BJP-HJC panel fails to work out seat-sharing formula

Against the backdrop of the possibility of a BJP-INLD tie-up, the BJP-HJC coordination committee, which met at Kurukshetra today, failed to work out a seat-sharing formula for the Lok Sabha poll.

Both alliance partners Instead decided to form a six-member committee with three members from each party to work out the modalities for seat-sharing.

State BJP president Ram Bilas Sharma and HJC supremo Kuldeep Bishnoi were authorised to nominate the members of the committee from their respective parties.

Sharma told The Tribune that the meeting resolved to moblise party workers for the forthcoming Lok Sabha poll to throw out the corruption-ridden Congress-led UPA Government at the Centre and the Hooda Government in the state.The issue of the seat sharing--eight for the BJP and two for the HJC--would be resolved soon, he claimed.

While the BJP-HJC alliance had already decided to contest 45 seats each in the Assembly elections, the BJP has decided to leave two seats to its partner in the parliamentary elections.

While Hisar, currently being representated by Bishnoi, seems to be the automatic choice for the HJC, the party is believed to be lobbying for the Karnal Lok Sahba seat also. It is believed that Bishnoi may field his elder brother and former Haryana Deputy Chief Minister Chander Mohan from Karnal.

It may be recalled that an influencial section of the BJP believes that the BJP-INLD alliance could dislodge the Hooda Government in next year’s parliamentary and state assembly elections for its various acts of omission and commission. In fact, the INLD with its support in rural Haryana and the BJP with sizeable pockets of influence in urban areas would replicate the success of SAD-BJP in

Haryana, a senior BJP leader asserted. A recent meeting between Leader of Opposition in Rajya Sabha Arun Jaitley and INLD supremo Om Prakash Chautala’s younger son Abhay Chautla has also fuel speculations about a possible tie-up between the two parties.In fact, BJP prime ministerial candididate Narendra Modi’s fascination for Chautala senior is well-known. Recently, Abhay Chautala also pledged unconditional support to the BJP in case BJP-led NDA formed the next government at the Centre. BJP-HJC coordination meet.

Woman delivers on road in Fatehabad

A woman delivered her baby on a road outside the Community Health Centre (CHC) at Bhuna in Fatehabad today as the doctor attending her opined that the delivery would take time and sent her outside for a stroll.

Suman (26), from Chobara village of Fatehabad, suffered labour pains in the morning and was brought to the CHC.

Her husband Subhash Chander alleged that though his wife was experiencing unbearable pain, the doctors told her that the delivery would take time and advised her to go for a leisurely walk.

As she was walking on the concrete road outside the hospital building, Suman suffered bleeding and could not stand.

She had barely laid down on the road that she delivered a baby in the open.

When Subhash found his wife lying on the ground, he rushed towards her for help but she had, by that time, already delivered a baby.

Some women rushed to Suman’s rescue and gave her a cover with the help of a piece of cloth.

Later, Subhash rushed inside the CHC and informed the doctors, who asked some women to bring Suman inside.

Civil Surgeon Dr Suraj Bhan Kamboj said no doctor or health staff was at fault.

“I had asked the Senior Medical Officer of the CHC, Bhuna, Dr RC Goyal to conduct a fact-finding inquiry and send a report. The report says the woman had gone outside the hospital on her own and no one from the hospital was at fault for what she suffered,” he added.

Wanted criminal shot in Rohtak

The police today gunned down a wanted criminal in an encounter near Kalanaur town in the district early this morning. The deceased Kolbir of Bondh Kalan village of Bhiwani district was wanted in several cases of crime, including three murders, in the district. He carried a reward of Rs 2 lakh.

The encounter took place around 4 am this morning when the police was informed that the wanted criminal was hiding himself in a field on the Kalanaur-Bondh road, about 17 km from here.

A team of armed police led by Sub-Inspector Azad Singh laid siege to the spot and asked the accused to surrender, but, according to police officials, Kolbir opened fire on the police. This made the police to retaliate with fire that resulted in the his death, claimed IG, Rohtak Range, Anil Rao, who was among the senior officers who rushed to the spot after the encounter.

The police recovered two revolvers and nine cartridges from the spot, he said. Kolbir had hit the news headlines on November 15 last year, when he had allegedly shot dead two brothers at Bondh village.

He had been absconding since then and had become synonymous with the terror as the villagers feared that he could strike and kill any person as and when he wanted. Kolbir was wanted in 13 cases, said the police.

He had jumped the parole in 2006 and was on the run. The police had later announced a reward of Rs 2 lakh to anybody who could provide a clue leading to his arrest, it is added.

While the body of the deceased was handed over to his kin later this evening after post-mortem at the PGIMS, the IG and the SP have lauded the role of the police in this regard.

A villager said, “We are feeling relieved now and can roam freely in the fields without fear. Such was the terror of Kolbir that the farmers used to return home before the sunset fearing getting caught by him. After he killed two brothers, farmers had stopped going to their fields and even delayed sowing of rabi crops. The farmers used to go to the fields under police cover in case of emergency.”

He had become a headache for the police as well as the local residents. “Kolbir used to demand food from them. Due to his fear, people used to fulfil his wishes as they knew that complaint to the police against him would be of no use.

A 22-year-old Bangladeshi woman, who was allegedly sold for Rs 40,000 a few days ago, escaped here last evening. She is likely to be repatriated by an NGO with the help of the Bangladesh High Commission in the next couple of days.

According to reports, the victim, a resident of Mymensingh district of Bangladesh, was brought to India on the pretext of a job, but was sold for Rs 40,000 to a man in Rohtak. When the woman opposed, she was tortured and locked in a room.

On Saturday morning, the woman escaped and took a taxi for Delhi. A woman, who accompanied her, contacted the West Bengal Police, who advised her to contact Shakti Vahini, an NGO based in the NCR and actively involved in the resuce of trafficked victims.

As per the direction of police officers, the women reached Shakti Vahini. A Shakti Vahini representative then reached the office of Assistant Commissioner of Police Arun Kumar.

Kumar contacted the Bangladesh High Commissioner's office and suggested the team to reach the Bangladesh Embassy. A Sub-Inspector of the crime branch accompanied the team. The girl told the brime branch that she was lured by Manas Das who had taken her to Delhi and sold her to a Haryana man.

Deserted by their families and languishing in old age homes, there is no hope left for the elderly people who have been left to fend for themselves by their children. Mahender Kaur, lodged in Sant Nika Singh Vridh Ashram at Karnal, raised her children by sewing clothes after the death of her husband 50 years ago.

She was shunted out by her son, who resides at Basu Gate and runs a mobile accessories shop. With tears rolling down her cheeks, she narrated her sordid tale of miseries of how her son threw her out of the property and made her penniless as rent of the house was her only source of livelihood. “My daughter cannot do much as she is a widow and is raising three children by herself,” she added.

Kamla Devi, a resident of Nalipar, Kunjpura, in Karnal, said “After my husband, an ex-army personnel, expired, my son became an alcoholic. His wife left the house along with her children and I landed here”.

She is not the lone case of an alcoholic child throwing out parents as Shabu Sharan Verma (68) from Bihar was also chucked out by his alcoholic son. “I am paying for my deeds. I should have infused moral values in him”, he lamented.

Another inmate, Paltu Ram (84), father of four children, two sons and two daughters, said he was harassed and robbed of all his cash and other assets by his sons, who worked as labourers, but the police did not come to his rescue. “I was beaten up, Rs 16,000 was snatched from me and I was thrown out of the house,” he added.

Life changed for Harichand (75), a resident of Ghaziabad, after he lost his leg in an accident in 1980. All his earnings were exhausted in his treatment. With no family members, he had nowhere to go and is living in the ashram since 2004.

However, Sudha Bala (72), a single woman, presents a picture in contrast. Hailing from Pathankot and suffering from polio since birth, she graduated 50 years ago, did business of cycle accessories for 25 years but landed up in the ashram after her parents died. Even after both her legs stopped working four-and-a-half-years ago and she was confined to a wheel chair, Bala maintains there is happiness all around.

Krishna Mohan gets 3-month extension

Krishna Mohan, Additional Chief Secretary,Revenue and Disaster Management, who was to retire today, was given a three-month extension by the government. The extension is widely seen as precursor to his post-retirement rehabilitation by Chief Minister Bhupinder Singh Hooda Krishna Mohan headed a high-level committee which gave a ‘clean chit’ to UPA chairperson Sonia Gandhi’s son-in-law Robert Vadra on the issues raised by whistleblower IAS officer Ashok Khemka.

The committee of three IAS officers was constituted by Hooda against the backdrop of cancellation of mutation of the Gurgaon land deal by Ashok Khemka and seeking of reports about alleged undervaluation of properties by Vadra from four Deputy Commissioners in the NCR.

The Krishna Mohan panel gave the ‘clean chit’ to Robert Vadra, saying that there was no undervalutation of land registrations done in favour of Vadra firms. Not only that, the committee also allegedly tried to put Khemka in the dock by concluding that Khemka’s order of setting aside the mutation of Gurgaon land was beyond his jurisdiction.

While Khemka had applied for certain documents to reply to the committee, he was denied information by the state government. However, his 100-page reply to the committee kicked up a storm with the whistleblower officer raising an accusing finger at the change-of-land-use procedures of the government.

Honour Killing

Police investigation seems to have confirmed that Manjit Kaur had been poisoned and then strangulated to death by her parents for honour as they were against her relations with a boy from the same village, with whom she had eloped.

Sources said the preliminary interrogation of Mahinder Singh, father of the deceased, and her mother Mahindro, had revealed that the girl had first been administered poison and then she was strangulated to make certain that she breathe no more.

After this, they concocted a story that Manjit had been unwell eversince they brought her back from Ludhiana on Saturday evening and she took some medicine which reacted and proved fatal for her.

However, the haste shown by them in cremating the body on Sunday morning revealed more than they could hide. As the police arrived in the village and pulled out the half-burnt body of Manjit Kaur from the cremation ground, the evidence against the parents started to tumble out.

After they confessed to have killed Manjit, the police produced the two before a local court which sent them to police custody for two days as the police contended that further interrogation was required to unearth more evidence against them.

Meanwhile, the whereabouts of the boy, who eloped with Manjit Kaur, had not yet been confirmed. The police said efforts were on to trace the boy, who from the fear of the locals was not returning to his native village.

Four held for attempt to kidnap

The police arrested four armed gangsters yesterday for allegedly attempting to kidnap a university student from outside the Gohana Bus Stand on September 27. The accused were identified as Ravinder and Tarun of Bidhal village, Devender of Pinana village and Sonu of Kheri Damkan village in the district.

The police also seized two country made pistols, 26 live cartridges and a polo car, which was used in committing the crime.

According to the police, Jasbir of new Sabji Mandi, Gohana, lodged a complaint that while his son Sunny was waiting for a bus outside the Gohana Bus Stand for going to MD University, Rohtak, on the morning of September 27, the accused came in a car and attempted to kidnap him.

However, Sunny raised an alarm and the accused sped away. The accused were nabbed near the bypass on Sonepat-Gohana road.

Gangster arrested

The CIA unit of the Sonepat police today arrested Rajesh of Basodi village and seized two country-made pistols, two live cartridges, two empty magazines and a Scorpio car from his possession.

Talking to mediapersons, Deputy Superintendent of Police (DSP) Satish Kumar said during interrogation, Rajesh had confessed that the Scorpio belonged to Sandeep alia Kala, a notorious criminal of Jatheri village, who along with Anil of Karor village and Raju of Basodi village was in Tihar jail in Delhi.

He had also confessed that he, along with Deepak of Dichau Kalan village in Delhi and Deepak’s known Satyavan, was planning for the release of Sandeep, Raju and Anil from the police custody when they would be brought out of the jail for being produced in the court, the DSP added.

Selja assures slum dwellers

Union Minister for Social Justice and Empowerment Kumari Selja said the government was committed to the progress of the poor. She assured the slum dwellers to take up their cause of rehabilitation.

The slum dwellers in Faridabad, a majority of them living in jhuggis, led by Congress leader OP Dhama, met Selja during her visit here and submitted the memorandum to her.

They lamented that those evicted from the slums in local Gaekward Nagar and AC Nagar on account of a railway project had not be rehabilitated yet. According to them, notices had been served on the slum dwellers in Indira Nagar to vacate it by October 15.

Earlier, speaking at a function at the National Institute for Blind on the 33rd annual day of the institue, Selja urged the people to help the disabled.

Selja assured them that her ministry would provide a braille printing press to the institute. — TNS

Protest over power shortage

Agitated over the erratic power supply, residents of Rajpur village locked the village power house and blocked the Gannaur-Sonepat road for around three hours today.

The lock was opened and the blockade was lifted after the Sub-Divisional Engineer (SDE) of the Bijli Nigam, Vipin Kumar, reached the spot and convinced the villagers that power was being supplied according to the supply schedule of the village.

When the residents pointed out that they had donated land for the setting up of the power sub-station and were assured of round-the-clock power supply, the SDE said round-the-clock supply was being provided in the villages where all the power meters were installed on polls outside the residences and there were no defaulters in the village.

Karnal Zila Parishad chief dead

Karnal Zila Parishad chairman Angrez Singh Dhumsi died today following a heart attack while attending an official programme in Chandigarh. He was reportedly rushed to Fortis where the doctors declared him brought dead.

A resident of Dhumsi village in Karnal, Dhumsi was elected as Zila Parishad chairman in 2010 as a Congress supported candidate.

A staunch supporter of former Deputy Prime Minister Chaudhry Devi Lal, he was associated with the INLD since 1982.

He deserted the INLD in 2004 and contested the Assembly election from indri on the Ekta Shakti Party ticket but lost again and later joined the Congress.

Local leaders have mourned the sudden death of Dhumsi and recalled his services during his long stint in public life.

Illegal mining: SHO, cops attacked

The incident took place when the police party made a bid to stop the dumper near Patuhera village, about 16 km from Rewari. The driver of the vehicle sped away into the neighbouring Asalwas village, where the police party was attacked. Two head constables, Gulab Singh and Harish Kumar, and constable Kuldeep Singh were injured in the attack.

The assailants also damaged the police gypsy. Under such circumstances, the police party had to come back to the police station.

However, a case of attempt to murder, rioting, obstruction, assault, causing damage and performing an act endangering the safety of the police personnel has been registered against the dumper owner Ram Singh, the driver and six others, all residents of Asalwas village.

A senior police official said they had got a tip off that the dumper was carrying illicit sand from the industrial area, near Patuhera village.

Undertrials hurt in firing on police van

Three undertrials were injured, one of them seriously, when two motorcycle-borne armed youths opened fire on the police van, carrying undertrials back to the jail from the local court this noon.

The accused fled after the attack. A case has been registered. The police said the incident took place around 2.15 pm when the police van, carrying undertrials to the jail after their deposition in various cases, was intercepted near the old ITI complex by two youths, who came on a motorcycle. The sudden assault resulted in the injuries of three persons -- Rajesh, Naresh and Ajay. While Naresh and Ajay received bullet injuries in the neck and back, Rajesh got splinter injuries.

Doctors in the PGIMS revealed that the condition of Naresh was critical. The police suspected that the accused wanted to eliminate an undertrial due to old enmity or gang war.

Four persons were killed and three injured when a Bolero jeep plunged into a canal near Hansi last night. Sources said the jeep driver lost control on seeing a neelgai near the canal, resulting in the mishap.

The four drowned in the canal were identified as Rajender, Jagdish, Banwari Lal and Baldev Singh, residents of various villages in the district. Three others swam to safety.

They were coming back from Gurgaon when the accident occurred late at night.

When they did not return till evening, Vijay’s family registered a complaint with the police. While Vijay’s family has been informed, the bodies have been sent to the civil hospital at Rewari for a postmortem examination. — OC

A scuffle over a trivial matter between two farmers, Lal Singh (45) of Jadra village and Parma Nand of Gulabpura village, at Jadra village, about 10 km from Rewari, yesterday, proved fatal for the former.

Lal Singh developed chest pain during the scuffle and was rushed to a private hospital, where he died.

His post-mortem examination was conducted, following which the police booked Parma Nand for the murder, on a complaint filed by Yudhishter, a neighbour of Lal Singh.
