Repair of Traffic lights
Jalandhar, November 9 The previous contract with a Chandigarh-based private company, RR Electronics Limited, had already expired on August 31 this year, but even after over two months, the MCJ did not allocate new contract to any company. So if any traffic light develops any fault, nobody will be available to repair the same in the absence of any new contract. Talking to The Tribune, Senior Deputy Mayor Kamaljit Singh Bhatia, who heads the three-member MCJ sub-committee on traffic lights, said: “The committee has already finalised a proposal in its meeting held on September 7.” The committee on September 7 decided to present a proposal in the MCJ House meeting for inviting tenders for Rs 1.82-crore work of repairing and upgrade of already installed 20 traffic lights for the next eight years. However, it will take further time for the MCJ to allocate the work of repairing traffic lights as
no date for the MC House meeting had been announced so far. Meanwhile, leader of opposition in the MCJ House Jagdish Raj Raja said Mayor Sunil Jyoti should convene the meeting of the MCJ House at the earliest to clear way for inviting tenders for repairing the traffic lights and for clearing other development works in various parts of the city. The committee also passed a proposal to install traffic lights at BSF Chowk for the smooth flow of traffic. New contract for upgrade, synchronisation and maintenance of traffic lights is likely to be executed by the MCJ for the next eight years on built-operate-and-transfer (BOT) basis. The synchronisation of traffic lights from Guru Nanak Mission Chowk to Kapurthala Chowk would be done by the new company, Bhatia said, adding that the new company would also be asked to install inverters for uninterrupted functioning of traffic lights in case of power cut or emergency. While another member of the sub-committee, BJP councillor Ravi Mohindru, was not present at the meeting, Deputy Mayor Arvinder Kaur Oberoi’s husband and former councillor Kuldip Oberio attended the meeting of the sub-committee held on September 7. MC Superintendent Engineer, (SE - B&R), Kulwinder Singh, (SE - O&M), and traffic police inspector Sukhdeep Singh were among those who attended the meeting. |

Kapurthala, November 9 As per information, out of the 1,851 applications for regularisation, so far only about 60 persons have received the NOCs from the Kapurthala MC. Likewise, the areas which are in the jurisdiction of the JDA, out of the 2,501 applicants, only 403 have got the NOCs. The delay in issuance of the NOCs has put thousands of applicants in jeopardy as they can take no benefits over their property regularisation. As per the regularisation policy, the authorities shall scrutinise the plot or building of the applicant within 30 days from the date of application and convey the applicant about the demand notice and observations, if any. Against the 64 illegal colonies under the MC jurisdiction, 16 colonisers have applied to get their colonies legalised. With no NOC, applicants cannot sale or transfer their properties and cannot apply to increase electricity load to get sewerage and water connections. “I have submitted all documents and the composition fee on September 6, but I have not received any NOC or any communiqué from the authorities,” said Kishori Rajput, an applicant. Deputy Director, Local Bodies, Jalandhar, TK Goyal, said: “I have already given instructions to the executive officer of the Kapurthala MC and they will supply the NOCs by November 12.” Chief Administrator of the JDA Jaskiran Singh said: “NOCs cannot be given immediately. We will look into the documents and compare them with the government records and then will decide whether to give the same or not. We are trying our level best and will supply the NOCs within 15 days to those who had submitted full payment with application.” |

3 minor boys loot Rs 7.5 lakh from man
Jalandhar, November 9 He said he had been carrying cash with him to disburse salaries to his staff. He said his car got stuck in a jam at the PAP Chowk traffic lights and he had barely crossed the tri-junction when some boys in an old Maruti Zen car crossed him and said someone had flattened the tyres of his car. The victim said he had just turned his car towards Chugitti and stopped there. He said his driver changed a tyre, which was punctured, outside a petrol pump while he was standing there. Narinder said a minor boy, seeming to be a beggar, came near him and kept him engaged and another one took off his bag filled with cash from his car. Both reportedly ran off and could not be spotted after the incident. SHO, Rama Mandi, Vimal Kant, said he had gone through the CCTV footage of the incident at the petrol pump. “Though there is a lack of clarity, I could spot three teenage boys fleeing from the spot. We believe that the Zen car-borne boys who told the victim that his tyres were flattened were also involved in the crime with the three accused. We are probing the matter and have registered a case in this regard,” she said. |
NRIs for simplified documentation process
Jalandhar, November 9 He said Savita Jain, daughter of freedom fighter Chain Singh Chain, had not got her certificate even after eight months. Johal said the Suwidha Centre concerned was not providing the certificate in the stipulated one-month time, despite levying the facilitation charges of Rs 1,000. There were many others like her who were having a similar grudge. He said the nativity certificate was required for further availing the Person of Indian Origin and Overseas Citizenship of India certificates, adding that the issue was cropping up as NRIs settled abroad were without birth certificate of India and old Indian passports and demanded that the process should be simplified for the convenience
of the NRIs. |

Jalandhar, November 9 Rajinder Kumar, president of Sri Guru Ravidass Mandir, blamed several persons for the incident in his complaint given to the Lambra police. He alleged that he had parked the Gypsy as usual at his place at 8.30 pm last night. Some persons of the village did not want the temple to come up near the site and had deliberately indulged in the act. However, SHO, Lambra, Surinder Pal Singh, said a probe had been started in the matter and adequate security arrangements had also been made at the place. |

Kapurthala, November 9 Dhindsa, who was in Kapurthala yesterday to attend a prize distribution function being organised at Sri Harkrishan Public School, said with the continuous rise in the state income, the Punjab Government would soon release an amount of Rs 1,000 crore as 30 per cent pending arrears of state government employees. He further said the SAD-BJP-led government had started many development projects across the state. “The state government is releasing the grant pertaining to basic facilities for the health and education sectors,” Dhindsa added. |

Phagwara, November 9 Former district governor of the club Satish Mahendru administered oath to five office- bearers including Lion Surinder Mittal, president of the club, in a formal function presided by Dr Daljit Singh Kalra. The newly-installed team was also asked to rope-in women members in the club so that more social works could be undertaken. Drunk man kills youth
Jalandhar, November 9 The deceased, who appears to be a migrant, has not been identified. The incident occurred at about 11am today. The accused, Gobinder Singh of Maqsudan, was staying at the house of an NRI at Green Park, near Basti Peer Daad, as a caretaker for the past one week. In his statement to the police given in an inebriated condition, he said a youth just walked in the house and indulged in a fight with him and started slapping him. The accused has stated that he hit the youth in self-defence and not with an intention to kill him. ACP (West) Ravinder Pal Singh Sandhu said there were strangulation marks around the neck of the deceased. He said Gobinder was jobless and was living separately from his wife and parents. The accused had even stated that he believed that the man had been sent by his wife to attack him. The ACP said he got to know about the incident through the police control room. “The accused had himself called up at No. 100 at 1:30 pm. When we reached the spot, we found the body lying in a room and the accused in a completely inebriated condition with liquor bottles lying around,” he added. Regarding the identity of the deceased, the ACP said he had No. 786 tattooed on his arm. A case has been registered against the accused under Section 302, IPC, at the Basti Bawa Khel police station. |

Woman dies, in-laws booked
Jalandhar, November 9 Victim Navjoti of Hoshiarpur was married to Gagandeep Sharma here since July 20 this year. She died at a private hospital at 6.30 am today. Later, her father Dalip Kumar lodged a complaint with the police stating that she was being tortured for dowry and she had been poisoned by her in-laws. After her parents lodged a protest demanding registration of a case, SHO Division Number 3 Jatinder Singh said a case had been registered under Section 304-B against Gagandeep Sharma, his father Tarsem Lal, mother Asha and sister-in-law Deep Shikha.
