till November 15. A spokesperson for the INLD said the party would organise a state-level rally on the occasion of Haryana Hero’s Martyr Day on September 23 and district-level meetings on Devi Lal’s birth anniversary on September 25. The INLD will hold a state-level political rally on Haryana Day on November 1, though its venue is yet to be finalised. Kuldeep Bishnoi, president of the Haryana Janhit Congress (HJC), the other main opposition party in Haryana, will start a “vijay rath yatra” in Haryana from October 6. The yatra will continue till December 2, the foundation day of the HJC. This year, Bishnoi has decided to organise the foundation day rally at his hometown Hisar. Bishnoi represented the Hisar parliamentary constituency in the 15th Lok Sabha and he or any of his family member is likely to contest this time again for the 2014 parliamentary poll. The Bharatiya Janata Party (BJP) on the other hand, is holding a big “ex-servicemen rally” at Rewari on September 15. Narendra Modi will address the rally. The Congress will also hold a big rally at Kharia in Sirsa on September 29. Haryana Chief Minister Bhupinder Singh Hooda, Union Minister Jyotiraditya Scindia, AICC in charge for Haryana Shakeel Ahmed, HPCC president Phool Chand Mullana and AICC secretary and Sirsa MP Ashok Tanwar will address the rally, being organised by former minister Ranjit Singh. Rao Inderjit Singh, Congress MP from Gurgaon who has been taking cudgels against Hooda, will hold a rally on September 23. While the Congress has been going among people on the issue of development, the Opposition has been targeting the Hooda government on the issue of skewed development and alleged land scams. The INLD has recently released some CDs allegedly showing several Congress leaders demanding money for change of land use. Though the veracity of the CDs are yet to be ascertained and the Congress has already described the same as “doctored”, the “revelations” have stirred political activities in the state.

SMART course in apparel training kindles hope for girls
Sirsa, September 9 However, after joining the "SMART Quality Checker" course in the Apparel Training and Design Centre (ATDC) started recently in the district by the authorities, Sapna knows that she would easily get a job in some garment unit in Ludhiana, Delhi or elsewhere. Sangeeta Rani, a married woman from Haboli village has taken admission to the "SMART Operator (Basic)" course, where she is learning how to operate computerised and normal industrial sewing machines used in the garment industry. She, too, plans to join some industry as an operator after the course. As many as 39 women like Sapna and Sangeeta are getting training for various courses run by the ATDC at Sirsa today. The ATDC, a skill-development project of the Ministry of Textiles (MoT), launched in Sirsa under the Backward Region Development Fund (BRGF) recently, is ameliorating lives of a number of young boys and girls in Sirsa. The prefix SMART in the courses stands for "Skill for Manufacturing of Apparel through Research and Training." Sirsa is the only district outside the National Capital Region (NCR), where the MoT has started an ATDC in Haryana. Sirsa MP Ashok Tanwar, whose efforts brought the centre to Sirsa, inaugurated the centre in the old building of the District Rural Development Authority
(DRDA) recently and the first batch of different courses offered by the ATDC is in progress now. Deputy Commissioner J Ganesan, who visualised this as well as several other projects being run under the BRGF, a centrally funded scheme for the backward districts of the country, said the project would make hundreds of youths employable in the ready- made garment industry. "As many as 500 women from poor families will get training in various courses run by the ATDC. The programme fees, which is Rs 1,200, will be paid from the BRGF and a sum of Rs 6 lakh has already been reserved for this purpose," Ganesan said. Anil Yadav, an instructor in the centre, said that women trained in the ATDCs had been working in companies like Adidas, Nike and Timberland etc, as they are training in the latest techniques in these
centres.

ICAI centre of excellence to be opened in Sirsa
Sirsa, September 9 This was stated by Ashok Tanwar, MP from Sirsa, after inaugurating the 138th branch of the institute in Sirsa recently. He asked the district administration to provide land for the centre at institutional rates. The expenditure on the purchase of land and construction of building will be borne by the institute. Tanwar said branches of the Institute of Company Secretaries and the Institute of Cost and Works Accountants of India would also be opened in Sirsa. This would enable the students from Punjab, Rajasthan and Haryana to prepare for obtaining an academic degree in accountancy in Sirsa. These institutes would also provide online coaching to the students, he said. Subodh Kumar Agrawal, president of the ICAI, Rajinder Narang, general secretary of the Northern Zone chapter of the ICAI and several other office-bearers of the institute were present on this occasion. Later, speaking to mediapersons, Agrawal said the Institute of Chartered Accountants of India (ICAI), a statutory body established under the Chartered Accountants Act, 1949, to regulate profession of Chartered Accountants in India, has constituted a seven member group to study the reasons for rupee slide and other economic issues confronting the country today. Agrawal said the group would study reasons for recent current account deficit, fiscal deficit, GDP slowdown besides the rupee slide. He was speaking to mediapersons in the office of RK Narang, secretary of the Northern India Regional Council of the ICAI. He said though the government was taking effective steps to arrest the current fiscal crisis, things could deteriorate further in the coming days. Agrawal said with the inauguration of Sirsa branch, the ICAI had 138 branches in India and 21 chapters globally with 2.25 lakh members and 12 lakh students.

Karnal, September 9 The focus of the campaign will be on telling the people about the provisions of subsidised foodgrains to be provided to identified families and claim it as one of the biggest achievements of the government. The "Dal-Roti", scheme is a historic programme and it is the responsibility of Youth Congress workers to ensure that the programme was implemented properly and that it turned out to be a big success by proper identification of eligible beneficiaries. the Youth Congress has started the campaign from Karnal," state Youth Congress president Amit Sihag said. Addressing the Youth Congress workers of the Karnal Assembly segment, Sihag said the scheme aimed at providing subsidised foodgrains at nominal prices to about 80 crore population and Haryana was among the first states to launch the programme on August 20 last. Calling upon the workers to maintain a strict vigil to ensure that no genuine beneficiary was left out, he said the success of this programme was crucial as it aimed at giving direct benefit to poor people. National general secretary of the Youth Congress, Jitendra Vaghela, said the Youth Congress workers were enthusiastic about the programme across the country and he had no doubts that it would be implemented successfully. |

Focus on research development, NIT faculty told
Kurukshetra, September 9 Professor Mohan was addressing the faculty, who joined the institute recently, on the NIT premises here recently. He said he wanted them to initiate the process of introducing new academic programmes and electives in their respective departments. In addition, he encouraged them to bring about course updating and value addition to the existing programmes. He directed them to identify experts in various areas and invite them for a series of lectures. He said they should move away from traditional methods of teaching and adopt modern teaching aids. Prof Mohan assured the faculty that they would be encouraged to supervise research scholars for PhD and also to develop research teams involving undergraduate, postgraduate and PhD students. He said the young faculty should set up R and D facilities in emerging and inter-disciplinary areas and forge inter-departmental collaborations and he wanted them to strive towards setting up liaison between National Funding Agencies and industry, particularly public sector undertakings (PSUs), for attracting sponsored research projects. He said the Kurukshetra NIT was one of the institutes included under the Technical Education Quality Improvement Programme II (TEQIP II). The NIT Dirctor urged the faculty to utilise various facilities available under the programme. He added that if any faculty member puts forth a proposal for creating basic research facilities for undertaking sponsored projects or consultancy he was willing to provide Seed Grant to the individual teacher. Prof Mohan expressed satisfaction at the quality of faculty the NIT had been able to attract through the recent selections. He said he was particularly happy that the faculty has come from across the country and even with experiences in other countries like the USA, Germany, France, Spain and Japan. He expects a big boost to academic and research activities in the institute, which he believed would be the most positive outcome of the long and arduous task of faculty selections.

Punjabi manch to hold Jan Ekta rally on December 15
Faridabad, September 9 The manch has launched a campaign to put pressure on political parties for, inter alia, adequate number of nominations of members of the Punjabi community for ticket in the next Vidhan Sabha and Lok Sabha elections. To this effect it has also convened a state-level ‘Jan Ekta’ rally in Rohtak, the home district of Chief Minister Bhupinder Singh Hooda, on December 15. Former Army chief General VK Singh will be the chief guest at the rally. Several bigwigs relating to the community are expected to take part in it. Batra, who was here to mobilise support for the rally, said a spectrum of groups and associations relating to the community in the state have already evinced interest to align with the manch and take part in the rally. During his visit he also met leaders of the local Punjabi Sabha. A senior Congress leader, Batra said he could go to any extent to support the cause of the community. He said the manch would support only that political party which would give 25 and two ticket to Punjabis in the Assembly elections and the Lok Sabha elections, respectively. The aim of the rally was to impress upon the community to promote brotherhood among all sections of society. Batra alleged that though the community constitutes 33 per cent of the population in the state, political parties, and successive governments have ignored them. He was critical of former Chief Minister Bhajan Lal and alleged that the latter exploited the community during his regime. He said he is a “longstanding” friend of Chief Minister Bhupinder Singh Hooda.

21 villages in Fatehabad to get power supply for 14 hours a day
Fatehabad, September 9 The power distribution corporations (DISCOMS) in Haryana have entered into an agreement with the UGVCL for the purchase of the specially designed transformers. Sirsa MP Ashok Tanwar and Chief Parliamentary Secretary Prahlad Singh Gillankhera inaugurated one transformer that was installed at Badopal and two transformers that were installed at Bhattu today. VK Chaudhary, Director, Dakshin Haryana Bijli Vitran Nigam (DHBVN), described the functioning of PATs. He said earlier the farmers living in dhanis (hamlets) received three-phase power supply for maximum eight hours to run their tubewells. He said if a farmer living in a dhani needs domestic power connection, he has to bear the entire cost of the dedicated power line to his dhani for supplying him single-phase power for 14-hours in a day. The government announced to bear half the cost recently and in Sirsa, MP Ashok Tanwar offered to give 25 per cent of the cost from his MPLAD funds, but the cost was still very high. “For providing domestic power connection to 45,000-odd dhanis in Haryana, the estimated cost was Rs 450 crore. But now, with these transformers, which allow us the liberty to supply three-phase or single-phase power through the same system, we will be able to provide electricity to all dhanis of the state by spending merely Rs 30 crore,” Chaudhary said. Chaudhary said the three transformers of 550 KVA capacity installed in Fatehabad would provide domestic power to 950 dhanis already getting power on other modes and 1,353 are yet to be electrified dhanis. Tanwar and Gillankhera said after Mangali in Hisar, where the first four transformers received from Gujarat were installed in April on trial basis, Sirsa and Fatehabad were the first two districts where the DHBVN has installed these transformers.

Solar Radiation Resource Assessment Station set up at Murthal varsity
Sonepat, September 9 These state-of-the-art facilities were inaugurated by Mohinder Kumar, university’s Vice-Chancellor (VC), recently. University’s Registrar RK Arora and head of various departments of the university were among those present. The VC said the unplanned exploitation of natural resources for energy production was dangerous for the future and the time had come to switch over to the alternate resources of energy. “By using non-conventional sources of energy, we can preserve the natural resources,” he said. The VC said the university had done a commendable job in the past by using solar energy on its premises. The state had approved three projects submitted by the university for promotion of non-conventional sources of energy and these would be completed by the Haryana Renewable Energy Development Agency. These projects include installation of a solar site on the university’s library, solar plant for street lights in the university and a solar energy pumping set for horticulture purposes, the Vice-Chancellor said. The test centre would provide the facility of testing the quality of the solar implements like solar water heating system, solar lights and solar cooker being manufactured by industrial units, he said, adding that it would be a source of income for the university.

Groundwater situation alarming in Karnal, Panipat
Karnal/Panipat, September 9 In the Karnal district the water level has declined at a rate of 0.30 cm per year and fallen by 11.46 metres in the past 38 years from 5.72 metres in June 1974 to 17.18 metres in June 2012. June has been taken as the yardstick as water level is minimal during this month. There is an excess consumption of 34,238 hectare meter of water consumption which has swelled to 1.21 lakh hectare metre against the availability of 85,905 hectare metre. Similarly, in Panipat district, the water level has declined at a rate of 0.32 cm per annum and fallen by 12.23 metres in the past 38 years from 4.56 metres in June 1974 to 16.79 metres in June 2012. There is an excess consumption of 20,591 hectare metre of water consumption which rose to 51,456 hectare metre against the availability of 30,865 hectare metre of water. Hydrologist BK Jain said as the quality of water is good in Karnal and Panipat, the development of the groundwater has exceeded over 100 per cent in the twin districts. “The mindset of the people has to be changed to save water and change is also needed in the cropping pattern as rice, wheat and sugarcane consume maximum quantity of water," he added. The experts have suggested a number of steps like creating awareness about saving water, multipurpose use of water, change in crop pattern, proper rain water harvesting system, sowing high yielding and low water consuming varieties of crops and regular monitoring as remedies to enable recharging of water to replenish groundwater.

Drive against narcotics brings involvement of women to the fore
Ambala, September 9 Commissioner of Police Rajbir Deswal said during the first half of this year, the police had registered as many as 39 cases under the NDPS Act and had arrested 34 persons, including eight women. The police had also seized about 25 kg of opium, two quintal of poppy husk, 700 gm of smack and 1.5 kg of charas. He said during the special drive launched in July and August, the police registered as many as 32 cases in which 26 persons were found involved, including six women. In these two months alone, the police seized 500 gm of opium, 1.2 quintal of poppy husk, 2 kg of smack and 600 gms of charas. The Commissioner said the supply, consumption and trading of narcotics particularly smack had a definite bearing on the street crime which included chain, mobile and cash snatchings and other crimes relating to assault on human body and fracas besides affray. These crimes had been found to be directly proportional to drugs and narcotic substances' misuse because the lure of easy money in trading and consumers getting a high out it. It generally results in their adopting a criminal disposition. The Commissioner said the women belonging to former criminal tribes had been found to be indulging in supply of the contraband since on the first hand, it had been difficult to arrest them as they were less suspicious. In many of these cases, women were also found to have been used as shields by their male counterparts. The lure of drug trade has made women give up their social and domestic chores and to take to retailing of the contraband. A police spokesman said with the latest instructions of not calling women at police stations and police posts, the police has to take extra care in zeroing in and catching these women criminals. — TNS

KU to host all-India inter-varsity sports championships
Kurukshetra, September 9 Stating this here recently, Dr Dalel Singh Chauhan, Director, Physical Education Department and secretary, KU Sports Council, said the inter-university sports board of India (AIU) has assigned Kurukshetra University the responsibility of organising the tournaments. The all India inter-university artistic gymnastics (men and women) and rhythmic gymnastics (women) and malkhamb (men and women) championships will be held at the KU sports complex tentatively on November 8-12, 2013. While, all India inter-university hockey (women) championship would be held on December 2-8, 2013 and all India inter- university yoga (men and women) championship would be held on February 12-15, 2014. The North Zone inter-university hockey (women) championship would be held on November 25-30, 2013. Dr Chauhan said the above dates were tentative and would be finalised by taking approval of the Vice-Chancellor. 64 universities have enrolled for gymnastics tournament. The last date for the receipt of entries is October 30, 2013.

Gurgaon, September 9 Employees of Tetra Pak and Coca-Cola India took up the role of teachers for a day at the school. The campaign involves government officials and NGOs and aims to build “happy, healthy and active” schools for students in rural and semi-urban areas. The campaign has covered two schools in the Mewat area and envisages revitalisation of eight more. Clerk's services terminated
Hisar, September 9 According to information, the convicted clerk, Radha Krishan, was booked in a corruption case in 2008. He was convicted by a local court on February 23 this year in the case. The court announced one-year jail term and Rs 5,000 as fine. The administration served a show-cause notice on him. The Collector-cum-Deputy Commissioner, ML Kaushik, provided him an opportunity and heard his plea on the notice on August 31. On finding his reply as "unsatisfactory", dismissed him from service.

Safai karamcharis to get salary through banks
Gurgaon, September 9 This direction was given to the MCG officers here recently by Hari Ram Sood, a member of the National Commission for Safai Karamcharis. He was here to hear and redress the grievances of safai karamcharis. He had a meeting with officers of the MCG and the district administration and directed them to redress the grievances of the safai karamcharis at the earliest. Gurgaon Deputy Commissioner Shekhar Vidyarthi assured him that necessary steps would be taken to provide relief to the karamcharis. Later, addressing a press conference at the PWD Rest House, Sood said the MCG officials concerned had been told to ensure that the karmcharis got minimum wages fixed by the state government, besides EPF deposits and ESI facility. He said the MCG officials had also been directed to send a detailed report mentioning the number of employees engaged in sanitation work, their names, EPF numbers etc to the commission within a week. “The officers have been directed to ensure that the employees get their dues and also rest for a day every week. Instructions have been issued to the authorities concerned that since the karmcharis were at a higher risk of catching diseases, their medical check-ups should by carried out at regular intervals,” he maintained. Rohtak dominates 48th state school sports meet
Sonepat, September 9 Sonepat hosted the tournament and won two gold medals, one silver medal and one bronze medal. Hisar won one gold medal, one silver medal and one bronze medal. Panipat remained content with one gold medal and two silver medals. Whereas, Jhajjar district won one gold medal and one silver medal. MNSS Rai won two bronze medals and Ambala won one bronze medal. There were three age groups (Under-14, Under-17 and Under-19) each in basketball and softball games. Cricket had two age groups i.e. Under-14 and Under-16. As many as 2,500 players from 20 districts and MNSS Rai participated in the sports meet. Giving a message to the students, teachers and the sports department offices, he asked them not to forget three things i.e. availability, reach and confidence in their life. “In order to achieve success, they should abide by the value of time, money and relations,” he advised. Two-wheeler thefts on the rise in Rohtak
Rohtak, September 9 At least six motorcycles have been reportedly stolen in the city in a single day last week. Police sources said the stolen two-wheelers have gone missing from various localities, including Ashoka Plaza, Gandhi Camp, Model Town, Sector-14, Kailash Colony and Pratap Chowk, of the city. Though the police sources admit that the theft of motorcycles had been a common incidence and two to three bikes go stolen each day on an average, lifting of six motorcycles in a single day was a rare case. It is learnt that at least three-fourth of the stolen vehicles go untraceable and the owners of such vehicles have to resort to claim the insurance cover of the same in case these were not recovered in due time by the police. Rajesh, a local resident, alleged that the police hardly show any interest or concern in registering the FIR regarding the two-wheeler thefts. He said due to this attitude and lack of swiftness on part of the police, the thieves get enough time to move the stolen goods far away and till the probe begins, the vehicle could have been unassembled or sold away in the grey market. “Absence of police personnel and CCTV cameras at various public places has been a major cause of vehicle thefts,” said Pankaj, a university student. He said incidents of chain snatching and eve teasing of girl students on main roads and market places could also be curbed if cameras were placed at sensitive points. Meanwhile, a spokesperson for the Police Department claimed that while CCTV cameras had been installed at various points, including public offices, these were likely to be installed at the main crossings, chowks and other sensitive points in the near future.

State-level chess championship to go online
Karnal, September 9 Kuldeep Sharma, general secretary of the Haryana Chess Association (HCA) said the championship would be conducted as per the rules of the World Chess federation and on-line registration of participants has already been started. The championship would be held in four categories for both men and women, which included Under-11, Under-15, Under-19 and open categories. There would be seven rounds for each match as per the swiss system. The participants securing the top four positions in each age group would be the winners. The eight member junior team would also represent Haryana in the National Junior Chess Championship to be held in Patna from November 17, 2013 to November 20, 2013. The participants would be selected on the basis of their performance in the state-level championship. "The entire expenditure of the team members, representing the state would be borne by the HCA," said Sharma. The registration would be open up to September 30, 2013 and no fee would be charged from women participants and differently abled players.

Class IV boy wins youngest chess player title
Sonepat, September 9 His latest international rating is 1,392. Harshit has played in many international rated tournaments in several states of India. He was given the title of the best youngest player of the north zone by the Central Board of School Education in a tournament held in CJS Public School in Jalandhar in October 2012. He has also participated in the Asian tournament held in Delhi in 2012. Harshit is a class four student of the Janki Dass Public School in Sonepat. Hailing from a rural back ground, his father is an advocate and mother is a house wife.

College organises talent show
Yamunanagar, September 9 More than 250 students participated in the competitions. Dr Sushma Arya, principal of the collage, inaugurated the talent show. Dr Nita Dwivedi, chairperson of the Music Department, said the collage organise the talent show every year to identify the talent of the students. In solo dance competition, Aditi Banergee from BA -I Mass Communication won the first position. Parul from MA-I Yoga and Mandeep from M.Com final year shared the second position. Jagjeet from M.Com final year and Kanika BA second year english honours won the third position. Whereas, Harsha from M.Com first year and Neeru from B.Sc second year shared the consolation prize. In the group dance, Sonia from BA second year and Divyani from B.Com second year won the first position. Deepa from BCA final year, Meenakshi and Rupa from B.Com second year shared the second position. Whereas, Divya and Manupriya from M.Com first year won the third position. In the quiz competition, Jaspreet Kaur from BA-I english honours, Ravneet Kaur BA-I economics honours and Mannsavita Pandey B.Sc medical first year won the first position. Jhajjar wrestler wins regional championship
Rewari, September 9 While Amit Swami, national president of the Young Men’s Association of India, was the chief guest. Seth Mahender Singh from Hyderabad presided over the proceedings. Besides, international wrestling coaches - Jai Bhagwan and Khazan Singh acted as referees. Amit Swami said it was creditable that the organising committee, that held wrestling matches on a massive scale, has provided encouragement to the traditional Indian sport wrestling. He also counselled the participants to display their skills with little concern for victory or defeat. Wrestlers from the region regaled the spectators with their wrestling techniques. Prominent wrestler Sonu of Jhajjar district won the championship. He was awarded with a prize money of Rs 41,000. He defeated Sumit Pahalwan of Rohtak district. Amit Swami and Seth Mahender Singh distributed the prizes among the winners of the competition.

15 Sonepat sportspersons get Rs 95-lakh cash prizes
Sonepat, September 9 The awards were ranging from Rs 10,000 to Rs 2 lakh. Speaking on the occasion, the CPS said the state government had tried its best to provide cash incentives to every category and every age group of sportspersons. As a result of the new sports policy of the state government, the sportspersons from Haryana had excelled not only at the national level, but in international events as well, he claimed. The MLAs, Jagbir Malik and Sri Krishan Hooda, the Deputy Commissioner, Chander Shekhar, the SDM, Virender Lather, and the District Sports Officer, Prakash Dahiya, were also present on the occasion. Earlier, he met the Congress's district office-bearers and workers in the party's office and listened to their grievances.
