Woman duped of Rs 2 lakh at bank

An impostor, claiming himself to be an employee of the State Bank of India, reportedly duped a gullible woman of Rs 2 lakh. The woman had come to deposit the amount in her account. Ravinder Kaur, an employee of the Civil Hospital, said she had come to deposit an amount of Rs 3 lakh in the account of her father.

With only 2 days left, counter set up at Suwidha Centre for travel agents to apply for licence
Jalandhar, October 29
With just two days left with travel agents and immigration firms to apply for licences under the Punjab Prevention of Human Smuggling Act-2012, the district administration has finally decided to set up a counter for the same at the Suwidha Centre and take Rs 1,500 as facilitation charges in addition to the licence fee varying between Rs 25,000 to Rs 1 lakh.

Fever cases: Civil Hospital staff struggle to handle heavy rush of patients

Patients complaining of fever have flooded the Civil Hospital, leaving hardly any space in different wards of the hospital. The rush of such a great number of patients has put the hospital staff on their toes ever since the setting in of the rainy season. As per the records, over 10,000 patients suffering from fever were registered at the hospital as of now, while more registration is on.

Dr Girish Bali, an IRS officer of 2004 batch, has joined as the new joint Director of the Enforcement Directorate (ED) at its zonal office here. Dr Bali was an MBBS graduate from the Government Medical College, Amritsar, and has done his Masters in Business Laws and Taxation from the Hyderabad based Law University. He has earlier worked as the Deputy Commissioner of Income Tax at Jalandhar and Ludhiana.

Seminars held at Mela Gadari Babein Da

Seminars marked the second day of ‘Mela Gadari Babein Da’ being organised at Desh Bhagat Yaadgaar Hall here. Shamsul Islam discussed the Ghadar Movement activities around 1857. He said a Gadari could be identified as someone who believed in the unity of Hindu, Muslim and Sikhs and was not inclined towards any religion. “The British had planned to create a communal divide and the movement attempted to thwart any such attempt," he said. Dr Surjeet of Punjabi University Patiala discussed the contribution of the movement towards literature. Prof Harish K Puri recalled the efforts of martyrs who lost their lives during the movement. — TNS

Woman duped of Rs 2 lakh at bank

An impostor, claiming himself to be an employee of the State Bank of India, reportedly duped a gullible woman of Rs 2 lakh. The woman had come to deposit the amount in her account. Ravinder Kaur, an employee of the Civil Hospital, said she had come to deposit an amount of Rs 3 lakh in the account of her father. She said she was standing in a queue when a man pretending himself to be an employee of the SBI asked her to get the work done from inside the counter.

A resident of BSF Colony, she said she had come with her father Harvinder Singh, an ex-serviceman, to the bank. "Since my father could not stand in the queue, I asked this man thinking him to be an employee of the bank, to help her. He said he was going to fill a voucher, went to another counter, gave the voucher to a man on the seat and took two bundles of cash from her with currency notes of Rs 1,000 denomination and asked her to get the third bundle with Rs 500 notes counted at the cash counting machine," she said.

"My attention was towards this bundle and the machine. When I looked back to get more bundles, to my horror the man was nowhere to be seen. I went around and asked a few bank employees about him, but got to know that he was just an impostor. Then I raised an alarm," she said.

The bank employees called the police and closed all gates to nab the miscreant, but it was perhaps too late. Inspector Ram Pal of the CIA Staff said there was something suspicious about the episode. "There are 16 cameras in the bank, all of which were operational at the time when the incident occurred around 11.48 am. While the complainant figures in two of these cameras, the man whom she suspects is nowhere to be seen. We made her sit and watch the recordings. We are still investigating," he said.

With only 2 days left, counter set up at Suwidha Centre for travel agents to apply for licence

With just two days left with travel agents and immigration firms to apply for licences under the Punjab Prevention of Human Smuggling Act-2012, the district administration has finally decided to set up a counter for the same at the Suwidha Centre and take Rs 1,500 as facilitation charges in addition to the licence fee varying between Rs 25,000 to Rs 1 lakh.

Deputy Commissioner Varun Roojam said today that arrangements for the purpose had been made and the forms could be download from internet site www.punjabgovt.gov.in. He said no agent would now be able to operate without licence as per Section 3 of the Act and in case found doing so could be imprisoned for three to seven years under Section 13 of the Act and made to pay a fine of Rs 5 lakh.

The Act has been passed to “provide for the regulation of the profession of travel agents with a view to check and curb their illegal and fraudulent activities and malpractices of the persons involved in the organised human trafficking in the state of Punjab”. The cases of fraud being committed with gullible persons have been far too high with several families getting ruined in the process, especially in Doaba region.

Licence fee

As per the Act, a fee of Rs 1 lakh is to be levied on firms which have been in existence for more than five years as a travel agent or consultancy. A fee of Rs 25,000 is to be levied on firms which have been in existence for less than five years as a travel agent or consultancy and a fee of Rs 25,000 on ticketing agents.

Checklist to be attached

The process of taking licence is quite cumbersome. An applicant is required to submit the following documents along with his application for the grant of licence:

1 Residence certificate

2 Documents indicating proof of age, such as birth certificate or matriculation certificate

3 Proof of identity such as voter identity card or Aadhar card or ration card

4 Copy of passport

5 Three passport-size photographs

6 Copy of PAN card

7 Income tax returns of the last three years

8 Bank statement of the previous year

9 An affidavit duly attested by the Executive Magistrate stating that he was never convicted in any criminal case nor any criminal proceedings are pending against him in any court of law

10 Proof of his space/accommodation with the ownership proof of such space or a rent deed which shall not be less than for a period of three years from the date of applying for licence. Provided further that such space/accommodation shall duly be registered under the Punjab Shops and Commercial Establishments Act.

Renewal of licence

The validity of the licence has been kept for five years after which the applicant would have to get it renewed to continue business.

Cancellation of licence

The Act even stipulates cancellation of licence in the event of licensee becoming insolvent or bankrupt, indulging or abetting directly or indirectly into any Act, convicted by a court for any criminal offence, obtained or got renewed the licence on misrepresentation or suppression of any material fact, violated any of the terms and conditions of the licence, allowed any other person to do the profession of travel agent from his premises or under his name or failed to do the profession of travel agent for a continuous period of three months.

For having extended legal aid to over 1,200 needy persons last year, the District Legal Services Authority has been declared the best office in north India in a competition organised by the National Legal Services Authority. Secretary of the District Legal Services Authority Tejinderbir Singh, showed a trophy and a certificate received by Chairman of the District Legal Services Authority-cum-District and Sessions Judge JS Klar on October 26 from Chief Justice of India Justice P Sathasivam at a function in Vigyan Bhawan, New Delhi.

The secretary said all women, children, physically and mentally challenged persons, riot-affected persons, SCs and STs and litigants with an annual income of less than Rs 1.5 lakh per annum were entitled to avail themselves of free legal aid, which covered the fee of the lawyers, all stationery charges, court fee and other expenses incurred during the legal pursuit. He added that a panel of 25 lawyers with good experience had been engaged for the purpose.

Officials of the legal services authority said they had also opened a compensatory scheme wherein a committee took up compensation issues in death, serious injury, rape and accidental loss cases wherein the main accused was non-identifiable. "An amount of Rs 1 lakh is being given in death cases, Rs 40,000 for accident, Rs 30,000 for rape and Rs 20,000 for loss of property," he said.

Tejinderbir Singh said a national lok Adalat was scheduled for November 23 in which it was being targeted to take up over 15,000 cases and announce a compensation of Rs 100 crore to victims. He said all cases other than serious criminal cases could be dealt with at the adalat. "Banks, cooperatives, insurance companies and other organisations are being approached to register themselves. This kind of settlement has a huge benefit since there can be no appeal in such cases," he said.

While the authority conducts a monthly lok adalat, it has not been held since September as all such cases are being piled up for the national lok adalat.

Lok adalat in jail

Secretary, District Legal Services Authority, Tejinderbir Singh said a lok adalat had also been planned for the next week at the Kapurthala jail. He said all those inmates who had been in the jail for a punishment of six months or less would be provided assistance. "All those prisoners who have no one to pay their sureties would be helped for getting bail," he added.

Seminar organised

The District Legal Services Authority, Kapurthala, organised a seminar for the students of Government Girls Senior Secondary School, Sultanpur Lodhi, where they were told about the Domestic Violence Act, 2005. The seminar was presided over by Manila Chugh, Civil Judge (Senior Division)-cum-Secretary, District Legal Services Authority, Kapurthala.

She said women victims of domestic violence could approach the Magistrate concerned in person or through an advocate under Section 12 of the Domestic Violence Act. She said a woman so affected had the right to reside at the home of her husband under Sections 17 and 18 of the Act. "Further, the court can also prohibit alienation of assets and bank account of husband. The court can also order to pay maintenance under Section 125 of the CrPC," she added.

Halting at Dhariwal Kadian village in Kartarpur, the ancestral village of Punjab Youth Chief Vikramjit Singh Chaudhary, the Adhikar Yatra was welcomed by Chaudhary Jagjit Singh, former Punjab minister, along with hundreds of Congress workers.

Vikramjit Singh Chaudhary along with Suraj Hegde, secretary, AICC, and in charge Youth Congress, and his team paid tributes at the Samadhi of Master Gurbanta Singh, former Agriculture Minister Punjab, his grandfather. Suraj Hegde has come purposely to boost the morale of the Punjab Youth Congress activists participating in Adhikar Yatra for the last 28 days.

The yatra headed towards Basti Danishmandan. The youth exhibited great fervour, people and a large number of women welcomed the yatra with Aarti and showered petals and people fired crackers. It took rounds in Basti Gujan and Basti Nau localities. The Adhikar Yatra covered all Vidhan Sabha constituencies passing through Mai Hiran Gate, Panjpeer Chowk, Partap Bagh, Guru Nanak Mission Chowk, Model Town and finally halting at Ravidass Bhawan.

Speaking on the occasion, Suraj Hegde congratulated the youth chief Vikramjit Singh Chaudhary for carrying the message of Rahul Gandhi of acquainting the masses with the policies and the good work done by the UPA regime to uplift, empower and help the masses in getting their rightful share. Hegde walked along the Yatra covering all the Vidhan Sabha constituencies of Jalandhar. He asked all the office-bearers to bring maximum number of people to participate in the culmination of Adhikar Yatra at Lyallpur Khalsa Senior Secondary School, Nakodar Road, Jalandhar on October 31, death anniversary of former PM Indira Gandhi.

Fever cases: Civil Hospital staff struggle to handle heavy rush of patients

Patients complaining of fever have flooded the Civil Hospital, leaving hardly any space in different wards of the hospital. The rush of such a great number of patients has put the hospital staff on their toes ever since the setting in of the rainy season. As per the records, over 10,000 patients suffering from fever were registered at the hospital as of now, while more registration is on.

Not only the city and countryside, but also patients complaining of high fever from neighbouring districts like Kapurthala, Hoshiarpur and Nawanshahr are visiting the Civil Hospital.

Talking to The Tribune, Medical Superintendent Dr Jagjit Singh Cheema revealed that they had tested 408 blood samples and out of which 28 were confirmed to be dengue cases till today. The hospital had also conducted CBC tests on 10,000 patients to put the patients on different lines of treatment.

Dr Cheema revealed that among the confirmed dengue cases, some were from other districts. He, however, claimed that the hospital staff was overburdened because of shortage of staff and extra load of referral cases.

A survey of the hospital by The Tribune found that patients were sharing beds in many wards as they were packed to the capacity. Some even had preferred to spread their mats on the floors in corridors of the hospital.

Punjab education board holds competitions

Over 2,500 students from more than 100 schools from Ludhiana, Ferozepur, Moga, Barnala, Hoshiarpur and Jalandhar showcased their talent in the Regional Co-Curricular Academic Competitions-2013 organised by the Punjab School Education Board at Lovely Professional University (LPU), near here.

In all 15 events were organised for students of 5th to 12th standard.

Ramgarhia Senior Secondary School Miller Ganj Ludhiana bagged the first prize in bhangra and gatka, Teja Singh Swatantra Senior Secondary School Ludhiana, remained at the top in giddha while students from Doaba Khalsa Senior Secondary School Jalandhar, remained first in folk song.

Sant Avtar Singh Yadgaari Senior Secondary School, Jalandhar, was adjudged the best in war gayan, Shaheed-e-Aazm Sukhdev Singh Thapar Senior Secondary School Bharat Nagar Ludhiana was declared the first in Kavishri.

In shabad gayan, students of GTB Khalsa Senior Secondary School, Hoshiarpur, remain the leader while it was Government Senior Secondary School (Sohian) Ludhiana that clinched the title in calligraphy.

Dalit Mahan Panchayat to stage demonstration

The Dalit Mahan Panchayat, formed by combining all Scheduled Castes categories, will be holding a demonstration and dharna in front of the Punjab Vidhan Sabha on November 1 to protest against the anti-SC policies of the state government.

The Mahan Panchayat is demanding from the Punjab Government Rs 100 crore to be allotted to the Scheduled Castes Finance Corporation which could be used as loan for self-employment. It has also sought share for SC community in one-third of the shamlat land of village for which they have demanded that the Village Common Land Act, be amended to make it foolproof. The members have also demanded 5 marla plots for houseless families.

Other demands are proper implementation of the Post-matric Scholarship Centre-Sponsored Scheme and release of a grant of Rs 427 crore for the same. The members have also rued that a total allocation of Rs 11,573.83 crores in the 11th five-year plan for the welfare of SCs has not been used for which there should be an inquiry.

The demonstration would be led by convener of the Mahan Panchayat Paramjit Singh Kainth and co-convenor Kiranjit Singh Gehri. The participating bodies are the Chamar Mahan Sabha, Lok Janshakti party, National Scheduled Castes Alliance, Dalit Sena, Lokshakti Mazdur Sabha and others. The Mahan Panchayat has appealed to all Dalit organisations to participate in the dharna.

Tension prevailed in the Jyoti Chowk area in the afternoon today, but a communal clash was averted as some Shiv Sena activists tried to remove some controversial hoardings put up by the Dal Khalsa and SAD (Panch Pardhani) regarding their November 1 march in the city to mark the 1984 riots anniversary.

Hindu activists were about to remove a hoarding at Jyoti Chowk when Sikh activists reached there. A heavy posse of the police, including Police Commissioner Ram Singh, too made it to the site. The police later found several sharp-edged weapons hidden around the area.

Sikh radicals sat on a dharna at the site demanding registration of a case. The dharna continued for more than an hour and the traffic around the busy intersection remained jammed for that time.

The ADCP-I, Naresh Dogra, said a case under Section 295 of the IPC was registered against unknown persons at the Division Number 4 police station.

Dr Girish Bali becomes head of Enforcement Directorate

Dr Girish Bali, an IRS officer of 2004 batch, has joined as the new joint Director of the Enforcement Directorate (ED) at its zonal office here. He has earlier worked as the Deputy Commissioner of Income Tax at Jalandhar and Ludhiana.

The ED administered the implementation of the Prevention of Money Laundering Act, 2002 and Foreign Exchange Management Act, 1999. Its Jalandhar zonal office had the jurisdiction over the state of Punjab. The other lessen known part of personality of Dr Bali was that he was a cycling enthusiast and a gym bug.
