Procurement of paddy, bajra starts today

With paddy and other Kharif crops ready for harvesting, the grain markets in Haryana are sprucing up for the task of procurement of farmers’ crops. A spokesperson of the Food and Supplies Department, the nodal agency in all government purchases, said the Haryana Government had made all arrangements for the smooth procurement of paddy during the current Kharif season.

‘Reversal of neoliberal policies must to solve agrarian crisis’

Panel to look into promotion criteria

11 engineering students get placements

The Jan Shakti rally organised by the Congress at Kharia village of Sirsa on Sunday has sent across several messages for Chief Minister Bhupinder Singh's detractors within the party and outside it and also the rally was unique in nature for the arrangements made for it.

The rally, organised by former minister Ranjit Singh, was unique in that it was perhaps the first political rally in which arrangements for chairs had been made for all those who attended it.

Normally, the organisers make arrangements for chairs for the VIPs as well as for the media, but the general public who constitute the crowd are made to sit on the flour or stand on the sides.

Ranjit Singh's rally managers claimed that he had ordered 37,500 chairs for the rally.

Though the claims could not be verified, as a matter of fact, the turnout in the rally was so huge that while the pandal was full with people, almost half the number sitting on chairs were seen on the roads and in the ground outside the pandal.

Political observers said it was one of the biggest rallies addressed by Chief Minister Bhupinder Singh Hooda in any constituency.

The rally was important for the Congress as it came close on the heels of Gurgaon MP Rao Inderjit Singh's rally at Rewari and the INLD's successful rally at Narnaul — both these rallies were held on September 23.

The BJP's prime ministerial candidate, Narendra Modi, had also organised a rally at Rewari in Haryana earlier this month. All these rallies were quite huge in size going by the number of people attending them.

Before him, Hooda's bête noire within the Congress Birender Singh, too, had organised a big rally at Jind on the birth anniversary of Rajiv Gandhi.

In the backdrop of these rallies, Hooda needed a big rally to match the public meetings organised recently by his detractors.

The Jan Shakti rally organised by Ranjit Singh provided him an opportunity to show his strength.

The rally provided Hooda and his camp an opportunity to send several messages.

In an attempt to embarrass Gujarat Chief Minister Narendra Modi, Hooda's political adviser Virender Singh moved a resolution asking Modi to restore land to hundreds of farmers from Punjab and Haryana, who have been uprooted from the Bhuj area in Gujarat from the land they owned for decades.

Haryana has already passed a Bill for the restoration of land to Sikh families from a village near Pehowa, who, too, were uprooted from their lands in almost a similar fashion.

AICC Secretary and in charge for Haryana, Shakeel Ahmad, used this rally to hit out at Narendra Modi as well as Hooda's detractors within the Congress.

Shakeel Ahmad pooh poohed Modi's Rewari rally and said the Gujarat Chief Minister had in fact come to Haryana to know how Hooda has been able to make it number one state. He also castigated those who accused the Chief Minister of skewed development.

The rally was also important for the Congress, because through this, Hooda has been able to exhibit a great show of strength in INLD supremo Om Prakash Chautala's bastion.

HPCC president Phool Chand Mullana, MP Ashok Tanwar, OSD (Media) to CM KV Singh and former Hisar MP Jai Parkash addressed the rally. HPCC delegate Hoshiari Lal Sharma, and Sirsa (Urban) president Bhupesh Mehta were also present.

Sirsa has become the first district in the state where poor children studying in government schools in villages will get training to use digital technology and the Internet in their education and their teachers will use power-point presentation and other digital methods in pedagogy.

Under a programme, Digital Equaliser, as many as 115 teachers from 25 government senior secondary schools of the district have completed their training in pedagogical methods with the use of technology in classrooms and now they will be using their newly acquired skills in classrooms.

The training under the Digital Equaliser, a programme of the American India Foundation, ended at the District Institute of Education and Training (DIET), Ding, in Sirsa on Friday evening.

“The mission of the Digital Equaliser (DE) programme is to advance the use of technology to engage, enrich and empower India’s under-served children. The DE seeks to bridge the digital and educational divide in India by providing computers, software, Internet access and training to children and teachers in underprivileged schools across India,” said Sirsa Deputy Commissioner J Ganesan, who roped in the American India Foundation to undertake this project under the Backward Region Grants Fund (BRGF), a scheme to address regional imbalances in various districts of the country.

Poor students, who would normally not have access to such technology, become proficient at using it in their regular curriculum and thus develop skills that are necessary to be competitive in the 21st century workforce, said Gurmail Singh, a trainer from the American India Foundation.

In the training programme that began on May 6 and ended on September 27, the teachers learnt pedagogical methods with using technology in the classrooms in English, mathematics, science and social studies.

Now, they can make use of technology, including the use of power-point presentations, in their teaching work in the schools.

Incidentally, Sirsa is the only district in Haryana, where 71 rural government schools have digital classrooms.

Celebrated Indian footballer and former Captain Bhaichung Bhutia has stated that he wishes to establish a football academy in Haryana. Bhutia, who provides football coaching to youngsters in the age-group of 5-18 years at seven centres in Delhi-NCR, two at Chandigarh and one each in Mumbai and Jammu, said he nurtured an ambition to have football schools across the country.

“Haryana has emerged as a hub of sports, thanks to the sporting zeal and indomitable spirit of its residents and encouragement by the state government. It is also close to the national capital and I would love to set up a football academy here,” he maintained.

In an informal chat with The Tribune during his recent visit to the city, the noted footballer said though many youngsters were enthusiastic about pursuing sports, many of them were not able to go far due to training and infrastructural constraints.

“We have been approaching the managements of different schools with offers to provide training, but most of them are not willing to give access to their grounds on a regular basis,” he shared.

Bhutia, who got the coveted Arjuna Award in 1998 and Padmashree in 2008, observed that thanks to the notable accomplishments of our players at prestigious international events, the craze for sports had grown in a big way during the recent years, and grooming and facilitating the budding sportspersons was a must to make India a formidable sporting power.

Hailing from the town known as mini-Cuba due to exploits of its boxers at the world stage, the elevation of 37-year-old cricket administrator Anirudh Chaudhary as the treasurer of the Board of Control for Cricket in India (BCCI) has also enthused the sports loving people of the region.

Chaudhary, grandson of the former Chief Minister Bansi Lal, has been at the helms of affairs at the Haryana Cricket Association for the past eight years. He replaced Mumbai Cricket Association president Ravi Savant. His father Ranbir Mahendra, a senior Congress leader, had also served as the BCCI president in 2004.

Haryana Agriculture University cricket coach Baljit Girdhar said it was a good news for the state. “Haryana has talent and we hope that the cricket infrastructure and facilities in the state will improve to facilitate young players in refining their talent," he said. Chaudhary was also the manager of the Indian team on the 2011 Test tour of England. Besides, he had also served as the head of the Museum Committee besides being a member of marketing committee, legal committee, umpire committee, corporate committee and constitution committee in past.

Chaudhary’s father Ranbir Mahendra, a former legislature, while congratulating him hoped that his management skills would help the BCCI in flourishing the sport. Rajwanti Maan, Deputy Director, Haryana Archives Department, said it was a record that Chaudhary had become the youngest treasurer of the BCCI and another fact that his father had been president of the BCCI would be registered in the state archives.

Will quit politics, but won't join Cong, says Bishnoi
'Govt doesn't have money to pay pension; CM announcing schemes of crores

Lok Sabha MP and Haryana Janhit Congress (BL) president Kuldeep Bishnoi has stated that people wanted to get rid of corrupt regimes in Haryana as well as at the Centre, and 2014 would be the year of change.

Addressing a public meeting at Sohna township in the district yesterday, Bishnoi exhorted the people to uproot the Bhupinder Singh Hooda-led Congress government in the state in the coming elections.

"The time has come to teach the Hooda government a lesson for its corrupt and anti-people policies," he maintained while addressing the gathering.

Referring to Hooda's recent remark that he (Bishnoi) could rejoin the Congress, the HJC leader asserted that he could quit politics, but he would not rejoin the Congress at any cost.

He said the recent ordinance brought by the Congress leadership had proved that it favoured corrupt and tainted politicians.

Coming down heavily on the Haryana Chief Minister, Bishnoi alleged that nine years of Hooda's misrule had left the state's economy in a pitiable condition.

"Haryana is under a massive debt burden of Rs 60,000 crore and the state government does not have funds to pay salaries and pensions. Still, Hooda is trying to mislead the people by announcing big schemes," he maintained.

The MP pointed out that INLD leader Abhay Chautala was offering unconditional support to the BJP leadership, even though no INLD MP had been elected to the Lok Sabha after 1999.

Asserting that the HJC-BJP alliance was rock-solid, former Haryana BJP president Krishanpal Gurjar said the Congress and the INLD leaders were spreading rumours about its breakage due to their own apprehensions.

Former BJP MP Sudha Yadav maintained that the people had made up their mind to install Narendra Modi as the Prime Minister, while Kuldeep Bishnoi would be the next Chief Minister of Haryana.

KUTA demands advance increments

Deepender Hooda, MP, Rohtak, and Naveen Jindal, MP, Kurukshetra, visited the office of the Kurukshetra University Teachers' Association (KUTA) after addressing Congress workers at Congress Bhawan here recently.

Both MPs interacted with the teachers led by Prof HK Sharma, president, KUTA, on various issues pertaining to higher education in Haryana.

According to Dr Parmesh Kumar, secretary, KUTA, they submitted a memorandum demanding grant of advance increments to assistant professors having a PhD degree without qualifying NET at the entry level according to the UGC notification.

Dr Parmesh Kumar said the university and the colleges teachers in Haryana feel discriminated on the unnecessary condition of NET imposed by the state government. He said this condition did not exist in the earlier notifications of the Haryana Government pertaining to pay scales of college and university teachers.

The Haryana Government has already granted the benefit of four advance increments to the teachers having Ph.D without NET at an entry level before September 1, 2009. However, the condition for appointment as assistant professor was same on or before September 1, 2009 and after September 1, 2009. Therefore, it was not justified to impose the condition of NET with Ph.D for granting the benefit of advance increments after September 1, 2009.

The KUTA also demanded that the teachers working under the self-finance scheme should be converted into budgeted one. This would boost the research and academic standard at the university-level which was the centre of innovations.

"Both the MPs assured the teachers that they will put their demands with the state government with strong recommendations," said Dr Parmesh Kumar.

IGNC organises talent-hunt contest

A two-day talent-hunt contest which was organised by Indira Gandhi National College (IGNC), Ladwa, concluded recently. The event was sponsored by the Youth and Welfare Department, Kurukshetra University. As many as 150 students participated in various competitions.

"This contest is conducted every year to unearth the hidden talents of the students and the winners are further groomed for participation in the Zonal Youth Festival," said Dr Ravish Kumar Chauhan, coordinator of the talent hunt contest. Students showcased their skill in the pictorial art of translating their imagination into vivid, colourful and lively paintings on different themes such as female foeticide, global warming, Lord Krishna and Lord Ganesha.

In the written quiz contest, as many as 75 students participated. In the declamation contest, the students left an indelible mark on the audience with their oratory as they expressed their views in a spontaneous and lucid manner on topics as diverse as importance of hindi, online education, power of the youth, Indian feminism, drug addiction, corruption and female foeticide.

In the poetic symposium, the participants recited the poems related to the anguish and bewilderment caused by natural disasters, terrorism, female foeticide. While, some of the participants struck a different note and sent the audience into peals of laughter with the recitation of the humorous poems.

On the second day, chief guest Preet Pal Singh, sarpanch of Dhanora village, inaugurated the function by lighting the traditional lamp and paying floral tributes to Goddess Saraswati.

Dr Prem Kumari Gupta, principal, IGNC, extended a hearty welcome to the chief guest and other guests present on the occasion. She applauded the contestants for their participation and the staff members for their co-operation. An overwhelming response from the contestants in dancing and singing made the event a big success. The audience was carried away by their excellent performances. Mono acting and mimicry competitions provided an opportunity to the participants to bring their theatrical skills to the fore.

Chief guest Preet Pal Singh, appreciated the contestants for their performances and gave prizes to the winners.

Procurement of paddy, bajra starts today

With paddy and other Kharif crops ready for harvesting, the grain markets in Haryana are sprucing up for the task of procurement of farmers’ crops.

A spokesperson of the Food and Supplies Department, the nodal agency in all government purchases, said the Haryana Government had made all arrangements for the smooth procurement of paddy during the current Kharif season.

The commencement of the procurement of paddy and bajra will start from October 1 and the state government has arranged a sum of Rs 5108.80 crore from the Reserve Bank of India for making payments to the farmers for the purchase of their produce, said the spokesperson.

He said the minimum support price for procurement of common variety of paddy during this season had been fixed at Rs1,310 per quintal while for Grade 'A' it is Rs 1,345 per quintal.

The government expected about 52 lakh metric tonnes of paddy to arrive in the mandis during the current season and out of this about 16 lakh metric tonnes of paddy would be Basmati and superior varieties while the remaining 36 lakh tonnes would be leviable.

He said six procurement agencies would procure paddy during the Kharif season. The Food and Supplies Department would purchase 33 per cent, Hafed 30 per cent, FCI 12 per cent, Haryana Warehousing Corporation 10 per cent, Haryana Agro Industries Corporation 10 per cent and Confed 5 per cent of the total paddy which would arrived in the mandis.

He said as many as 187 mandis had been set up in the state for the procurement of paddy while 53 mandis had been set up for the purchase of bajra in the state.

‘Reversal of neoliberal policies must to solve agrarian crisis’

The grave agrarian crisis can only be solved through the reversal of neoliberal policies. This was stated by Amra Ram, president of the All-India Kisan Sabha (AIKS), while addressing a public gathering at Gorakhpur village on the fifth death annivarsary of Prithvi Singh Gorakhpuria, one of the tallest leftist leaders in Haryana in the recent years. Amra Ram, an MLA from Rajasthan, said farming had become an unviable profession due to increasing input cost.

Inderjit Singh, state secretary, CPM, criticised the state and the Central Governments for bringing a skewed Food Security Act. According to him, the Act does not give any security but has cut down the previous allocation of 35 kg per family to only 5 kg per person.

Others who paid homage to Prithvi Singh included former MLA Harpal Singh, Sher Singh, Ram Kumar Bahbalpuria, Jitender Pal Kaur, Chandi Ram, Ram Swaroop, Pradeep Singh, Dinesh Siwach and Ram Chander Siwach.

Prithvi Singh Gorakhpuria, a veteran CPM leader and a member of the state secretariat of the party, had died after a protracted illness on September 29, 2008.

During his long political career spanning four decades, Gorakhpuria, popularly known as Comrade Prithvi by his friends and followers, worked tirelessly for the cause of the poor and downtrodden.

Women medical college conducts training for nurses

Bhagat Phool Singh Government Women Medical College, Khanpur Kalan, organised a 10-day training programme for its nursing staff under the Berkly Health Education programme.

The nurses were acquainted with the modern techniques of patient care, precautions to be taken during the treatment and measures to be taken for infection control with the help of modern technology, by specialist Anchal Tehlan and Vizo Jacob, under the supervision of Santosh Phogat, the deputy nursing superintendent.

Dr RC Siwach, director, women medical college, said the nursing staff had an equal important role in treatment and recovery of the patients.

“The selfless service rendered by them gives a healing touch to the patients and it becomes a forever memory for them,” he remarked.

He announced that such training programmes would be organised in future also, so that the nursing staff was well acquainted with the latest technology and techniques in the field of medicine. He also distributed training certificates to the staff nurses.

CDLU-affiliated colleges to start online admissions from next academic session

Chaudhary Devi Lal University (CDLU) would start the online admission in all the 19 colleges affiliated to it from the next academic session.

Dr Radhe Sham Sharma, Vice-Chancellor, held a meeting with the principals of the colleges affiliated to the university here today. They discussed about the academic calender and other issues.

Though, the Haryana Government had already directed the principals of the government colleges to introduce the process of online admission from the current session, but very few colleges could introduce the process in reality.

"Among the colleges affiliated to Chaudhary Devi Lal University, Manohar Memorial Post Graduate College, Fatehabad, provides admissions through online applications," said Dr Sharma.

Dr Sharma said once introduced, the online admission process would save manpower in the university as well as in colleges. It would also save time.

The university also finalised its academic calendar and announced to hold semester examinations from November 23 to December 16.

"There will be seven holidays near Diwali and Holi. 15 holidays in December in the current academic session. The summer vacations will start from the last week of May," said Dr Sharma.

SK Gahlawat, Dean of colleges, Vikram Singh, Dean of academic affairs, Praveen Aghamkar, controller of examination, Deepti Dharmani, Director, cultural affairs and Vijaya Tomar, principal were also present in the meeting.

Panel to look into promotion criteria

Haryana Education Minister Geeta Bhukkal said a committee would be constituted to review the criteria for promotion to the post of school principal. A decision to this regard was taken at a meeting in which representatives of the Haryana School Lecturers' Association were present.

Bhukkal assured that the state government was concerned about their demands and all their genuine demands would be considered. On the issue of promotion ratio of school lecturers and headmasters for the post of school principal, Bhukkal said the current criteria of promotion would be reviewed and for this purpose a committee would be constituted. — TNS

DENGUE THREAT
Private hospitals to send blood samples to dist Health Dept

Faridabad, September 30
In view of increaseing dengue cases, the district Health Department here has directed private hospitals to send the blood samples of patients to it for cross-check. The authorities have cautioned that a strict action would be taken against the institutes which fail to follow the instructions.

Dr Ramender Singh, civil surgeon, Faridabad, said the measure was to enable the Health Department to have clarity on the spread of the disease in the district.

Dr Virender Yadav, Senior Medical Officer (SMO), Badshah Khan Civil Hospital, said seven out of the 55 suspected cases in the past two days in Faridabad have been confirmed with dengue.

Dr Ramesh Chadra, malaria officer, Faridabad, and in-charge of the water related diseases, said the total number of suspected cases in July, August, and September were 625 so far. While, 511 of them were tested negative and 98 were tested positive. Results of the tests in the remaining cases were awaited.

As per the official statistics, in the corresponding period last year, the suspected cases and those tested positive were 373 and 52 respectively.

Dr Yadav said the case history of the patient who died in a private hospital due to suspected dengue, last Wednesday, was being studied. The test of the blood sample of the deceased would be conducted in the Badshah Khan Hospital and would also sent to the National Institute of Communicable Diseases (NICD), Delhi.

Balraj Singh, Deputy Commissioner, Faridabad, said the functionaries of the Health Department in the district had been asked to be vigilant. He said there was no cause for alarm. The department was prepared for any eventuality.

Officials to ensure job cards to people under MGNREGA

MP Naveen Jindal presided over the District Vigilance and Monitoring Committee (DVMCM) meeting in the mini-secretariat here recently. He said the officials should ensure that the job cards were provided to maximum number of people under the MGNREGA.

"The beneficiaries should get job in the real sense. JCB machines should not be used for the task and in order to achieve the target, records should not be manipulated to show that the workers had finished the task," he added.

He said the MGNREGA had been enforced to ensure that the rural people were provided job at the nearest place from their residence.

He also exhorted the officials to construct maximum toilets in the rural areas 
for women.

Jindal had also collected information from his own resources about the on-going development works in various parts of the district. He showed video clips of deficiencies and shortcomings in the execution of works in the meeting.

He expressed concern over the use of poor quality bricks in the construction of road in Nand Karan Majra village and various other works in other villages.

He also directed the Deputy Commissioner to take action against the CDPO Kalayat, the supervisor and anganwari worker for the poor functioning of the Anganwari in Batta village. The officials were asked to complete the works expeditiously and report back.

Jindal also had the detailed information about the on-going development works at various places in the district.

NK Solanki, Deputy Commissioner, and ADC Arvind Malhan, informed that Kaithal was the first district in the state which had provided first instalment of Rs 25,000 to all 6,260 beneficiaries under the Priyadarshani Awas Yojna.

Out of this, as many as 606 families had been paid the second instalment on the production of the utilisation certificate of first instalment amount.

SDM Nar Hari Bangar, Rajbir Dhiman, DRO, Ravinder Tomar, DSP, and other officials were also present in the meeting.

While addressing students at a state-level conference organised by the National Student Union of India (NSUI) at Kurukshetra University recently, Rohtak MP Deepender Hooda called upon the students to achieve their academic goals and not to be misguided by the student organisations whose slogan is “Harenge to kootenge, Jeetenge to lootenge ( Will beat if defeated and rob if win). “This is not according to the democratic feelings,” he added.

Hooda highlighted the achievements of Haryana during the Congress regime and lashed out at the Indian National Lok Dal and the Bhratiya Janta Party regime by presenting comparative figures of gains and failures.

Meanwhile, MP Naveen Jindal said to bring the youth to the disciplined politics was the dream of Rahul Gandhi and the UPA government had strengthened the country by giving the right to information, right to education, MGNREGA and food security.

Earlier, after laying the foundation stone of the southern block, second floor and the main gate of Jangra Brahmin Sabha Dharamshala, both the MPs said the Jangra Samaj had contributed a lot in the development of Indian civilisation. On this occasion, Jindal announced Rs six lakh grant on the behalf of the Haryana Chief Minister for the dharamshala. He donated Rs 5 lakh while Chief Parliamentary Secretary Sultan Singh Jadola announced a grant of Rs. 2 lakh for the development of the dharamshala.

Later, while addressing the monthly meeting of Congress workers at Congress Bhawan here, both the MPs announced a grant of Rs 10 crore for the development of rural areas in the district. They announced Rs 4 crores for the development of Thanesar city.

11 engineering students get placements

Haryana Engineering College, Jagadhri, conducted a placement drive recently. Libsys India Limited, Gurgaon, and Satyam-Techmahindra, visited the college. Libsys India Limited shortlisted two students out of the total 90 students who appeared for the placement drive. The selected students were offered a package of Rs 4 lakh per annum.

Whereas, around 100 students appeared for Satyam-Techmahindra placement drive. They took an online technical test followed by two rounds of interview. Eighteen students were shortlisted after the first round of the online technical test. Thereafter, nine students were shortlisted by the company who were offered a package of Rs 3.07 lakh per annum. The selected students would be working for Satyam-Techmahindra's at Pune, Bangalore, Hyderabad and Noida.

Dr Kuldip Singh, college principal, congratulated the selected students and thanked the officials of Libsys India Limited and Satyam-Techmahindra. Harish Mahendru, Dean, Pratibha, Registrar (finance), and Ashwani Chabbra, TPO, also congratulated the selected students.

Kaithal DLSA comes to the rescue of senior citizen

The District Legal Services Authority (DLSA) here has brought a change in the life of a senior citizen, Jai Bhagwan, who has been living in an old-age home run by an NGO. The DLSA resolved his long-standing dispute with his own family members.

At the intervention of the DLSA, not only Jai Bhagwan's honour was restored but his hard-earned money, including cash and jewellery, of which he was deprived by his own kin was returned to him.

He is a happy man now and fails to find words to express his gratitude to all, including judicial officers and paralegal volunteers, whocame forward and helped him in getting back his belongings honourably.

It all began when in June 2013, DS Sheoran, the then District and Sessions Judge-cum-Chairman, DLSA, Kaithal, visited the Sanatan Dharam Mandir old-age home here. A senior citizen, Jai Bhagwan, residing in the home, handed over a complaint to him.

He alleged that his daughter and son-in-law, presently living in Ludhiana, deprived him of his gold ornaments weighing 5½ tolas, 5 kg silver ornaments and Rs 1.50 lakh in cash in 2012 and also misbehaved with him forcing him to reside in the old age-home.

The complaint was forwarded to the Punjab Police for inquiry/necessary action. As the said complaint was forwarded by the District and Sessions Judge, Kaithal, for inquiry, the Punjab Police contacted the daughter of Jai Bhagwan and his son-in-law in Ludhiana.

Following persuasion and intervention by the DLSA, Kaithal, and the Punjab Police, the daughter of Jai Bhagwan and his son-in-law along with others came to the old-age home, Kaithal, on Septemebr 18. The DLSA Coordinator, Arvind Khurania, advocate, said a panchayat was held in the presence of the Legal Aid Clinic in charge Balbir Dhiman, advocate, and other team mates in which the officials of the management committee, Mandir Sabha, also participated. The matter was settled amicably on the spot. Jai Bhagwan's daughter handed over the jewellary items and a cheque for Rs one lakh.

She said she had returned Rs 50,000 to his brother Sat Narain, who was also present in the panchayat. He handed over Rs 50,000 to his father. Jai Bhagwan had also held a grievance against his son that he had withheld his cash amount. His son agreed to pay Rs four lakh to him through a post-dated cheque. Khurania said that the DLSA team opened a saving account in Jaibhagwan’s name in a nationalised bank and deposited the cash amount and the cheque. They also helped in opening a locker in the same bank and Jai Bhagwan put his jewellery and post-dated cheque in the locker.

Be entrepreneurs to give jobs to others, VC tells youth

Instead of running after a salaried job, the youth should become successful entrepreneurs to give jobs to others and they are capable of doing so. There is hardly any work which the youth cannot do.

This was stated by Dr Pankaj Mittal, Vice-Chancellor of BPS Women University, Khanpur Kalan, while inaugurating a 15-day Entrepreneurship Development Programme organised jointly by the Micro Small and Medium Entrepreneur Development Institute of the Government of India in Karnal and the university’s Centre for Society-University Interface and Research in the university recently.

She said the entrepreneurship was not confined to a particular field; rather there were large-scale opportunities in the micro, small and medium-scale industrial units.

The youth should have a firm determination, commitment and to work in a planned way, she added.

The university’s Registrar, Prof Asha Kadian, Deputy Director LBS Yadav and Assistant Director Sunil Kumar of the Karnal Institute also addressed the inaugural session.

As many as 25 students of different department in the university were attending the Programme.

Aggarwal Vaish Samaj to hold mahasammelan in Karnal on Oct 2

With the fruitful completion of four years of its existence, the Agarwal Vaish Samaj (AVS), a premier socio-political organisation of the Vaish community in Haryana, is holding a Sangram Mahasammelan at Karnal on the occasion of Gandhi Jayanti on October 2, mainly to achieve the cherished goal of generating purposeful political awareness among the rank and file of the Vaish Samaj to make their presence felt in the coming Lok Sabha as well as Assembly elections.

While nearly one lakh men, women and youth of the Vaish community from all 90 Assembly segments of the state were expected to participate in the deliberations of this mammoth convention, the AVS chief, Ashok Buwaniwala, asserted that the augmented criminal onslaughts of gangsters on traders and shopkeepers, mostly of the Vaish community, throughout the state in general and Hisar, Jind, Mahendeargarh, Gurgaon and Kaithal districts in particular, coupled with the slack approach of the police administration in such cases had compelled the Vaish Samaj to devise ways and means to confront the monstrous menace forcefully.

He went on to say that the increasing marginalisation of the Vaish Samaj in the domain of politics due to obvious reasons on the one hand and the political oversight persistently suffered by the community in the matter of senior-level government employment by successive state governments on the other hand had become the bane of the community.

Specifically mentioning that the Vaish Samaj, which had a fair representation in the state government about 15 years ago, presently had a negligible presence in the state regime, the AVS President pointed out. While the mahasammelan would chalk out a strategy to force major political parties in the state to allocate the requisite number of party ticket to the Samaj representatives during the next elections, it would initiate measures to ensure that the Vaish Samaj’s purposeful political ascendancy continued in the time to come.

State govt to distribute 2,870 MT pulses

The Haryana Government has allocated 2,870 metric tonnes (MT) of chana dal and an equal quantity of masoor sabut dal to all the districts in the state for distribution under the recently launched the Dal-Roti Scheme.

An official spokesman of the Food and Civil Supplies Department said the state government would pay an annual subsidy of Rs 162 crore on the distribution of subsidised pulses. He said the Haryana Government has decided to distribute subsidised pulses to the Antodaya Anna Yojna (AAY) families, the Central Below Poverty Line (CBPL) families and the State Below Poverty Line (SBPL) families under the scheme.He said Dal Chana had now been made available at all the fair price shops in the state. — TNS

First phase of India-international market to be operational from January 1

“The first phase of the Rs 1,500-crore India-International Terminal Market for Fruits, Vegetables, Flowers and Dairy Products near Gannaur on GT road will become operational from January 1,” said the Chief Administrator (CA) of the Haryana State Agriculture Marketing Board, TVSN Prasad, while talking to mediapersons on the project premises recently.

The CA said with 50 shops, the initial-level trading areas were being developed in the market.

This would further be expanded to around 300 shops in due course, he said, adding that representatives of Jammu and Kashmir and Himachal Governments had shown keen interest to start apple business in the market.

He said the terminal market was to develop into a destination, where produce was terminated from the producer-end for its distribution after value addition to domestic and export markets.

“All processes of handling and preparation for supply to the ultimate consumer are targeted to be done in this market,” he said, claiming that the market along with specific and multiple commodity hubs and collection centres was designed on the pattern of International markets.

The CA said the 537-acre area market was likely to catalyse increase in production of fruits, vegetables, flowers and other allied products. Besides generating revenue for the state, he said, it would also result in improvement of nutritional security, income support to farmers and other stakeholders.

An international firm from France was engaged as consultant for the project and the detailed project report (DPR) submitted by the consultant was adopted with suitable modifications after holding discussions with various stakeholders, he said, adding that appropriate changes were continuously being made based on the feedback from various stakeholders.

“When the market fully develops, it shall have infrastructure like auction halls with electronic and remote-auctioning system, grading, packaging, mechanised handling, cold storages, controlled atmosphere chambers, ripening chambers for fruits and vegetables, parking and transport areas, shops for around 300 wholesalers, warehousing, processing facilities, plots for institutions and corporate, organic food section, farmer’s retail market, business park, import and export house, waste disposal bio-mass and vermin compost, water and sanitation services, rest house, quality-testing laboratory, banks, farmers input market along with other commercially profit-making ventures like agro malls and hotels etc. and a transport logistic hub,” he counted.

In order to provide robust backward and forward linkages to this market, he said, a National Agricultural Trade Arcade was being developed in this market and all states and related public sector undertakings would find place in this arcade. “This will promote state-specific products to provide them national and international connectivity to market their produce,” he said.

He claimed that a logistic hub was being created in the market to provide a world- class transport facility. The Custom clearance facility would also be provided through a dry port for the purpose of exports. “The CONCOR India, which is a market leader in logistic management and agriculture storage facilities, has approached the board with a proposal to enter into a Memorandum of Understanding for operation, maintenance and provision of various facilities in the market,” he stated.

Youth learn disaster-management techniques in modern era

A two-day divisional-level disaster management workshop concluded at Rukmani Devi Hall here recently. The workshop was organised by the Department of Sports and Youth Affairs, Government of Haryana, in collaboration with the Haryana Institute of Public Administration, Gurgaon.

Amit Jha, Principal Secretary, Sports and Youth Affairs, inaugurated the workshop while Neelam Pradeep Kasni, Divisional Commissioner, Ambala, and Makrand Pandurang, Deputy Commissioner, Ambala, addressed the youth on the importance of disaster management techniques in the modern technological era.

More than 268 youth, both boys and girls, from Ambala, Kaithal, Kurukshetra, Yamunanagar, Panchkula and NSS, NYKS and NCC cadets attended the workshop.

Dr Abhay Shrivastava, head, Centre for Disaster Management, Haryana Institute of Public Administration, was the keynote speaker in all four sessions of the workshop. His team members, Dr Bhuwan Kumar, Lakshita Boora, Vandana Tomar, Ankush Gawande, Sumedh Patil and Vipul Kumar Nakum sensitised the youth on different aspects of disaster management.

The youth were taught about the hazards that exist around them and how to identify and mitigate them.

Vulnerability for different age groups, gender, and income groups etc. of society was different and the youth were trained about identifying such groups around them and how they should build these groups' capacity.

The role of the youth was taught in three phases of disaster management, namely pre-disaster, during-disaster and post-disaster.

Pre-disaster session taught individual, family and community preparedness. During-disaster session addressed practical techniques on evacuation, search and rescue, fire fighting and first aid.

Post-disaster taught issues like, camp management, relief distribution management, psycho-social care, including how to deal with stress and trauma post-disaster. Modern techniques used in disaster management like remote sensing and GIS were also taught and participants were sensitised on how satellite and imagery data can be used to assess the damage. Naveen Chamoli from the Himachal Adventure Institute, Mussorrie, along with his trainer Sachin Kumar took an energising session on search and rescue techniques in which the youth participated with great enthusiasm and zeal for learning.

They demonstrated in large numbers different types of lifts and knots with specialised tools as well as with bamboos, ropes and jackets which can be found in every household so that no one has to wait for external help to arrive in case of any emergency and they can use their skills with local items.

Rajinder Saini, District Training Officer, District Red Cross Society, Kurukshetra (trained in London and Dubai) came to train the youth in first aid for any accident or disaster. He started with assessing the casualty. The role of NCC, NSS and NYKS in disaster management was taught by Dr Anil Pundeer, MLN College, Yamunanagar.

Commandant Rajpal Sangwan from Home Guards highlighted the techniques used in Civil Defence during a disaster. He also demonstrated a mock drill with his team, including various techniques used in rescue operations, during fire and earthquake.

GenNext of Chautala clan to strengthen INLD

Since former Chief Minister Om Prakash Chautala and his son, Ajay Singh, have been convicted by a Rohini court, the GenNext of the Chautala clan, besides Chautala’s younger son, Abhay Singh, have taken on them responsibilities to strengthen the party by addressing meetings in various parts of Haryana.

Ajay Singh’s elder son, Dushyant Chautala, who addressed a convention of the youth wing of the INLD at Bhuna in Fatehabad recently, said the party would order elections for student unions throughout the state after coming to power in Haryana.

Dushyant hit out at the Congress and alleged that while its youth leaders interfered in student union elections in other states, they have been misleading the youth on this issue in their own state.

The young INLD leader castigated the state government on the issue of closure of 1,372 unrecognised schools in Haryana and alleged that the government wanted to jeopardise the future of lakhs of children.

Later, answering a question on the resignation of Rao Inderjit Singh from the Congress, Dushyant said the INLD had always welcomed support from forces which were inimical to the Congress.

District INLD president Nishan Singh, former MLAs Swatantar Bala Chaudhary and Ran Singh and youth leaders Baldev Ahlawalpur, Pradeep Gill and Sudesh Baloda were present.

Avail e-services soon 

Chandigarh, September 30
PK Chaudhary, Haryana Chief Secretary, has directed the heads of various departments to ensure that e-services provided by the state government should be given to the people of the state by December 31, 2013.

He said the online facility had been provided to 132 identified departments including transport, environment and education,. "The applicants can apply and fulfil the formalities online to get the benefits of the schemes," he added.He said the general services centre would be setup to provide services. The assistance of the IT Department would also be taken for its maintenance.— TNS
