JKP clinch football trophy

Jammu and Kashmir Police (JKP) lifted the Senior Division Football league-2013 by defeating the Accountant General Department in the final match played at Polo Ground in the city here, the police said today. The league was organised by the Jammu and Kashmir Football Association (JKFA) in which 14 teams from across the state participated.

Dasehra was celebrated with traditional fervour across the valley today. Despite rain, a decent rush of people gathered at the Polo Ground here in the evening, where the Kashmiri Pandit Sangarash Samiti (KPSS) organised a special function. Effigies of Ravan, Kumbkaran and Meghnad were burnt on the occasion. The KPSS members had a tough time erecting the effigies due to muddy conditions caused by the incessant rain. Spokesperson of the Hindu Welfare Society Kashmir (HWSK) Chunni Lal said the festival signified the triumph of good over evil. He said Dasehra coincided with Ram Navmi and both the festivals were celebrated with fervour across the region.

Water schemes yet to cover 203 villages
Srinagar, October 13
Even as 43 water supply schemes are targeted for completion in Budgam by the end of the current financial year, 203 villages are either uncovered or partially covered under the scheme in the district. This was stated in official documents tabled by the Public Health Engineering (PHE) Ministry in the recently concluded autumn session of the Legislative Council.

Mercury slumps as rain continues for second day

Rain lashed the region for the second day today as mercury recorded a drop of several degrees. The Kashmir region received a moderate-intensity rainfall, which begun on Saturday afternoon and continued intermittently throughout the day for the second consecutive day. The Meteorological Department said light to moderate rainfall and thundershowers were likely to occur at a few places in the state in the next 24 hours till Monday evening.

Five killed, two injured in road mishaps across valley

Five persons were killed and two others injured in road accidents across the region here today. A woman was hit by a car near Kunzar town in Baramulla district today. Jana Begum, a resident of Palpora, succumbed to injuries on way to a hospital, a police spokesperson said. In Budgam district, a tractor met with an accident at Chutru, resulting in critical injuries to the driver. He died while he was being taken for treatment, the spokesperson said.

Burn Hall School out of football league
Srinagar, October 13
The last year winners of the CRPF Football Tournament 2013- Burn Hall School were beaten by DPS Athwajan School by 2-0. Four matches were played on Sunday and the lineup for the semifinals was decided after these matches. The semifinals will be played between Sir Syed Football Club Wazirbagh and DPS Athwajan on Monday. The second semifinal would be played between Wolverstine Football Club Bemina and Tangpora FC Batmaloo. The final is scheduled for Tuesday.

Greater Srinagar extension
306 sq km of agricultural land merged

In the revised master plan for Srinagar city, which is being finalised by the Srinagar Development Authority (SDA), 306 square km of agricultural land has been incorporated into the extended city limits, which have been stretched almost to double in the new plan.

In the revised Srinagar Master Plan-2012-32, the Greater Srinagar local area has been extended from the existing 417 sq km to 757 sq km.

This was revealed by the government at the concluded session of the Legislative Council, wherein MLC Mohammad Ashraf Mir had sought details on the revised master plan, which is being finalised by the authorities concerned.

“The master plan for Srinagar is being revised upto 2032. The area covered under it is 417 sq km, which has been extended further,” Housing and Urban Development Minister Rigzin Jora revealed in the written answer tabled before the Legislative Council.

As per the new master plan, the boundaries of Greater Srinagar would encompass Dara-Fakri and Dachigam National Park on the northeast, Zabarwan hills from Khunmoh towards Khrew on the east, the Kakapora railway station on the southeast, Budgam local area up to Gallandar on the south, the Mazhama railway station and road towards Gulmarg on the southwest, and Buran, Ganepur in Pattan towards the west.

Regarding the status of the agriculture land coming under the expansion plan, he said the agriculture land that was coming under the plan is 306 sq km.

Before the submission the revised plan to the government for approval, the Srinagar Development Authority (SDA), the government agency responsible for formulating the revised plan, has said it will seek “wide-ranging inputs” from technical experts and stakeholders on the master plan 2012-2032.

The authority took the mid-term review of the Srinagar Master Plan 2000-2021 in February 2012, during which “ways and means” were suggested to “make the document more realistic and implemental” in consonance with the ground realities.

Subsequently, the extension of the Greater Srinagar local area was approved by the SDA Board during its meeting in September.

Revised Master Plan 2013-2032

As per the new master plan, the boundaries of Greater Srinagar would encompass Dara-Fakri and Dachigam National Park on the northeast, Zabarwan hills from Khunmoh towards Khrew on the east, the Kakapora railway station on the southeast, Budgam local area up to Gallandar on the south, the Mazhama railway station and road towards Gulmarg on the southwest, and Buran, Ganepur in Pattan towards the west.

Markets abuzz ahead of Eid
Commercial establishments remain open on Sunday

Shops and commercial establishments remained open on Sunday in the wake of heavy demand for garments, toys, furniture, eatables and confectioneries ahead of Eid-ul-Zuha, which is on Wednesday. The district administrations have been alerted by the state government to ensure the presence of checking squads at all important commercial centres in the valley to keep an eye on fleecing and black-marketing by the shopkeepers.

Many shepherds and mutton dealers from the state and outside have also thronged the city for the sale of sacrificial animals on the eve of Eid.

The Consumer Affairs and Public Distribution Department (CAPD) has made available the rate list of the sacrificial animals in various markets set up by the department and even by private dealers.

Many ration depots of the CAPD were also flooded with people buying rice, flour, sugar, kerosene and coal on discount.

People queueing up outside ration depots had to return home disappointment, as depots either remained closed or were shut early in the day.

“Like the private commercial establishments, even the CAPD depots and the banks should have remained open today for public convenience. A heavy rush is always expected ahead of Eid, hence the government should be well prepared,” Manzoor Ahmad, a businessman said.

With Eid-ul-Zuha just a few days away, major markets of Srinagar, including Lal Chowk, Jehangir Chowk, Hari Singh High Street, Jamia Masjid and Batamaloo markets are flooded customers, particularly women and children.

Sales and bargains in Srinagar’s commercial hub Lal Chowk have considerably picked with long queues being witnessed outside garment, toys, sweets and confectioneries shops.

The Amira Kadal and Budshah Kadal bridge pavements are lined with makeshift stalls selling cosmetics, toys and home decoration items.

“I earn well at this time of the year. My decoration pieces, which I get from Jaipur, are very popular here, especially among womenfolk,” Chandan, a stall owner said.

The rush of buyers is expected to further increase in the coming days, hence some people are worried about traffic jams.

“We have experienced worst traffic jams on the Eid eves in the last so many years. Traffic management goes haywire on festive occasions. Even if people want to come out and shop, traffic restrictions play spoilsport,” Irtikqa Khan, a shopper said.

Jammu and Kashmir Police (JKP) lifted the Senior Division Football league-2013 by defeating the Accountant General Department in the final match played at Polo Ground in the city here, the police said today. The league was organised by the Jammu and Kashmir Football Association (JKFA) in which 14 teams from across the state participated.

The JKP-B team after winning the title for the first time has now qualified for the super division league after a gap of four years, a police spokesman said.

"The team had gone into the field with a well-prepared game plan," the spokesman said.

JKP striker Rohit Kumar managed to score the first goal in the 25th minute of the game. This was followed by an excellent performance from Shabir Ahmad, the leading scorer of the game, who struck twice in the 52nd and 60th minute of the game to give his side a 3-0 lead. The fourth goal for JKP came from Bilal Ahmad in the 65th minute of the game, the spokesman said. JKP won the league final 4-0.

The Additional Director General of Police (Armed), SM Sahai, congratulated the champion team for winning the league and wished them success and best of luck for the future championships.

Sahai praised the great standard displayed by the players of the team during the league and urged the players for generating team spirit and a feeling of oneness so that excellence becomes a reality.

In their messages, Governor NN Vohra, Chief Minister Omar Abdullah and Deputy Chief Minister Tara Chand prayed for peace, progress and prosperity of the state.

Water schemes yet to cover 203 villages

While work on 114 water supply schemes is currently underway, 43 schemes would be completed by 2013-14, the documents reveal, adding that a total of 190 water supply schemes had been sanctioned for Budgam during the last four years.

Out of 190, 114 water schemes have been completed/commissioned in the past four years while an amount of Rs 10,732.28 lakhs were incurred on the completion of these schemes.

Questions related to the sanctioning of water supply schemes in Budgam were raised by MLC Ali Mohammad Dar in the Upper House.

The Meteorological Department said light to moderate rainfall and thundershowers were likely to occur at a few places in the state in the next 24 hours till Monday evening.

In Srinagar city, 6.7 millimetre rainfall was recorded overnight and 8 millimetre rainfall during the day, an official of the state Met Department said.

It also rained with varying intensity across the region, including the tourist resort of Pahalgam, Gulmarg and Sonmarg.

The official said there was a possibility of snowfall in the higher reaches of the region, though no such report has been received from any station so far.

The sudden downpour led to a dip in the day temperature, which had been continuously settling several degrees above the normal in the recent days.

The maximum temperature in Srinagar city on Sunday was recorded at 14.7 degrees Celsius, the official said.

The minimum temperature in the city had settled at 12.8 degrees Celsius, the official added.

Met alert

The sudden downpour led to a dip in the day temperature, which had been continuously settling several degrees above the normal recently. According to a Met Department official, there is a possibility of snowfall in the higher reaches of the region.

The minister was the chief guest on the occasion of the annual students talent celebration being organised by the Newlight Education and Environment Foundation and Environment Society (NESS-NEESF).

The minister appealed to the youth to explore possibilities in education and employment outside the state and country and bring laurels to their families and the state. He said there was abundance of talent among the youth of the state and they should display it at national and international level. He suggested changes in the educational system to hone the skills and talent of the youth.

Minister for Agriculture, Ghulam Hassan Mir, stressed the need for quality education while chasing the target of universalisation of education. He suggested changes in the education policy so that the best among the lost were promoted.

The awardees included students from various educational institutions from all districts of the Valley who had applied for the annual talent hunt.

Azeem Tariq Shah, from St. Joseph's Higher Secondary School, Baramulla, who topped in the NEES Class II level examinations in the Valley, said that he would again apply in the talent hunt programme next year as this gives him encouragement to excel in academics.

"I have collected more than 30 certificates of participation in various talent hunt programmes. This is yet another achievement and I feel glad that I am being awarded. I will try to improve my performance in years to come," Azeem told Tribune.

Director, RMSA and Local Bodies, Hilal Parray, Deputy Commissioner, Shopian, Bashir Ahmad Bhat, Director, Business and IT Schools, Kashmir University, SM Mufeed, Director, Libraries, Atta-Ur-Rehman Natnoo, noted educationist AG Madhosh also addressed the gathering.

Mohammad Ashraf Magray was killed when his vehicle met with an accident near Sadna Top in Kupwara district, the spokesperson said.

In another accident, a vehicle hit and injured Mohammad Sarwar Rather, a resident of the Chethy Bandy area of Bandipora, at Pinchi Mandi in the city here. The injured succumbed to injuries at SKIMS Hospital.

A youth, who was injured in an accident last week, succumbed to injuries at a hospital in the city here early this morning. Irfan Yasin, a resident of Sopore, was hit by a truck near Chankhan on October 9.

A vehicle hit and injured Abdul Rashid Sheikh, a resident of Firdous Abad, near the Fruit Mandi gate, on the city outskirts. The injured was shifted to a nearby hospital where he was being treated, the spokesperson said.

In another accident, a vehicle hit and injured Rouf Ahmad Kaloo, a resident of Band-Parimpora, near his house here today, the spokesperson said. The injured had been shifted to a hospital, the spokesperson added.

Relatives of 12-yr-old bear attack victim seek compensation

Relatives of a 12-year-old boy, critically injured in a bear attack, has sought compensation from the state government, saying that this was the time when they need it the most as the money could be used for the treatment of the boy.

“While money is always welcome in a poor family like ours, the relief should be paid to the victim when it is needed the most,” said Bashir Ahmad, brother of Manzoor Ahmad Bumla of Ahlan-Fatan village, who is recuperating at a government hospital after he was attacked by the animal on September 28.

"There should have been a mechanism under which a victim of wild animal attacks be given immediate relief to meet the medical expenditure," he said. "Nobody from the government came forward to help us financially for the treatment. I am working as a labourer in Srinagar and lost my working days. Whatever money I had saved for the coming winter has almost exhausted," Bashir claimed. Bashir claimed that he had approached the village sarpanch for some relief from the government, but to no avail. "He refused to even pursue our case on the plea that he is not authorised," Bashir said. Reacting to a recent statement of the Minister for Urban Development, Nawang Rigzin Jora, that Rs 2.40 crore has been paid as compensation to victims of the man-animal conflict over the past five years, Bashir said, "When does the government pay this compensation money? We need it right now as I am not in a position to pay for Manzoor’s treatment. Manzoor, a Class V student hailing from Ahlan-Fatan village, was leaving for school when the beast pounced on him near his house in south Kashmir’s Kokernag constituency. — PTI

When the play opens, a girl is mourning the death of her lover. She thinks it as the end of the world and gets so upset that she decides to commit suicide. But before that, she thinks of taking permission of her uncle, whom she holds responsible for the death of her soulmate. The uncle, who is more concerned about his own reputation, has very little feelings of her niece and permits her on the condition that he himself would write suicide note for her, as he thinks her incapable of even writing a proper note.

Meanwhile, 'Heer' appears in the picture, who looks very upset as she was followed by 'Ranjha', Heer explains her about the pain of the other love couples like Soni-Mahiwal, Laila-Majnu, Sasi-Punoo etc. Heer finally convinces the girl that love is not worth dying for, and even repents her decision to die in love. The girl changes her mind and realises that how important her life is? The play is a satire on all those who are incapable to face the challenges of life and commit suicide. Life is to live and face challenges, not to succumb to its obstacles and commit suicides. Its beauty lies in facing it with smile.

Residents ignore civic bodies’ plea against dumping polythene in Tawi

Despite efforts by volunteers of NGOs and civic bodies, people still dumped polythene and solid waste in the Tawi during the immersion of Sankh on the occasion of Navratra. The river bank was full of polythene waste, which is a major reason for pollution.

While thousands of people descended on the river for performing religious ritual on the last day of Navratra, they left a huge pile of polythene and other solid waste on the banks of the river.

Since morning, people visited the river banks to immerse ‘Saakh’ in the river which is grown during the nine-day-long festival dedicated to Goddess Durga and along with it polythene bags, plastic bottles and red cloth was also dumped, which lay littered everywhere, giving an ugly look to the riverbed by the evening.

"We initiated a campaign with the help of an NGO and people were made aware about the need to prevent pollution of the river body. They need to understand it," said Dr Vinod Sharma, Health Officer, Municipal Corporation.

The river has turned into a virtual dump, as untreated liquid waste pours directly into the river and untreated solid waste is dumped in the nearby land. This consistent dumping has increased the biochemical oxygen demand above the permissible limits and deteriorated the quality of water. However, JMC Commissioner KL Khajuria was not available for comments.

Even the Tawi beautification project initiated in 2004, by the then Chief Minister, Mufti Muhammad Sayeed, and later reviewed by Ghulam Nabi Azad, when he was the Chief Minister of the state has not been completed till now.

Gujjars for national movement to include Gojri in Constitution

The Gujjars of Jammu and Kashmir today made an appeal to the community residing in other states of India for a joint struggle to press the Union Government to expedite the process for inclusion of Gojri language in the eighth schedule of the Indian Constitution.

Giving details, Tribal Research and Cultural Foundation (TRCF) secretary Javaid Rahi said, the Union Minister of State for Home Affairs, RPN Singh, had admitted that the case regarding the inclusion of Gojri in the Constitution of India was pending with the Union Government.

“Singh admitted that a committee was constituted in 2003 to evolve criteria with reference to the inclusion of different languages, including Gojri, in the eighth schedule. As per the communication, the committee gave its report in 2004 and a decision in this regard was yet to be taken,” Rahi said.

Rahi added that they were in touch with different Gujjar organisations working in different states of India and they were going to constitute a team of community dignitaries of 12 states which would visit Delhi shortly to press upon the Union Government to speed up the matter regarding the inclusion of Gojri language.

He said Chief Minister Omar Abdullah had also recommended to include Gojri language into the eighth schedule and prior to this, the Governors had been recommending the cases to the Union Government.

Residents and traders of Kupwara town have demanded that the streetlights installed in the town by the Kupwara municipal committee (MC) be made functional at the earliest. They said the lights installed more than a year ago had remained functional only for a few weeks in 2008.

"The lights have not been repaired or replaced for the past one year. The committee has turned a deaf ear to our requests. In the absence of streetlights, we are facing a lot of inconvenience during evening and night hours. What is the point of spending lakhs of rupees on lights when the authorities are are not repairing the old ones?" said Abdul Rashid, a trader.

Another resident said they were facing problems in reaching mosques for offering evening prayers due to the non-functional lights.

"There are more chances of attacks by stray dogs in the dark than in the light. We have to move in groups and carry torches to avoid any kind of accident. The committee, however, has not bothered to address our problems," said Mohd Afzal, a resident.

The residents have appealed to the MC to repair or replace the lights.

"Once again we appeal to the municipal authorities to repair or install new lights for the convenience of people. Evening life has become dull in Kupwara due to the situation," said Anees Ahmad, a student.

About 30 youth from north Kashmir's Bandipore and Sopore areas returned to the Valley after a ten-day tour to Mumbai and Goa. The tour organized by 27 Rashtriya was flagged in today during a ceremony at the Battalion Headquarters of the unit. The Commanding Officer welcomed and received the enthusiastic youths. A large number of civil dignitaries and locals were present on the occasion.

"During the 13-day educational tour, 30 students visited the cities of Mumbai and Goa. Youths visited the Gateway of India, Naval Dockyard and Elephanta Caves, Nehru Planetarium, Chhatrapti Shivaji Sangrahalaya, Mumbai Natural History Society, Marine Drive, Juhu Chowpatty in Mumbai. They also visited the museum, Calnute beach, Church and Convent of St Francis of Assisi, Sea Cathedral, in Goa," an Army officer said.

Burn Hall School out of football league

Srinagar, October 13
The last year winners of the CRPF Football Tournament 2013- Burn Hall School were beaten by DPS Athwajan School by 2-0. Four matches were played on Sunday and the lineup for the semifinals was decided after these matches. The semifinals will be played between Sir Syed Football Club Wazirbagh and DPS Athwajan on Monday. The second semifinal would be played between Wolverstine Football Club Bemina and Tangpora FC Batmaloo. The final is scheduled for Tuesday.

All matches that were played today were quite exiting and teams played with full vigour and strength. Burn Hall school, was beaten by DPS school by 2-0. In the second match, Tangpora Club beat Ithad Club by 3-1. The third match between Wolverstine Club and Safdar Club was a tight match where Wolverstine Club won the match by 6-4 in the penalty shootout. — TNS
